CAROLINE MARCHEGAY. Get educated about
Mesa water district
A .Parisian
SHE IS •
Studying abroad in Newport Beach.
DESTINATION NEWPORT
Caroline Marchegay could have cho-
sen to do her internship anywhere in
the world -and she chose the Newport
Beach Conference & Visitors Bureau.
The college stuqent arrived in town
July 15 from Paris for a five-month
internship at the bureau.
The internship comes as part of her
study requirem.ents at the lnstitut de
Commerce et de Distribution. a Paris
business and marketing school. She'll
graduate in the spring with a specializa-
tion in communication.
Marchegay, who is CUITently helping
in the bureau's international sales
department, named language as the
biggest hurdle during her internship.
"Especially on the telephone," she
said with a smile.
LANGUAGE SKIUS
But Marchegay, a 23-year-old with
shoulder-length blond hair, converses in
perfect English. And bureau president
Rosalind Williams said Marchegay's
bilingual skills have helped them com-
municate with English-and French·
speaking clients.
Marchegay, the bureau's first foreign
student intern, has enjoyed working
with the bureau's different departments,
especially because everyone has treated
her like a professional.

District is starting a six-month
water education program for
T' adults interested in learning
· about the district's operations,
water sources and sµpply, as well
as issues affecting rates and sup-
ply.
The program, which was start-
ed in 1986, covers subjects from
water quality to the history and
development of water. It also
includes two half-day field trips.
The Water Issues Study Group
is offered free beginning Jan. 15
through June, 1997.
Guest speakers are featured in
question and answer style discus-
sions. The group meets at 7 p.m.
on the third Wednesday of each
. month in district offices at 1965
Placentia Ave. For more informa-
tion call 631-1205.
Also, the district will continue
to hear comments on its proposed
colored water treatment facility
through Dec.· 5 until 5 p.m. Its
next regular business meeting is
Dec. 12, but there is no public
hearing on that night. A decision
on whether the board of directors
will certify the project based on
its Environmental Impact Report
is scheduled for Jan. 9.

Marchegay started learning English
at age 12, a.pd also speaks Spanish. She
said she didn't exactly choose studying
English over any other language: "You

she explained.

Applications must be received
before 4 p.m. Dec. 20 and mailed

She'll finish the internship Dec. 30,
then head back home to France, where
her parents live.

first opportunity to live in America, she
had to buy and car and set up insurance

Her future plans include working at a
hotel in Spain for a while after graduat-

Political games fun to watch from the sidelines
I t beckons off in the distance,
a siren's song that tempts the
most civil politician: The fight,
the deal, the slight, the triumph.
Politics can be such a wonder-
ful spectator sport if you just
give it a chance.
Ob sure, politicians are long-
winded and often boring, rat-
tling on in byzantine circles, lin-
ing up in predictable fashion.
But every now and again the
beast breaks free.
Then·Assemblyman Gil Fer-
guson grabs Republican Party
Chairman Tom Fuentes by the
lapels during an angry con-
frontation. State politico Mickey
Conroy flips off Supervisor-elect
Todd Spitzer during a campaign
forum. A pair of city attorney
candidates engage in a fist fight
inside Huntington Beach City
Hall.
So ugly, so vile, such good
theater.
On the local front, though, the
elected ones seem to keep them-
selves above such base politics.
That is until they huddle up, .
pick sides and try to figure out
who should be quarterback.
In Newport Beach, it's pretty
clear that Jan Dehay, who con-
vincingly won a second term last
month by mashing her oppo-
nent, will emerge as mayor. It's
not that she enjoys unanimous
support -she doesn't-but she
has the numbers. And in politics,
numbers are everything.
It's the other contest that's
creating the dust storm. The
office of vice mayor, or with it's
full Latin lineage, mayor pro
tem.
The leading candidates
apparently are Tom Edwards
and Norma Glover, a pair of for-
mer planning commissioners
who are midway through their
first terms. The vice mayor usu-
ally has the inside track on
becoming the town's next mayor.
So it's a desirable post, even if it
ends up meaning nothing more
than having the longest title on
the council.
Now I don't know bow you go
about campaigning to become
vice mayor, but I should think
that since the only people who
get to vote are your colleagues,
well, you talk yourself up, call in
favors , act like you have vision,
talk about consensus and what-
not and see if you can line up
the votes. In politics, votes are
everything.
And that's evidently just what
Glover was doing when things
took a strange tum. Glover said
she stopped by Councilman-
elect John Noyes' Balboa Island
jewelry shop to see if she could
count on his vote.
Noyes, according to Glover,
said he would be "uncomfort-
able" having two women in
charge of the city. A couple of
days later, Glover said, Tom
Thomson -another recently
elected council member -called
her up and said he too had a
problem with this •woman
thing .•
steve ·
marble
Both Noyes and Thomson
have adamantly denied making
such statements. "Absolutely
not," Thomson said, adding,
"What a joke.• •
Well, maybe, but that's the
landscape that's been drawn up
for this afternoon's formal vote
on mayor aird -let's go ahead
and use the formal title one more
time -mayor pro tern.
Will Thomson or Noyes vote
for Glover? Will either stand up,
publicly confess that they are
sexists and ask to be flogged in
the middle of McFadden Square
as punishment? Will Glover bow
her head, whimper a bit and
allow that she may have misun-
derstoQd what Noyes and Thom-
son said? WW the sun still slither
up over the horizon in the morn-
ing?
The beauty of politics is that
all of this will vaporize after this

