Nothing less · than zero tolerance

The fate of the school dls-
trlct'B much-praised, much-con-
demned, much-dlscu.ssed zero
tolerance policy appears to be
the buzz of the town.
Scores of Dally Pilot readers
flooded the Readers Hotline
with opinions on w,hether the
Newport-M esa school board
should tinker with the policy,
which mandates that students
who violate the district's tough
drug and alcohol policy be auto-
matically transferred to another
school.
Too harsh, some argue. A
perfect and suitable punish-
ment, others say. While a major-
ity of those who called the Read-
ers Hotllne weighed in on the ,
side of keeping the zero toler-
ance policy intact, a large num-
ber of callers auggeated the poli-
cy Js arcane and heavy-handed.

•With the new San Joaquin Hills toll road primed to
open, attorney Jim Toledano continues effort to block a
50-cent charge on Newport Coast Drive.
By Christopher Goffard, Daily Pilot
On the morning its makers
proudly unveil the gleaming, 15-
mile expanse of the San Joaquin
Hills Transportation Corridor to
th& media, Jim· Toledano will be
in court fighting the project.
Toledano, the lawyer for the
Newport Coast Drive Defense
Fund, said he will file a petition
with a state appellate court first
thing today to prevent the 1\"ans-
portation Corridor Agencies from
charging a 50-cent toll on a sec-
tion of Newport Coast Drive. ,
Toledano, a Costa Mesa resi-
dent, said the petition urges the
court to overrule an Orange
County Superior Court decision
in August permitting tolls to be
charged on Newport Coast Drive
before it extends to MacArthur
Boulevard.
The Superior Court decision
came in -response to a lawsuit
Toledano filed on behalf of the
defense fund. The suit argued
that Newport Coast Drive -
which The Irvine Co. built to
relieve traffic in Corona del Mar
resulting from its Newport Coast
development -should be free.
"Newport Coast Drive was
built as a public road,• Toledano
said. •The judge not only refused
to consider our papers, he refused
to acknowledge the fact that none
of the TCA's evidence was proper.
On both those grounds, the judg-
ment is simply illegal.
•So we're going to court to get
it reversed promptly, sent back to
court for trial, and in the interim
forbid the TCA from charging a
toll on that portion of the toll
road."
Arguing the toll road will
•divert a ton .i6. traffic through
Corona del ~ and Spyglass
Hill," Toledano said he hopes the
court.t.aQs action l)efore the $1.5
billion toll road's scheduled pub-"
lie opening Nov. 21.
Representatives from the TCA
and Lockheed Martin today will
grant members of the media a
first peek at the San Joaquin Hills
toll road, which stretches from the
San Diego Freeway in San Juan
~ano to the Corona del Mar
Freeway at MacArthur Boulevard
in Newport Beach.
Representatives say the 'Corri-
dor is intended to provide an
alternative to the congested San-
ta Ana and San Diego freeways.
and they deny any wrongdoing in
charging for use of the disputed
section of Newport Coast Drive
north of the toll road.
But former Assemblyman Gil
Ferguson shares Toledano's con-
tention the Newport Coast Drive
toll is illegal.
While the county Environment
Management Agency denies it,
Ferguson allege~ • the Orange
County Board of Supervisors
granted Newport Coast Drive to
the TCA without having given
the public sufficient notice.
•The people of Corona del
Mar know that they're going to
get screwed over on this because
they're going to get the traffic
through there. people who don't
want to pay the toll" Ferguson
said.

case that attracts the attention of
the national media.
This murder case media fren-

zenith-or nadir-with the O.J.

seems to be a mµrder case that

was that during the early '50s,
Orange County made national
headlines with the Henry Fotd
McCracken murder case.
McCracken was long suspect-

for the usual reasons -victim too

McCracken was living in a

an 8-yea'.r-old girl to his room.
There he molested 4er in every

and finally killed her.
That night he disposed of her
body.
It seemed that about half the
people in Buena Par~ had seen
McCracken and the little girl
walking from the theater to his

. Local police assist in $1 million drug bust
• Detectives hoping to find the source of local street
drugs turn up concealed handguns and more than 100
pounds of methamphetamine powder.
By Christopher Goff ard, Daily Pilot
Local police teamed up with
state drug agents to seize 118
pounds of methamphetamine
worth more th~ $1 million last
week in two separate busts, one
in Anaheim and the other in the
City of Commerce.
Working with the state Justice
Department's Bureau of Narcotic
Enforcement, police detectives
from Costa Mesa and Newport
Beach arrested two men on drug
possession charges in Anaheim
on Nov. 4, said Costa Mesa police
Det. Michael Ginther.
The men were David Men-
doza, 27, of Commerce, and Jorge
Cardenas, 27, of Lynwood. They
were found in possession of 32
pounds of methamphetamine
powder -with an estimated value
of $320,000 -and concealed
handguns.
Armed with a search warrant
Wednesday, the anti-drug squad
stormed a residence in the city of
Commerce and seized another 86
pounds of methamphetamine
worth $860,000, Ginther said. No
arrests were made.
The busts are part of an ongo-
ing investigation seeking to
uncover the sources of the
methamphetamine that flows into
this area, said Ginther, who
supervises the Costa Mesa Police
Department's seven-member nar-
cotics division.
Ginther likened the method of
tracing the drug's origins to
•climbing an ever-growing spiral.
"You start with people who are
selling methamphetamine here
and work up to bigger and bigger
dealers," he said. "Unlike
cocaine, where your source
would wind up in Columbia or
Peru, with metharnphetamine
you have a more local source, a
Southern California source. It's
manufactured in clandestine lab-
oratories."
Calling methamphetamine
•right now probably the drug of
choice among drug users,"
Ginther said, "It's much like
crack. It can be injected, snorted,
smoked. It's as debilitating, as
addictive, as cocaine, if not more
so.
"Methamphetamine has al-

Yes, the zero tolerance policy
does need modification. The
punishment for first time offend-

Counseling perhaps. Comm.u-

in order, but banishment without
