By Evan Henerson, Daily Pilot COSTA MESA -The differ- ence between $4.25 and $5.15 may not seem substantial when spread out over two years. But to small business owners, a 90-cent-per-hour increase could start to add up when applied to dozens of employees over the course of an eight-hour work day. 1\vo days after the U.S. Senate voted to increase minimum wage by 90 cents over two years, local employ~ were still speculating how the move could affect busi- ness operations. The increase must still be approved by President Bill Clinton, who has been supportive of the move that may not go into Lynne Graham, executive director of Costa Mesa's Youth Employment Service, posted the news of the upcoming mini.mum wage hike on the office wall. Along with books that document the world's finest athletes' achievements, there are reference volumes that pro- file some of the nearly 10,000 runners, jumpers, gymnasts, swimmers and other players who will struggle and triumph in Atlanta this summer, from July 19 to Aug. 4. For those interested in the Olympics' origins, Bill Henry's "History of the Olympic Games n reaches back to antiq- uity to reveal the results of each Olympiad to the first six places in every event. Now updated to 1983, the book describes the Garnes' modem beginnings in the educational reforms of Thomas Arnold and explodes the myth that their major purpose is to spread international good will. The band was present to pay tribute to retiring TeWin- kle teachers Dixie Bliss and Janice ~roeder who were h onored for the ir long-term de dication to teaching by fac- ulty, school staff, family and friends. By John Canalls, Daily Pilot NEWPORT BEACH -The Orange County Distrlct attor- ney's office soon will decide whether to press charges against a Costa Mesa man suspected of sending false graduation announcements to wealthy East Coast resi- dents in order to make mon- ey, police said Wednesday. Ronald Lee Charter is sus- pected of assuming the iden- tity of a Newport Harbor High School senior in order a.ires into sending money in µeu of attending a bogus graduation party. MThe case went to the DA's office," said Newport Beach police Sgt. John Desmond. MWe're waiting to see if they're going to file charges.• Charter did not return calls Thursday. However, he has said in published reports the invita- tions, which cost $5,000, were sent as a joke. The recipients reportedly did not know the student. Desmond said the high school student is not believed to be involved in the matter. The invitations don't ask for cash. But social protocol typically leads people to send money or gifts upon receiv- ing the announcements. Only two of the 2,500 peo- ple who received the notices sent checks, each for $25, to a Udo Isle mailbox listed as the location of the party, Desmond said. A third per- son made a donation for an undisclosed amount in the student's name to the Amer- ican Cancer Society. The checks were inter- cepted and are being held as evidence, Desmond said. About 350 others respond- ed with complaints, saying they didn't know the gradu- ate. Others called police. They may have been tipped by the media. The case received quite a bit of attention in June on both coasts with authorities warning the public of the alleged sham. And, yet, it has its drawbacks. While the spontaneity of our verbal exchanges appears a tour de force on the interna- tional scene, Americans are visibly incompetent in most forms of body language. Especially in th& art of greet- ing one another. · Observe how efficiently two Japanese people will bow in a perfectly synchronized salutation. Notice the intricate yet graceful choreography of two Europeans meeting on the street bobbing from chee k to cheek without incurring injuries. Then, stand in the doonvay of an American household w ere a party is ensuing and watch closely as guests, even good friends, fumble and guf- faw in a series of ill-timed clumsy greetiags. One person goes in for the hug; the other extends his band. The exchange more resembles a martial arts demonstration. It's awkward, I tell you, and I'd be more than happy to relinquish some of my Ameri- can liberties in pursuit of a strictly enforced protocol for greeting one another. As it is , the American gesture reper- toire has been influenced by many different cultures and there, in the doorway, amid the cbpos of hugs, hand- peggy normandin shakes, head nods and gut punches, a sociologist might recognize a few French com- pliments, Sicilian threats and African burial rites. I, myself, come from a long line of sloppy Irish smoochers. e ug an s o a a This unrefined manner· of greeting is met with a great deal of resistance from people preferring to settle for a less gregarious confrontation, such as, a tip of the hat, for exam- ple. I have attempted to embrace people whose shoulders so instantly and instinctively pulled away from the contact that it left me looking some- thing like a vampire lurching on their neck. On the other hand, there is a far more zealous brand of American greeter wµo enjoys holding a welcoming clinch long into a conversation. These demonstrative types can sustain an embrace for five or 10 minutes, turning a simple greeting into an iso- metric exercise. There is just no socially acceptable Ameri- can method of telling some- one delicately they are in your space. Shouting the com- mand, HReleasel" works very well in aborting the embrace, but it tends to off end. The professional world seems no better