mayor/vice mayor thing is set-
tled, leaving only a residue of
bitterness, perhaps, between
Glover and the two newcomers.
More to the point, I think city
politicians enjoy this kind of
stuff. Otherwise they'd adopt an
orderly rotation. sort of like the
one Glover's been trotting out for
her colleagues' consideration
every now and again. Everyone
gets a shot at being mayor. No
bickering. No shoving. No push-
ing. Keep your hands to yourself.
Your turn, now my turn. It could
be so simpte.
The fact that the council is
resistant to such a rotation indi-
cates one of two things.
Either there's a general con-
sensus that not everyone on the
council is worthy of being mayor,
which is hard to fathom since the
job description runs.from ribbons
cuttings to proclamation signing.
Or -here's the other one -
politicians are politicians and the
mayorMce-mayor battle offers a
rare opportunity to be just that.
A politician.
Outgoing Councilman John
Cox probably hit the nail on the
head the other day when he
looked over Glover's rotation
plan and sniffed that such pro-
posals usually come from "peo-
ple who can't get enough votes
to be mayor."
For in politics, winning -not
fairness -is everything.

goes after
Mermaid
in court
Newport Beach offidals filed a
lawsuit last week in yet another
attempt to shut down the city's
only nude club.
The city has battled Mermaid
since its inception three years
ago. Most recently, officials
revoked its live entertainment
permit Oct. 28' and refused to
renew its business license, which
expired months ago.
Now attorney Jeffrey Gold·
farb, on the city's behalf, has
asked for a court injunction to
close the restaurant off
MacArthur Boulevard near John
Wayne Allport
In halting the permits, city offi.
cials cited city code violations
such as dancers getting too close
to patrons. The restaurant contin·
ues to operate without pennits.
An Orange County Superior
Court judge will hear the city's
most recent plea, then rule
whether the restaurant must
close.
"Theoretically they should
have shut down already," Gold·
farb said. "They are violating the
law."
The court has not set a hearing
date.
Ron Talmo, attorney for Mer·
maid owners An and Olivia
Nguyen, has said he will appeal
the city's decision to revoke the
permits. He h as until Jan. 21 to
file that appeal.

