NEWPORT-MESA -Some Estancia and Cos-
ta Mesa high school students may soon be trad-
ing in their school colors for Air Force blue.
Administrators at both schools are filling out
applications this sw:nmer for Air Force jwlior
ROTC programs, said Tom Jacobson. director of
secondary education with Newport-Mesa Unified.
Though all high school principals met with
an Air Poree ROTC instructor and student from
Santa Margarita High School in March to dis-
cuss the private school's program, only Estancia
and Costa Mesa plan to implement a program
in Newport-Mesa, Jacobson said.
#Those are the two that seem to be most
interested at this time," he said.
But the Air Force limits the number of junior
ROTC programs available nationwide and has
already reached its maximum, Jacobson said.
Estancia and Costa Mesa will be placed on a
waiting list after filing their application.

NEWPORT BEACH - A former
city employee, who is married to

ers' compensation claim.
John P. Raggio, a building
maintenance supervisor from
1981 to 1993 and husband of
retired City Clerk Wanda Raggio,
pleaded not guilty Tuesday in
Orange County Superior Court to
two felony counts of fraud and
one felony count of perjury in
connecUon with bis claim.
Raggio, 65, was released on bis
own recogn1zance, a county pros-
ecutor said. His pre-trial hearing
is July 10.
The Long Beach resident is
accused al exaggerating injuries he
suffered on the job in 1991. He said
he hurt bis back and groin moving
a filing cabinet ~ am no longer
walk without a cene or walker.

NEWPORT-MESA -After some
heavy prodding by Newport Beach
parents, school boa.rd members agreed
Tuesday to take a serious look at possi-
bly restructuring the gifted student
program throughout the school district.
The parents pleaded with school
trustees to initiate a special district-
wide, full-day program for gifted chil-
dren at Harbor View this fall.
And while some school board mem-
bers urged caution in implementing a
program too quickly, others, like trustee
Wendy Leece, said a pilot program at
Harbor View should be placed on a fast
track in the district's administration.
"Why not? We're so far behind in this
district as far as accelerated and gifted
programs that we're losing students to
private schools," she said. "We're cer-
tainly going after the disadvantaged
population. We need to address the
needs of this group of students as well."
But trustee Judy Franco said the dis-
trict should move slowly and evaluate
programs before rushing to implement

tion, I put lavendar oil on a cot-
ton ball and placed it in his ear. It

aromatherapy. •My two older
daughters use it-they're always
burning aromatherapy candles."
Cohen says pets can also
benefit from aromatherapy. •If
you drop peppermint oil into
water you can spray it on your
dog and it will help control fleas.

NEWPORT BEACH -While the
0.ty Council adopted the city's
$129.5 million budget for fiscal year
1996-97 Monday night, the-amount
ol money to be fwmeled into the
d.ty's reserves and where ~ will
come from remains to be solved.
•Basically, because they
knocked a hole of $250,000 into
the budget, less is going into the
reserves unless we cut programs
or look at adding revenue,• said
City Manager Kevin Murphy,
who is faced with solving the
conundrum of the shrinking
amount of. reserves, which the
~uncil wants to bolster.
•The City Council wants to
increue the reserves by $500,000
so I have to figure out bow,• Mur-
phy said Tuesday.
Murphy must come back to the
council at their July 8 meeting
with a plan to do this. If $500,000
is put into the city reserve fund for
1996-97, the total reserves will be
at $5.1 million. ·
Murphy bad proposed the
council approve ta.king the
S250.000 in annual reserves from
the dty's off-street parking fund
-profit from the city's parking
meters-and transfer that money
into the general fund. The current
balance in the parking fund -
used to buy additional lots to curb
the city's parking problem espe-
cially in beach areas -is approx-
imAtely $1.6 million.
But the council shot the pro-
posal down and a .few coun-
cil.members said they did not
approve of borrowing money
from one fund to boost another.

stay where it is.•
Marcia Dossey, president of the
Newport Beach Pier Association,
also spoke out against the transfer
of parking funds saying it conflicts
with the area's goals to take prof-
its and spend them on revitalizing
the pier and beach areas.
The council's approval of
spending for other checklist items
such as document imaging, note-
book computers and adding sum-
mer garbage collection on Satur-
days in Central. West Newport
and Balboa and Little Balboa
islands, resulted in increasing
spending from the general fund
by a total of $50,000, Murphy said.
The total estimated revenues
for this year is S122.9 million, an
increase of $6.5 million from last
year, according to the city report.
Meanwhile, the spending of
$129.5 million is up $1.5 million
from last year.
Most of the increased spending
will be on capital .improvements
-mainly the Groundwater
Development Project and Coast
Highway-Newport Boulevard
improvements -which represent
38% of the dtYs total spending.
The budget also allows for
some restoration of reserves as
well as a modest pay raise for city
employees -the first raise for
non-safety employees since 1994.

