McComb took the good news
with the bad Tuesday afternoon
in Harbor Justice Center.
The 30-year-old Newport
Beach resident, who !Ought a
speeding ticket she received from
police while in-line skating on the
boardwalk last month, was found
guilty by Orange County Superi-
or Court Commissioner Mark
Sheedy.
After nearly an hour of testi-
mony, the traffic court judge ruled
that McComb was traveling faster
than the 8 mph posted speed lim-
it but decided to waive her fine.
Outside the courtroom,
McComb spoke to a throng of
reporters covering the unusual
story.
"l felt the commissioner did a
frur job,• McComb said . ·1 wish
he had more time to assess my
speed and the distance I covered
when police stopped me.•
The minor incident has been a
lightning rod for the community,
with many people claiming in·
line skaters such as McComb
pose a dangerous threat to pedes·
trians.

The two anti-atrp<>rl supervi-

report's findings, which were
released May 28.
"What I am sure of 1s that I
cannot, in any way, support these
responses to the grand Jury report
because I cannot put any faith
mto the report," said Wtlson, who
called the reuse process hog-
wash. "The overall process, I

ing the Breeze is not just a colloquialism for chat-
ting. It's the name of the monthly newsletter he
edits for the community of California Seabreeze.
The monthly newsletter is the voice and source
of information for many of the 98 households in Cal·
ifomia Seabreeze, an 8-year-old gated community
at the end ot 18th Street on the West Side.
Neighbon can get information on board meet-
ings, write complaint letters, seek providers of such
services as housekeeping and baby-sitting, or read
Williams' gardening tips.
•And, of course, I soapbox every so often,•
Williams said.
The newsletter helps foster communication
among neighbors who are juggling work and fami-
ly and might not have time to chat at the communi·
ty pool or out in the street, residents said.

McClung by phone last week and
said the Mexican police hac:;i tried
to get financial information from

for mahey," Crowell said. "I think
they wanted every asset they
could get. When the U.S.
Embassy and Secret Service got
involved, they had to start playing
by the rules. The whole thing is
very bogus."
The rilles and two shotguns
found in the raid are registered
and have permits, Crowell said.
He added the guns were pur·
chased because there were
reports of piracy .off the
Nicaraguan coast.
The trio will stand trial in a
Mexican federal court today. If
they are convicted, they coilld race
up to eight years in prison. I! the
men are freed, it will take abQut
two weeks to sail back to Southern
calif omia on the Rapture.

hood theater. Bye-bye, memories.
Friday mght at the movies.
For a lot of us, those memories
began at the Port -a theater
mercifully close enough so that
there wasn't the embarrassing
· need of being dropped off by
parents. Instead, you walked to
the theater with a friend, bought
tickets and joined a group of
giggling girls pointedly ignoring
a group of smirking boys, only to
run breathlessly into the ladies'
room. •He smiled at met"
You didn't buy popcorn or
Jujubes (which stuck on braces),
but carefully sat next to a vacant
seat so that maybe, just maybe,
he'd casually throw tumself down
next to you, both of you stanng at
the saeen while your anns rested
on the adjoining arm rest. His
hand moved a fraction, then an-
other, and just as he took your
hand in his, you saw your parents
two rows away, giving you the la-
ser eye -the true peril of a neigh-
borhood theater. As you Jerked
your hand back. your whole love
life shattered around you. You'd
never have a date in high school.
college -probably forever.
Of course, the next year you
did have a date for that Friday
night movie -a real date, some-
one who actually pwd for the
ticket. What movie was playmg
at the Port? What difference did
it make? Settled in the back row,
he put his arm around you, lean-
ing forward. You leaned toward
him. Images of James Dean and
Natalie Wood flooded your mind
as lips touched -at which point
your parents sat pracbcally in
your lap, convinong you once
again that you would never have
another date.

