The opening bell of the autumn political season
opened Monday, a day in whlch some hopefuls rushed
forward to grab nomination papers while others held
back to survey the political field.
Candidates have until Aug. 9 to return papers for the
local school board and the City Council races in Newport
Beach and Costa Mesa.
, The November elections will be notable on vanous
: levels. Not only is the direction of both cities and the

describes the renaissance of
the Newport Harbor Art Muse-
um, his excitement is as intrinsic as his
Brooklyn accent.
"There will be a light, a.try top flow-
ing on it -it's almost poetic, lm't it?" he
said.
His brown eyes widen, his voice
booms and his arms dance tn dramatic
circles and flourlshes.
To hear Botwinick explain it. the con-
struction, revamping and enlarging of
the fonner Ne\\1)0rt Harbor Art Muse-
um into what will be called the Orange
County Museum of Art, is a work of art

Ralph Rodhelm, Dlane Coltrane and
John Noyes are all vying for the 5th District,
which includes Balboa island and Big John Cox
Canyon. This district is currently represent-
ed by Councilwoman Jean Watt whose sec-
ond term is up. Watt was elected in 1988 and
1992.
Councilman John Cox, Jr., who was first
elected in 1980, is vacating his seat repre-
senting the 7th District, which takes in Har-
bor View and Spyglass Hills. Planning Com-
missioner Tom Thompson. is the only per-Jan Oebay
son so far who has picked up papers to run
for this seat, according to the aty clerk's office.
Councilwoman Jan Debay, whose 2nd District zone
' includes West Newport, is running for her second term
So far, Debay is opposed by Balboa Peninsula resident •

The estimated revenues for •
the fiscal year 1996-97 are con-
servative and there are already
indicators that the $300,000
shortfall could be covered -
possibly by sales and bed tax
revenues -without making
cuts, "1urphy said.
For e~ample, the city
received a sales tax payment
from the state in June· that was
$450,000 higher than last year
and more than the city anticipat-
ed, according to a city report.
Additionally, the budget didn't
factor sales tax revenues from
the new Pletcher Jones Motor-
cars business or the upcoming
opening of Bloomingdale's later
this year.
All the council members at
their meeting last week
approved Murphy's recommen-
dation to return to the issue in
. 120 days, except for Mayor John
Hedges who cast the one dis-
senting vote. The mayor later
said that this budgeting method
was not prudent and requested
an immediate alternative.
"It's bu(lgeting out of thin air,
gambling, betting on the
come," Hedges said . "The gov-
ernment is not a business orga-
nization, but that doesn't mean
. we throw out time-honored
accounting . in our budgeting
techniques. That's what we've
done here.•
The council approved the
city's $129 million budget fqr fis-
cal year 1996-97 last month after
they acted on several budget
checklist items. The net result of
their changes, which reduced
profits and increased spending,
resulted in the $300,000 shortfall
in the general fund budget
which is about $63 million, Mur-
phy said.
If nothing is done, there
would be only $200,000 trans-
ferred to the stabilization or
emergency reserves, rather than
the $500,000 that was budgeted,
he said. Currently, these
reserves stand at $4.6 million
and the goal this year is to
increase them to $5.1 million, he
added.
IRWD sewage spill
subsided officials sa
NEWPORT BEACH -County
health officials said Monday the
aftermath of a leak last week
that seeped 6,000 gallons of par-
tially treated sewage water into
the Newport Bay has since dif-
fused and the bacteria died.
The Newport Aquatic Center
and the Dunes were not closed
over the weekend following the
leak late Wednesday night, said
Monica Mazur, an environmen-
tal health specialist at the coun-
ty's Environmental Health Divi-
sion.
However, because both busi-
nesses. off er kayaking and other
water sports, they were notified
of the spill so they could discour-
age full body contact with the
water in the upper portion of the
bay until Sunday, Mazur said.
In general, contaminated
water can make people sick and
cause nausea, vomiting or ear
and eye infections, she said.
The spill occurred late
Wednesday night when a
groundwater pump engine mal-
functioned at the Irvine Ranch
Water District's treatment plant,
district officials said. The spill
sent an estimated 6,000 gallons
of partially treated sewage water
into the San Diego Creek. which
feeds into Newport Bay.
Mazur called the spill a small
one compared to 1995, when a
sewer pipeline in IR.WD's system
broke and sent two to 10 million
gallons of untreated sewage into
the bay. At that time, the bay
was closed to the public from
Jan. 13-20, she said.

