PROPOSITION 1 A
A vote for Proposition lA 1s
nm a vote to help our local
k1hdergarten-through-12th-grade
schools. When the cli!>tnct sold
the Bt'.'ar Street school site and
didn't uc;e thdt money for unprov-
mg our school sites, we lost the
right to recE>ive bond money for
hve -years. Our five years isn't up
yet, dnd no distnct 'lite I!'.! even on
the Wdit.mq list for th<' schools
eligible to be fix<'d with this
bond money So, none of the
bond's total amount of $9.2 bil-
llon will go to our d1stnct The
bond requires that schools put up
matching funds to receive the
bond money. So, even if we
could get the bond money, we .
would need 10 come up with a
stzdble dmount ol matching cash.
Ow district has schools in
decay, with ttll sorts ol problems.
So docs every othor sahool d1s-

repairs should be a local issue,
where the citizens can go view
the sites and deade if their tax
dollars are being spent wisely.
The citizens should attend local
meetings lo express the11 views.
Once voters are saUsfied that
thetr money won't be wasted, I
think they will be more than will-
ing to tax themselves lo fix our
schools.
None of that will happen with
Proposition lA. The distncts with
the best lobbyists are likely to
get the funds first. 01 all of the
state bonds that have passed in
the ldsl 10 years, how many of
you have. ever seen an account-
ing of where your tdx money was
spent? If our schools need fi.Xlng ,
let's pass a local bond, where we
can have input and make sure
our tax dolldfs are going lo the
projects we decide on •
If this proposition pdsses, it

PROPOSmON 8
I challenge dny of you to read
the five pages of this proJ>PSed
law that starts on p1:1ge 112 of
your Voter Information Guide
Section One and 1Wo clre great
Someone gave the law a name
with all of the right educationcll
buzzwords. The intentions are
what we all want for our schools:
a good education by qualified
teachers m dassrooms that aren't
overstuffed.
However, the small classes
only apply lo kindergarten
through Uurd grade, which
means more overstuffing for
grades four through 12. What if
we deode it makes more sense
to have 25 kids in a class for
grades K-12? Too bad if this law
passes.
The law then provides us with
.another grand poobah for state
education.• Grand poobahs
always require large staffs, so
more of your educational dollars
will be funneled away from the
classroom. The Ctuel Inspector
will rank the schools in order of
the quality of educabon offered
at the school. Now, how is the
chief going to make that deter-
mination when the quality lS
based on so many different
thmgs?
Will the school thdt has work-
ing bathrooms, working heaters
and plenty of school supplies get
more points? Should the teachers
in the stdte have to rotate
between schools who have rich
kids dnd poor kids? Should the
kids with the lowest test scores
get the teachers and schools that
offer tho best quality education,
so that they can be brought up to
the level of other students? Don't
we already have data coming out
our ears, wh.tch all the experts
say need a difCerent solution?
Next, Proposition 8 addresses·
the credentialing of teachers,
who may get a certificate for up
lo two yedrs by passing (1) a pro-
gram or exam to verify subject
matter competence, (2) a course
or exam on teachmg reading, or
(3) a course or exam on the pro-
visions or pnnciples of the United
Sldtes Constitution. Now, I hold
the Constitubon dear to my heMt
dnd Uunk we should all have a
basic understanding Qf the
nuances of the Bill of Rights.
But, J would much prefer my
child's kmdergarten teacher
know how to tedch reading.
Does the public really believe'
thdt a school wouldn't try to hue
a teacher proficient in t.l)e subject
area that teacher will be teach-
ing1 We can pa s this law, but
until we have enougti quaWied
teachen., some school districts
will be usm~ •emergency-cre-
denbal• teachers lo fill the gaps .
If tedchers have good working
conditions dnd adequate salanes,
then better quahl1ed cand1ddtes
will 1om the profession.
Propos1bon 8 then regurgitates
the zero-tolernnce policy, wh.tch
is alreddy m place. The only dtl-
ference 1s that our district pollcy
lS more restnctive The state law
would require expul!.ion 1f there

reasonttble use to a pupil. either
defense, offense, or to deem his
fingernails
Finally, Propo-.1tion 8 propo~es
school site govemmg councils.
The problem will be to find pdr-
ents and teachers who are weU-
versed m the educalton code and
labor ldws.
Will they be dble to under-
stand Proposition 8? Will the
school site group comply with i111
of the reqwrements of specidl
educabon? How about the post-

you better never move. How can
you be assured whdt classes will
be offered dl each school in cmy

yectrs of high school?
Pdrent involvement is 1mpor-
ldnt and pdrents need to b(• mte-
grally involved dt school site-.

the district plans to htre an attor-
ney to sit at each school site

with a botched held goal attempt
Later, the Pirates (3-3, 0-1)

advantage of running lanes left

Cemtos bounced back with a
61-yard touchdown strike to
Robert Castillo from Ryctn

seem to faze OCC '
The Pirates marched down the;
