Here is the Daily Pilot's
annual look at the municipal
,pay packages for Costa Mesa
and Newport Beach city
employees who have earned
more than $100,000.
COSTA MESA -Almost
27 % of all Costa Mesa police
officers, including Police Chief
David L. Snowden, earned
more than $100,000 in total
salary compensation last year.
Additionally, half' of the
city's 74 employees earning
more than $100,000 in 1995
were in the Police Depart-
ment.
"It's strictly economics,"
explained Chief Snowden.
Snowden said it is cheaper
to pay one police officer time
and a half to· work overtime
than to train another officer
and give them the full benefits
package.

Snowden said , explaining that
police are required to appear
in court, stay with arrestees
even if it's the end of their shift
and engage in long stakeouts.
But city-paid overtime
climbed from about $576,000
in 1994 to about $870,000 in
1995.

• A total of 68 city employees earned total pay
packages of more than $100,000 last year.

"Although only 10 out of 666
city employees made more
than $100,000 in 1995, 68
earned enough in overtime,
special pay, retirement and
insurance to push them over
the $100,000 mark, according
to a list released by the city.
That's four more than made
the list last year. Of those 681 5~
worked for the police or fire
and marine departments, only
four of whom did not hold man-
agement positions.
About 33 police employees -
three more than last year -and
23 fire and marine employees
made the list. A deputy fire
chiefs total compensation
totalled $154,708, just below
the list-topper, City Manager
Kevin Murphy, with $156,430.
City Attorney Bob Burn-
ham's $154,289 compensation
put him at No. 3. Other non-
public safety workers on the list
included mostly department
heads and a few mid-level
managers.
One fire paramedic made
the list at No. 52 with $104,964.
No. 33, a police sergeant who

the region's heavy storms slide

rain into Los Angeles and Orange
counties for much ot this week.
The storm front is expected to
hit by this evening, contihuing
through New Year's Day, says
Mark Moede of the National
Weather Service in San Diego.
"It's a very strong storm sys·
tern,~ says Moede. "I thmk it's
going to be a s1gruficant storm up
and down the coast."
Moede estimates that the
storffi will generate an inch and a
half of rain along the coast to
three inches m the mountains, but
temperatures will probably not
drop enough lo produce snow
There may be a break m the
storm at some point on Wednes-
day, but Moede says there is

Newport Beach police Sgt Mike
McDonough.
He was taken to Hoag Memor-
ial Hospital Presbytenan where he
w ..ts pronounced dead on arrival.
An autopsy revealed he dJed of a
heart attack, according to the
Orange County Coroner's Office.

He is possibly Hispanic. between

His passion for building began with
restoring antiques, followed by building
and designing furnitW'e. "I have designed
about 80% of what I have done," said
Jacques, whose work has appeared in
Home magazine. Some projects have fea-
tured hidden rooms with sliding bookcas-
es -he calls it the "Sherlock Holmes
effect." Jacques isn't content with ordinary
projects. "I always seemed to be getting
the harder projects because I was not in it
for the money," Jacques said. Additionally,
for three years he was the defigner and
builder for the Sawdust Festival in Laguna
Beach. Fresh out of Estancia High School,
Jacques got a loan from the bank to buy a
home on Riverside Place where he lives.
The bank was initially horrified he said
when they learned he tore the original
house down.
FATHE.RS KNOW BEST
In the wake of his divorce eight years
ago, Jacques founded the National Orga-.
nization of Fathers because he felt that
men were not treated fairly in divorce set-
tlements. "My daughters are tlie most
important thing to me in the world," he
said. The Fathers organization doesn't
only receive calls from men. "I get almost
as many calls from woman wanting to
know how to deal with the ex-boyfriend,"
he said.
HAPPILY SINGLE
Although he dates from time to time, he
has no plans to rem.any until his girls are
older. "I want to give the children 100% of
my time," be said, noting he is already on
the alert for older boys honing in on his
daughters. •My girls are 11 and 12 going ·
on 20," he said.

WaveRider and January 1997 of Splash.
He is even scheduled to have a booth to
introduce the one-of-a-kind product at tlie
sixth annual Splash Watersports Show at
the Orange County Fairgrounds March 1
and 2, 1997.

Dad taught his girls how to ride their
own stand-up jet skis at ages 6 and 5. The
family skis year round. When they take
longer trips, he loads up a 43-foot-long
boat trailer he designed and built. "That's
what I like to do one of a kind,• Jacques
says. The trailer canies up to seven jet
skis, a. boat, 300 gallons of gasoline and a
dock box. But when his daughter's jet skis
became dinosaurs, Jacques expanded his
designing and building skills to include a
modified jet ski hull. "I wanted to redo the
stand-up (model) so that everybody could
enjoy it,• be said. It's become a new busi-
ness for Jacques that he operates from a

royal veil. A royal length train fell
from a straight dropped waist.