first Latino president ·

trict nustee Armando Ruiz has
been elected president of the
board of directors for the Califor-
nia Community College nustees,
bec9ming the first Latino to serve
as the board's president.
The California Cominunity
College Thustees is a statewide
association, which develops
stances on key educ~tion issues
in hopes of influencing decisions
affecting the state's community
colleges.
· Ruiz has served on the associa-
tion's board since 1989 and began
his two-year presidential term
July 1. He has been a member of
the Coast Community College
District board <'f trustees since
1983 and served as board presi-
dent twice.
He currently is a full-time
counselor at Saddleback Commu-
m o ege.
In other Coast Community
College District news, Ann
Garten, the district's director of
public affairs, was elected presi-
dent of the board of directors for
the California Community Col-
lege Public Relations Organiza-
tion recently.
Garten, who came to Coast in
1989, also serves on the Communi-
ty College League of California's
Advisory Committee on Legislation.
OCC sees boost in
SUIDIDerenrolhnent
Orange Coast College is boast-
ing a 3.6% increase in its enroll-
ment this summer compared to
last year.
A total of 9,403 students
enrolled in courses for the short
semester, up 323 students from
1995.
Students are also taking more
units this summer, according to
administrators.
"Our summer students seem to
be more goal onented as far as
their educational plans are con-
cerned," Nancy L. Kidder, the
school's administrative dean of
admissions and records said j,n a
release.
Summer music
festival kicks off
Fashion Island recently started
off its free annual summer music
festival jazzing up the audience
with Kilauea, a contemporary
jazz band.
"We had the best turnout for
our first show, even despite the
drizzles," said marketing assis-
tant Amy Corben. "We (estimate)
we ,had 3,500 to 5,000 people
there.•
Every Wednesd~y evening
courtyard, sponsored by Acura
and Air Touch Cellular, will fea-
ture a wide range of music
including Jazz, Country, Rhytlun
and Blues, Big Band and Rocle 'n'
Roll music.
"The sununer musical festival
has been a tradition for us," said
Corben, who expects 6,000 to
8,000 participants to attend the

ed listeners can have a meal
while watching the performers
from 6 to 8 p.m. or just take a seat
and enjoy the tunes.
"People bring picnic baskets,
blanket.s and candlelight din-
ners," Corben said.
The concerts are free to the
public and seating is first come,
first serve. Participants can pay
$10 for preferred seating and all
proceeds are donated to local
schools and charities. For -more

Volunteers n
for shelter thrift store
Human Options is looking for
volunteers to help run its H Classy
Seconds" thrift store, soon to
open in Costa Mesa.
The non-profit organization is
dedicated to the shelter, counsel-
ing and education of abused
women and children.
Volunteers are needed in shifts
from 10 a.m. to 6 p.m. Monday
through Friday and from 10 a.m.
to 5 p.m. on Saturday.
Duties include sorting dona-
tions, displaying merchandise
and sales assistance.

nationwide, speaking
tour. The pay was good and
for a while it was fun but
eventually I tired of motel
rooms and airports and
gave it up.
However, during those
years not only did I see a lot
of this country I met S<?me

efficient judge I have ever
seen.

