working on a deferred payment

The City Council agreed
earlier this week to purchase
the 18-acre parcel from the

intentions of building an ath-

becomes available .
City Manager Allan Roeder
said the city will make a down
payment of an undetermined
amount soon and purchase the
land in installments over a
year.

to be worked out, but the prop-

city councils to discuss options
at Lions Park next Monday
By Jennifer Armstrong, Daily Pilot
The cities of Costa Mesa and New-
port Beach hope to bring a helicopter-
sharing program back on course at a
rare joint meeting Monday.
The two city councils will meet at 4
p .m . at the Lions Park Neighborhood
Community Center, 1845 Park Ave.,
Costa Mesa.
They will discuss continuing a pro-
gram in which the two cities, along with
Huntington Beach and tbe county, had
been haring helicopters since 1993.
Huntington Beach and the county
pulled out ot the John Wayne Airport-
based program last month.
Now the Costa Mesa and Newport
Beach councils must decide whether to
continue the AirBome Law Enforce-
ment Services program. And if they do
decide to continue it, the cities! police
departments must revamp the program
on a smaller scale.
Proposed changes include reorganiz-
ing personnel and replacing some heli·
copters. Under one proposal, each city
would sell one of its two helicopters,
then pool the money to buy a newer,
better model.
•n•s going to be different," .Newport
Beacli police Sgt. Jphn Desmond said.
•we don't have access to the
resources of four agencies like we used
to.•
He added the downsizing could also
mean fewer operating hours for the
helicopters. But be remained confident
such changes wouldn't compromise the
quality of the service.
"People who live in the cities proba-
bly won't see much difference,• he
said.
·w e're just tryitlg to figure out bow
to continue this with just two cities."

Study t he bidding and pl; / of

one, is at fault.
Sout h selected six no trump as
the final contact -12 t1 .cks rated
to be there ir either long suit could
be run. Six clubs, however, was cold
as the cards lie, but South cannot
be faulted for a losing decision in
the auct.ion.
The opening 1e.d waa .covered by
t.he jack and kiOI and t.aken with
Lhe ace. DeClarer cashed the king
heart.I, cf'081Gd to the ace or clube
and played off the ace and queen o(
hearta, discarding a spade and a
diamond. When the jeck did not.
appear, declarer st.art.ed on clubs,
hut that suit di~ .not break eit.hu.
1';ven worse, Eaat had length in
bot h long iui~. so the defenders
collect-cd a heart ond .a club for
down one. Dad luck or sloppy play?
Uoth -declarer was certainly a
strong favorite to coiled. al least
five I.ricks in one or the suit.a wilh-
out lming a I.rick in ench. However,
declarer's plar. while correct had
the co:ilracl b,Cen a gr and a lam,
could have bceri improved upon.
After winning the diamond lead.
declarer should cash the king or
heart.a and then duclt a tlub! That
gives up a possible overtrick, but
the 11mall slam i1 novl secure as
long as clubs are no won;e than 4-l.
the ace of clubs to cuh the ace and
queen of hearl.8, then returns lo
hand Lo claim Lhe rest of Lhe tricks.
