EXPLORING THE FUTURE
Costa Mesas oorps of young police Explorers
could be one solution w concerns about lack
of bilingual, officers in the police department.

A !though Costa Mesa has a
Latino population of about
20%, its Spanish-speaking
police officers account for only about
2% of the city's police force.
That's a number that doesn't sit
well with local Latino leaders who
say police should not only be able to
communicate with residents, but
understand their culture.
"To better serve the community,
we definitely need Spanish..:speak-
ing police officers," said Maria Ele-
na Avila, president of the Latino
Leadership Council.
As the Latino population contin-
ues to grow, a popular police youth
program is being considered a valu-
able commodity. About half the 14
teenagers participating in the oty's
Explorer program are o(....Latino
descent -and many are bilingual.
"Many of them do speak Span-
ish," said David Schulman, a senior
reserve police officer who helps run
the Explorer program in Costa
Mesa. "They assist with translation
. . . they assisted me a couple of
times."
The Explorer program, an off-
shoot of the Boy Scouts of America,
is open to boys and girls ages 12 to
18. Applicants must have no prior
criminal record or run-ins with
police.
Explorers are trained and tested
in basic law enforcement skills and
tenets and assist local police officers
at sobriety checkpoints and provide
security at SK and lOK runs, parades
and charity events.
Recently, Explorers began assist-
ing police officers on patrol in the

Newport Beach wasn't able to score a pep raJ-
ly with either of the Rose Bowl teams this year,
but at least the hotels will be full for the Pasade-
na event.
Last year, Fashion Island cashed in on North-
western University alumni's fervor over the
school's first trip.to the big game in more than 40
years.
The Northwester University Alumni Associa-
tion held its pep rally at the mall, then, presum-
ably, showed its gratitude by dropping big bucks
in all of the upscale stores, hotels and restaurants.
The Newport Beach Conference & Visitors
Bureau usually woos the Big Ten Conference
team traveling from the East to Southern Califor-
nia for the game. ·
But this year, Ohio State University will be rep-
resenting the Big Ten at the bowl. And that
school has a long-running contract to hold their
events in West Los Angeles, Newport Beach Con-
ference & Visitors Bureau President Rosalind
Williams said.
Ohio State will play Arizona State University
Jan. 1 in Pasadena.
Still, the bureau managed to attract the Ohio
State Boosters and board of directors to local
hotels, she said. .
"The bottom line for us is to keep the hotels
booked, and they're booked now,• Williams said.
"The hotels will be reasonably busy."
Flotilla of winners
named in parade
"Unpretentious You,· a colorful, floating
Christmas celebration skippered by Geoff Lan-
don, took home top honors in this year's 1996
Christmas Boat Parade.
Parade officials Sunday announced the win-
ners in all categories of the event, with Landon
and his boat earning the Wm. Lusk Sweepstakes
Award.
Boats that had been registered with the New-
port Harbor Chamber of Commerce were eligible
and judged during
three nights of the sev-
en-night boat parade,
officials said.

Alvarez has snow skied,
sailed, skydived and raced in
marathons since his accident 12
yea.rs ago. His next feat is to
become a world class quad rug-
by player.
"I am focused on going to the
Olympics in Sydney in the year
2000, • said the youthful Foun-
tain Valley resident. "I haven't
told the guys on my team yet
because they would probably
laugh at me. That is my person-
al go8..1."
Alvarez, who began playing
rugby a year ago, played his
first official game for the Long
Beach Landsharks recently in a
Las Vegas Tournament.
He trains about foW' days a
week, but he is looking forward
to the extra time during winter
break to practice.
The ambitious rugby player,
who is looking for a sponsor to
help with travel, basic gear and
wheelchair expenses, revealed
he is not the laid back guy he
usually is when he is compet-
ing.
"There is a lot of determined.
guys out there," Alvarez said.
"When I play I am very vocal. I
am very serious about any
sport."
Wheelchair rugby is played
with a volleyball on a basket-
ball court with four players on
each side.
Each player is assigned a dif-
ferent "point level" depending
upon the sev.erity of the spinal
chord injury.
Alvarez's position brings him
right into the action by getting
into the defender's face so his
teammates can score goals.
Although he is confident
about the ability of his team, he

