The road tolls/or thee
Elsewhere on the globe, big news was
unfolding: A mid-air plane collision
in New Dehli. A fuel depot fire in
Mexico O ty. A sex scandal in the U.S.
Army.
Tuesday was the kind of day reporters
giddily envision when they sign on for the
Job.
Locally, however, a vanload of journal-
ists was treated to a spectacular, much-
hyped pseudo-event on par with the pr e-
mier of Windows '96 and "George• maga-
zine.

bright morning.
On hand were smiling representatives
from the 'Thansportation Corridor Agen-
cies, 1«hich built the road, and a few from
,Lockheed Martin, which engineered it.
Smiling public relations people handed
out hard hats and fluorescent orange vests.
Everyone had to wear them, though no
one explained why. Here in the hills, there
was nothing between the road and the sky
that could conceivably fall on one's head .

-NEWPORT-MESA -After lis-
tening to two hours worth of testi-
mony from a convoy of parents,
past principals and student lead-
ers Tuesday, school board mem-
bers voted to keep the district's
current zero tolerance policy
essentially as is.
A parade of community mem-
~ split on whether to alter the
policy's punishment on first-time
drug and alcohol offenders -an
automatic transfer to another
school for a semester -bombard·
ed the board with person tales,
hypothetical situations and emo-
tional pleas.
Most of the board members
•agreed with trustee Wendy Leece,
who said the policy was an effec-
tive deterrent and any punish-
ment change would be an
approval of teenage drinking and
drug abuse.
"I think we're doing a favor for
those children who have broken
the law," she said to the 150-
member auditmce. "I think we
will actually receive thank-you
notes down the road from these
students.•
But other board members, like

hol problem.

Leece, like others in the audi-
ence, disagreed.
"I don't believe we are respon-
sible to spend our time to rehabil~
itate children that are struggling
in this area,• she said.
Tbe school board members
were just as split as the audience
members, and approved the first
reading of minor, staff-suggested
policy changes. The revisions -
necessary because of changes to
the state's Education Code and
court decisions -were scheduled
to come before the board even
before the policy became a large
corrununity issue. .
Those changes included,
among other things, adding defin-
itions for "under the influence." ·
The district's lack of a defini-
tion came under fire recently
when Estancia High School stu-
dent Jennifer McCartin and her
parents unsuccessfully t:jed to
block her transfer to Newport
Harbor High in Orange County
Superior Court.

It was the media's first look at the San
Joaquin Hills Thansportation Corridor. That
is the official name of a $1.5 billion, !S-
mile toll road that stretches from John
Wayne Airport to Sari Juan Capistrano.

With members of the press thus ludi-
crously clad, caffeine-nourished and
squeezed into a van, the tour began. Hills
passed on either side. The historic road
curved, straightened, and curved some
more. Then the .road dipped a little, rose,
curved, and curved again. More hills
passed., indistinguishable from the earlier

dents and look after their well
being. how does transferring
them to another school in the dis-
trict help them?" he said. "I think
just by transferring them to anoth-
er school, you are rolling the dice.

While Jennifer admitled to
drinking beer belore attending a
school dance, her father claimed
the district had no measure to
judge if she was under the infl.~
ence, other than her word.
Both of Jennifer's parents were
among the flood of board meeting
speakers, who included former
district high school principal Den-
nis Evans and Orange County
school board member Llz Parker.
It opens to the public on Nov. 21 -Cos-
ta Mesa vice mayor Peter Buffa has
dubbed it "a historic moment for Orange
County• -but members of the press were
invited for /J. sneak peak, with promises of
"transportation and refreshments" and a
demonstration of the miraculous FasThak
technology, "the most advanced electronic
toll collection system available ."

