Though not absolutely cer- tain of her next move, Genis said she will likely wade into the race for the Mesa Consol- idated Water District Board of Directors. She already has taken out papers for the district's Divi- sion 2 race but has not yet retwned them -typically a formal declaration of candi- dacy. The Division 2 seat cur- rently is occupied by Jack Hall. He also has ta.ken out candidate papers. Local races get more crowded As the campaign season begins to pick up steam, more and more would-be council and school board members are coming out of the woodwork. Candidates have until Aug: 9 to file candidacy papers, unless of course an incumbent decides not to extend until Aug. 14. Here's a look at how things are shaping up as of 5 p.m. Monday: • Costa Mesa City Council Heather Somers, president of the East Side Neighborhood Association, is the lat- est candidate to take out candidate papers for the Costa Mesa City Council. Somers, 40, is well known for her sup- port of police programs, particularly the Westside Substation, bicycle patrols and Citizens Academy. She is a 20-year Costa Mesa resident and mother of three. Heather Somers Of the three seats open in the Novem- ber election, Mayor Joe Erickson is the only council member so far seeking reelection. Council- women Sandy Genis and Mary Hornbuckle have indicat- ed that they probably will not run. Also in the race is Planning Commissioner Libby Cow- an, Mel Fleener, who works as a building inspector in Fullerton and Caroline Butler, a marketing manager. • Newport-Mesa School District Two more residents are interested in sitting on the Newport-Mesa Unified School District board of trustees. Three seats are up for grabs in the November election. Mesa Verde resident Jan Warner, a personnel manager, pulled nomination papers July 19 for trustee Ed Decker'• seat in area 1. ....__.-~___. Warner said she's thinking about a bid Brian Jherlot for school board because •I'm very inter- ested in school boards and children." Brlan Theriot, a two-time Costa Mesa City Council l candidate, also pulled nomination papers July 16 for ·: board president Jim de Boom's area 6 seat. De Boom, who " ! represents East Costa Mesa south of 21st Street and New- port Heights, bowed out of.the race earlier thls y~. cit- ing other commitments. The election season officially opened July 15 when proapecUve candidates could first pull nomtnaUon papen. Incumbents Martha Fluor, who represents Santa Ana Heights, East Costa Mesa and Dover Shores, and Decker pulled papers the Ur1t day, but have not filed them yet with the Orange County Registrar of Voters office. Fair carnival worker suspected of groping teenage girl at booth By John Canalls, Daily Pilot A game booth operator at the Orange County Fair was arrest- ed Monday on charges that he wrongly touched a teenage girl, Sherill's deputies said. Roy William Lembke, 27, of Riverside, erbployed at the Roll Down Game, was arrested on suspicion of child annoyance and marijuana possession, said Sheriff's Lt. Tom Gamer. The alleged victim is 13. Gamer described child annoyance as a misdemeanor. •rt•a not a molest," he said. #It's more of a s~xual touching that maybe annoys the child, such as stroking the hair, touch- ing the arm.• Lembke allegedly touched the girl while she played a car- nival game at his booth. He was arrested without inci- dent and taken to Orange Coun- ty Jail. Bail was set at $10,000. The case was filed Tuesday in Harbor Municipal Court. After the alleged Incident, fair security spotted the girl cry- ing in the company of two friends. The victim's friends said Lembke had touched the girl, Gamer said. Security officers contacted Sheriff's deputies stationed at a fair command post. The deputies talked to Lembke for awhile and arrested him on the two misdemeanor counts, Gar- ner said. Lembke is employed by Big T Concessions of Riverside, an independent contractor that has worked with the fair for 10 years. The same press release said fair regulations strictly prohibit employees from physical con- tact with patrons. By Julie Ross Cannon, Daily Pilot COSTA MESA -School officials are trying to provide some relocation assurances to non-profit organizations that will be booted from the Rea Community Center next year. Superintendent Mac Bernd sent a letter recently to nine of the 12 organizations that sub- >---t--tee.S space llt-ihe do school, offering the groups a possibility of leasing other vacant school property when they move. So far the district has heard from two organizations -Cos~ ta Mesa Head Start Program and Vantage Foundation - interested in moving to