BUSINESS METORS
Since June Balboa Instruments, Inc. along with Estancia and Costa
Mesa high schools and Orange Coast College have been designing a
business experience program for students In the careers classes of
each )'llgh school. Each month stadents will visit different departments
of this Costa Mesa manufacturer learning the function of each and how
the success of the entire business Is dependent upon the coordinated
efforts of each individual employee. After they have visited all areas, the
teams of students will each be given different real-life problems to
study and solve.
Ten students are being selected from each high school to participate
In this Initial effort. A volunteer student mentor from Orange Coast
College will be assigned five high school students each, to assist them
through their training and act as a college mentor in the process.
Balboa Instruments has three basic goals with this program -help
prepare local youth for the wori<place, encourage at-risk students to
complete high school and with the college mentors demonstrate the
advantages of a college education. There will be the added posslblllty
of a few summer jobs for those students who qualify and scholarship
funds for the college volunteers, both made possible by Balboa
Instruments. David Cline, President, and Stephen Scherer, CFO of
Balboa Instruments are demonstrating their commitment to the youth of
Costa Mesa by their investment of time and resources to the success
of this careers program. Both they and the Chamber encourage other t
involved business leaders to adapt this program to their own
businesses so that even more youth may be reached and experience
the benefits of such a program.
TRANSPORTATION
The good news Is that the San Joaquin Hills Transportation Conidor will
open on Novembe( 21, providing Improved access from South County to
Costa Mesa. The troubling news ls that the Increase in congestion at the
confluence of State-Route 73 and 1-405 will create the worst level of service of
any major freeway Interchange In Orange County. Worse yet Is the fact that
funding for design and construction Improvements for this interchange have
not been approved by the Board Members of the Orange County
Transportation Agency.
The SR73/1405 l~erchange serves an area which Is the County's largest
employment center and which provides more sales tax revenue In support of
the Measure M transportation project than any other area In the County. With
the completion of the San Joaquin Hiiis COl'Tidor the SR73/1405 Interchange Is
expected to serve a greater volume of traffic than the Infamous El Toro •r.
The Costa Mesa Chamber of Commerce Board of Directors has gone on
record urging the Board Members of OCTA to assign a high priority to the
expedited design and construction of the SR73/1405 confluence
Improvements and to also assign these Improvements the next priority for
future state transportation dollars. The Chamber encourages lndlviduaJa and
businesses concerned with the quitllty and level of service of our local
trlnlpOrtatlon system to do Hkewiae.
CHAMBER DIRECTORS CHANGE
The Chamber la pleased to 8MCMl08 that the foltowlng ~ have
been eaected to the Costa Mesa Chamber of Commerce Bowd of otrectors for

As the City Council race enters
ita final stages, Mayor Joe Erick-
son conUnuea to champion the

effective progr&m.1, while other
candidatee call it a •magnet• tor

Erickson called claiml the cen-

Though' its budget for 1991)-

the center actually reduces costs
because it frees up police who
would otherwise be forced to
watch over loiterers across the
city.

But Chris Steel, wily the most
vociferous council candidate in
opposition to the center, thinks
otherwise. ~,.
"It should be fazed out,• he
said. •Let the business communi-
ty run and fund a job center. The
city taxpayers shouldn't run and
fund a job center.•

Str~ying somewhat from the
anti-sod.allst lexicon, Steel also
said the center, whi,ch opened in
October 1988, led to the workers'
"exploitation,•
•A lot ot them are being
exploited,• he said. •They're not
getting good wages.•
Glen M. Stroud, who oversees
the center as the city's recreation·
supervisor, said people are
required to present two forms of
identification to the center-a dri-
vers license, birth certificate,
OMV ID card, Social Security
card, or passport -before being
allowed to work.
He said the documents
weren't challenged if they
appeared legitimate.
"We're not INS,• be said.
"We're not federal agents. That's
not our direction form council.
We accept the ID that's pret~t

we don't challenge it.•
Stroud said the center attracts

said the center usually facilitates
jobs for 30 to 40 people a day.
"If you don't have a job center,
that puts those people back. on

back at your parks,• troud said.
"These guys are out there look-
ing for a buck. so they can take

exceulve low skilled labor force
that's caused by illegal immi-
grantt, which keeps wages down

Candidate Mel Fleener voiced
more ambivalent tentlments.
"I don't agree with (the center)
in principle, but there's absolute-
ly nothing that's as cost-effec-
tive, • he said. •we managed to
cortal a number of people that
' just won't 'fVOrk into a job center.
It's ~ cost-eff~ctlve solution to a
pi:oblem. It's a bargain. But in
principle, it goes against my lib-
ertarian values.•
Candidate. Robert Graham
said be suppqrts the center but
doesn't view it •as a long-term
thing for Costa Mesa.•
..
•As for now, it does provide an
opportunity for people to get
employment,• he said. "I see it as
a pebble in the road. The major
thing we have to da in this town
ls get our property values up. If
we become an upscale coastal
co~unity like we sh9uld ~. we
wont need a job center.•
Even as the debate rages
about its fate, men like Paul Daly
will continue to frequent the job
center in hopes of making ends
meet. And people like Ann
Lemen -who hired Daly Thurs-
day to move her piano -will con-
tinue to look there for labor.
Lemen, 42, said she bas been
using the center for seven years
because she trusts the worker5-

They're hard-working,
they're honest, they're extremely
courteous, they always do more

The Mustangs had stepped things up slightly
with their final first-half possession. driving 14
plays to the Uni 3-yard line to bring up fourth-
and-goal with 32 seconds left.
Howell, however, eschewed a 21-yard field-
goal try, but Herzog was stopped for a 2-yard loss,
sealing a 7-0 halftime lead for University (3-5, 1-2).
The Mustangs, however, turned the fourth-
down failure into motivation.
"It made us want it more,• Hamade explained.
"We'd never been stopped like that."
After driving eight plays -induding a 31-yard
pass from Dan Baume to Matt Good -to the Uni
3S with the first possession of the third quarter,
..; Mesa pinned the ThoJans at their own 11 with a
punt.
After~o runS gave the hosts a first down at
their 22, Jeremy Siedsma, Jeremy Lefever and
Donny Causey made consecutive tackles for loss-
es, forcing Uni's Blair Dlingworth to punt from his
own end zone.
Ben Felter returned the boot 7 yards to the Uni
28 and Hamade burst up the middle and bounced
.outside to paydirt on the next snap. Matt Peca 's
PAT tied the game with 2:28 left in the third.
Steve Herzog stuffed Uni's fourth-and-three
gamble at Mesa's 26 early in the fourth quarter,
then followed two Hamade carries for 13 yards
')iith a 41-yard burst to the Thojan 20. An unsports-
manlike penalty moved it to the 10, and Hamade
went around left end on the next snap for the
game-winning TD with 7:15 left.
Peca added a ~6-yard field goal .»1th 2:22
remaining to clinch the victory. J; f ·

CORONA DEL MAR-One team, Newport Harbor High, has
so many good doubles pl4yers that Coach Fletcher Olson con-
ducts challenges the day before a huge match to determine her
starting lineup. •
Another team, Corona del Mar, oontinued to struggle in dou-

The result: Newport Harbor's girls tennis team, avenging its
earlier loss to CdM and thus far its only setback of 1996, defeat-
ed the host Sea Kings Thursday, 11-7, in a monumental Sea

The victory gave the Sailors (17-1, 8-1 in league) an opportu-

against Woodbridge). It also gives the Sailors the probable top
seed in the upcoming CIP Southern Section Division I Playoffs.
