Of particular note to Sanchez is that "those few pupils who are not doing well and are· not up to.grade level, upon file review. are those fromother distiicts or states that have not implemented reduced class-size programs.• Sanchez has been pnncipal at College Park for the entire duration of the class- size reduction program and has therefore observed these changes fll"Sthand. Karlina Kraft, Paulanno third-grade teacher, said •reduced class size, while very successful., is not the only answer. We still need more parent involvement in the earlier y~ars." Recently the Legislature appropriated money for partial funding of reduced class size in the ninth grade. Partial fund- ing' is a two-edged sword. This contrived competition for dollars places more than 1,000 Califomid school boards in a no- win situation beCause each must choose between. the riee.ds of ninth-gmde stu~ dents and lhe rest of lhe high school chil- dren they are entrusted to serve. We urge the Legislature to fully unplcment the ninth grade. President Clinton i::; an ardent support· er of reduced class slZe. On Oct. 15, after a lengthy battle, Congress appropriated money for 30,000 new teachers as the first installment on lhe Clinton plan to hire 100,000 new tedchers. The Depart- ment of Education estimated that Ca.llfor· nia ism line for about'$129 million from the current bill, which roughly translates into about 3,500 new teachers m the state (the A~soc!ated Prc.c;s). A Los Angele-, 11mes aJ1icle on Oct. 17 reported a brain study by UCI and USC · researcheis that found the number of neural cells almost doubles dunng the first six years of liJe, countering the belief that the total is fixed. This may have immediate import for how stimulating children mdy actually increa~e l~ng and cognitive ability. Because this new research indicates the importance stimulating brain devel· opment in children up to 6 years old, Cal- ifonua's next step should be to develop equally elf ective programs for the early years. No matter how successful class-size reduction has been, 1t cannot make up for those very young children who, for no . fault of their own, nave not received opti- mal stimwation.