Suspected serial killer
to be in court today
Gerald Parker, a mari suspect-
ed of killing three Costa Mesa
women and sexually assaulting a
fourth during a year-long serial ~gs spree, 'l'fil be arraigned
m Orange County Superior Court
at 8 a.m. today, officials said.
P!ifker, 41, faces six counts of

Mesa murders he is suspected of
killing a woman and an unborn
fetus in Tustin and another
woman in Anaheim.
The slayings took place from
1978-79, Another man, Kevin Lee
Green, wrongly spent 16 years in
prison for killing his wife's fetus
and was recently exonerated by
new evidence pointing to Parker,
officials said.
Green's wife suffered severe
brain injuries from a crushed
skull in the slayings and testified
that her husband raped. and
stabbed her.
Parker, who was transferred to
Orange County Jail Monday
from a prison in Central Califor-
nia, was doing time for burglary
and {aping a Tustin woman.
He was linked to the crimes by
DNA evidence that proved
Green's innocence.

Robber pulls off
bank heist with note
A man, possibly not armed,
robbed a Costa Mesa bank with a
note Monday, authorities said.
The robber entered a Downey
Savings and Loan Association
branch at 360 E. 17th Street at
2:54 p.m. and handed a teller a
note demanding cash. He was
given $1,950.
The robber left the banlt and
got into the passenger side of a
dark blue four-door sedan, possi-
bly a Chevrolet Corsica, driven
by another person. The pair were
last seen driving northbound on
Raymond Street.
The man did not show the
teller a weapon dunng the rob·
bery. said Costa Mesa Police
Capt. Tom Lazar.
Bank officials did not return calls.
The robber was described as a
28-tq 30-year-old male, 5 feet 7
incheS tall, 150 pounds, with black
hair. A description of the get-away
car driver was not available.

Newport scholarships
Speak Up Newport bas select-
ed two local students to receive
the 1996 Dorothy Hardcastle
Scholarship Award.
The first recipient, Jennifer
Parker, graduated from Newport
Harbor High School last week
with a 3.9 grade point average.
She volunteered at the Environ-
mental Nature Center and Sher-
man Library Gardens and was
active with the Harbor Heritage
Run.
Al school. Parker served as
senior class vice president, chair-
man of the communications com-
mittee and sports editor of the
yearbook. After a swnmer intern-
ship with U.S. Congressman
Dana Rohrabacher's office this
summer, Parker plans to major in
English at St. Mary's College.
The second recipient, Kathleen
Wood, graduated from Corona del
Mar High School last week with a
3.45 grade point average. She vol-
unteered with the March of
Dimes, the Back Bay Qean Up
and the Costa Mesa Senior Citi-
zen's Center. She also bas worked
with Canyon Acres and Orange-
wood -programs for abused
children -and with Second Step
-a program for abused women.
At school, Wood served as edi-
tor-in-chief of the school year-
book and was active in the Youth
in Government program. She
plans to major in political science
at Santa Clara University this tau.
The $1,000 Dorothy Hardcas-
tle memorial scholarship is given
each y~ar to students who
demonstrate a continulng interest
in civic and community issues.

What next? Will niouse ears replace Big A?
F or much of my We-
which means a very long
time -I've had a love-
hate relationship with Disney.
And I have a feeling that
things started to go downhill
for me after Walt's death.
The high point of love isn't
hard to identify, It came on my
xoungest daughter's 16th
birthday. When I asked her
what she wanted most in the
world on that momentous
occasion, she told me she
wanted to have lunch with
actor Kurt Russell, with whom
she was passionately in love.
Russell was under contract
to Disney Studios at the time,
and I was working the Holly-
wood beat for the National
Observer, which was the
weekly Wall Street Journal. I
called a studio publicist friend
and told him if he could
arrange it, he would not only
make my daughter deliriously
happy but would give me
father points that would sure-
ly last a lifetime. I also men-
tioned that I might write
about it.
And so it was done. My
daughter watched Russell
work on a sound stage, then
we went to the commissary
for lunch with the publicist.
She had no idea who would
fill the fourth chair at our
table until Kurt Russell
arrived. To his great credit, he
didn't hurry through the lunch
or patronize my daughter.

