R andall Kratz bad
planned to write chil-
dren's stories about
drug abuse for years.
He created six detailed
characters and was develop-
ing some story lines to help
educate primary-grade chil-
dren about the dangers of ·
drugs.

again,• Kratz said last week,
looking at his grandson's
memorial program in his
Costa Mesa office.
So for the past six months,
Kratz, 70, bas been on a mis-
sion to complete a first-grade
drug awareness program by
the start of the school dis-
trict's annual Red Ribbon
Week, which begins today.
Last week the retired mar-
keting executive delivered 80
packets -complete with
teacher guides, coloring
pages and large cut-outs of
the individual characters -to
Newport-Mesa school offi-
cials. The packets have been
distributed to every first-
grade classroom.
"At this age group, they're
most impressionable," Kratz
said, explaining his reason-

admit that teaching young
students about drugs is a
tricky business. The district's
DARE program targets
up per-elementary students.
But even though the topics
are difficult and advanced for
6-year-olds, Kratz said be
believes the message gets
through.
"It's fun the way we do it,•
Kratz said. "There's nothing
scary about it. We're just say-
ing, 'Hey, drugs are out
there.'"

called "Tuckertown," where
the local residents include

pany, Kratz now runs a small
printing press company in

education program to other
school districts and expand
the storylines to cover other
topics in the future.

Local environmentalists are
speaking out against a proposal
to merge the county department
that oversees the beaches and the
bay with the department that
repairs roads.
As part of a streamlining effort,
the county Executive Office is l
looking to combme Harbors,
Beaches and Parks -which runs
the north beaches in Corona del
Mar and the Upper Newport Bay 1
Regional Park -and public I
works.
But local opposition is mount-I
ing as county staff members draft
the plan. And county Supervisor
Marian Bergeson, whose district
includes Newport Beach, said she
opposes the plan.

dust and massed clutter of the
place, where countless objects
-pop culture memorabilia,
hand-me-downs, kitsch,
for space and threaten to spill
out into the narrow walk-ways.
It's not a pawn shop, and not
quite a junk shop, but
•BtgeloW's Reruns• on New-
port Boulevard conveys an
atmosphere somewhere in
between. There are board
games no one remembers, and
toys so obscure that even hob-
by shops don't cany them.
There are old dishes ranged
along shelves and battered
tennis rackets hanging from
pegs. Encyclopedia sets.
Kerosene lamps. Furniture.
Lunch pails. ~
Those who look closely can
find a 100-year-old mandolin
made out of a turtle shell, or a
pair of ivory opera glasses.

Bigelow, who says be scours

Bigelow opened the shop

Bigelow left the Navy in
1946 and worked a series of
odd jobs -truck driver, bus-
driver, door-to-door tool-sharp-
ener, welding-shop owner -
before opening the second-
hand goods store. He also runs
the trailer park next door.
H e has lived in Costa Mesa
for 39 years and claims he put
the first piece of furniture in
City Hall, though h e. can't
recall' the year it happened.
This year he celebrated his
SOtb year of marriage to Gloria
Bigelow, 69, with whom he's
raised two children.
He says the store doesn't
turn a big profit, but adds, •1t
supports itself. That's all I give
a damn about. Gives me some-
thing to do.•
Every Christmas Bigelow
gathers up boxes of toys and
donates them to the Police
Department, which distributes
them to the city's children. He·
says be encounters extreme
poverty at the store and that be

wrongdoing by Toledano.

Any decision concerning how
long an Interval to allow between
oil changes should be based on
factors ranging from driving

nursing a serious case of disap-
pointment all weekend.
"'I felt bad," Llebengood said. "I
kept wondering if there was some-
thing different I could have done,
short of putting a unifonn on and
going out there myself. To get beat
that badly and to lose that many
players really affects you.
·What concerned me most was nm Johnson (taken fTom the field
by ambulance late in the game
after having difficulty breathing)
possibly being hurt very seriously.
At ti.mes like that, when you have
a team of medical personnel
working on a kid laying on the
field, you start hoping they're just
going to be all right, regardless of
their future in football. Fortunate-
ly, nm is fine, but you never want
to see kids in that situation."
Johnson, a starting tight end
and backup defensive tackle
whom Llebengood said hyper-
ventilated and went into shock,
but never lost consciousness,
might return to action this week.
The status of senior two-way
starting lineman Alfred Tanielu,
who went down early in the
game with an injured left knee. is
still unclear, according to Lleben-
good.
"The first thing I heard was
tom ACL, •said Llebengood, who
pronounced the 6-foot-1, 275-
pound standout out for the season
after the game. •sut he was
apparently dancing at the home-
coming dance, so I'm not sure if
he'll be out or not. We won't
know until be sees an orthope-
dist, probably this week."
Llebengood said offensive
guard Mike Miranda, who left the
first series with an ankle injury, is
likely out two weeks.
"We played basically the
whole game without our starting
guards," Llebengood said.
Good news on the injury front
involved senior linebacker John
Romm, who played briefly for the
first ti.me against the Hawks, after
having been out all year with a
broken leg.

draw from one game to illustrate his emphasis
on defense, special teams and taking ca.re of
the ball, it was Friday night's Sea View
League-opening 36-22 loss to Santa Margarita.
For, despite amassing 531 yards of total
offense (the Sail.ors' single-game high in the
1990s and possibly ever), -defensive hf'eak-
downs, turnovers, and a failure to execute two
PATs, erased the monumental efforts of tail-
back Ray Obrel quarterback Josiah Fredrik-sen. receiver Danny Pulido and a workmanlike

The classes in question are the
Laser, the Finn, the Tornado, the
Men's 470 and, potentially, the
Star. All classes have their own
defenses, and as demonstrated at
the Inshore Committee meeting,
this decision will not be an easy
one.
The reasoning behind the
HPD is quite straight forward.
This class will not only take sail-
ing into the future, but it will also
provide media attention. The
Australlim skiffs have already
attracted worldwide fame in a
very short time, gaining both
media and sponsorship support.
This past summer, sailing was
not shown on television once -
and the sport desperately needs
the coverage to perpetuate it.
In addition. the HPD promises
to be a great inspiration to youth
sailol'S. Because of all these
reasons the Inshore Committee
has chosen to support a HP in
2000.
Now armed with information
from the last Olympics, and with
the cummt politics in the world,
the toughest part is yet to come.
At Brighton, delegates from
around the world will be given a
few minutes to present their
choices for the t 1 slots.
Though it's really unknown at
1his'-painrhow the-rest-of1he
wolld feels about these slots,
there is resounding support
internationally for the HPD. The
original resolution for the HPD
was drafted two years ago by
Pease Glaser, Charlie McKee
and Sam Merrick, and was pre-
sented to the IYRU as a plan to
modernize the direction of sailing
worldwide. This resolution
sought to replace the outgoing
flying Dutchman with the HPD,
but the plan was not put into
effect quickly enough for the
1996 Olympics.
Now that the Flying
Dutchman spot was replaced by

either the Laser or the Finn
would be dropped.
The other comes from Paul
Henderson at US Sailing who is
the chair of this IYRU Olympic
committee who is pushing for
keeping both the Laser and the
Finn, and getting rid of one of
the doublehanded classes.
The Inshore Committee
meeting at the AGM was highly
successful in bringing out all
sides of the issue and giving our
delegates some strong opinions
regarding the direction of the
sport.
