Police, partygoers able
NEWPORT BEACH -Relations
between partygoers and law
enforcement bfficials were good
during the day and early evening
at the beach communities as
Fourth of July festivities took off
like a skyrocket, residents and
authorities said.
"The cops are being really cool
this year,· said Ian Schoenderger,
23, who attended a party off West
Balboa Boulevard. "They're talk-
ing to us, hanging out.•
Police presence was heavy in the
so-called •party zone• on Balboa,
where pedesb'ian barriers were
erected at some spots to curtail
crowds. Police tape kept some peo·
ple out of particularly raucous par·
ties.
Community spirit was the vibe
of the day. Several officers chatted
with the mostly yoWlg-adult crowd
and took care of minor violations
with ease. Several lawbreakers
were asked to poor out alcohol
when caught drinking in public.
"We're still baby-sitting the
crowds,• Newport beach Police
Lt. Mike Jackson said in the early
evening. "We're making sure
they're well-behaved.•
The handcuffs came out for
bigger problems.

Newport.
Fourth of July revelers didn't
wait long to start drinking, tan·
ning and hooting Thursday in a
spirited celebration where pab'io-
tism met the beach in the form of
Samuel Adams beer and stars
and stripes bikinis.
Despite overcast weather, par·
ties were bigger than John Han-
cock's signatw-e by noon along
much of the Balboa Pe.ninsula.
And though scattered problems
were reported. things, as one party
dude said, stayed "pretty mellow.•
"It's a great place to be patriot-
ic,• said Scott Selman, 18, who
was hanging out at a house off
Neptune Avenue. "It's flowing.•
The spirit of the 220th Inde-
pendence Day wasn't lost in the
mix of booze, hormones and tan-
ning lotion .

"This is a very special day for
me,• said Diana Seay, 24, who
hosted a raging party at her Balboa
home. "This is the best country to
be in. I've lived in Europe and
everything. This is the place to be.•

great host for the big fiesta, with
residents biking. skating and
walking from party tc;> party to
watch live bands, flirt and drink
Cars were banned in the area for
most of the holiday.
Local pride was as evident as
national patriotism.
As one man toasting a 40-ounce
bottle of beer while standing on
the roof of a very expensive house
put it well: ·Viva la Newport!•

summer renter on the Peninsula.

works show. About 12,000-15,000
attended , said Annie Quinn, a
resort vice president.

smooth here, really fun, really

By 6:30 p.m., Quinn said the
parking lot was at capacity for the
fireworks show, which could be
the last if the city doesn't pay for
next year's gala.
The Dunes also limited alcohol
to private boats, pa.riced recreation-
al vehicles and the Back Bay Cafe.

Costa Mesa police officers are inclined to
disagree. In an age where on-lookers are
more likely to be apathetic bystanders,
Westover's chase was an ect of bravery, said
Costa Mesa Lt. John Fitzpatrick.
•His actions were very commendable,·
said Fitzpatrick. •People who want to get
involved in situations like that are few and
far between.•
Although the Placentia chase concluded
peacefully, Fitzpatrick does not advise citi-
zens to automatically take Westover's course
of action. Hit-and-run suspects are tre.:

Costner character's vision.
And instead of being called to
etch a baseball diamond out of
an Iowa cornfield, this
well-traveled Costa Mesa resi-
dent became the architect of a

High's summer water polo forces
forged a 6-6 tie with Villa Park in

One of his best works has
been red-shirt freshman Shane
Valdez, wbo finished this past
season second in the 118-pound
class at the Big Eight
Championships Ci?d eigh~ in the
laurels.
Valdez, who was born in
Costa Mesa, and has lived in the
immediate area all of his life, was
one of those drawn by Azevedo's
reputation. So was his twin
brother, Dane, who was a
medical red-shirt at Oklahoma
this past season with a shoulder
injury that's nearly 100% healed.

When Cervantes, at a9e 16,
stroked her way onto the
women's U.S. Olympic swim
team in 1968, she gTew up
quickly in the world arowid her.
And during a brief stint at
UCLA f-0llowing her
fourth-place finish in the
200-yard butterfly at the Mexico
City Games, she sort of walked
off the face of the planet, along
with many of her peers during a
time of American political
shakeup.
It is believed the name Toni
Hewitt hasn't gTazed Daily Pilot
sports sections since 1972, only
a quadrennium removed from
her remarkable trip to the
Olympics. In 1972, Munich had
Israeli athletes taken hostage by
terrorists; some Israelis were
killed. •

When Cervantes bolted
UCLA,. she wanted to see more
of the world. Mexico City was
her baptism. She hitchhiked
through Europe when she was
20, did the same in the Middle
East in the mid-70s, then in Asia
about 13 years ago. She
traveled any way she could.

Once, she got stuck in the
Himalayas in the winter. "At
least I didn't have leeches in my
boots," she said.

"Let's just say I was pretty
socially maladjusted," she said.

Amendment 846:
An amendment to Districting Maps Nos. 1-6. 9-11, 13, 15-18,
21-30, 32, 36-45, 48-50, 52-54, 60-61, and 64-65 to reclassify
specific parcels city-wide with current zones of R-3, R-4, A•P,
C-N. C-0, C-1, C-2, U and with the "H" and "Z" Combining
Districts to R-1, R-2, MFR, RSC, RMC, APF. M-1-A, GEIF, and
OS-A in order to create consistency between the District ing
Maps, the updated Zoning Code, and the General Plan Land
Use Element amendments approved on October 24, 1988.
Notice is hereby further given, that the proposed amendments have been
reviewed pursuant to the California Environmental Quality Act, and staff has
determined that the previously certified Environmental lmpa,ct Report (EIR
140) prepared for the General Plan update Is adequate to serve as the
environmental document for this project. The pro~sed amendment has
been reviewed and staff has determined that the EIR adequately describes
the general environmental setting of the project, the slgnlflcant
environmental impacts of the project, and alternatlves and mitigation
