COSTA MESA -The sheets
will have to cool off for at least 24
hours, a rendezvous will have to
last 12 hours and city representa-
tives will be permitted to monitor
personal information on motel
records for up to 30 days.
A proposed "motel ordinance·
that would impose such regula-
tions has owners grappling over
its potential impact on their busi-
ness. But city officials have tar-
geted these drive-up style motor
inns in an effort to curb illegal
activities such as prostitution.
The proposal, which is in its
second draft, was formed by the
city's Motel Strike Team to
address problems associated with
long-term occupancies, renting of

of police calls received and
AAA ratings -have been
closed down. But these fol-
lowing motels are listed by
the city as having a "very
high" potential for problems:
1. Costa Mesa Motor Inn
2. Sea Breeze Apartment

3. Tern Inn
for President Bill Clinton, but not
by as great a margin as some
expected.
Dole scored 60% of the vote in
conservative Newport Beach and
48.8% in Costa Mesa, according
to precinct reports released Tues-
day by the Orange County Regis·
trar of Voters. ·
Nationwide, Dole only gar-
nered 41 % of the popular vote,
while Clinton secured another
four years with 49%.
Locally, Clinton wound up cap-
turing 17 precincts in Costa Mesa
and two in Newport Beach.
Newport Beach voters over-
whelmingly approved Proposition
209, which bans government
agencies from hiring employees
or admitting students to public
institutions based on their race,

Surfers and beachgoers will need to be a bit more wary as
workers in tractors got busy Tuesday in a sand replenish-
ment program designed to beef up the eroding beaches.
The program, which is supposed to last much of the month of
sex, color, ethnicity or national
origin -effectively eliminating
affirmative action policies.
The proposition, which
received a nod from 71 % of New-
port Beach voters and 65% of
Costa Mesa voters, passed
statewide with 54.5% of the vote.
Every Newport Beach and
Costa Mesa 'l>recinct approved
the proposition.
Fifty-six percent of the voters
in both Newport Beach and Costa
Mesa also agreed with Proposi-
tion 215, allowing California resi-
dents to grow and possess man-
juan.a for medical purposes with
the consent of a physician.
Some Newport Beach
precincts, like one adjacent to
Hoag Memorial Hospital Presby-
terian, approved the marijuana
proposition by a 3-1 margin.
The proposition passed
statewide with 56% of the vote.

Santa Ana River Jetty to 28th Street. But judging by Tuesday's
activities, lifeguards didn't seem to be enforcing the no-surf
provisions very stringently.

and moved In. Jack died at 83 In 1976.
This second-generation centenarian
expects four generations present at her
birthday celebration hosted by Balboa
neighbor, Kay Stott.

COSTA MBSA -Six cars were
destroyed and two others dam-
aged during a blaze that raged
for about 20 minutes Tuesday
afternoon outside South Coast
Plaza, authorities said. A large
aowd turned ouf to watch smoke
billow high into the sky. No one
was hurt in the fire.
Around 12:'69 p.m. firefighters
arrived at the parking lot in front
of the Sears department store to
find six can engulfed in flames
and two other c.ars being singed
by the heat, said Costa Mesa Fire
Department Capt Tom Cle-
ve.nger.
Pirefighters had to force open
car hoods and trunks with crow-
bars and saws to extinguish fires
within, Clevenger said. He said it
took at least 15 minutes to extin-
guish the blaze.
Witnesses said the fire started
in the engine compartment of a
Porsche q.nd spread to the other
cars, Clevenger said. He estimat-
ed the damage to the cars at
$100,000, but said none of the
nearby buildings was damaged.
The cause of the fire remains
undetermined.
•There's very little left to work
with,• he said. •Electrical wiring
is all burned and melted. There's
such a large amount of destruc-
tion that you're just unable to
determine the cause."

Thanksgiving and Cbrlst:mas
holidays. While it's a time of
family togetherness and warmth
for most of us, it's a time of
gnawing despair for the clients
of the Abuse Prevention Center.
People who live on the edge
throughout the year are often
pushed over it by the height-
ened expectations of the holi-
days that bring, finally, only
deeper depression. And far too
often, that ends lo striking Qut
at those closest at band. Like
children.
Sandra knows all about this.
That's the environment in which
she lived for most of her 24
yea.rs. But Chrlsbnas is going to
be different this year for Sandra
and her two small children. Her
stocking has been filled for the
first time in her young life with
a sense of hope and accomplish-
ment and well-being by the
Abuse Prevention Center and a
tireless, 'determined, and deeply
caring volunteer named
Rochelle Hoffman.
Sandra -which isn't her real
name -told me her story with a
kind of quiet passion the other
dAy. She. w~ bom. and gt!!W up

where moi\of us live, in a mid-
dle-class white family that could
afford these surroundings
because her mother always
worked, usually at mQre than
one job. That often left Sandra
alone with a stepfather who, she
said, frequently beat and sexu-
ally molested her. With a home
environment bounded by an
absent mother and abusive
stepfather, Sandra dropped out
of school and took to the streets
when she was 12.
She joined up with a much
older drug culture.
•1 didn't fit in at home,~ she
said, ·and I wanted to fit in
somewhere desperately.•
To do that required money to
buy drugs, so she learned bow
to steal. In a matter of months,
she regressed from pot to PCP
to heroin and cocaine. When
she was 14, her mother had her
committed to a psychiatric hos-
pital, but when the insurance
ran out, Sandra was released.
That night, she began using
again.