And even later, the Port was
the place to catch an old foreign
film that you'd rather seem a the-
ater than at home with the kids
runrung around and your spouse
snoring in the background.
But no more. Bye-bye, Port.
Tomorrow's your last day, and it's
easy to see why. You look like
you did years c:lgo, and that's not
cool. You're legihmately retro
when you should be ersatz.
You're too old, too small, too
blue, and you're ugly besides.
Theaters toddy are big and
loud, with splashy neon and
sound systems capable of lifting
human beings off their sedts and
holding them there until they
scream in anguish. The walls at
the Port can't handle that decibel
level. Movies are big today, and
the Port keeps showing little ones
with actors and directors no one's
ever heard or.
Well, Maggie Sullivan isn't tak·
ing this lying down. She's drculat·
. ing a petition to SOP {Save Our
Port) and suggests the theater be
. declared a historical bwlding.

district, surely the Port is one too.

is a long-term substitute in i.he

"I'm really psyched up about
this,• said Clemensen, who was
decorating her classroom Tues-
day. "This is something new for
me.•
Because of its large popula-
tion of students who are learning
English, Wilson has a seven-
week summer break, which end-
ed Tuesday, rather than the tradi-
• tional 10-week swnmer. To make
up for the shorter swnmer, stu-
dents get a full week off for
Thanksgiving and an extra week
off for Christmas and Easter.
"The school calendar is to cut
down on the long swnmer break,
which is hard on second-lan-
guage learners who go back to a
home where English isn't spo-
ken,• said Bobbie Cook, Wilson's
office manager.

Cook said.
Clemensen, who 1s not bilm·

English learners in her class.
Tuesday. she and her mother,
Dorie Serrone of Cathedral City,
decorated the room with colorful
materials to help make the stu-
dents' first impression of their
new class and teacher a positive
one.
"I'm really excited about
working with these students,"
she said. "I want to do the best l
can to assess and meet their
needs."
Girls Inc. schedules open house
Girls Inc. of Orange County
'will hold an open house Wednes-
day night at its renovated main
center on Anaheim Street.
Girls lnc. is a national nonprof-
it organization that provides aftPr-
school programs for boys and girls
ages 5 to 18.
The open house is a chance
for the center to show off its new
technology center, which will
provide an increased breadth of
computer training to young-
sters.

School district tightens zero-toleranCe policy
• Officials are proposing changes, while Huntsman

must be transferred out ol their
schools tot 90 days.
The school board will consider
the propo ed policy modifications
at its Aug. 25 meeting.
The changes are partly in
response to the Ryan Huntsman
court case and partly a reminder
to principals, tettchers, parents
and students that the rules
haven't changed. ·
"We're wanting to see if we can
strengthen it," said Supennten-
dent Robert Barbot. "We want to
make it as clear as possible that we
are going to do all we can to make
our schools as safe as possible.~
Added Tom Jacobson, the
assistant. superintendent of sec-
ondaty education, ·we want to
make it clear that this pohcy is
very much in force.•
Proposed changes include a
time line for due process and the
addition of drug paraphernalia to
the list of offenses for which stu-
dents can be transferred.
The due process provisions are
already included in th~-toler
ance policy, but theJ50ard will be
asked to appro~ 1he new time
line to subdivide the stages of due
process into five-day increments.
If a student. for instance, is
caught witb an illegal substance
or paraphernalia that appears to
have been used, the principal has
five days to determine whether a
violation has been committed and
whether the student should be
transferted.
Once 1t has been determined
that a student should be trans-
ferred, parents have five days to
appeal the decision to the princi-
pal. If the parents are dissatisfied
with the pQ.ndpal's decision, they
have five days-to appeal to -the
superintendent and, if they are still
dissatisfied, they will have five
days to appeal to the school board.

In the meantime, the Hunts-
man court battle, which has
spurred much of the revie~ of
the policy, 1s slowly moving
ahead.
The case began in February
when Huntsman, then a Corona
del Mar senlor, ·wa& slopped by
police peaMUs'school for playing
his car stereo loo loud. When
police searched his car, they
allegedly round a pipe with
res.i,Clue bf marijuana in it.