Watching those children, I
had a strange sense of the pecu-
liar kind of freedom that they
had -one that I would never, or
ever want to, know.
Bombay is huge and very
intimidating. What's more, we've
never seen so many people all
living together and in such horrl-"
ble conditions. Mind you, we've
only been in the relatively

At night, people sleep on
sidewalks, in shop doors, on top
of piles of dirt, urider trees, in
apartment building doors, and
on. the street, their heads fright-
ening dose to th.e passing traffic.
It's a little disconcerting to walk
down a dim street and be star-
tled by the sudden movement of
what looks like a pile of trash,
but turns out to be a human
being.
What keeps this place from
breaking out in riots of protesta-
tion? Religion? Resignation?
I'm sure there are several

In getting ready for the
parade, Wells says there's not
much to do -unless you count
the time she spends on her hair.
And in terms of training -well,
there isn't any.
"Basically they just asked us
to dance. And we know how to
dance, so we'll just do our thing,"
she says.
While Wells wears her hair
'40s-style every day to work and
school, she says she is planning
to do something special with her
answers that the sociologists
give, but that doesn't change the
fact that so many people are liv-
ing a truly desperate way of life
with absolutely no way out The
thought inevitably pops into my
head: 11There but for the grace of
God ... " Very humbling.
Our last weekend in Bombay,
all of this really started getting to
me (one reason we •escaped• to
the Taj Hotel); I was particularly
affected by the sight of a com-
pletely naked baby covered with
flies crawling around its mother
in the middle of the sidewalk.
After spending some time in'
India, one starts to look for any-
thing familiar, ordered, or sensi-
cal to the western mind-set, but
rarely does one find it.

rules. It's a world away from the • .
pace, structure and parameters
of the kind of life to which we're
accustomed.
It's a country with a lot of
social, political and economic
prot>lems, and is often difficult to
travel through, but it is also· a
place of exotic beauty and
charm, often w:ith a great sense
of humot -where something that
might seem ridiculous in another
context makes complete sense in
this one.
What else can I say? Arie and
I saw only a very small part of
India and only briefly, but in that
short time we were both smitten.
There is a lot in India to explore
and discover -we hope to get
back soon to do more of both.

COSTA MESA -The Costa
Mesa High girls basketball team
will be playing defending cham-
pion Westminster tonight at the
14th annual Costa Mesa Winter
Classic.
It will be in the 6:20 p.m . third-
place game, however, after the
Mustangs dropped a hard-fought
66-53 decision Saturday to Capis-
trano Valley, the No. 7 team in
Orange County. San Clemente
hammered Westminster, 64-30, in
the other semifinal and will play
Capo Valley at 8 p.m. in the
championship game.
Capo led the Mustangs, 16-1 1,
after one quarter Saturday, but
the Cougars managed only four
points in the second quarter as
Costa Mesa (9-4) built a 24-20
cushion behind Koo Kim's 10
first-haJ1 points. She would finish
wit?>. a game-high 26 points
(including five three-pointers)
along with six rebounds and
three steals.
The Cougars (8-4) came out

Belanto delivered a blistering
halftime speech that could be
heard in muffled version all the
way out at the scorer's table.
There were some shaken faces
that emerged back on the floor.
"I broke a clipboard and I did
do a little bit of yelling at them,"
Belanto said smiling. "You could
hear me out at the scorer's table,
huh? Wow."
Whatever he said, it worked.
After scoring 20 points the first
half, Capo Valley exploded for 71
in the third quarter to take a 41-
37 lead into the final eight min-
utes.
Jenny Jennings, who played
her junior high school ball at Cos-
ta Mesa with several of the Mus-
tang seniors, hit a three-pointer
with 5:27 left in the quarter to
break a 28-all tie and give the
Cougars the lead for good.
She pumped in nine points in
the quarter and added eight more
in the fourth to finish with 22
points, matching Kim's five treys.
"I finally got rolling in the sec-
ond half," Jennings said. "There
wasn't any extra incentive to play
this game tonight, no. I know a lot
of their players, but the big thing
· was to get the win. Now, we have
to get ready for San Clemente."
Former Newport Harbor
guard, Mary Anderson, con-
trolled the tempo as Capo had a
25-point fourth quarter.
Her attacking and slashing

COSTA MESA-There was something
special in the reserve tank Saturday
night for Estancia High's boys basketball
team, a come-from-behind victory fueled
by unlikely sources.
With Eagle starters Brandon Casillas
and James Dawkins on the bench with
four fouls each, host Estancia poked its
way through Edison's defense and
earned a riveting 61-53 win in the final
round of pool play in the 12th annual Dai-
ly Pilot Coast Classic.
The Eagles (9-4) will host Esperanza
(6-7) tonight at 7:30 in the championship
game.
It's only the second time Estancia has
ever earned a berth in its own tourna-
ment finals in the 12-year history of the
tourney. The only other appearance for
the Eagles in the championship game
was in 1991, when they knocked off
Tustin for the crown.
The Aztecs won their third straight in
Pool B when they beat Corona del Mar
on Saturday. Estancia, Edison and Glen-
dale Hoover all finished 2-1 in Pool A, but
the Eagles advanced. to the title game on
a tie-breaker.
Estancia, led by point guard Selwyn
Mansell's 28 points, came from behind in
the third quarter with backups Evan
Taboada and Gavin Rainey.
Their coach, Rich Boyce, told them
there would be days like this. And their
tum came Saturday night.
"I've told every kid that we need
everyone of them," Boyc;e said. "I've told
them that at some point, they will get
their day in the sun, and Evan and Gavin
had their day in the sun tonight·
Much good fortune shined on Estancia
in the second half. And that was after
Casillas picked up his fourth foul only
1:05 into the third quarter. Casillas stayed
on the bench until 2:31 was left in the
game, but lasted only a minute before
fouling out. '
Edison (7-4) bad built a 32-26 edge
early in the third, and it led, 38-35, when
Dawkins was whistled for his fourth foul.
That's when Mansell went to work
with Rainey and Taboada (three fourth-
qu playing-solid &Upport-
ing roles.
Mansell sank two free throws with
2:39 left in the third to pull Estancia with-
in a point, then he converted a three-
point play with 1 :09 on the clock after dri-
ving through traffic and getting clob-
bered by Edison's Raden Sami in the
paint. Sa.mi is 6-foot-1, 215 pounds;
Mansell goes 5-9, 145.
Mansell's bucket and ensuing free
throw gave the Eagles a 40-38 lead by
third quarter's end. They would never
trail again.