Learning a lesson from .a :e.aI's suicide attempt
Randall Phillips was a rr
strange man. During the ~•1
'20s and '30s, Balboa slept
through the winter, only coming
alive when summer came and
the dance halls and gambling
joints opened.
That was when Balboa's sum-
mer regulars appeared -ticket
takers at the dance halls, dealers
at the gambling joints, cooks,
waiters, countermen, clerks, lite·
guards, bath house attendants.
We all knew one another and got
together in small groups to find
housing.
One summer I lived with
Hersh Teeter, Frank Stone and
Randall Phillips. Hersh was the
lifeguard captain, Frank was a
lifeguard, I worked at the Green
Dragon Cafe, and Randall? Well,
all I can remember Randall doing
was getting scientifically tanned
by turning his body every 15
minutes until his body was even-
ly brown. He never worked. I
guess he must have had family
money.
We rented a room in the
Knight apartments at the comer
of Main Street and Balboa
Avenue. One night I came home
from work to find a note pinned
to my pillow which read, "I am
going to commit suicide.• It was
signed •Randall.•
Then I did three stupid things.
First I ran to Lonnie Vincent's
drug store and asked if Randall
had just bought some poison.
Lonnie looked at me as though I
was an idiot and pointed out that
if someone wanted to buy some
poison all he had to dQiMas go to
a grocery store and buy some rat
poison.
The next stupid thing I did
was run out on the Balboa Pier to
look ln the water and see if per·
chance Randall was floating
robe rt
gardner
around. Unfortunately, it was a
moonless night. It was-pitch dark
on the pier, and if ~t weren't that
you could hear the ocean surging
around the pilings, you wouldn't
even know the ocean was down
there, let alone see a body in it.
Frustrated, I ran back down
the pier and down Main Street to
the Pavilion.
Jackpot I
Tbere was a floodlight over
the floats at the Pavilion, and
there, face down, just floating
out of the light cast by the flood
was Randall.
Then I did my third stupid
thing. I dove into the water with
my shoes on and swam out to
save Randall. I discovered that
one does not swim very well with
shoes on. I damned near
.drowned swimming out to Ran-
dall and barely made it back to
the float.
Then when I arrived at the
float I had another problem. Ran-
dall .was considerably larger than
I. and I had quite a problem get-
ting him up on the float. Howev-
er, I finally got him on the float
and began to apply artificial res-
piration, the old-fashioned kind
where you put the body face
down and try to pull air into the
lungs by pressing down on the
lower part of the back. It really
wasn't very effective but was a
lot more sa.Ditary than mouth to
mouth.
I was pumping away on Ran-
dall when I beard him giggle.
Understandably curious, I
asked, "Why are you giggling?"
He responded, •Because you
are tickling me.•
While the answer made sense,
it also made me mad, and I
accused Randall of faking the
whole suicide ploy. He insisted
that the suicide attempt was real.
He said he was going to kill him·
self because another of the Bal-
boa regulars, Dave Hill, had said
cal
something unkind about him. I
countered by pointing out that in
our social circles when someone
said something unkind about
y.ou, you belted him. Still, Ran-
dall insisted the suicide threat
was real.
I didn't believe him then nor
do I believe him now. 1 think he
just sat tha-e on the float until he
heard someone coming, then
took a deep breath, slipped into
the water and floated around
until someone arrived.
I'll never know the truth, but I
did learn one thing: Never try to
swim with your shoes on.

