Morton Irvine Smith, of Huntington 'Beach, the son of heiress Joan Irvine Smith, was the passenger in a 1985 BMW when police stopped the car near 28th Street and Balboa Boulevard. The dnver, Lee James Chidester, 47, ' of Whittler, was arrested on suspicion of driving while intoxicated, said Newport Beach police Sgt. John Desmond. Police found Smith with one-half a gram of cocaine, booked him, and released him on $10,000 bail, Desmond said. Smith, whose mother is the heiress to a $350 million fortune, is scheduled to be arraigned in Harbor Court on Nov. 8. If there was a prom, she was the queen. Finally, Phebus had enough of the good times.
