The essense of Fleener's sped.al
request, as C'De Baca desaibes it,
was •he's a professional. and he
does the same kind of tn.spection,

C'De Baca, who insisted he
wanted to remain "out of politics•
divulged the statement only in
response to direct lnqulrles from
the Daily Pilot. He declined to com-
ment on the ethical implications of
Fleener's alleged request.
·1 can't answer that question,•
he said.
Fleener denies having made the
request.
"That's a complete lie,• Fleener
said and insisted the conversation
with C'De Baca concerned other
inspections on bis property that he
requested but hadn't received.
"Bas1cally, I went in and raised
bell with him,• Fleener said.
"When you call for inspections and
bitch to them.•

for reeleebon in Distnct 2, daims •a
leaner oty work force• as one of
her accomphshments during her
four-year term.
She takes the less-statistical
approach, and it pays off: There
are, in fact, fewer city workers
today than there were when she
was elected m 1992.
ln the 1992-93 fiscal year, city
reports· say the staff stood at 763
workers. The oty's 1996-97 reports
indicate 666 workers. The number
of staff members did increase this
year over ldsl year from 662 to 666. a
·oebay's brochure also credits the
council with increased sales tax
revenues dunng the last four years.
City Revenue Manager Glen
Everroad confinned this claim, say-
ing Sdles tax revenues totalled $11.3
million in the second quarter of
1996, a four-year high. In the sec·
ond quarter of 1994, nght before

more than any other candidate, has
aimed bts attention on the city's
buildlng and planning departmenl
Citing waste and inefficiency,
Fleener bas pledged if elected to
audit the entire development ser-
vices agency, to investigate the
possible privatization of it, and to
light officials •who use the build-
ing code like a club.•
Fleener steadfastly denies
opponents' allegations that be har-
bors a vendetta against the agency.
He denies even that he has experi-
en~ personal •frustrations• with
the agency that might infonn his
present stance.
"I don't get frustrated, I get
things done,• he said.
Downplaying the seriousness of
Jhe family room violation, Fleener
said, "I just haven't decided to
spend the $150 to have someone
go out and say, 'Yeah, it's a house.'
At the time I didn't have the mon-
ey for the light fixtures, and J don't
see that it's that important.•
Fleener admitted he's used the
family room since 1979, but records
show no city official ever inspected
the completed structure to verify
· nfo
Jations.
C'De Baca said "failure to
secure final inspection on a proper-
ty" is a technical violation of the
building code, but added, •As far
take the misfits and the problem
kids and he would wind up making
them champions.•
At the center of it all stood the
man himself -a small man wearing
glasses, a green jacket and a Stet-
son dress bat. Though his hands
trembled slightly from Parkinson's
disease, he was ~eerful and ligbt-
footed, and he spoke in a high, pip-
ing voice.
·oh man, I can't believe there's
so many here, the old-time play-
ers,• said Davis, who was born in
Texas and has lived in Costa Mesa
for 64 years. •And at least 30 rela·
tives showed up.·
Davis played varsity sports at
Huntington Beach High School
in the 1920s, attended Santa

Debay and her opponent, Bany
Zanck, have differed in their esti -
mates of how much the city has in
its reserve and stabilization funds.
Or at least they have appeared to
differ.
At a recent forum, Zanck said,
"The city manager told me we have
$3 million in reserves.·
Debay countered by saying,
"There is $5.5 million in the stabi-
lization fund.•
They seemed to be dis<lgreeing
-and quite passionately, at that. But
both were right on the money.
The reserves -many separate
funds set aside for specific purposes
-hold $3 miJJion in!he 199fk97
budget. The stabilization fund - one
big, undesignated reserve -stands
at $5.5 million, according to the

blasting him for "hypocrisy."
"It ls absolutely hypocritical,•
said candidate Heather Somers.
"One of the basic premises we run

lives. If he can't even comply with
building regulations and codes in
his own home, what on Earth is he
presenting this plank for?"
•As members of the City Coun-
cil we have to uphold laws and
regulations," she added. "And just
because we don't agree with them
doesn't mean we can ignore
them.•
Fleener s,,aid Somers' criticism
reflects her view of bow the city
should be run. •
"I think it's a good example of
what Heather would do for the city

rules, anJ that they're all
enforced," he said. Noting he did-
n't think the issue would hurt his
· "I · an -

they would worry about that

Candidate Caroline Butler
openly wondered if Pleener's
him into retirement.
He was almost 50 years old
when be started coaching that
changed so many lives.
"We won the championship 18
times, second place six times, and
11 times we bH the dust,• .he said.