Kirby, however, praised bis team's defen-

•Chargers get winning goal
in the last minute by virtue of
a wayward boot from an Eagle.
CdM's Lawther ready
By Richard Dunn, Daily Pilot
for second time around
in Sea View boys soccer
COSTA tvfESA -Even an impartial referee
felt sympathy for Estancia High's boys soccer
team, which battled Orange County's No. 2-
ranked team in the preseason, El Toro, to a
nonleague deadlock Monday for nearly 80
minutes.
Unfortunately for the Eagles, it was the
minute at the end that killed them, when El
Toro (1-0) scored the winning goal on a ball
kicked by an Estancia player while trying to
clear it to Eagle goalkeeper Brad Wayman.
El Toro's Tim George was given credit for
the goal, because he was closest to the play, as
the visiting Chargers edged No. 10 Estancia.
2-1, in a season opener for both schools.
"It's too bad, because there was less than a
minute left, and it would've finished in a tie,•
sa.id--referee Ralph Kafesjian, a Newport
Beach resident who was kept busy even after
the game-ending whistle, because of a fight
that broke out between El Toro's Bryan Roney
and Estancia's Fernando Lara.
Eight yellow cards and two red cards were
pinned on players in the 80 minutes of blue-
coUar soccer, a contest decided by a fluke goal
and marred by tempers at the end.
·1 thought we outplayed them in the sec-
ond half,• Estancia Coach Steve Crenshaw
said. "It got real physical, and there was a lot
of banging going on out there, especially as
the game went on.•
El Toro, ranked only behind Orange in the
county's preseason poll, scored five minutes
into the second half on a header by Patrick
O'Brien, who outmuscled an Estancia defend-
er in front of the goal on Bobby Miske's comer
kick.
A minute later, however, Estancia tied it,
1-1, when Jose Quintana scored on a rebound
shot with his right foot.
Three minutes later, Estancia's Irving Islas
and El Taro's Julian Gaitan were warned by
Kafesjian for fighting.
ln the 20th and 31th minutes of the second
half, Estancia had scoring opportunities, but
couldn't convert. ln the 39th minute, careless-
ness cost the Eagles dearly, when a clear-out
resulted in El Toro's winning goal.
·we had a couple of opportunities to put
the game away with scoring opportunities and
we didn't finish it off," Crenshaw said. "I think
il we play this game a couple more games into
the season, it's a different story.
"The bottom line is, we can play with any-
body around here. After today, that (belief) is
a little more convincing."
The fact Estancia has a reputation for phys-
ical play was certainly more convincing after
the game, as well, when Lara and Roney went
after it with fists and shoves. It appeared
Estancia's ego was bruised more than any-1
thing after the fluke goal.

few things, such as:
• The strength of boys soc-
cer in the Sea View League,
which appears to be just as
strong this season as last, when
Lawther was a first-year coach
for Corona del Mar High.
• The importance of beating
Back Bay rival Newport Har-
bor, sort of how USC football
coach John Robinson might
feel about UCLA or Notre
Dame.
• The significance of regular
newspaper coverage.
"I'm a little wiser to the
strength of El Toro and other
teams in the league, like Santa
Margarita and Woodbridge,"
said Lawther, who has six
returning starters from last
year's Sea King squad that fin.
isbed 8-11-3 overall, 2-7-1 in
league.
Last season was a high
school baptism for Lawther,
who spent a dozen years at UC
Irvine and time in professional
soccer as a coach before
accepting the CdM post in
1995.
"I know the importance of
trying to beat Newport Harbor,
and I know il I say boo to (the
Daily Pilot), you guys will
report it," said Lawther, whose
men's and women's teams at
UCI received little or no news-
paper coverage.
CdM lost twice to Newport
Harbor last season, 4-0 and 1 •
0, with heated verbal
exchanges between coaches
and players after each game.
"I'm looking forward to the
games this year,• Lawther
I I I I I t

I I ~-----------------------~
said. "Last year, after 12 years
in college, I underestimated
things. I didn't think the quali-
ty was as good as it was. But
once you start coaching in this
league, you realize it's a tough
league.
"But I'm looking forward to
the games with Newport Har-
bor, and I'll approach it-a little
different. I know it'll be a rival-
ry, and I'll be totally on my
guard this year.·
CdM will be led by senior
striker Matt Hoyt, junior mid-
fielder Andy Mickler, junior
goalkeeper Ken Brown, senior
left winger Justin Anderson,
junior sweeper Nick Orlich and
senior mid.fielder Ross Ander-
son, all starters from last year.
Lawther said Hoyt is •taster
than lightning" and that Mick-
ler "is going to dominate the
midfield.• Brown played every
minute of every game last sea-
son in goal.
Among the top newcomers
are. seniors Brady Beauchamp
(striker), Pat Shanahan (sweep-
er), Jared Jones {left fullback),
Kevin Swinney (center/full-
back), Brady Colton (goalie)
and Robert IOase (goalie).
"We should have a little
more skill than last year,•
Lawther said. "I would like to
break even in league and just
grab a playoff spot. l would be
happy with that.•
