I t's a jungle in he.re. At least that's how
Marianna Hof, branch manager of the
Costa Mesa Public Library, describes
the library's summer reading program
for children, which runs Monday
through Saturday through Aug. 14.
"It's exciting," Hof said.
Program perks include weekly hands-on
presentations, which serve an educational,
as well as entertainment, purpose.
"They have something to teach the kids.
It's n ot just entertainment," Hof said.
lb.is year's program, titled "Camp Read
S'More", encourages children of all ages to
read books by awarding prizes, providing
entertainment programs, and offering story
times for younger children. Older children
act as "camp counselors," awarding prizes
for every 10 books completed.
Costa Mesa resident and counselor Lucy
Rodriguez, 11, thinks the program should
continue.
•I think this should be going on every
year. It's awesome," she said.
Children as young as 3 years old may par-
ticipate in the fun.

for the introduction of several
electric cars to consumers.

District won~t
commit to
class size
reduction plan
By Julie Ross Cannon, Daily Pilot
NEWPORT-MESA -Not want-
ing to commit to lower class sizes
just yet, local school officials 'I\J.es-
day said they need more time to
study the state budget before
making any dedslons.
The state budget, which passed
the state Assembly Monday,
promises nearly $3 billiPn to pub-
lic schools during the coming year.
Much of the money is to be spent
on an ambitious plan to limit class
sizes to 20 students per teacher in
kindergarten through th1zd grade.
Newport-Mesa Unified Super-
intendent Mac Bernd said the
opportunity for the district, which
posts a 29:1 student-teacher ratio.
·we want to be very careful
about bow we assess this,• said
Bernd, who is suggesting an
August study session on the issue
for the school trustees. •1t•s an
issue that the board will need to
study in detail.•
Bernd said school officials don't
know the budget's particulars and
are awaiting a reJfort from School
Services of California. an agency
the district contracts for state and
legislative information. That
report won't be reailved until the
end of the week. he said.
·we only know what we're
reading in the newspapers. so
we're working on that and what we
get over the phone,• Bernd saki.
H signed by Gov. Pete Wilson,
the new budget would provide
districts $615 per student if they
drop their class si7.es -some of the
highest in the country -to only 20
students per classroom. ·
But both administrators and
teachers have questi~ned whepi~
that is enough to hire the number
of teachers required for the drop.
"It's still a money loser for the
district,• Bernd said. "The ques-
tion is how much.•
Bernd said district administra-
tors would spend the next month
calculating different scenarios tor
the August study session. If the
district decides to go forward with
the plan. it can implement the
lower class sizes as late as Febru-
ary 1997.
•1 believe the governor and the
legislators are wise: he said. ·1
think the reason they gave that
deadline was because they knew
local districts would need time to
study the issue and ~edde
whether it is feasible.•

It's time to rethirik the country's war on drugs
I belong to. group ol gerWrtc
Orange County journalists and
sundry other types ol G'OllllDU·

some luDc:h and listen to provoca·

I have a lousy attendance
record, but our last meeting was
one l made sure l didn't miss. The
speaker was Santa Ana Superior
Court Judge James Gray, and his
subject was the lunacy of our cur-
rent approach to the staggering
drug problem in this country.
Judge Gray is one of the hand-
ful of public figures -from all
across the political specttum -
who have had the courage and
foresight to st.and up and say wi)at
we are doing to alleviate the dfug
problem isn't working and we
need, at least. to look at a much
more radical approach -like revis-
reduce the harm being caused by
our current policies. •
Gray is a strikingly handsome
man of modest stature, Oat-bellied
and trim with cropped gray hair, a
military bearing, and a level of
intensity that even flashes of
hwnor can't hide. He started by
asking bow many of us feel that
we are in better shape with regard
to <4'ug use and abuse than we
were five years ago.
When he got the expected
answer, be pointed out that if we
keep on the same course we have
pursued for the past five years, we
have no legitimate expectation·
that things are ever going to
improve. So why not, then, legit-
imize the discussion by at least
looking at new options?