lot of time to practice (with the
players). I would take the weak
ones at 11 a.m. and the strong ones
at 2 p.m. I didn't spend my time at
the pool hall or the beer joint, and I
had time to coach all the kids in
Costa Mesa.•
Noting the claim that bis teams
provided a refuge for the under-
dog, Davis recalled, "They'd just

Calling Fleener "a one-issue

an questioned the emphasis or his
campaign.
"I think It's evident that ru,,

the city that he's got a personal
problem with, or personal issue,•
she said. "His campaign has very
much focused on the building and

"One-issue candidates don't

Fleener again denied having a
vendetta, and said the family room
violation boiled down to "one sig-

"Is that all you can find to talk
about?• he said. •There's probably
several thousand of these in the
city. Basically, all we're talking
about is deartng up paperwork.•
. Jim Shipman, who recalled stay-
ing at the ballpark late into the
night alongside Davis, was one of
those underdogs.
"He's like a father to me,• said
Shipman. "My parents were ·
divorced. After practice he would
give me a ride home. He was
always there for me. That's some-
thing you always remember.•
Shipman, a plumber, helped
organize Sunday's event. His wife
made a multi-layer cake for Davis
featuring miniature baseball play-

Shipman said he doesn't know

•Almost as welcome as the
big 27-17 victory is the time
to heal for Newport Harbor.
NEWPORT BEACH -Several
key Newport Harbor High football
players were in therapy Friday, but
it had nothing to do with their psy-
chological state following a much-
needed 27-17 triumph over El Toro
the night before.
•Getting an extra day to pre-
pare for Irvine couldn't have hap-
pened at a better time,• said
Sailors Coach Jeff Brinkley, who
noted the extra day will let bumps
and bruises to key senior standouts
Danny Pulido, Ray Qhrel and Joe
Urban get 24 hours closer to heal-
ing.
Pulido, the team's . leading
receiver and also a starting outside
linebacker, limped through the
final three quarters against the
Chargers, after aggravating a hip
problem that bothered him some
during the summer.
Obrel was driven to the sideline
in the second quarter after taking
an El Toro helmet to the back of his
left hand at the end of a run. He
returned after only one play, how-
ever, and appeared to show no ill
effects ..
Urban, a four-quarter battering
ram at middle linebacker and full-
back, reported no specific injury.
But, like with many of his team-
mates, the cumulative nature of
the sport's physical demands, are
beginning to take a toll.
•It's that time of the season,•
Brinkley said. "When you practice
hard and play hard, you're going
to be sore about this time of the
year. ·The injuries against El Toro
weren't major, but they are just
enough to be potentially nagging.
That's why having three days off

us."

• Cross country women's

T he Southern California
College women's cross
country team just missed
breaking into the NAIA Top 25
rankings this past week,
receiving 28 points -three shy
of No. 25 Malone of Ohio.
While sec would appear to
be peaking at just the right time
with the Golden State Athletic
Conference Championships only
a few days away, Coach Brian
Wilkens admitted he's already
thinking about next year.
The Vanguards will be
without their top three runners
-Nikee Chambers, Maribel
Delgado and Danielle Hadfield
-who are all gone for the
season.
Chambers, who was married
last summer, rece ntly found out
she's pregnant. Her doctors have
advised her not to run
competitively .
Delgado is still bothered by
leg and back injuries thal have
nagged at her since the
preseason and are getting worse,
according to Wtlkens.
Hadfield has been hampered
by a virus that continues to sap
her energy.
"It's kind of frustrating,·
Wilkens said. "We were ranked
No. 21 last year and just missed
going to Nationals as a team.
The cut-off was 19.
"l really thought we could be
in the Top 15 this year. We were
looking to get an at-large bid.
We were a much be tter team
coming in this season, but it
shows you how important it is to
stay healthy.•
The Vanguards still have a
chance to make the National
field with a strong showing over
the SK course at Saturday's
Conference Championships on
Westmont's campus in Santa
Barbara. The Westmont women
are ranked fourth nationally
while the men are 19th. ·u everybody runs extremely
well, we could still get in.•
Wilkens said. "Don't get me
wrong, our girls have been
doing a great job picking up the
slack. Erin Culver could o to
Nationals as an individual.
·It's just we were hoping for
mol'e this season.•
On the men's side, Wilkens
feels any of his top four runners
-Josh Schultz, I.any Holland,
Matt Wheeler or Brian Pratt -
could do well enough over an 8K
layout to go to Nationals.
•Matt is the guy coming on."
Wilkens said. "He's been looking
really strong in practice and t
wouldn't be surprised to see him
bust out.•