And to her great credit, she
was both composed and arttc!-
ulate.
Big points for dad and for
Disney. And to top it off, Rus-
sell sent her a photograph with
a very funny inscription on her
40th birthday.
The Disney low point came
some yea.rs later when we took
my stepson to Disney World in
Orlando. For four outrageously
expensive days we were liter-
ally submerged in Disney
commercialism. We stayed at
Disney hotels, ate in Disney
restaurants, shopped.in Disney
stores, rode on Disney buses
and spent obscenely large
amounts of money in Disney
theme parks.
T he absolute low point
came on our final day
there when a sudden rain
squall hit us at Epcot and we
duck~to one of the stores,
already crowded with damp
tourists. And sure as hell, from
underneath the counters came
thousands of Disney ponchos,
eight bucks apiece, line forms
right over here.
I refused to buy one and got
very wet, a small protest but
..._the only one a.v&ijlble·tome.
Since then, •tt has beeh a
mixed bag. Disney has been
taking some risks with its film
product, and, unlike the
Southern Baptists, I find that
mostly interesting. I began to
see mice under my bed when
Disney bought the ABC
nework, but fearing a case of
Disney Paranoia, I shook it off.
Until last night. That's when I
went to my first Angel game
since Disney took over the
team.
I go to maybe 25 or 30
Angel games a season. Base-
ball is my psychiatric couch,
has been since I was a school-
boy. I mostly go alone and
take reading materials and my
thoughts. I go early and sit
there for three hours, and by
the time the game is over I
usually have my world in some
sort of workable perspective.
And all of this is without miss-
ing a single pitch. I can
recount afterward every play
of the game.
Because baseball is a
leisurely game of small move-
ments and nuances, mixed
with occasional slashes of bril-
... ~t action, it otters time for
rll'D!ction and the exhilaration
that comes with the overpow-
ering sensation that for a brief
moment all is right with the
world. Or at least it used to -
before the Disney marketing
geniuses began leaving their
mouse tracks all over the
game.
I had a feeling things were
not well when the people
who broadcast the Angel
games began spending more
time shilling for Disney promo-
tion items than describing the
game. Then I went to my first
post-Disney game, and my
worst fears were realized. I
think it is safe to say that there
wasn't one moment of silence
between innings throughout
the game -and not very
much during the action .
The Angels won big, and
instead of remembering their
barrage of base hits, all I
remember is a cacophony of
noise so intense and pervasive
that my head ached when the
game was over.
Now I know I run the risk of
being designated a geriatric
case planted firmly in a past
that no longer exists, but I
heard enough comments that
night and since from non-geri-
atrics about the intrusiveness
of the noise at Anaheim Stadi-
um that I have to believe it
isn't just me.
They have a dozen cheer-
leaders, for God's sake, danc-
ing to ear-splitting noise on top
of the dugouts between every
inning. And when the music-
noise isn't blaring, an
announcer is shouting irrele-
vancies at us.
I'm told that Disney has cre-
ated a similar atmosphere at
the Duck Pond. I'm not a
hockey person, so I don't know
about that.
But hockey is a different
game of constant movement,
so maybe it works better there.
But it sure as hell doesn't work
at Anaheim Stadium.
T he Angels have suddenly
come to life. With the tal-
ent they can put on the field,
they have a real shot at the
American League champi-
onship. There are a lot of base-
ball people around here like
me who have waited a very
long time -especially through
the agony of last season's free
fall -for that to happen.
The greatest gift the Disney
people could give us is to hang
onto the baseball talent the
Angels have assembled -
then send the cheerleaders to
the D.uck Pond and get out of
the way and let the Angels
play baseball.
U they do that, I guarantee
people will come.

