Nearly 3,000 Newport-Mesa
residents were plunged into
darkness for a brief period
Monday afternoon as a storm,
sweeping across the Pacific
from the subtropics, pounded
the county with rain.
Power collapsed in 2, 700
homes, shops and offices
around 3 p.m . between Wilson
Street and Coast Highway, said
Southern California Edison
spokesman Steve Hansen.
Power returned in most places
within 30 miltUtes, he sfild, but
minor outages struck the area
later in the day.
By mid-afternoon, the Ana-
heim-based Environmental
Management Agency was
reporting .25 inches of rain
across the county, with an 1 1/2
to 2 inches expected by Tues-
day morning.

Police in both Costa Mesa
and Newport Beach reported a
higher-than-average number of
fender-benders, but nothing
serious by late afternoon. As
usual during flooding, Costa
Mesa police closed off the area
around 19th Street and Ana-
heim Avenue where "Lake
Anaheim" formed.

around 11:30 a.m ., 20 accidents
piled up suddenly across the
county, and many sat waiting

tour-hour stretch after the rain
began, but none was fatal, she

"This started out to be one of
the worst we've had this year,•
she said. "I don't know what it
is, but cars break down on rainy
days, and it will take an officer
away from a more important
call like an accident to go and
check on a disabled vehicle."

shore, winds reached a peak of
35 miles per hour, and waves
averaged 3-4 feet Monday, said
David Wenger, of Newport

• County Board of Supervisors is expected to decide
whether or not to accept a plan to convert Marine base
to airport in 1999.

The fate of the plan to convert
El Toro Marine base into a com-
mercial aiJport is scheduled to be
determined by the county Board
of Supervisors today.
Newport Beach's airport pro-
ponents will be out in force at
today's meeting, hoping to coun-
teract the busloads of South
County's anti-airport residents
and stop any effort to delay the
vote. And residents on both sides
are gearing up to say their piece
before the supervisors.
The city has invested millions
of dollars and about 10 years in
pushing the idea for years as an
alternative to future expansiog. of
John Wayne Airport.
The supervisors vote today on
whether to accept a report that
recommends the 4,700-acre base
become a commercial airport
when the Marines leave it in
1999. The report also presents
two oilier options: a cargo airport
or a non-airport use such as a
transportabon center.
The county's airport commis-
sion, atizens adVlSory committee
and planning commission all rec-
ommended last month that the
supervisors approve the plan. But
local airport proponents refuse to
relax until they see a final vote in
their favor.
New supervisor Thomas Wil-
son, whose 5th District includes
Newport Beach, has said he plans
to vote against the commercial
airport. Supervisors Roger Stan-
ton, Don Saltarelli and William
Steiner have voiced both support
for and reservations about the
idea. Airport advocates consider
the 2nd District's Jim Suva their
surest bet.

proposal to revise the gifted education program.

NEWPORT-MESA -The
school board will discuss a pro-
posal tonight that would revise
the district's Gifted and Talented
Education program to provide
biweekly, five-day and individu-
alized programs for gifted fourth,
fifth and siXth-grade students.
The proposed plan lays the
groundwork for the district's
request for state funding for the
program for the next tluee years.

and accessibility than the current
program in which all gifted pto-

"Children don't come in neat

proposal has a "world-as-your-

The proposed program allows
parents to choose what type of
gifted education their child would
receive. The plan also opens the
possibility for schools to have
their own on-site gifted programs
created through school site coun-
cils, with a two-thirds vote ol par-
ents and teachers.

will be forking out $451,971
toward helping two country clubs
finance pipe systems to use treated
sewage water to prevent the Irvine
Ranch Water District Crom dump-
ing it into the bay.
Five city entities agreed in Sep-
tember to use the reclaimed water
as an alternative to IRWD's plan to
dump it into Newport Bay. The
groups -Newport-Mesa Unified
Sdlool District, the Bluffs Home-
owners Association. the city, and
Big Canyon and Newport Beach
country clubs -must change their
pipe systems to use the water.

cials have continued negotiating
with the country clubs on how to
split up the costs.
The city will grant $108,000 to
help offset Big Canyon's $803,442
in costs to fix their pipes to receive
the water. The city will also kick in
$91,748 for a new pwnp station at
Big Canyon.
The city and IRWD must next
work out how to share the costs of
the pipeline to transfer some of the
treated water to the county. Offi-
cials expect 'the line to cost
$100,000.
The city had to provide five
groups willing to use the water to
hold up its end of a bargain with
the Irvine Ranch and Orange
County water districts. The three
agencies in July agreed to pump
the treated sewage water from
IRWD's treab:nent plant through an
OCWD fadllty to be piped to
Newport Beach.
For the Newport Beach Coun-
try Club, the city will pay $41,000
toward $346,272 in pipe costs,
$64,223 toward a pump station.
OCWD is granting Big Canyon
$500,000 and Newport Beach
Country Club $200,000 for pipe
work. The city also loaned
$230,000 to the Bluffs Homeowners
Association for its pipe reworking.
The deadline for that arrange-
ment was originally January, but
the council Monday approved an
agreement to extend that deadline
until February 1997. Before then,
the city and IRWD can receive
contractors' estimates on the pro-
ject's costs.
Councilman John Hedges cast
the Jone vote against the cost-shar-
ing agreements. He voiced obJec:
tions to the city tooting the bill for
the pumps and pipes so the coun-
try clubs can use the reduced-rate
water.

about $150,000 over 10 years.

