COSTA MESA -To the dis-
appointment of local dog owners,
the city has decided not to pursue
"Bark Park, Jr." -an expansion of
the popular dog part.
After an initial unanimous vote

Peggy Toledano, a volunteer

SANTA ANA -For Ronald S.
Rubino, the former county bud-
get director accused of mishan-
dling $93 million from the coun-
ty-controlled investment pool,
the specter of imprisonment van-
ished abruptly Monday.
The Newport Beach resident,
who won only partial vindication
when his fraud trial ended in a
hung jwy Sepl 13, struck a plea
bargain with prosecutors to avoid
jail time and another trial.
-Under an agreement that is
widely perceived as a face-sav-
ing move for county District
Attorney Michael Capizzi, Rubi-
no pleaded no contest to a misde-
County Superior Court Judge J.
Stephen Czuleqer dismissed the
two felony counts against him.
Rubino was sentenced to 100
hours of community service and
two years of unsupervised proba-
tion. Rubino can also ask the
court to drop the charge a year
from now. to clear his record
"I couldn't get the d.isnussal
today that I think I deserve, bat
I'll get at a year from now," Rubi-
no said Monday

tions.
"It's like riding ocean
waves,• said the Corona del
Mar resident. "We have differ-
ent programs going all year
long."
Bussell came to Newport-
Mesa eight years ago from
Sacramento and organizes the
schedules of the district's six
registered nurses and 12 nurses'
aides. Each nurse is assi ed
five schools, Bussell said, which
they visit weekly.

After more than 20 years in
nursing, Bussell said she was
caught off guard last year when
an elementary-age student
showed up in the nurse's office
complaming of ear pain.

every school, Bussell said, but
years ago.
Though the nurses only visit
the schools once a week, nurs-
es' aides are usually on site and
office workers are trained for
emergencies. Office workers
also make sure every child
receives their daily medication,
when required.

because she loves working with

because we can't locate a par-
ent or a family mend to take a
child to the doctor,• she said.

many phone numbers as they
can for when their children are

wearing a pager."

Irvine Co. agrees to restore Fairview habitat
• Landowner offers to refurbish unique vernal pool to
offset damage done to similar site at UCI.

COSTA MESA -The county's
only vernal pool, an ·ecologically
sensitive niche that breeds birds
and unique species of amphlb-
ians, will be restored thanks lo the
Irvine Co. in a deal OK' d by the
City Council Monday night.
The landowner, hoping to
make up for the loss of its vernal
pool habitat at UCI, will pay a
one-time fee of $27 ,500 to testore
the pool, which spans nearly an
acre of Fairview Park.
The Fairview Park habitat is
one of three natural pool areas in
the state. It was damaged years
ago when the city dumped truck
loads of dirt into the marsh area.
The council also approved a
proposal to combine the heli-
copter operations of the Costa
Mesa. and Newport Beach police
dep41'1ments. In the wake of a
regional helicopter program's
breakup, the two departments
will continue to share helicopter
services and costs.
Also approved by unanimous
vote were a plan to survey ·the
city's annual traffic volume, a pro-
posal to continue the city's ser-
vices for the Orange County
Humane Society, and plans for
minor repair work across the city.

doubt he would recognize a
picture of me, either. We're
both in our 80s and haven't
seen each other for 30 or 40
years. People in their 80s don't
look much like they did in their
30s or -40s. Nature isn't very
nice to older people. The so-
called Golden Years leave
much to be desired.
Bud and I went to USC at
the same time but didn't travel
in the same circles. Bud was a
star on the swimming team. I
was not on that team. Hell, in
high school it took me three
years to earn a letter on th"e
Class C swimming team.
I first met Bud during the
late 50s or early 60s. He was
already a surf photographer of
note. I used to go to his early
surfing movies at the old New-
port Theatre located near.!he..

rant. I went because be fea-
tu.red a picture of my daughter
Nancy bodysurfing across the
face of a big wave at the
Wedge. She was wearing a red
tank suit, and with the back-
ground of that big green wave,
it was quite a shot.
City-run teams need new home
As far as I know, Bud was
either the first or among the
first surfing photographers to
get into the water and take
close-up pictures of surfers,
body or board. Th~n. as now,
most surfing pictures were tak-
en from the beach . Not Bud.
He got right into the water car-
rying his camera. That led to a
memorable, for me, incident.

site, leaving the city with one less gymnasium.

