school officials celebrat
ed the completion of
Adams Elementary
School's new Entry Plaza
on Thursday.
The project, m the
works since March,
brought together the
efforts of parents, stu·
dents, businesses and
school staff cnembers o
create an Inviting
atmosphere on the
Clubhouse Road side of
the Mesa Verde campus.
The new plaza design
includes benches. lamps,
plants and hundreds of
tiles that were hand-
painted by students •
About $24,000 in
materials and servtces
were, donated.
"We wanted to show
the community that we
are serious about our
school and that we have
great parent and com-
munity partkipation,"
parent Mike Paneri said.

"I do wish we could have got one or two of those breaks
la&t week (an unlucky 27-18 loss to Aliso Niguel, which net·
ted just one first down but still wrestled away a share of the
Pacific Coast League title),· Mesa Coach Jerry Howell said.
"That, or the Uni game (a 24-8 loss to the PCL co-champs,
which was aided by seve n Mesa turnovers)
•At least that way, we would have been PCL champions,
because this (loss) would have happened anyway.·
The gutsy Mustangs (6-5), at le ast, delayed the
inevitable, and Irvine Coach Terry Henigan wasn't about to
attribute the surpnsingly close first hall to a Vaquero let-
down.
"No, no, no,• Henigan said to the suggestion of compla-
cency agamst the third-place team from the PC L. •A lot of
that was them."
Howell, the first codch to lead the Mustangs to the post-
season three straight seasons, profe~sed pnde , but avoided
pounding his chest over R1S te am's effort.
#They just had more kids than us; more kids than I've
seen in a couple years.• Howell said. "They made some
mistakes .and we took advantdge. But their offe nsive line is
so effective, it was hard for us to get any pressure on (quar-
terback Sean Van d e Merghel, who was not sacked). And,
after awhile, their passing game killed us.• ·
Van de Merghel threw for 225 yards and four TDs on 15
completions, and senior Adrien Guillen led a three-back
rushing attack with 118 yards on 16 attempts. Irvine turned
eig~t of its first 12 possesSJons into touchdowns, mcluding
four straight to open the second half. and did not punt.
Mesa moved the ball at times, as its 12 first downs would
attest. Junior tailback Steve Herzog highlighted a 115-yard
rushing performance with a 47-yard scoring run two plays
into the final quarter. He hnishes the season with 1,491

Dave Weir found Ricky Martin on a perfectly placed 29-
yard scoring bomb with 55 seconds left m the first half and
also sneaked m from the 1, after Gus SdJldoval fell on an

Defend The Bay is delighted to share news of its recent. victory over the lr\rine
Ranch Water District (IRWD) with our cornjllunity, and to thank the literally
thousands of people who made it possible. .

On October 7, 1998, Def end Tlie Bay obtained a State Superior Court ruling
invalidating IRWD's permit to du1np treated sewage into ewport Bay, i~sued
by the Regional Water Quality Control Board (RWQCB). IRWD is now fighting
to resurrect the permit before the RWQCB, and Defend The Bay's next <late in
court is December l ltli.
We will need the continued support of the community if we are to s uccessfully
oppose IRWD's plans. The Court ruling is just the beginning, and IR~'D is
just one of many dischargers in the watershed, though perhaps the most
egregious. There are numerous additional ups tream polluters whose
cumulative impact has impaired th e health of Newport Bay for decades.
' Examples include the commercial landscape nurseries whose fertilizer and
pesticide-laden runoff is allowed to flow into the bay untreated. Other
communities enforce mandatory wastewater recapture programs, and allow
absolutely no poliuted runoff to enter public waters from commercial nur ·eries
like the ones in the Newport Bay water ·hed. Defend The Bay is s triving to
bring this same level of protection to our bay.
Defend The Bay also continues to work with the RWQCB to help set pollutant
limits for pesticides, heavy metals and bacterial pathogens entering .the hay.
We have been f uncling nationally respected scientist to provide th RW.QCB
staff with accurate scientifi · advice during this process. Their advice i~
necessary to counterbalance the often biased input provided by scientific
consultants hired by would-he polluters. Remember, the RWQCB re li ed
almost exclusively on the rec~>·mmendations of IRWD's paid consultants \\hen
they originally approved IHr D's now invalidated pern1it. We believe high
quality independent· science is critical lo high quality regulatory decision
· . making, and Defend The Bay is the only ~nvironmental group now providing
balanced science in this arena.

WHAT DEFEND THE B AY HAS ACCOMPLISHED1 . .
+ In State Superior Court, invalidated The Irvine Ranch Water District's (IRWD) permit
to dump treated sewage into Newport Bay.
· + Obtained a federal court consent decree that requires the U.S. Environmental
Protection Agency (EPA) to establish Total Maximum Daily Loads (TMDL) for
pollutants allowed to enter Newport Bay, in the event the RWQCB fails to do so.
+ Challenged the RWQCB's ~ssuance of a pollution discharge permit to Silverado
Constructors.
. . + · Provided independent scientists to assist the EPA and the RWQCB in setting the
TMDLs for the.phosphorus, nitrogen and sediment entering Newport Bay.

. . + Identify sources of pollution entering the bay, and eliminate these sources by enforcing
existing laws which have been ignored for years by the polluters.

concerned about Newport Bay's future. Our goal is to effect an evolution of attitude