organized in this procedure. I can recall back to the days of being a career woman extending my band to men who were obvi- ously uncomfortable shaking bands with a lady. It seemed to me a most unnatur- al response and yet, I under- stand that we are all creatures of habit and old habits die hard. But I'm afraid if this system doesn't get overhauled soon American relations are going to take a nose dive. Lit~ erally. Wby, just the other day, I watched tw-0 women work- ing so hard at avoiding lip- stick marks during their embrace with necks and chins strained toward the opposite direction that one of them surely must have slipped a disc in the process. Right now, American greet- ing procedures are a little like dancing with someone who's listening to d.Uferent music than you. We're all out of sync. Maybe, we should consider conforming to a simple salute system. The military salute is boldly American and intrln.si- cally respectful. Nobody w~ get hurt in the exchange; there is no threat of intimacy or bacterial infection. By Carolyn Mliler, Daily Pilot NEWPORT BEACH Before the City Council re- appointed two incumbents to the Civil Service Board on Monday night, a controversy over the nominations culmi- nated when the mayor made seemingly stinging comments about the candidates. Clint Hoose and Dayna Pet- tit were re-appointed to the independent five-member board. But Mayor John Hedges abstained from voting in what he calle d a "charade." He was referring lo the nomination of three wives of police and fire employees - Susan Thomas, Cora Newman yn ia aslerna -as candidates fo r the board appointme nts in addition to Hoose a nd Pell1t. The Civil Service Board hears appeals and acts on an advisory basis to the council on civil service and personnel matters, such as termination and disciplinary cases -the majority of which have to do with police and fire personnel. Hedges has criticized the police and fire unions' nomi- nation of the wives, saying city employees' spouses should be barred from applying for the five positions because it could pose a conflict of interest. The mayor asked the city attorney to review the city charter to prevent such an occurrence in the future. But Pasternak, the wife of a veteran Newport Beach fire- fi hter, felt the ma or's com- ments were unc ed for and unfair. In a letter, Pasternak said she was "appalled" by Hedges' comments and his angry tone. She added that when she, the wile of a city employee, contributed to the m ayor's campaign, "he didn't seem to think that was a conflict of interest.~ Representatives of the &re and police unions have said in the past they had only been asked to submit one nominee. Yet this year, they were asked by the city manager to submit a list of five nominees as man- dated in the city charter - a point the mayor brought up. This request came· at a time wben Hedges was embroiled in a controversy with the police union over his contact with the Civil Service Board members following a police officer's hearing. Observers said by nominat- ing their spouses, the unions ma have been sendin a mes- sage to e counc· that they are pleased with the incum- bents and want them to remain on the board. City officials say this incident will not affect their negotiations to agree on an alternative where the distnct would build a pipeline link to divert the reclaimed water from the bay to the Orange County Water District's Green Acres project. By Richard Dunn, Daily Pilot LAGUNA BEACH -Greg Boyer, one of the oldest members of the 1988 U.S. Olympic water polo team, has been carrying red, white and blue for 15 years. So it was only fitting that Boyer was asked to carry the Olj"ID.pic torch last spring when the cross-country relay went ·down Padfic Coast Highway in Laguna Beach. Boyer has been a college and high school referee in Orange County since his retirement from water polo following the '88 Seoul Games, where Team USA earned the silver medal under Coach Bill Boyer, an attomey in Irvine, retwned last March to a familiar pool, Newport Harbor, where the U.S. national team THE OLYMPIAD SERIES trained for the better part of four years before the Seoul Olympics. Boyer, who was 30-years-old when he competed in those Games, is now a coach for the Newport Youth Water Polo Oub for boys and girls (aged eight through 14). He loves ~e game and plans to remain in it for a long time. His wife, Reenie, probably understands aquatic sports better than most water polo wives. She's been the coordinator of the Newport Beach Junior Ufeguard program for a dozen years. Boyer quit the 1984 team, after investing three years on the U.S. national team,• including twice playing in the FINA Cup an.d on~e in th.e saw the writing on the wall,• said Boyer, an alternate in '84. The next year, Boyer returned and stuck with it, meriting a spot on Barnett's silver-medal winning '88 team as a driver and backup two-meter man. "(Boyer) bad the greatest legs of any player I've ever seen.," Barnett said. "He had fantastic balance in the water.• Team USA beat the Soviet Union in the semifinals at Seoul, setting up a rematch between Yugoslavia and the U.S. in the gold-medal game. The U.S. had defeated Yugoslavia in an early round. "The highlight was being in the gold-medal game, after we won the semifinal game," said Boyer, who scored a goal in both games. "Just looking forward to playing in that gold-medal game was so , a tremendous disappointment of not winning (9-7). But that wore off after 24 hours.