Each was filled with jurors at
all times. As the case was
being tried before one jury,
the other jury looked on as
interested spectators.
Then as the case before
one jury was completed and
that jury left the jury box to
begin its deliberations, the
judge simply turned around
and began the next case
before the remaining jury.
At the same time the jury
box, which had just been
vacated, was filled with
another prospective jury.
When the case before the

the same thing happened.

als. In this state it takes

sion just to pick a jury for

A t noon the judge invited
the solicitor general (in
Calif omia he would be the
district attorney) and me for
lunch. There they told me of
an experience the two of
them had a few years before
in New Orleans.
Some North Carolina col-
lege was playing a bowl
game at whatever bowl it is
that is played in New
Orleans. I can never remem-
ber whether it is the Cotton
or Sugar Bowl. The judge
and the solicitor general
attended the game.
By the middle of the sec-
ond half the North Carolina
team was so far behind that
they left the game and
returned to their hotel.

floor overlooking that inter-
section .
After a few tall, cool

the solicitor general and
said, "Mistah solicitor gener-

hot sun looks like he might
enjoy one of these he re tall,
cool drinks. Why don't you
invite him in."
The solicitor general
walked out to the policeman
and extended the judge's
invitation. The policeman
accepted thus causing traf-

since the intersection was
without mechanical traffic
signals.
And so the policeman, the
judge and the solicitor gen-
eral sat there enjoying some
tall, cool drinks while a mon-
umental traffic jam devel-
oped with lots of hot, apgry
drivers honking their horns
and yelled obscenities at
each ot_her.
A fter the traffic had piled
up about half way to .
Baton Rouge the judgt¥aid
to the policeman, "Mistah
' quite a traffic jam out
theah."
To which the policeman
responded, according to the
judge and the solicitor gen-
eral, "Youh honoh, (they) git
themselves into that mess, let
them git themselves outta J
that mess.·
At least that's the way the
judge and the solicitor gen-
eral told the st~ry to me ove.r

Three men used a hand-
gun to rob a Costa Mesa
convenience store of three
bottles of malt liquor Sun-
day morning, police said.
The robbers entered a
Circle K at 1178 Sunflower
Ave. at 6:30 a.m. and took
three 40-ounce bottles of
Old English 800 from a
cooler. One of the men lift-
ed his shirt, revealing a
handgun to the store clerk,
said Costa Mesa police Lt.
Tom Warnack.
The robbers left the store
and jorned a fourth person
in an older four-door sedan,
Tree trimmer
sentenced for child
molestation
A Newport Beach tree
trimmer was sentenced Fri-
day to three consecutive
life sentences for molesting
children.
Michael Fries, 33, used
his domestic gardening
jobs to lure children as
young as 3 years old into
videotaped molestation
sessions.
His victims, five of whom
have been identified, were
under 14 and live in New-
port Beach and Laguna
Beach.
An Orange County jury
convicted Fries in June of
15 counts of lewd sexual
conduct. The jurors had
watched videos Fries made
with his victims,

Mele, of Laguna Beach,

hammer before he was
killed by a severe blow to
the chest, Orange County
Sheriff's Lt. Ron Wilkerson
said Monday.
"The other man was
defending himself," Wilk-
erson said.
The men were installing
mini-blinds in a bathroom
when they began arguing
about Mele's family, offi-
cials said. Since the surviv-
ing man is hearing-
impaired, much of the
arguing was done through
written notes.
The survivor was taken
to Irvine Medical Center
for treatment. He was not
arrested.
Deputies still are investi-
gating.

Harbor High School cheer-
leading adviser Candace Jack-
son's contract.
The booting of the adviser,
who was involved in a contro-
versia cheerleader lawsuit,
prompted scorn from many
angry parents who called the
superintendent with concerns
about the spirit program's
future.
Even Chet Malik, the
school's activities director,
warned school board members
in a letter last week they were
making a mistake.

general's office.
The new museum will serve
the entire county rather than
ju.st the two coastal cities and is
expected to open at the end of
the year. At that time,
Botwinick will vacate his duties
as director and claims he has no

With both museums suffer-
ing from financial dire straits
over the past several years, a
merger provided an economical
and practical answer, said
Charles Martin, the county
museum's chairman of the
board of trustees.

