Newport Harbor has been
declared an historic landmark -
an historic civil engineering
landmark that is.
At least that's according to
the American Society of Civil
Engineers which held a ceremo-

the harbor.
The harbor stands today as .
one of the most picturesque
ports in the nation, a haven for
recreational boaters, swimmers,
sailboats and tourists.
But it wasn't always that way.
Tales abound of the rough seas
and boating mishaps that took
place in and around the bay
before the Newport Harbor was . l
dredged into tranquility during ~
the mid 1930s. '

The ongoing effort to find
alternatives to the hvine Ranch
Water District dumping reclaimed
water into the Newport Bay is
inching closer to completion.
The Newport Beach City
Council will vote Monday on
agreements that would ensure
that five city. groups would use
so~e of the filtered and chemical-
ly treated sewage water.
The city drafted agreements
with Newport-Mesa Unified
School District, The Bluffs Home-
owners Association, Big Canyon
Country Club • and Newport
Beach Country Oub. The city
itself will serve u the fifth user.
City staff was working Friday
to Complete negotiations with the
groups, City Manager Kevin
Murphy said. U the agreements
are not finished and approved
Monday, the council will call a
special meeting to wrap things
up.
The city, IRWD and the
Orange County Water District in
July signed off on a project to
build a pipeline that would
transfer the reclaimed water to
the county. This set-up elimi-
nates IRWD's need to dump the
water into the San Diego Creek
Channel which empties Into the
bay.
The county agreed to extend
one of its pipell.r1es for the project
if granted a low-interest loan from
the state for the construction. To
get the low interest rate, five
groups must use the reclaimed
water. •
A technical advisory commit-
tee ii still di.scussiDg how to mon-
itor the new system.
At Monday'• meeting, the
council will also liear public input
on:
• putting telephone an.cl elec-
tric wires underground on Balboa

area's budget for improvements
$5,200. '
• establishing a "5-day ban for

SHEIS
A senior dispatcher for the
Newport Beach Police Depart-
ment, or better known as a 911
operator.
However, she is more than a
switchboard operator.
She's the one who has to be
calm enough to quickly assess
the nature of an emergency and
dispatch the appropriate police
or fire personnel. She's the one
who talks fast and is patient
enough to ask all the necessary
estions from the over-
w c ers.
She is the one who monitors
radio channels from helicopters
to local government and to the
harbor department during the
summer.
THE ENEMY IS STRESS
During her eight years of
working for the police depart-
ment, Vanderhorst has seen a lot
of callers who sound frantic and
overwhelmed. They breathe
hard and ramble. This is when
she needs to take control.
"It's an art of listening to their
ramble," Vanderhorst says.
"You try to undeJStand what
they're saying and take control
of the conversation.
"You al.so have tD calm the
person down and figfile out the
information the person is giving.•
In other words, she has to
keep her own peace of mind.
While swear words are usual
from argumentative callers, she
learns to depersonalize it.
"If we have a traffic accident,
and the streets are blocked. peo-

at us and be very upset because . . ..
said. "I would only hope that
they can have the compassion
for these (injured people).
"But you can't be stressed.
You don't have the 1 to be
stressed. We have to remain
calm. Sometimes when you
answer 911, you don't know
what you're going to get."
NO TIME TO CHAT
While many calls are for
emergencies, there are also a
number that are not so urgent.
11lis is part of Vanderhorst's job
-answering calls for 24-hour,
seven-digit business lines to
provide other assistance.
Vanderhorst said a lot of peo-
ple call complaining about park-
ing problems, bees sw1VIDing in
their trees and barking dogs
kee}>ing them awake. One old-
er, lonely man called for a chat.
Many out-of-town people call
for directions to the city. One
caller even requested a We4ther

A Newport Beach man