NEWPORT 'BEACH -City-
run sports leagues' days in the
Lincoln School gym are num-
bered -and city officials are
looking for a new site for the
popular activities.
The Newport-Mesa Unified
School District will make class-
room space of the current site
for city-run gymnastics classes,
volleybaU leagues and basket-
ball leagues. The district hopes
to complete the conversion by
next fall to ease overcrowding.
And the City Council last
month declined to bid on the
16th Street building now hous-
ing the district's administrative
buildings, which will go up for
sale when the offices relocate in
January.
The Parks, Beaches and
Recreation Commission recom-
mended buying the district site.
But council members didn't
want to spend the money for the
property, appraised at $800,000.
City officials have mentioned
the Boys & Girls Club in East-
bluff as a possible alternative
site for the city sports leagues.
But commission chairman Bill
Schonlau expressed concerns
about coordinating schedules
with the many activities that
already go on there. .

could be some conflicts,· he
said. •How can they possibly
accommodate all that in one
facility?•
City senior recreation man-
ager Steve Hunt said that if the
activities relocated to the Boys
& Girls Club, the club's activi-
ties would have prjority over
city activities.
He added city officials hope
to find several additional alter-
natives befor~ making any deci-
sions.

Sunday morning may have
saved his building from destruc-
tion, Newport Beach Fire and
Marine Department officials
said.
The fire began in the upper
wlit in an extension cord supply-
ing power to seven appliances,
including a fish tank, according
to reports. The fire was spread-
ing to the wood-paneled wall
next to the aquarium when low-
er-unit resident Sebastian
Valente broke into the apartment . .
said.
Valente sprayed the fire with
an extinguisher and called the
fire department. Firefighters
ensured that the fire was out,
and animal control officers res-
cued two cats found upstairs
underneath a bed.
Damages totalled $7 ,000,
according to reports.

Newport Beach residents will
have their last chance Thursday
to voice concerns to the Planning
Commission about a zoning
code update it's considering.
The commission will meet at 7
p.m . in the City Council cham-
bers, 3300 Newport Blvd. The
commission will hear public
comments before voting on
finalizing its recommendations
to the City Council.
The proposed code update
includes new zoning districts,
guidelines on home-based busi-
ness permits and new zoning
rules for bed-and-breakfast inns.

camera. 1 could just see myself
in one of his films, grinning
into the camera. Grand idea.
Poor execution.
I got the wave I wanted,
cleared the crowd, kept in the
wave, hanging half out of the
water, looking for Bud. I. could-
n 't find him. I hung in too. I
came to that wretched place
where Wedge waves turn into
10 or 12 foot shorebreaks. No
one in his right mind would
ride there. People do. Broken
necks and broken shoulders
are the result.
I found myself there I
looked down from the top of a
very large, very nasty shore-
break, and there below me was
sand, hard sand, sand about
the consistency of the Santa

I really can't explain what
happened. Sheer terror took
over, and somehow my body,
instead of landing on its head,
went into a crazy flip, and I
landed on my feet instead of
my head. I take no credit for it. ,
It simply happened.
That was the last time I saw •
Bud. He went on to become a
surf photographer legend. Oth-
ers are better known and made
a lot more money, but Bud was
the pioneer. The rest just
copied him. I'm glad he bas
finally been rncognized and
inducted into the Huntington
Beach Surfing Walk of Fame.
It's long overdue.

won a tournament, then won
again in the B's. She struggled as
an inexperienced A player, until
finally Wmans was old enough

Association's senior circuit
It has been a match made in
heaven ever since for Wmans
and Harper, who combined to
win their fourth career USTA
gold ball in doubles last week at
the U.S. Women's Senior
What made this one so special
for Wmans, a Newport Beach
resident, was that the event was
hosted by her home club
(Newport Beach Tennis Club)
and it represented a divisional
sweep of sorts for Winans and
Harper.
Wmans and Harper, who
teamed to upset top-seeded
Peggy Landtroop and Elaine
Mason in the finals, 6-3, 6-1, won
the 65s doubles championship.
Together, Winans and Harper
also the 50s, 55s and 60s at one
time.

whose team did not drop a single
set in the four-match run to the
title at NBTC.

Hamade smothered a ruined a would·be field goal attempt by pouncing on
the ball while it was still in the holder's bands for an unusual fumble recov-
ery; Jerry Cleveland made a leaping interception late in the third quarter.

Saddleba~'s David Pedroza off bis feet at the CdM 9 to end a 91-yard
kickoff return. saving a touchdown; Tom O'Meara. with a fumble recovery
at the CdM 35 in the second quarter, which materialized into a 54-yard
scoring play for the Sea Kings two plays later. .
Estancia -Llnebacker Mike Briano stuffed a Seahawk ball carrier for
no gam on third-and-one to set tone early; John Uebengood Jr. and Alfred
Tanlelu had back-to-back quarterback sacks· in one first-quarter series;
Comerback Manu 'nmlelu, providing blanket coverage, broke up a fQwtb·
down pass to end an Ocean View possession; German Diaz, Danny
RamJrez. Diaz. again and Jose Arroyo, knocking down a fourth-down
pass, came up big on a goal-line stand to start the third quarter.
Newport Harbor -Brett Baker knocked away a deep pass to force
incomplete and fourth-down punt; Greg Wertman with a big bit on
Canyon receiver for no gain on third down, after a completed screen pass,
