and neglected dogs. The Newport Beach
woman picks up pups from the pound; dress-
es them up with balloons that say, "Please
adopt me," and walks them through neigh-

homes. "I thought it was wonderful," says

m Norma Glover's soap opera,
then I have to fold up the paper
and drive to work along the nar-
row strip or pothole-strewn Bal-
boa Boulevard that links my
home at Balboa Peninsula Point
with the rest of the world. As I
contemplate three blown tires
and two repairs to my suspension
system during the past year, I
grow even less interested in the
personality dehc1encies of our
City Coun<.'ll members.
Why don't you folks just con-
centratt> on gelling the roads
done? Is there any chance that
you'll clean up this mess before
the rains come, or can I look for-
wanl to hitting foot-deep divots
hidden under puddles again this
winter?
How about hiring comparues
that don't leave more damage
than was there before they start-
ed or are less likely to dump

I can't stop t.hinldng about
how wonderful it would be to
have a park at that location
because I pass that location
every day. J really think it would
be better to have a park for the
commuruty, wluch is very farnily-
oriented with small children,
and I don't see the need for more
homes m this wonderful area

Last June, I was a member
of the Newport Harbor High
School Site Coundl parent
group, which proposed a lim·
ple solution: adopt the Univer-
sity of California model. This
model would add honors COW'S· es at the junior-year level only.
All advanced placement COW'S-
es are already given a bonus
point. By August, this proJ>()S41 ·
was endorsed by all tow high
school principals. Somehow,
however, the train got off track,
and the school board voted to
'grant bonus points back to
ninth grade.
ThiS ninth-to-12th-grade
idea not only clouded the origi-
nal proposal, but it is fraught
With problems. The Univers1ty
of California as well as high
school teachers,~e ent
chairs and prind have
thought long an hard about
the content and depth of mate-
rial for courses approved at
11th grade. That process has
not taken place for nine-and
10th-grade honors courses,
mainly because they ace not as
rigorous. Fwthennore, the
courses in question are appar·
ently very incollSlSlent from
school to school in content and
course title, and some have
never been certified by the
school board.
The original proposal should ·
be reconsidered. I believe all
four higt_l schools could support
it, and the number of approved
advanced placemeoVhonor&
counes available per school

would greatly benefit the cur-
rent senior class at each high
school in a fair and equitable
manner that is already
approved. It would dismiss the
controversy surrounding the
approval process for ninth· and
10th-grade honors courses,
except Ule OnQoing discussion
at individual sites. It would also
dllow the controversy sul"·
rounding students who duck
the honors courses in ninth and
t 0th grade to be discussed at
the site level. It would encour-
age each high school staff to
look hard at how the rank is
determined. It would also
lessen the concern regarding
the cost or correction or tran-
scnpts because only the cur-
. rent senior dajs would have to
be researchecrbd corrected
back one year.
Though complicated, the
issue of bonus points can be
resolved in a fair manner
through the University of Cali·
torn.la model, and the side
issues can be resolved at each
individual high school site.