•0rugs gave me a sense of
security I'd never known
before,• she said. •1 didn't have
to worry about what was going
on around me.• The next eight
years were a blur of drugs and
jail. She would steal to get drug
money, get caught, sent to jail,
dry out, and start the cycle all
over again. There were a few
islands of hope. She married
when she was 18, was put on a
methadone program when she
got pregnant, then turned back
to hard drugs -along with her
husband, who was sent to jail
soon after the baby was born.
She lived on-and-off with her

Her husband began to beat her
up repeatedly while her daugh-
ter watched, so Sandra's mother
sent her money to return to Cos-
ta Mesa. When her second baby
was born, the social service
workers -·they knew me pretty
well by then," she said -told
her the children would be sent
to foster homes until Sandra
could prove herseU a fit mother.
•Tuey took my kids," she
said, "and I knew I couldn't get
away with that life any more. So
I went back on the methadone
program, and since the day my
son was born, I haven't used.•
That's when the Child Abuse
Center entered her life. It is a
project or the National
Exchange Club, sponsored
locally by the 12 Exchange
Clubs in Orange County. Its
purpose is to keep the family
around town

flourishing singing career for
full-time parenting after her

seeing an Abuse Center ad.

ed to do something hands-on.•
Sandra provided that oppor-
tunity in spades. Her 4-year-old
daughter had been returned to
her when Rochelle appeared on
the scene, and the child was
consumed with almost uncon -
trollable anger.
It was a long, slow process to
show the mothe!' how to express
love and to convince the child

while thAt WaS goiiig OD, Sandra
moved back with a now-sup-
portive mother, passed her high
school equivalency test, and
found a job that provides
enough money for her to attend
Orange Coast College.
"The only one who ever
helped me before was my sis-
ter," said Sandra, ·and I just
used her. But Rochelle gave me
hope that I could be a good
mother. She. taught me how to
discipline my child without pun-
ishing her -and to let her know
that I love her. Now, I want to
learn to be an ultra-sound tech-
nician I have my first driver's
license and e ven a bank
account. And we're going to
ha ve a real Chirstmas this
year.·
She paused for a second.
"You know, I'm even begin-
rung to learn how to like
myself."

dropped an insanity plea, which
might have netted him as little
as a six-month sentence in a
state mental hospital, after pros-
ecutors agreed not to seek the
death ~ty. On Dec. 17 he is
expected to be 'lentenced to life
in prison without the possibility
of parole.
For Salot, the news brings a
sense of relief and closure.
•The closure that's CQme
with this sentencing absolutely
frees me to know that he won't
hurt me or anybody else, H she
said. "The chances of (Hilbun)
ever, ever, ever getting out
would be absolutely impossi-
ble.•
She said executing Hilbun
was "my first wish,• but added
the notion of life in prison brings
its own satisfactions.
"He's going to have more
hell on earth here, and suffer
more, than for him just to have a
quick lethal injection,• she said.
"For the rest of his life he will
always have to live with this
punishment of knowing what
he did and how he did it."
An Orange County Superior
Court jury convicted Hilbun in
August, but deadlocked in
October about whether he was
insane during the killing spret'.

succeeded, Salot said, "I would
probably be on a wild frenzy. I
just wouldn't be able to handle
that at all .. . It's very scary to
think that that could happen.•
Salot, who worked in mar-
keting and promotions before
the attack, has undergone

The proposed ordinance dif-
ferentiates between a •hotel"
and a "motel• describing the for-
mer as any building.pr combina-
tion of buildings three or more
stories in height, with six or more
guest rooms and a lobby or main
entrance that provides room
access. Hotels also have more
services such as room service,
recreation facilities, retail stores
and banquet facilities.
Motels differ as they are less
than three stories tall, parking
allows easy access to guests and
rooms are accessed through the
parking lot rather than a common
lobby area.
The draft ordinance is sched-
uled for more discussion at a
study session scheduled for 4
p.m. Dec. 9 at City Hall in Con-
ference room 1-A. It is not a for-
mal public meeting.

Fernley rallied from an injury to play a
courageous game for the Stingers.
The Bntlsers went ahead in the fourth
quarter with a quick shot in front of the net,
but Tayler Giacomaro, Amanda CarveT and
Marissa Joseph relentlessly attack and
finally put the ball in in the fin.al seconds to
send the game into overtime. Neither team
generated good scoring chances in the
overtime periods. In the shoot-out, the
Bruisers' Lauren Miller, Mary Ellen Snel-
grove, Raa Moeller, Lilja Addeman and
Tayler Giacomaro put four of their five shots
found the back of the net. Tayler Giaco-
maro, taking a rare tum in the goal, turned

win over Silver. Tyler Jack netted an unas-
sisted goal late in the game to give the
Splash the win. Carver Young, David Her-
nandez, Stephen Rasch and Tom Werbe
offered strong support in the victory.

BOYS DIVISJON 4
round playoff game ended with a dramatic
2-1 shootout victory for the Dawgs. Michael
Gustafson, on an assist by Remi Viada,
scored a late fourth-quarter goal to send the
game into overtime. The tense shootout
ended with Grant Kidman and Peter Peters
scoring, while goalkeeper Clark Fonda
shutout the Ninjas with four great stops.
Others playing well for the Dawgs included
Baltic Babes 2, Blew By You 1: The
Baltic Babes came away with a 2-1 victory
despite a last-minute flurry by Blew By You.
For Blew By You, Lyndsi Foster scored the
sole goal with great offensive support from
Jodi Rorden, Theresa Simmons, Amanda
Barto, Holland Osadche, Kate Sharp, Kami
Pion, Susie Esquibel and Danica Chris-
Pinkerton stopped a breakaway shot
attempt as the game ended. Also contribut-
ing solid efforts for Rase.h's No Fear were
Travis Williams, Casey Neale, Blake New-
man, and Evan J,:occomo. The loss was the
final game of a great season for Gowdy's No
Fear, led by sweeper Robert Andrews. Oth-
