A Daily Pilot reporter was
stunned when a Newport Beach
police dispatch-
er read back
his ndrne
and tbe
make of his
car over the
scan n e r
Thursday
afternoon.
Little did
he know, he was being
tailed by undercover detectives
in dn unmarked van.
Police had arrested a suspect-
ed bank robber on East Coast
HJghway when they noticed a
suspioous man across the street
wearing a pair of sunglasses and
listerung to the scanner. They
thought he was a "layback, • a
person who p rovides back-up
dunng robbenes

interviewed a couple or business
owners dt the beach, then
returned to where the police had
stopped their suspect.
When the reporter went back
to the scene, he heard the dts-·
pdlcher say his name. One of the
detectives, now aware who was
drivmg the vehicle, shouted out
the reporter's name.
The police had d g9<)d laugh.

ronmental report for the proposed
Banrung Ranch project, residents
asked many quesllons about the
impacts the housing develop-
ment would have on traffic, water
quality and the wildltfe m the
area.
But Ray Thorsky, one of the co-
founders of Save Our Shores,
posed a dilferent kind of question
to the county staff.
Using tho bureaucratic lan-
guage found in the environmen-
tal document, he asked, "What
would the revenue impact to the
county be if they approve this
project? Will it be potentially sig-
nificant. less than significant or
no impact?~

West Side plan will have community's touch
• EIP Associates, the firm hired to find ways to
upgrade Costa Mesa's oldest area, wants to involve
local residents and businesses.

will come up with a plan for revital-
izing the West Side has been cho-
sen but don't expect to see draw-
ings any time soon. It's going to be
coming to the conununity first.
The first step in the redesign of
the West Side will be to consult the
people who live and work there,
said Woodie Tesch.er, director of
EIP Associates, the same firm that
-guideathe design of Third Street
promenade in Santa Monica.
"The whole plan is for the
community, not for us," Tescher
said. "The community needs to
have ownership of the recorn-

mendations. At the end, they
need to believe in them.•
This initial process is expected
to take three to four months,
Tescher said. It will probably take
nine months before the firm drafts
a specific plan.
EIP's promise· to draw in the
community and create a shared
vision was one of the biggest fac-
tors that won Councilwoman Lib-
by Cowan's vote. ·
"I'm very excited about EIP,
with the projects that they've
done elsewhere and the commu-
nity input that they create and
solicit,• Cowan said.
EIP was awarded a contract
this week for $189,000. which was
reduced from EIP's mitial bid of
Mr. and Mrs. Mano{\ G. Smith, Jr. of
Newport Beach have announced the
engagement of their daughter, Cynthia
Diane Crane. to Patrick Terrence
McGaughan, son or Mr. and Mrs. Terrence
McGaughan of Seattle.
The bride-to-be is a graduate of New-
port Harbor High School, UC San Diego
and UCLA. .

In four to six weeks, firm
will begin work with dty s to
identify about 25 residents, prop-
erty owners, merchants and offi-
cials who have a stake in the West
Side. Some kind of festival or oth-
er large event is also planned for
the fall to attract people who nor-
mally wouldn't show up for public
hearings, Tescher said.
"This is intended to give every-
body a chance,• Tescher said.
That's something very impor-
tant, said Manf redo Lespier, p res-
ident of the Latino Business
Council. The West Side -located
roughly between Harbor Boule-
vard a nd the Santa Ana River
from Wilson Street to the Newport
Beach city limits -is home to
one-third of the city's population
and has largest concentration of
Latinos in the community.

departments, including Costa
Mesa and Newport Beach, have
level 2 vests, which stop m0st
handguns even at point-blank
range. Levels 3 and 4 are usually
armor plates that can't be con-
cealed under clothing. They are
dasigned to protect officers from
high-powered weapons.
The vests are made with a
specially woven fabric that can
catch bullets. The energy from
the projectile is dispersed
throughout the vest and
absorbed by the material.
The standard vests issued by
police departments are vulnera-
ble to rifles, leaving the question:
are officers safe?

adequate for our line of work,•
said Costa Mesa police Sgt. Les
Gogerty, who is on the depart-
ment's special weapons unit:
Gogerty sald officers have the
option of upgrading their equip-
ment. Members of the tactical
squad are given armor shields to
stop most bullets.
"Here in Costa Mesa, we don't
have many shootings," he said.
"But the potential does exist."
1n 1990, Newport Beach police
arrested several people who used
body armor in two bank rob-
beries. Sgt. Mike McOennott said
they tracked the men for weeks
before they arrested them. None
of.the men drew guns on the offi-

posed to be demolished.
Costa Mesa resident Pam
Parks, who come~ to Zubie's Gild-
ed Cage every day for lunch, said
she remembered when the large
room was a club filled with mus-
cular bouncers and rowdy punk
rockers.
Called the Cuckoo'~ Nest, the
dub was a popular hangout for
local punk bands includmg Social
Distortion and the Adblescents in
the late _70s and early 80s.
Parks said Zubie's customers,
who were predominately local
cowboys at the time, did not get
along with the punk rans and
there were frequent fights
between them.
·Tue kids were rowdy back
then,· Parks said. "Tiungs would •
qet pretty crazy around here."
Although Parks remembers
the punk rock days, what she
will miss the most is watching
the older men who spend their
afternoons at the restaurants
every day.
·I'm really going to miss those
guys," Parks said. "Once this
place is c~osed a lot of these old
quys won't have a place to go. 1

restaurant every afternoon to
share a pitcher of beer or two.
The retired Costa Mesa resi-
dent also comes for lunch on a
regular basis and never misses
Zubies infamous prime rib Thurs-
days. which will now be offered at
the Newport Beach location.
Although there are other

Zaremski said it will never be the

mmates, Frank Morris, John
Anglm and Clarence Anglin, may
have become the only prisoners to
ever escape the island prison of
Alcatraz.
The trio of bank robbers spent
months digging holes in the back

holes and made their way off the

port Harbor High's Troy Treac·
car topped the field at the
National Regatta, hosted
recently by the Newport Harbor
Yacht Club.
The regatta brought together
57 high-school sailors with crew
and were sailed a bout one mile
west of the Newport Pier.
All 57 boats competed in
each race, which made for an
extremely competitive start and
hard-fought battles until the
end of the race.
The regatta started July 31
with two ocean races in light
conditions. Three longer races

were held Aug. 1 and two more!
Aug. 2 . Morning races were!
greeted with light winds whil~
afternoon races saw heavy se~
breezes.
Treaccar and Paige Thomp-1
son, also from the NHYC,
scored 11 points in six races to
win the regatta. Scott Hogan,'

To compete, a sailor had to tJ
a member of the CFJ Cla-a
Association and a member of a
yacht club belonging to U.S.
Sailing.
Participants bad to supply
their own boats and were
required to install weights ii that
boat did not meet the minimum
requirements. Combined weight
of skipper and crew had to be a
minimum of 240 pounds.

for the NewP<>rt boys water polo team during
its last match at the National Junior Olympics
Saturday, but a 20-minute lightening delay
helped zap the squad composed of Harbor
High varsity performers.
Leading Clovis, 7-6. with 90 seconds le ft,
the match was stopped as a precaution
against lightening. When play resumed, Clo-
vis scored two unanswered goals to claim the
8· 7 victory.
Newport defeated a team from Ctucago.
11-8, and dominated a team from San Jose,
13-0, in earlier games Friday, and opened Sat-
urday by taking on Tualitin Hills from Oregon.