this issue to reduce drug use and
abuse," he said, •so let's talk to
each other.
·we'll never be crime free or
drug free. That's utopian. Singa-
pore proves that there's no such
thing as a free country_ and a
by trying just to reduce both crime
and drugs, then the first step is to
recognize that this is a complex
and multi-faceted problem. There
are no simplistic answers. 'Just say
no' is silly -a mindless sound byte
-unless you spell it 'Know'."
He pointed out that 60% of all
federal prisoners are sent up for
drug offenses. "Building more
prisons is a massive mistake. We
already have more people in cus-
tody at $25,000 a year per capita
than any other country in the.
world, and we continue to inflict
these wounds on ow'selves. •
Increased sentences haven't
helped. "All that's done is weed
out the stupid and non-violent
users without touching the deal-
ers. By pursuing our present
coUISe we have made cocaine the
most luaattve aop in the history
ol the world ... and the tntffjclring
in drugs the most luaative activity
that our people can engage in.
The 'war on drugs' bas in many
ways become war on our own
people, espedally on minorities
who have been incarcerated in
vastly disproportionate numbers.•
Judge Gray believes in taking
the profit out of drugs and attack-
ing drug problems with medical
and social solutions. He shares this
view with an impressive group of
other Am.eri.cans -ranging from
Nobel laweate Milton Friedman
to former Secretary of State
e Schultz, who drew up a
resolution to this ettect at Stanford
University three years ago. The
resolution, which called for the
appointment of a cnmmlssion to
investigate a broad spectrum of
drug options, has simply been

illegal again would be insanity. As
a result, alcohol isn't pushed on
kids because there is .no profit
incentive. But cocaine finds them
-and will continue to until we
take the glamour and profit
motive out of this garbage."
I bad a chance to visit with
Judge Gray for a few minutes
after bis speech. and I asked him
what would happen to any'politi-
c:ian who advocated legalization.
"After I went public with this
three years ago, I thought I'd be
recalled -or, at the very least,
somebody would oome in against
me at the next election. I don't
know what it proves, but that nev-
er happened."
It's vital, be says, for the public
to understand the people. W'ging
the consideration ol new options
in dealing with America's drug
problems don't advocate or con-
done drug abuse.
"But discussion doesn't mean
condoning and that's all we want
Frank and honest discussion.5 of
these options.·
Does he see any likelihood
that is go.ing to happen?
•People are ready to listen,•
he said. "I've received over 900
letters and only 1; have been
negative. Leisure World was
entirely with me when I spoke
there. I got a standing ovation
from both the Young Republicans
and the ACLU. I think it's going to
be like the Berlin Wall. Once the
process got under way, it fell very
quickly.•

turned up inconsistencies.
Desmond said investigators
did not find any sign o1 fighting at
the crime scene. There also is no
indication that anyone was trying
to steaJ the Camara. Investigators
examined the car and found no
indication of forced entry.
Desmond also said Coker was
found clothed, not stripped.
Because of t,he severity of his
injuries, Coker probably fell or
was thrown from the parking

thieves did it remains to be seen.

The council also agreed tor the

informing them that the dty

region.al air quality.
Electrlcal ca.rs are 93% cleaner
than the cleanest gasoline cars,
accordmg to Craig Bluell, the city
planner in charge of the program.
The council's formal support of
the program is a preparatory step,
and it remains to, be seen
whether Newport Beach will be
chosen, Bluell said.
The air pollution committee
will .review all applicants and
select sites for funding by August,
Bluell said. To participate in the
program, the dty has to have
$151,000 of matching funds
which will come from Measure M
funds, he said.
The council's 5-2 vote that
NeWport Beach should be consid-

~ CdM's undersized Sky
Conway to keep besting
::.the behemeths in the
trenches Friday night