photographers gathered on the einpty
freeway at the Bonita Canyon entrance. A

Homeless overuse of library resources questioned

patio of the Costa Mesa Branch
Ubrary, Tum Brown is much like
.any other avid reader engaged in
Teading a book. His face, framed
by a frosty blond beard, is buried
deep in a book by Jean Auel
~ called "Valley of Horses."
Brown, 4 7, is one of several
homeless people who find plea-
sure reading the many resources
at the library he might otherwise
not have access to. He reads the
newspapers, magazines and
books, occasionally plays around
on the computers and ch ecks out
books on tape.
"I take books on tape to my
camp (where I live) because
around 6 or 8 o'clock at night, if
I'm sitting around with nothing to
do, I can listen to them," he said,
noting he prefers the tape version
of "Forrest Gump" to the movie.
Mayor Joe Erickson em-
pathizes with homeless people
like Brown who use the libraries
resources, but he says complaints
from several residents that some
patrons are sleeping in the chairs
or washing in restroom sinks
must be addressed.
Erickson said he has notified
the Or~ge County Public
Llbrary system of the problem,
but not much can be done
because the library is for every-
one.
"The library is a place to read
and le arn," Erickson said. "It
should not be used as a place for
sleeping."
On any given day, about a
dozen homeless patrons can be
found relaxing in the outdoor
patio at the downtown library.
They admit to sometimes doeing
off, but say it's normally quiet.
"We keep it respectable,• said
Dave, 48, who says no one drinks
or smokes on the pro})etty. ·we
don't want to get kicked out ... it's
a nice haven, especially when it
rains.•
Resident Audrey DeHart
wrote to Erickson recently
because she said the chairs were
all ta.ken by homeless patrons.
She said newspapers are to be
used for reading, not naps.
"There's only one Daily Pilot,
and this guy's got it draped across
his body, you think I am going to
walk up and take it off himr
DeHart said. "I want to go to the
library because it is a library, not
a' homeless shelter.•

Local man in critical
condition after crash
HUNTINGTON BEACH -A
27-year-old Costa Mesa man was
in critical condition alter a.n
alleged car thief being pursued
by police ran a red light and
crashed into his car Sunday
night, Huntington Beach police
Sgt. Les Robinson said.
Police arrested Philip Showal-
ter. 28, of Garden Grove on suspi-
cion of stealing a car and evading
police, Robinson said. The
injured man's name was witheld
pending notification of next of
kin.
Police responded Sunday
night to a call about a stolen car
in the area of Elmira Avenue and
California Street. Showalter bad
already left wheni.the police cars
arrived but the city's police heli-
copter, which had arrived sooner,
directed officers to the car, Robin-
son said.
Police attempted to stop the
car, but Showalter fled east on
Atlanta, running a red light at
Beach Boulevard and striking a
car going north on Beach, Robin-
son said.
Showalter was arrested and
taken to Western Medical Center
~ail ward in satisfactory conctltion
·while the victim was taken to UCI
Medical Center, Robinson said.

Barroom brawl reported at Cannery

Four men were arrested and
two were hospitalized in a brawl
that involved at least 20 men in
the parking lot of a restaurant
Saturday night, said Newport
Beach police Sgt. John Desmond.
A fight broke out around mid-
night at the Cannery Restaurant
in the 3000 block of Lafayette
Avenue after patrons apparently
argued with a waitress about
their drinks, Desmond said.
Restaurant security guards
asked the patrons to leave, and
the fight spilled into the parking
lot, Desmond said.
Bryan Lane Webb, 28, of New-
port Beach, was arrested on sus-
picion of assault with a deadly
weapon.
The victim, 29-year·old
Stephen Anthony Kane of New-
port Beach, suffered no serious
injuries.
Another man, 27-year·old

Arthur L. Salisbury, who
founded the Jolly Roger restau-
rant cham in 1948 on Balboa
Island, died Nov. 5 in his tempo·
rary Arizona home. He was 81.
Mr. Salisbury, a longt:ime'Coro-
mt del Mar resident, made a
name for himself with bis popular
restaurant, one of the hottest
spots in the '50s for local
teenagers to snag summer jobs.
The Jolly Roger chain eventually
grew to more than 50 restaurants

allow parallel parking along
the outer edge of the road that

trial program will focus only on
the outer side, which is lined
with businesses, banks and