We returned today from our
little 900-mile weekend jaunt
from Atlanta to competition at
Duke University in the
Raleigh-Durham, North Carolina
area.
Due to a lack of athletes
presently in the village (they
begin arriving tomorrow), we
had no problem getting out of
our duties in town to make the
trip. We passed through South
Carolina and got to see a lot of
the countryside in North
Carolina.
The lush trees, rolling hills
and lakes made an otherwise
tedius drive enjoyable.
As we arrived at the track
meet we were surprised at the
parking situation.
It reminded me of rush hour
traffic near LAX, not moving.
We thought for sure that
another event must have been
going on for there to that many
cars.
After all, most ever major
track meet in Southern ~
California, including the
legendary Sunkist Invitational,
has died a slow and painful
death from lack of interest.
The announced attendance
weren't just track fans.
Normally when I go to a large
meet, I know or know of almost
all the elite coaches and their
athletes.
They weren't here. In fact,
I did not see one single person
I knew except for the athletes.
What I did see. though, was
quite refreshing.
The crowd consisted mainly
of families and youth sport
groups who came to get a
glimpse of athletes who will
compete in the Olympics.

B$1lmas, Cuba, ninidad &
Tobago, Brazil, Mexico and
many others were represented.
It was televised last night on
ESPN.
A major thunderstorm
created a one-hour rain delay,
but when activities resumed, the
crowd was still there.
Not only did they not leave,
they cheered and clapped for
every competitor in every event
anytime they passed in front of
us.
When athletes that we knew
came to the edge of the track to
say hello or for technical advice,
the crowd cheered their
approach so loud that we could
hardly hear each other,
It wu very moving and the
athletes obviously enjoyed this
lincere hospitality and
enthusiasm.
After the meet, to avoid the
long drive back, we stayed at
the hotel with the Australian
Olympic Team, a quite colorful
and humorous group.
They arrive in Atlanta for
competitions on Wednesday and
Saturday at a small Atlanta JC.

recently resigned bis post as Estancia High's
boys basketball coach, bas been named Boys
Athetic Director by Principal Peggy Anatol.
He replaces Jeff Gall, a walk-on athletic
director for the pa.st year, who bas accepted
an ad.minstrative post in the Placentia-Yorba
Undaarea.
"I was really nervous about this," said
Anatol, who· recalled a Parsel promise when
be stepped down as basketball coach that be
would be available for the post if needed. His
recommendation for bis successor, Richard
Boyce, was named the bead basketball coach
at Estancia four weeks later.
"I just sent him a note and told him I'm
calling the Pilot," said the Estancia principal
Monday. "This is going to be a good year.·
Parsel admitted he was surprised at the
sudden move, saying. "It is kind of unusual,
but there are some persuasive. people here
and I decided to give it a shot.
"What I'd like is the status quo and to help
the coaches the best I can."
. Parsel's 12-year coaching experiences cov-
er a range of levels over the years, and he has
coaching experience at Costa Mesa, Newport
Harbor and Estahcia.

Coach of the Year after leading Estancia to
semifinal and quarterfinal appearances in the
CIP ID-A basketball playoffs.
This past spring he coached the South to

hypothermia, all Julie Moore could think
about was how she bad let her support
team down by not ~bing her 17 .5-nau-
tical mile Santa Catalina Channel Swim.
After spending 10 hours and 16 min-
utes in the ocean, the 27-year-old asth-
matic's body just finally could go no fur-

was a defender on the water polo team.
He was the pace swimmer at the end of
Moore's swim.
"She started to sip some Gatorade and
her chin started to quiver," Jones said.
"She grabbed for the kayak and Jeff
(Gruber) pulled her in."
Under Catalina Channel Swimming
Federation rules, the attempt officially
ended when Moore reached, and made
contact, with the boat.

