COSTA MESA -The Plan-
ning Commission will consider
adopting a master plan for the
new Downtown Community Cen-
ter m Uons Park on Monday. .
The City Council had given
conceptual approval to the project
in August, after the size of the
center jumped from 14,000 to
18,000 square feet and the cost
increased from $2 million lo $2.5
million.
The pto)ect Will replace a com-
munity center that was built m
1941 for use by the Boys' Club.

T he shitting population of
Orange County prompt-
ed directors of the New-
port Beach Interna tional Film
Festival to add new p rogram-
ming into the event throughout
the last three years.
"The Asian and Latino com-
m~ttes are the two largest-
growing communities in
Orange County,• said festival
spokesman Todd Quartararo.
•And we are trying to have our
program reflect the makeup of
the county."
So in 1997, the directors of
the festival brought Andrew
Hoang An Le -a Newport
Beach resident -on board to
bring Asian cinema to the festi-
val.
H oang An Le, a 35-year-old
Vietnamese-born American
transplant, is the director of the
Asian Cinema Kaleidoscope
and takes on a dual role as the
festival's Asian ambassador.
"My job is te bring the best
in Asian cinema to Southern
California,• the soft-spoken
Hoang An Le said.
He travels four months out of
the year, attending international
film festivals throughout the
world looking for promising fea-
ture films to bring back to South-
ern California and to distribute
local independent films abroad.
Hoang An Le sees h1s role
as a balance for the cultural
exchange of media, He said he
loves taking on that role and
others think he does it very
well.
When the Asian Cinema
Kaleidoscope was introduced
into the festival, it sold out.
"We realized we bad a good
thing going,• Quartararo said.
"Andrew is se well connected,
tte is able to snag a lot of Asian
films for their U.S. premiere."
He has just returned from a
monthlong tour of Ca.nada and
Asia, where he attended film
festivals in Montreal, Toronto,
Bangkok, Taipei, Seoul and
Pusan.

Taipei, Montreal, Toronto, Seoul and Pusan and brought back 20 Wms for consideration at
· the Newport Beach International Film Festival, which starts in March.

five weeks."
He brought back close to 20
films, including "Five Wishes
From Budd.ha,• a fantasy ·
thliller with high-end graphics.
While he didn't say which films
will be in the festival, he said it
was one of his top picks.

saw a big change in the Asian
film market. He said the Asian
findllcial criSis has played a
big role In the development of
entertainment for Asia as a
whole.
In 1997, Thailand produced
20 feature films, last year six
films were produced. But
Hoang Ah Le noticed that
while the quantity of the films
decreased the quall!f of the
films increased
•Tue [Asian) studios could
not compete with Hollywood so
they are learning to have quah-
ty productions,• he said.
Asian countries have gotten
more lenient with the importa-
tion of Hollywood films and the
people are spending their mon-
ey to see Hollywood block-
busters, Hoang An Le said. He
notedlast year's "Titanic" fren-
zy in Asia.
He said the reason Asian
studios are decreasing output is
so they can technically compete
with Hollywood films, substan•
tially increasing their budgets.
He also noticed that the
infrastructure for cinema has
improved. Asian countries are
utilizing IMAX technology and
TiiX surround sound and a.re
upgrading movie theaters.

educated in the United States

He sees these new crop of
films as a way for Asians here
to see how their homeland is
domg, and maybe even, for

The Newport Beach Interna-
tional Film Festival runs March
25 through April 4. Films will
be shown in theaters in and
around Newport Beach. Tickets