said he feels there is always
room for improvement.
"We've got a lot of potential.
but we can do a lot better,• he
said.
UNFORTUNATE TURN
Alvarez, who has been an
avid sports player all of his life,
was riding dirt bikes with
friends in December of 1984.
While attempting to fix a bent
clutch pedal on the track,
another biker went over the hill
where Alvarez was and lost
control. Alvarez's motorcycle
landed on top of him, pinned
him to the ground and broke his
neck.
Doctors told Alvarez he
would be paralyzed from the
neck down, but Alvarez had dif-
ferent plans.
"They told me I would be
laid up, and I told them I would
prove them wrong. And I did,"
said Alvarez matter of factly. •1
can't walk, so what. I can do a
lot of things.•
Alvarez said his constant
hyperactivity is what kept him
going during his several months
of recovery.
"They were glad to get rid of
me," said Alvarez with a chuck-
le.
TOP ·oF THE CLASS
1\vo years after his accident
Alvarez began attending OCC
and discovered his interest in
comput'ers. By 1990 he was
named OCC's Disabled Student
of the Year.
He was recognized for his 4.0
grade point average, outstand-
ing leadership and community
participation.
"I went out there and sweat-
ed to get scholarship money for
students,• Alvarez said.
He served as vice president
of the college's disabled stu-
dents' club, Campus Col-
leagues, and graduated with a
certificate of achievement in
office information systems.
After graduation, Alvarez -
began managing the Disabled
Student' High Technology Cen-
ter and has been running the
center ever since.
Along with his supportive
wife, Susan, who he proposed ·
to foW' hours after his accident, ·
he considers the OCC students
be works with like family.
"My job here is very promis-
ing -it is my life,• he said. •1t
gives you a lot of inner piece to
help people. It is really reward-
ing.•

OCC's new president Margaret Gratton enjoys
her new duties , campus and hometown

T he first 100 days as the
new president of Orange
Coast College bas been a
time of new experiences, new
goals and even a bit of familiari-
ty for Margaret Gratton.
The longtiufe Oregon resi-
dent and former administrator at

began her journey as OCC pres-
ident on Aug. 5.
•I feel like I ca.me home," said
the Costa Mesa resident. "I love
the hospitality here and the
weather. I've settled ~ very
quickly."
Although she said she has not
.had much time to sightsee since
her move to California, Gratton
bas already picked out some of
her favorite bot spots in the local
area.
Gratton, 58, enjoys strolling
the suburban walkways of South
Coast Plaza and pleases her
'palate while dining at ll Fom aio,
an Italian restaurant in Costa
:Mesa.
, She also shared that she
•recently discovered Via Lldo on
. the Balboa Peninsula -an area
she described as "very charm-
ing."
But her biggest discovery is
the vibrant ambiance she feels at occ.

al committees, said he has never
seen Gratton's office door
closed.

checkpoint by ducking down a side
street. Five motorcycle police offi-
cers are assigned to cruise the back
streets.

Janie Walker, a reserve police
officer now on medical leave, was
struck by a drunken driver in 1992
as she was sitting in her patrol car.
She suffered a severe head injury

Walker said traffic collisions

ment grant. Known as •Mr. Explor-

nurtured both of his two sons

Matt Walker, 25, is a former
Explorer and Cadet who now works
as a reserve police officer. Ben
Walker, 16, is an Explorer.
Ben says his family is particular-
ly fond of arresting drunken drivers.
He smiles as he points out that
there are few escape 'routes for

be making some hay again this
season as the Sailors contend for a

It's a loose bunch thal knows a
good joke when it sees one. Take
for instance the file photo that ran
on page A12 in the Dec. 19 issue
of the Daily Pilot. That's Matt on
his bicycle with his mom, Kim, by
his side.
"That was shot about 10 years
ago," Kim Large said. "The team
was over at the house before we
left for Las Vegas and they were
all cracking up over it."
Large, a three-year letterman,
had hoped to wrestle 103 again
this season, but hormones said
otherM.se. Last year he placed
fourth at CIF as a juhior, missing a
trip to State by one spot.
At the Silverado, Large wres-
tled the Utah State Champion in
the finals, dropping a hard-fought
10-6 decision.
Deere is the stud on the team.
At 6-foot-2, 245 pounds, this
senior will be a fomiidable adver-
sary in every match. He's been
one of Orange County's best since
moving from Oklahoma and s(ep-
ping on a Newport_Harbor mat
three years ago.
Deere finished second at the
Master's Tournament last season
and went on to a seventh-place
finish at the State Finals. .. '
"Jason is ready to have a big
year,• said Jason's dad, Ted
Deere, who is a fixture at New-
port Harbor matches. ~He's
stronger and quicker. It should be
real interesting."