other school sites. Currently the groups - which include the Costa Mesa Civic Playhouse, the Harbor Area Adult Day Care Center and the westside branch of the Harbor Area Boys & Girls Oub -sublease space from the city of Costa Mesa, which leases the entire school from Newport-Mesa Unified for $110,000 a year. The tenants received word in May that the city was termi- nating its lease with the dis- trict next July, giving the groups about 14 months to find a new home. Some of the groups have been at Rea for as long as 16 years. Carol Stocker, the school district's executive director of business services arid auxil- iary operations, said Newport- Mesa has a variety of closed sites, like Harper School, which could have space avail- able next year. Harper cur- rently houses a variety of dis- trict administrative offices, which will relocate to the new administrative center in December or January. School board members are thinking about reopening Rea in September 1998 as an ele- mentary school to help accom- modate the district's increas- ing student enrollment. By carolyn Miller, Daily Pilot NEWPORT BEACH -The worry over who will pay for street lights should Eastbluff become a private community, was extin- guished Mond.ay as the City Council agreed to cover the cost. The street lights were one of several services the city agreed to pay for should the Eastbluff resi- dents choose to erect gates to block off their community from public access. The city currently pays the annual $22,000 to $28,000 cost for the li hts. If the community had to pay for the street lights along with a host of other services, the privati- zation effort would have been dealt an expensive and crippling blow, said resident Mike Bigi a board member for the Eastbluff Homeowners Association. "We are now in a better posi- tion to come up with a package ~for residents so they can vote on • , their own preference," said Bigi, ~ ·a member of the committee , ,~researching the gating issue. • . • "This is one big milestone." ; ; Eastbluff residents are expect- ed to vote on the gating issue in September. The majority of the residents want gates to protect their com- munity from the outside traffic that uses their streets as thor- oughfares. The traffic problem is expected to increase with the completion of the nearby toll road and new residential devel- opments, advocates said. While the City Counc:i.l agreed to a pay for street ligbts in East- bluff, in the future, this issue will be decided upon on a case-by- ca!>e basis. In ~e . second week of City Council filings, a total of six New- port Beach residents and one incumbent have picked up candi- date papers at the city clerk's office but no one has returned them. The candidate filing ends Aug.9. Planning Commissioner Garold Adams is the latest addition to the three candidates vying for the 5th District, including Balboa Island and Big Canyon. Adams, who picked up his candidate papers Friday, joins Ralph Rodheim, Diane Coltrane and John Noyes. The 5th District is currently represented by Councilwoman Jean Watt whose second tenn is up. Watt was elected in 1988 and 1992. Councilman John Cox, Jr., wbo was first elected in 1980, must vacate his seat representing the 7th District because of term limits, including Harbor View and Spy- glass Hills. Planning Commissioner Tom Thomson is the only person so far who has picked up papers to run for this seat, according to the city clerk's office. He turns 40 soon, and among other tbings, there's a Pee Wee Bobby Schwartz is facing No. 40, but with the numbers comes what comes naturally, and the Costa Mesa rider appears to have found his niche on the things that count. By Jim Walters, Daily Pilot C OSTA MESA -Even the most casual local sports fan probably will recognize the name Bobby "Boogaloo" Schwartz and that he has something to do with the Friday night motorcycle races at the Orange County Fairgrounds. Schwartz, who will tum 40 on Aug. 10, has been racing since he was a young whipper snapper. He's been a fixture among the top echelon on the local 160-yard Bull Ring oval. So it wasn't unusual to see the name Schwartz listed among the field of riders for a race last weekend. Although this Schwartz was in the pee wee 50 c.c. class and was Schwartz' six-year-old daughter Ann Marie. "She was racing in her first race," said the proud papa. HI was watching her from the infield, but it was kind of hard to watch." Despite her interest, Schwartz doesn't see Ann Marie as an extension of the family racing kingdom. "No, she just kind of putts around, but she enjoys it, H the long-time Costa Mesa resident