machine was actually used for its dual
purpose as a heart monitor.
"We booked her up to the machine
because hypothermia can cause erratic
heart beats,• Hirsch said. ·She was
exhausted and getting too cold when she
stopped. She said she felt if she didn't get
out when she did it could have been too
late.•
Within 20 minutes alter the swim.
Moore was resting comfortably with a
near-normal temperature of 98 degrees. A
Coast Guard helicopter, on call to provide
a 10-minute response in any emergency,
was never contacted.
"I've seen her look worse," said Hirsh,
who has treated Moore for about six years
at Hoag Memorial Hospital Presbyterian.
"She's disappointed, but I think it's
because she feels she let the whole team
down.
"She hasn't said anytlung about
doing it again, but she's stubborn and
determined and I'm sure she will try
again.·
"The disappomting thing is I knew 1
could do it," Moore said from a bed in one
of the forward cabins. "It wasn't the asth-
ma that got me, it was the cold."
Moore started her swim at 11:24 Sun-
day night from the shores of Doctor's
Cove on tbe north side of Santa Catalina
with an entourage of two kayaks, two
paddle boarders and a pace swimmer
along with a flotilla of flying fish and pros-
perous microcrobes that lit up the waves
like lightning bugs when tbe water was
disturbed.
Moore set an unoffiaal record for tbe
highest number of support personnel with

ANAHEIM -The Pinto All-Stars of Newport Har-
bor Baseball Associatioa closed out their postseason
play on Sunday. dropping a 3-2 decision to Whittier in
the semifinals of district playoff action as the victors
tallied in the bottom of the seventh to pull it out.
Newport Harbor took the lead with a two-run burst
in the sixth inning to overtake a 1-0 deficit.
Dennis Heenan got the rally started with a single to
center, and advanced to third when Christopher
Rasch and Justin McPherson walked to load the
bases.
. Blake Fogg hit a grounder to first which was mis-
played into an error. allowing Heenan to cross the
plate and tie the game.
With Rasch at third, Derek Pinski hit into a fielder's
choice, Rasch coming home on the play to give New-
port the lead.
Whittier. however, came with a run in the bottom of
the sixth to tie it at 2-2.
Newport made a run for the lead in the seventh
when Davis Pemstein started off the inning with a
double.
McPherson and Matt Collier walked to load the
bases, the third bases-loaded situation for Newport
Harbor in the game.
Whittier. however. came up with clutch defensive
play to thwart the threat.
Whittier got its leadoff hitter aboard with a walk
and then Steve Harker delivered a game-winning
double to the gap. sending Whittier on to ,the champi-
onship game.
Newport Harbor concludes the season with an 8-3

change ln the schedule!
As I begin my second week in Atlanta I know to
expect the unexpected at every tum.
Sometimes it is even explained to me why there
was a change made and usually the reasons even
make sense.
I certainly appreciate that consideration and
hopefully it will make me more tolerant of future
changes.

You may remember last week's ruling regarding
athletes only being allowed to stay ~free" in the
village the night before their prelirns to the night
after they have been eliminated or completed their
final. U they wish to stay additional nights it will
cost $100 per night.
Because of this there a number of "mini-camps~
springing up a.round the city as teams are scaling
back their headquarters and will be shuttling
athletes to and from the village.
Obviously an athlete competing the next day
should not train (so we will have nothing to do
there), and the village will only be a little over half
of its capacity .at any one time.
Another site was closed to track and field due to
the danger of sharing space with field hockey
players.
Hmmm, that 6Cems difficult to have been
predicted.
This sheer lack of athletes is fortunate at this
time because of the •malfunctions at the junctions•
in receiving, assembling, and repairing equipment
needed for traming, competing and judging.
J eff Smith of Sport Supply Group apologized to
me this morning (when we finally got our
uniforms) at>qpt not getting us out to the venues,
but that it had been a blessing ln disguise because
of the progress they have made with the
equipment.

back yard, and there was the