Harbor High School when he

Downtown community center gets City Council's OK

plans for a downtown community
center that is 4,000 square feet
larger and $500,000 more expen-

The downtown center, ap-
proved on a 4-1 vote, will replace
the eXJSling one at Lions Park. The
city trubc1lly planned to build a
14,000-square-foot center with an
estimated pnce tag of $2 million,
architect Bill Amador said.
The project grew m size and
cost -to 18,000 square feet and
$2 5 rrullion -prunarily because
Councilwoman Llbby Cowan
supported a gymnastics room.
"We have a very large gym-
nastics program," Cowan said.
That program serves 450 to 600
children each quarter. Because it
is housed in the gym where bas-
ketball and volleyball programs
also take place, staff spends con-
siderable time setting up and tak-
ing down equipment every day.

port-Mesa schools, but the results
of the Spanish Assessment of
Basic Skills tests were released by
the district Tuesday.
The results show students
fared well in reading skills but not
so well m math.
The so-called SABE tests are
given in Spanish to students in
bilingual programs, and students
whose native language is Spanish
and who have been in the school
district for less than a year.
With the passage of Proposi-
tion 227, there will be no more
bilingual classes in the district, so
school officials said they expect
there to be no more SABE tests.
The schools that administered ·
SABE along with the English
Stanford 9 test include Pomona,
Whittier, Wilson, Adams and Col-
lege Park elementary schools,
and Kaiser Primary Center.
While the test was primarily
administered to second-and
third-graders, 23 Estancia ninth-
graders also took the test
The best SABE test results
were in the vocabulary compo-
nent, where scores were in the
55th percentile at Pomona, where
29 second-graders took the test.
At Kaiser Primary Center, the
19 students who took the test
were al the 51st percentile.
Wilson, which had the highest
number of students taking the
test, had reading vocabulary
scores in the 47th percentile and
math computation skills in the
40th percentile.

While students generally fared
well in reading vocabulary
scores, the same could not be said
for reading comprehension -
Adams' second-graders scored in
the 14th percentile and College
Park liecond-graders in the 11th.
Even at schools that performed
well on the vocabulary compo-
nent, as Pomona did. students
scored at the 18th percentile in
the reading comprehension.
The lowest scores were posted
by Estancia students. The high
score was at the 10th percentile in
vocabulary. Reading comprehen-
sion scores were at the 7th per-
centile.
Math scores were low as well,
ranging from the 9th percentile in
total math at Estancia to the 33rd
percentile at Pomona.
Because of students' varied sit-
uations and the different bilin-
gual programs that were used in
the district, Anderson said it is dif-
ficult to draw any substantive
.condusions about the test scores.
"Nothing really stands out to
me about the tests,• she said. "It's
pretty much what we expected,
and it's pretty much the same as
its been the past few years.•
Under the guidelines of the
Stanford 9 test, which the district
is reqwred to adm.iruster to all stu-
dents, there is a provision that
students whose primary language
is Spanish and who have been in
the school system less than a year
must be tested in Spanish. But
Anderson said she doesn't expect
the district will be using the SABE
tests again.

Beach police officers who testified
on Tuesday gave different

Officer Randy Querry said he

Querry added that he shouted at
McComb to slow down, and
when she didn't, he and Hamilton

He estimates they were pedaling
25 to 27 mph.
The two officers finally
stopped McComb a few blocks
away and clocked her on a bike
speedometer going 17 mph.

Tuller Jr., at her side, McComb
claims she didn't hear the orticers'
warning. She added that she
couldn't have been going more
than twice the speed limit
because she lacks endurance
from an asthmatic condibon. She
also said he r used Rollerblades
linut her speed.
McComb added that Hamilton
was rude to her, and when her
roommate. Karin Suhr. saw the
commotion, the officer threatened
to give her a ticket, too. McComb
admitted she used Hbad lan-
gudge" when the officers issued

McComb argued from the out-
set that it was impossible lo
gauge her rate of speed. She even
demonstrated her athletic ability
lo a television crew Jast month as
she tried to spnnt on her in-line
skates. She said the speedometer
of a bike that was keeping pace
with her read 10.5 mph.

