Planning Commission meeting expected to be quick tonight • Nearly all items on Costa Mesa agenda, including master plan review for new Harbor Center, will be put off until Sept. 14 . COSTA MESA -A short Planning Corrurussion meebng is scheduled tonight because nearly all of the items on the agenda, indudmg the master plan review for the new Harbor Center, are expected to be con· tinued to Sept. 14. It will be another two weeks before the design proposal, which received heated opposi- tion from residents at the last Planning Commission mceung, will be reviewed. The city staff had recom- mended approval of the master plan at the last meeting, but numerous residents turned out to protest the design. ICI Development Co. 1s proposing to tear down the existing 260,000-square-foot shopping center and build a new 320,000-square-foot center about 50 to 150 feet back on the property. The design wouJd require delivery trucks to run along the back length of the center close to a residential neighborhood. · More than 20 residents wait- ed hours to testify during the public hearing with concerns that the city's conditions for approval would not be enough to mitigate noise from the new shopping center. There also were concerns about defects in the noise study and the orrussion of d Home Depot garden center from the parking study. · Corrunissioners voted to con- bnue the meeting to allow more time to work through 18 changes to the conditions of approval proposed by the devel· oper. Linda Dixon, the commis· s1on's vice chairwoman, called the design •community unfnendly" and agreed with several neighbors who wanted a redesign of the project. And. certainly, even the most fit a thletes are not immune to this potential and often mysterious malady. But with the dead period in place, it's virtually impossible for players to enter the traditional two-a-day workouts that kick off practice each fall at the same htness level they've worked all spring and summer to achieve. And, that being the case, it's obVlous that susceptibility to injury, or worse, becomes a clear and present threat. "It's crazy to tell kids they can't run for three weeks before practice starts,• Estancia Coach Dave Perkins said. •It contradicts everything we know about conditioning. Right now, they give us three days to get kids in condition to play football (the allotted practice days before issuing full gear) and that's ridiculous. "Obviously kids with half a brain, and our kids have half i\ brain, are going to continue to run on their own during those three wee}cs. But to expect the kids to work at the .same level they would under a coach's supervision doesn't make any sense to me.• Corona del Mar Coach Dick Freeman believes a solution would be to shift the dead period to the start of summer. which would allow players to vacation with their families and still allow for a more continuous conditioning base heading into fall workouts. He is not alone. ·u we had two weeks where all we could do was run and condition, before we put the pads on, that would be ideal,• Freeman said. "The way it is now, the kids are as sore as they're going to get after the PREPS third day of practice, then we put pads on them and combine that with pad soreness that goes with the first few days of hitting. That doesn't seem logical to me.• Newport Harbor Coach Jeff Brinkley said he and his staff, like most coaches, prescribe running and conditioning GO EAST, YOUlll jWOMEll, GO EAST programs for their players to carry out during the three-week break. But while he believes, for the most part, his players are conscientious about staying in shape, there is ample opportunity for let down.• Some fitness specialists believe a mere five-day layoff is long enough to wipe out an aerobic base built by months of training.