said. "It's not something I'm pushing her to do, but she just likes to be a part of what dad does." Ann Marie, who lives with her mom in Victorville, wrote in her Kindergarten Yearbook that the two things she likes the most are going with her dad to the races and her dog "Schmitty." "That sure made me feel good," said Schwartz Whose starting to learn to enjoy this thing called fatherhood. Schwartz, who also has another daughter (Brianna, 4112 with another mother), admits he has made ~ome mistakes in his personal life. "I'm stoked I'm able to see the kids. I've paid a big price in my life and it's nice to have another chance. I'm enjoying being a father." Schwartz' family life is not in the Leave It To Beaver mode, but it never really has been. As a little boy he lived with his mother in Los Angeles and would travel by Greyhound to see his dad in Santa Barbara. T he constant travel inspired "The Nickname." "My dad called me 'Boogaloo' because he said 1 ttavel so much, that I Just boogy along," he said. "No, nothing to do with dancing." While Sdlwartz wouldn't tie h1msell to the '60s dance craze called the Boogaloo, he had a harder time brushing off • comparisons to being a P-red Astaire on U1e two-wheeler. He started early with mini bikes and go-kart.$, graduating to be one of the top local riden in Santa Barbara by 1973. , That's when he hit the race-track circuit on a bike his dad bought him for $600. Speedway motorcycle racing is a constant balancing act and he was tops at pushing the envelope during the 1980s. He raced eight years for a team in England. Schwartz just recently got back from England where he was helping a fellow teammate Ronnie Correy celebrate 10 years at the same quarter-mile track -Wolverhampton. •It was a testimonial which means he spent 10 yeaQ at the same track and he keeps all the proceeds from the racing/ Schwartz said. "It was great to go back and live the old days. I was pretty popular when I raced in Europe and I still did alright winning a couple of races that day." B ut was it enough to seriously consider going back at this point? "I've done it and been there," he said. •Besides, I have family and business interests here. It's hard to go over for six months at a time. Maybe as a guest situation -a team-member invitation -for a month at a time." Instead, Schwartz is considering other options in the States. HI don't think I need to go back to Emope," be said. "I enjoy Ji.ding locally, but I would only be a middle-of ·the-road driver there now. I think l could go help a team with my vast experience, but it takes knowledge and nerve to be a top rider. "I still could be of advantage to a team, but I may not want to bang it out on the comers. On a 12-point scale where 10 point is great. I'm seven points with ocassional 10-pointers." For now, Schwartz is content to be a dad and let some of his rental properties 1n the Costa Mesa area work for him -and to take time to think about making the transition from rider to race track promoter. HYeah, that w.ould be a nice natural progression," Schwartz said. "It would take a lot of money to be an owner, but I have a lot of knowledge and know how to promote." By Barry Faulkner, Daily Pilot P eter Cunningham, Matt Jameson and Scott Archbold recently took time out from summer school at Newport Harbor High to pursue some higher learning on the basketball cowt. The trio of Sailors, returning members of Coach Larry Hirst's five-day, invitation-only Superstars Camp at UCI earlier this month and each said the experience could prove invaluable. "It showed me where I've got to be," said Jameson, who started at point guard as a freshman last season after an early-season promotion from the junior varsity. "It was a really good experience.• Jameson, a 5-foot-9, 140-pounder who fudged a little to compete in the camp's senior division, was among the youngest players on the floor, while Cunningham, a second-team All-Sea View League guard last season as a junior, was among the oldes~. •1 liked it very much,• said Cunningham. who came away from the camp with a new appreciation for the art of defense. •It's not like we ignore defense (at Harbor), but I never realized bow much of an emphasis is placed on it at the next level," explained Cunningham, who is hoping to continue playing at a community college after leaving Newport. "Last season, I guarded some of the 6ther team's best players, but I don't think I did that well. The players at tbe"camp could all score, but the coaches all emphasized defense. The first day of camp, my evaluation sheet said my defensive intensity wasn't too good.
