NEWPORT BEACH -City
officials are seekiJMJ an agniement
with two local cpuntry dubs that is
fleeded to complete a previous
agreement to stop hvine Ranch
Water District from dumping treat-
ed sewage water into Newport
Bay.
As of the Newport Beach City
Council's Monday meeting, three
groups -the Newport-Mesa Uni-
fied School District, The Bluffs
Homeowners Association and the
city itself -had consented to use
the filtered sewage water.
City officials' talks with Big
Canyon and Newport Beach
country dubs have stalled over
questions of bow to pay for
installing equipment to receive
the water.
The council voted unanimously
to approve the two agreements
already set.
City Manager Kevin Mwpby
will sign off on the other two for
the city, pro~ded the terms did not
-change from what th&eouncil had
already seen . Otherwise, the
council would need to call a spe-
d.al meeting later this week to
approve them.
All four agreements must be
approved by Oct. 1 to meet condi-
tions in the city's pact with IRWD
District. The three agendes in July
agreed to build a pipeline to-trans-
fer the reclaimed water to the
county, ending ahnost a year long
controversy.
Without this pipeline, IRWD
planned to dump the treated
sewage water into the S4n Diego
Creek Channel, wb.jcb empties
into the bay. The county offen!d to
extend one of its pipelines for the
project. The dty of NeWp<>rt

Crowley said death related to

have sustained fatal injuries on

he would help me up. He was the
best football player out on the
field I ever met, or bad to go
against."
The team Jllscussed the
tragedy Monday with their coach
Jerry Howell and a few players
met with counselors. Returning to
its regular season schedule, the
team lifted weights and practiced.
Howell, who also is the school's
athletic director, said be told the
players they were not responsible
for the loss, and that is time to
press forward.
•1 am sure it's on most of the

our kids are immune to it but we
stressed that they had nothing to

Andy Hernandez, Costa Mesa

was working to restore normalcy
Monday with dozens of inquiries
from the press and concerned
families.
"This is the first tragedy of this

Hernandez said. •our hearts real-

Yes, it is a dean and orderly

Just as it is illegal to spit, to chew

checked), to eat or drink in the
subway, to smoke almost every-
where indoors, and to do a whole
host of other fairly minor things.
UnW recently, it was even ille-
gal to enter the country if you
were a man with long hair!
. On its surface, as Arie kept say-
mg, downtown Singapore resem-
bles South Coast Plaza run amok.
Malls for miles -we could have
been almost anywhere, in any
modem city. Although, on closer
inspection, we saw some of the
pharmacies, for example, were
stoQced entirely with exotic Chi-
nese herbs and potions, none of
which we could recognize.
Desserts in the food courts
were jellied fruits like rambutan.
dwian and guava on top of
shaved ice -I don't think you can
find that anywhere in South Coast
Plaza. Every once in a while, too,
we would round a comer and see
a temple with joss (luck) sticks
burning in celebration of the Festi-
val of the Hungry Ghosts.
Leaving the glitzy areas of
Qrchard Street and the Colonial

•Uttle India," •Arab Street" and
•Chinatown,• we discovered
where the cultural aspects of Sin-
gapore are holding out and hold-
ing on in an attempt to resist
being swallowed up by the coun-
try's rapid economic progress.
Jndlme amas, the marlc.ets and
food stalls are A1Mzing, teeming
with life and a purpose seemingly
far removed from that ot the mod-
em metropolis. We bad a great
meal at an Indian restaurant (all
vegetarian!) in Uttle India, where
the whole dinner was plopped
down in several piles on a large
banana leaf mat and tha eaten
using only one's fingers -no uten-
sils. It's harder to do than it
sounds, especially when sitting
across the table from two very
large locals who were eating ani-
matedly and loUdly, frequently
licking all of their fingers -a little
disconcerting for a novice like
myself.
In Singapore, there is also a
surprisingly active, albeit very
small. Jewish community. The
YMCA on Orchard Road where
we stayed happened to be right
down the street from Magbain

Memories of a 'heroic' summer ; A recent story about tbe ; Junior Ufeguard program
: dredged up memories of
; my own th.riillDg career as a
: Newport Beach lifeguard.
: lt was the summer of 1935. I
; was studying for the Bar E.xami-

: ~dy job, so I deci.ded to l become an extra lifeguard. work-
; ing only on the weekends.
: Frank Crocker, the fire chief
1 was in charge of the lifeguards: I
; doubt that Frank could swim a l stroke, but he knew how to keep
; the budget down in those 1 Depression years. As I remem-
: ber, there were very few regular
: guards -Marco Anicb at BaIQ<>a
: Pier, one of the Johnson brothers ~ or maybe Al Irwin at Newport
: Pier, Tarzan Smith at Corona del
~ Mar, and probably someone at
: the dty campgiounds.
: On weekends, we extras filled
~ in. We met at the Balboa Fue
: Station, about eight or 10 of us,
~ and waited while Crocker drove
l might need a guard. You might
; get three or four hours' work or
: none at all. but at 50 cents an
: hour it was worth the wait.
~ For some reason, l seemed to
: catch the bayfront at 15th Street l with some regularity. I soon
: learned the secret of being a
~ good lifeguard -anonymity.
; We extras didn't have uni-

~ quickly figured out that if the

while the mothers pursued more
enjoyable pastimes.
Since I was 6 feet tall and
weighed 118 pounds, I certainly
didn't look like a lifeguard. I
looked more like lchabod Crane
than Arnold Schwarzenegger.
So I simply put my badge in
my pocket as soon as Crocker
left and sat there on the beach . .
returned. Under this arrange-
ment, the mothers took care of
their kids. The only time I got
wet at 15th Street was when
some goof dove off a pier and
knocked himself out on the bot-
tom. I had to wade out and pull
him in. Very heroic.
The best assignment I had
that summer I shared with my
old friend Jolmny Gillis.
This was before the sand from
the 1935-36 bay dredge added a
couple of hundred yards to the
beaches along the Balboa Penin-
sula. What is DOW the famous

city engineer had installed a rock
groin. The surf broke right on •
that rock groin.
It was pretty awesome on any
day, but on days of big surf it
was fantastic. A 15-or 20-foot
wave would crash into those
rocks and throw spray SO feet in
the air.
So on days of big sud, tourists
flocked to the end of the penin-
sula and walked out an the rail-
road tracks over the jettf to
watch the big surf. Every once in
a while someone would get
knocked off the railroad tracks
into the bay. That was where
Johnny and I came into the pic-

We bad a dory. Since Johnny
was the son of Jack Gillis, pio-

the dory, I pulled tourists into the
boat. Wh the authorities didn't

was getting 50 cents an hour to
pull tourists into a dory.

After an overnight charge, the
electric buses can run for 80
miles, which would accommo-
date 80-85% of the department's
bus routes, Pinen said.
Each of the electric buses
comes with a $150,000 price tag,
two-thirds higher than the cur-
rent $90,000-per-bus cost.
But with the help of a South
Coast Air Quality Management
District grant, Newport-Mesa
only has to fork out $75,000 for
each of the two buses. The district
teamed up with 17 other school
districts in Southern California to
pick up the grant, and is current-
ly preparing a second application
to get two more buses, Finen
said.
The electric buses will look
essentially like the curre.nt buses
and will seat 72 students, Finen
said.
Depending on the success of
the new vehicles, the transporta-
tion department could chose to
go electric all the way, she said.
"If it really works out, that's a