By Barry Faulkner, Daily Pilot
, w hen asked about
: the significance of
· • his familiar No. 44
: jersey, Sky Conway ! hearkened ba9t to idolizing
•Newport Harbor High's Brandon
\Finney, an Orange County
i All-Star as a senior when
: eonway was in the eighth grade.
'_ But for those watching ! eonway, a product of Newport
Harbor and Corona del Mar high
schools, ll:1 Friday's 37th Orange
County All-Star Football Game
at Orange Coast College, it
serves to quantify sometl).ing
much more tangible.
The 1995 All-CIF Southern
Section Division V noseguard
and Newport-Mesa District
Defensive Player of the Year will,
in fact, give away an average of
• inches, to North offensive
linemen.
Conquering such
disadvantages has become
Conway's stock in trade in his
two varsity seasons, first as a
junior" starter for Newport's 1994
CIF championship team, then
last fall as the indomitable
defensive anchor on CdM's
Division V semifinalist.

coach and defensive coordinator,

another shot at Seaview.
, attributed Conway's success
-which manifested itself in 117
tackles and 17 quarterback sacks
last season, despite a seriously
debilitating ankle injury -to
quickness, strength, balance and
desire. South Coach Mark
Cunningham. from University
High, however, adds another to
the list:
-1 think the biggest thing that
hel s him succeed is his
mt gence, exp e
Cunningham, who was among a
long list of skeptics won over by
the 5-foot-11, 200-pound
Conway's knack for frustrating
bigger and taller combatants.
"He has a great intellect for the
game and along with his
physical ability and instincts, that
makes a wonderful combination.
He's been a pleasant, pleasant
surprise. He causes problems for
our offense in practice."
Conway, surrendering an
average of 56 pounds to South
offensive linemen ~ practice,
said he savors his size
disadvantage.
•These (all-stars) are bigger
and better, but I've always gone
against bigger guys. I'm still
quicker than they are and I
wouldn't say they're that much
stronger than me. I'm just quick
off the ball, use my strength and
balance and I seem to be,holdin
my own. my mm e ps
me the most. I just have the mind
set that I can't lose."
Despite his standout prep
career, Conway was fearful of
los~g out on the college football
experience.
•I knew I could play some-
where, but how many (colleges)
are interested in a 5-1,1,
200-pound noseguard~" said
Conway, predictably
underwhelmed by interest from
four-year schools.
Community colleges,
however, were much .less
ambivalent, and Conway spent
much of his ofi-season fielding
frequent phone calls from
admiring coaches at Orange
Coast, Rancho Santiago and
Santa Barbara City colleges.
•1 ended up choosing Rancho
Santiago, because it had the best
program for my future, which is
as a firefighter. It ended up
w r g ou pe e .
Conway, who may also see
some time at inside linebacker,
where Rancho Santiago Coaches
also see his future, is hoping for
a similar ending Friday night,
when th'e South tries to end a
tJlree-year losing streak.
"We're definitely out there to
win," Conway said. "If you're
not out there to win, why play? I
guess the South hasn't won for a
couple years and we want to
break that streak." Sky Conway

Romanian officials wanted
24-hour protection for its

The "family" of five, rounded

But complicating matters was
the constant badgering from the

Although some of the media

Tom.sic scored 15 points that night. He was the
third-leading scorer (11 ppg) for the U.S. team
during the Melbourne Games behind Russell (13
ppg) and Bob Jean-gerard (12.5 ppg). Jones
averaged 10.S ppg.
"That entire team was voted into the Olympic
Hall of Fame and it still holds the record for the
moct points scored and widest spread of victory,
even including the Dream Teams,• said Tomsic.
•Whenever you have a team with the likes ot
BJll Russell and K.C. Jones on it, I would think
you're going to end up,being considered one of the

the great players who ever played, in oollege and
the NBA, and I think it canied over to our

•Russell is someone wbo essentially changed

"The thing that made Bill Russell so good was
that he just had a fantastic attitude about the game,
parti.c:u.larly on defense.
But had it not been for Tomsk's two-year
military obligation, he probably never would've
had an opportunity to play on tbe Olympic team.
It's likely that Tomsic, who helped found Grubb &

graduating from Stanford in 1955.
"He loved to anticipate. It was amazing bow he .