r;eparate decisions, the board of
directors of both the Santa Ana
I !eights Wa ter Co. and the Irvine
Ranch Water District have agreed
m concept to a merger of the two
agencies, which would put the
'imaller district under the admin-
istration of IRWD.
The merger, which is expected
to take up to six months to com-
plete, must be approved by both
the Local Agency Formation
Commission and by Santa Ana
Heights' approximately 2,700
. customer/shareholders.
"We'll complete (the consoli-
dation) as soon as we can," said
J.R. Mosier. a Santa Ana Heights
board member. "The ultimate
decision will be in the hands of
our shareholders."
Under the pre-annexation
dgreement, IRWD would take over
Santa ..4,na Heights' water system,
the dlstrlct's property and all of its
dSsets IRWD will pay $1,100 per
share and, once the merger is com-
plete, current Santa Ana Heights
customers can expect a 10%
reduction in their water bill, offi-
c1dls from both agencies claim.
Santd Ana Heights, one of the
smallest water districts m the coun-
ty, serves customers in Costa Mesa,
Newport Beach and residents of
c1d1acent unincorporated areas of
the county. Earlier this year, the
water district requested merger
proposals from lrvme Ranch,. Mesa
t 'onsolidated Water District and
Uuee private water companies.
Joining with Irvine Ranch is
the most logical maneuver
Mosier said, since the two agen-
cies hdve resources in close prox-
11nity to each other. .

Wood named to library boar

Wood said Tuesday. "It was a little
bit of a surprise because I wasn't
selected as a finalist." ·
Wood, a Newport Beach resi-
dent of 30 years and editor of Coast
magazine, bad been nominated
and tnteIViewed as a candidate for
the library trustee seat vacated by
longtime trustee Lucille Keuhn. but
hadn't made the final cut.
But City Councilman John Cox
added Wood's name to the list of
three nominees Monday night,
and Wood, who served for two
years on the library's foundation,
won the appointment over two
other nominees.
"The first thing I want to do is
get paper towels in the men's
room and get rid of the blow dry-
er," Wood joked. But on a serious
note, Wood said he would like to
help guide policy and insure that
the library continues to be "a
great asset to the community."
Wood's tenn as a trustee will be
for four years, until the year 2000.
The other nominees were
Joanne Lombardo, Susan Smith
and Cynthia Hollem. But Hollem
pulled out of the running amidst a
struggle between the nominating
bommittee and library supporters
over the nominations.

at 7 on his acoustic guitar at
the Vugin Megastore in Costa
Mesa's lhangle Square.
And he feels pretty good
about it.

struck a pleasurable chord for

Gene Baum, 85, dies

BALBOA ISLAND -Gene Baum. co-founder and organizer of
several succeldul events for the 552 Club, a fund-raising wing of
Hoag MemOrial Hospital Presbyterian, died of natural causes at
his home Tuesday. He was 85.
He is survived by his wife of 59 yea.rs, Phyllis, two sons,
Michael and Stephen, eight grandchildren and two great grand-
children.
Memorial services will be held at Pacific View Memorial Park
in Newport Beach on Friday at 11 a.m. In lieu of flowers, the fam-
ily has requested donations be made to Hoag Heart Institute or
the Assistance League of Newport-Mesa Day Care Center.
Mr. Baum, featured this month in the Daily Pilot as a charter
member of the BaU>oa Island Yacht Club, which celebrates its
15th anniversary this year, was one of the supreme figures in the
annual Taco Bell Newport Classic Pro-Am, played every January

several successful events for the 552 Club, a fund-raising wing of
Hoag Memorial Hospital Presbyterian, died of natural causes at
.his home Tuesday. He was 85.
He is survived by bis wife of 59 years, Phyllis, two sons,
Micb.ael and Stephen, eight 9J'°dchildren and two great grand-
children.
Memorial services will be held at Pacific View Memorial Park
in Newport Beach on Friday at 11 a.m. In lieu of flowers, the fam-ily has requested donations be made to Hoag Heart Institute or
the Assistance League of Newport-Mesa Day Care Center.
Mr. Baum, featured this month in the Daily Pilot as a charter
member of the Balboa Island Yacht Club, which celebrates its
75th anniversary this year, was one of the supreme figures in the

Mr. Baum, a native of Los
Angeles, where he wu bom in

Mr. Baum Uved in the Arcadia
area for many years working as

ages 4 through 16 the art of boat-
ing and water safety.
In 1976 he retired and moved
to Balboa Island permanently.
Among other things, Mr.
Baum dressed up as Santa Claus
each year and gave gifts to chil-
dren in the day care center for the
Assistance League of Newport-
Mesa.