Parking on that side will cut
down on people crossing New·
port Center Drive to get to
offices after parking at Fashion
Island, staff reports said.

street b y one lane will not
cause traffic problems, staff

But Cox would like to be
remembered for the high points of
his council career, for the ,times he
did a good job.
"There have been a lot of high·
lights, all of them extremely
rewarding in their own way," he
said recently in a rare phone inter-
view. "Being able to participate in
the way that I did was a reward in
itself."
Cox, a Nebraska native, settled
in Newport Beach 35 years ago
after earning a marketing degree
from the University of Nebraska.
He and his former wife had two
daughters together and divorced
in 1987, though he hates to talk
about his personal life.
In his council time, Cox racked
up a long list of titles: mayor from
1986-1988; chairman of the San
Joaquin Hills nansportation
Agency; chairman of the Orange
County Sanitatton District; vice-
c:hainnan of the Air Quality Man-
agement District; and many more.
His 1987 vote in favor of The
Irvine Co. 's expansion plans for
Newport Center drew criticism
because his marketing firm's
$132,000 debt to the COIDJ>a!lY
seemed to present a conflict ~of
interests. He also came under fire
for making virtually a living wage

serving on several committees.

limits. "But I'm not really out of

He did admit he was tired of
being a politician in a time when
"it's not a very respectable posi-
tion."

programs all have that
same underlying quality,
the frosh-soph system.
W hile the varsity squads
garner the lion's share
of attention in most
high school athletic programs, a
lot of the groundwork for a
school's success is done on the
lower levels.
Especially with the frosh-soph
teams where players first start
learning the system they
hopefully will be grounded in by
the time it's their turn to take
center stage on varsity.
Volleyball programs like those
headed _!?y Dan G~enn at
Newport Harbor and Brian
Chartier at Corona del Mar have
long benefited from this
symbiotic relationship.
. Over these past few years
Costa Mesa and Estancia have
been in a pOsition to field teams
on three levels (varsity, N ,
frosh-soph). Those seeds figure
to start bearing fruit in the
varsity ranks next season for the
Mustangs' Dave Sorrells and the
Eagles' Dale Hall.
Sorrells, who has two seasons
under his belt at Costa Mesa, is
upbeat about the direction his
program is headed.
"They didn't get too many
people out in the past, but we
had 27 kids-11or12 in
frosh-sopb," he said. "Three of
those girls graduated and 18
came back.
·we have 43 girls this season
and 21 of those are freshmen.
The freshman are the most
enthusiastic of all the classes and
I'm looking for several of them to
become really good players.•
Sorrells varsity squad went
winless this season (0-16 ov.erall,
0-10 in the Pacific Coast
League), but coming into the last
week of the season the Mustangs
were still ranked No. 10 in CIF
Southern Section Division ill-A.
Part of the credit for those
lofty heights undoubtedly was
based on the strength of
opponents played. As hard as it
was to go thr<f.tgh a winless
season, Sorrells figures playing
matches against the best the
Southland had to offer will only
help his team in the future. And
he's building for the future.

team finished 5-10 overall, 4-6 in
league •and their record could

to staying and seeing the

When Glenn and Chartier
were asked if having a
frosh-soph team pays dividends,
they d,idn't hesitate to agree.
"When we first came here, we
didn't have a freshman volleyball
program.· Glenn said ·we
fooned a league in 1986. It's a
big plus. Quite a few kids have
come through the program and
have done very well on varsity.
"WUhout it, a lot of kids might
never have gotten the c.bance to
play and might have gone into
other sports.•
Chartier agreed with Glenn~
assessment
"It's a major step in building a
program,• he said. ·vou need a
place for freshmen to get
experience and for sophomores
to have a place to get more
playing time to work on their
skills.