To outside observers, the Pirates'
season appears to be one of rebuild-
ing, and in truth, it is. However,
OCC Coach Jolm GoJdman bas
brought together a solid group of
young runners who will not only
give the Pirates a solid foundation
for the f\lture, but may surprise
some people as well by the time the
season is over.
"They have the potential to do some
outstanding things,• Goldman said. "We
have a lot of women who were top runners
on outstanding high school teams."
Zoila Gomez, who was the No. 2 runner
on Costa Mesa High's slate championship
team last season, is one of the top prospects
.. fo,r. the new season. Also on that list
)are Sarah Hall of Estancia, Sinfo
Orosco and Kelly Burnett. All
were the .No. 1 runners a t their
respective high schools.
.But Goldman was quick to
caution t}lat although sµc'cess
proves that there is potential,
sometimes those skills don't translate
well to college running. · .
•Many of our runners were fast in
high school, but weren't used to running
with a lot of other fast runners," Gold-
man said.
"We've also had to introduce them to
hills and dirt trails. Most high school cours-
es are fiat.·

Although those aspects have taken
some getting used to, the legacy has not
hindered, and has in fact, encouraged, the
new runners.

meter for the team lo rise to. They want to

and a state championship."
· Serious training has only recently begun
and Goldman won't really know how good '
his t.eam is until the first meet, the Fresno
Invitational on Sept. 12. But Goldman sus-
pects that his team will be better than peo-
ple expect
"A lot of people don't expect to hear
from us much this year," Goldman said.

cross country coach John Gold-
man would like to put behind
him.
What looked to be a promising
season tu.med into disaster when
Goldman's top four runners left
the team because of a combina-
tion of injuries, academic prob-
lems and unrelated personal rea-
sons. The Pirates never recovered
and bad a disastrous shoWlilg for
1997.
"You take the top four runners
off of any team and it will hurt
badly," Goldman said. "We didn't
have a team leader.·
The bad memories have been
washed away and Goldman has
"developed a blend of freshmen
and incoming sophomores that he
believes will be one of the most
competitive teams in the Orange
Empire Conference.
"It gives us a fresh perspective
for the season," Goldman said.
"This team is very talented and
much hungrier."
One new aspect of the Pirates
is team size. Goldman has decid-
ed to carry 20 runners for the 1998
season. Goldman hopes that the
expanded size will cut down on
the type of mishaps of last season
and will help him develop a vari-
ety of quality runners.

one trait that this team lacks is
division. "They have a positive
attitude and work well together,"
Goldman said. MThey are much
more decisive and constructive
than last year's team."
The reason Goldman believes
this is the work ethic bis team has
shown during early training.

They are also very supportive of
each other.

This is why he believed he could
become one of those elite when he signed
with BYU in the spring of 1997.
BYU was a humbling from the begin-
ning as Castleton quickly realized that a
number of football players had equal, and
sometimes better talent than him. Worse
yet, when Heu Week's two-a-day practices
began, Castleton went out for a month and
a half with a dislocated disc.
By the time he was healed, 1t was decid-
ed by the BYU coaching staff that he
should red-shirt the season and move on to
basketball practice. Without football,
Castleton became easily distracted.
·without football, I found my grades
begin to slip and I spent less time on study-
ing," Castleton said.
Castleton found playing time as a fresh-
man for the basketball team, but by the
end of the year, it was clear th~t he would
be ineligible to play sports, which is why
he came to Orange Coast.
But the Castleton who starts the P.ifalel'
Hell Week today is a far dilferent penon
than the one who was fresh out of Mater
Dei.

under boys soccer teum, in its first

JUSA Panthers, a lop-rated team.
On Sunday morning, the
Slammers played the Panthers to
a 2-2 tie. Because both teams
were undefeated, they played
again in the afternoon to deter-
mme the tournament champion.
The Panthers struck first with
an early goal before the Slam-
mers responded twlce to take a 2-
1 lead.
Adam DobkJn's goal m the

3-1 lead , but the Panthers scored