Fish ermen stranded on
rocks require rescue
Two fishermen were rescued
from a close call after losing track
of the riling tide Sunday evening
at Coron.a del Mar Beach,, said
Newport Beach Fire and Marine
Department Lt John Blauer.
Atan Torres and' Jose Leon of
Santa Ana bad walked to an out-
cropping of rocks through shallow
water at low tide, intending to
spend the evening fishing, Blauer
said. But around 8 p.m., after hours
of fishing, they noticed the water
had crept up around· ·them and
they were trapped on the rocks,
Blauersaid
The water was more than 8-feet
deep as high tide arrived, and the
men were poor swimmers, Blauer
said.
A rescue team dived into the
water and swam the fisbennen to
shore, then retrieved their equip-
ment. Torres is 31. Leon's age was
unavailable.

OCC students gather
gifts for needy children
Working with the county Social
Services Agency, students at
Orange Coast College are under-
taking a campaign to collect
Christmas gifts for needy and
abused county youngsters.
This year marks the 12th annu-
al season that the college has
mounted the Angel nee Project,
which aims to collect 3,000 gifts by
Friday.

used to be.
Prom its beginnings. the city
of Newport Beach had been
run by Old Newport. After all,
that's where the votes were,
and wjth a couple of llundred
dependable commercial fisher-
men, an election was hard to
lose. B~goa was just a sleepy
little sununer resort down
toward the end of the peninsu-
la, and the rest of the present
city didn't exist insofar as polit-
ical clout was concemedt>
Then in 1928, the Balboa
Bunch emerged. Mostlr World
War I veterans, they were
young, ambitious and ruthless.
Balboa had begun to emerge
into its honkey-tonk era based
on bootlegger liquor, illegal
gambling and two dance halls.
Newport remained a fishing
village, and as I said, for politi-
cal purposes the rest of the
town simply didn't exist.
The Balboa Bunch swept
the 1928 election and installed
its own chief of police, city
enginee r, city attorney, city
clerk and city treasurer.
Andrew Jackson would have
been proud. The spoils system

had its finest hour.
The Balboa Bunch ran the
city for almost 20 years. They
were never defeated at the
polls. l..i,ke old soldiers, they
just faded away. Balboa Island
and Corona del Mar emerged
as the centers of political pow-
er.
While the Balboa Bunch was
in office, Councilman Lloyd
Clair ran the city. Before we
had a dty manager he was the
city manager.
Each morning he would
check the Police Department to
see who might have made the
slammet the night before. Then
he would proceed to the base-
ment of City Hall and check
out the Engineering Depart-.
ment, the Street Department
and the Building Department.
Then up the stairs to do the
same to the dty clerk and dty
treasurer.
He obviously knew more
about the operation of the city
government thap anyone else.
Later, when I was a Superior
Court judge, I watched Super-
visor Willis Warner virtually
run Orange County the same
way. He simply worked harder
and knew more about the
. operation of the county than
anyone else.
City Cquncil elections were
something to see. About a
week before the election, Lloyd
would call a meeting of the
council members, key mem-
bers of the administration plus
any other Balboans with politi-
cal clout.
At this meeting, everyone
was furnished a copy of each
voter's precinct. Lloyd read off
the names of each voter and
someone was assigned to per-
sonally contact that person and

while it wasn't pretty, I must

at a luncheon honoring all CIF Southern
Section division finalists at the Sequoia
Athletic Club.
The two teams, after all, already had
their annual Sea View League meeting
(Oct. 18), with the Eagles prevailing for a
seesaw 36-22 decision that wound up
deciding the league crown.
They are set to meet again, of course,
Saturday at 7:30 p.m. at Orange Coast
College, to decide section bragging
rights and crown the fourth straight
Division V champion from the Sea View
League.
Fourth-seeded Newport qualified for
its third CIF title game in five years by
upsetting top-seeded Servite, 23-16, in
Friday's semlfinal.
Second-seeded Santa Margarita
dispatched third-seeded Tustin, 31-0, in
the other semifinal Saturday.

ward for the Mustangs, scored

from Chaisson to tie the game,
40-40, early in the fourth. But
Santiago scored on back-to-back
possessions for a 44-40 edge,
capped by Oscar Beltran's bank
shot in the key.
Chaisson nailed a short
jumper. then Dickerson was in
the right place underneath when
he scored on a putback to tie it
again, 44-44, with 2: 11 to play.
Following Santiago's 11th

Costa Mesa scored the go-ahead

"Dickerson did a good job

layups," Allen said.
