L essethan a year ago, John Levere's innov-
ative program for local junior high and
high school students -dubbed "La Cue-
va," or "The Cave" -boasted 1,200 partici-
pants.
With headquarters at the Downtown Com-
munity Center, a meager budget, and bound-
less pluck, the Costa Mesa man managed to
provide a second home for teenagers with oth-
erwise narrow social options.
He sought out #the kids that sat in the back
of the class ... the nerds,• and he gave them
d.nces, heavy metal concerts, river rafting
excursions, and bicycle coaching.
Today, La Cueva's membership has dwin-
dled to zero. The teenagers no longer come.
Levere had to cancel a recent out-of-state
canoe trip because only two signed up.
What killed the program -and what contin-
ues to haunt Levere -is the ghost of a young ·
woman named Guadalupe Reyes.
Reyes embodied Levere's noblest aspira-girl," timid and introverted.
who placed third in a national race. Levere
. drew her out of her shell. He taught her how to
ride and coached her despite her family's reser-
vations: she kept her bicycle at Levere's house
so sh e didn't have to bring it home.
1n March 1996, while she trained along a 12-
mile stretch in Dana Point, a car struck her and
killed her. She was 50 feet away from the spot
where she was to meet Levere.
·• Levere took it personally. The death cast a
shado~ he has never escaped, and La Cueva
collapsed as parents grew skittish about
enrolling their children in the program.
"She was a local little idol to some of these
kids," said Levere, 40. "She was good at what
she did and kids were looking up .... Everybody
knew her. Everybody liked her. The accident
happened and that made the parents say, 'No, I
don't want my kids to do it.' After the accident I
lost all those kids."

Newport Harbor Area chamber may sell building
• Chamber officials say
they've received offers,
and are looking at
streamlining operations.

NEWPORT BEACH -The
Newport Harbor Area Chamber
of Commerce, while starting off
the year with the goal of stream-
lining its operations, is looking
into selling the Jamboree Road
building its members worked
so hard to
purchase 20 years ago.
Chamber President Richard
Luehrs said the chamber was
not considering selling its build-
ing at 1470 Jamboree Road until
recently. The chamber had been
trying to r~nt out the building's
vacant upper level when it
received two sale offers, he said.
"Twenty years ago people
really stuck their nee.ks out to
put together a building fund,"
he said. "We haven't forgotten that. ..
He declined to say who had
asked to purchase the building.
He is still researching the idea to
determine an asking price, be
said. Then he'll present it to the
chamber board of directors.
"If you said, 'I'll give you $10
million for it,' we'd sell it in a
heartbeat," Luehrs said. "We
didn'lput it on the market to sell
it. Any time anybody presents
us an offer, we're going to con-
sider it."
Luehrs said finances are
often tight at this time of year.
Luehrs said as of Nov. 30 the
chamber's $33,751 budget. for
1996 fell only $1,961 short.
He said he expects to make
up the shortfall with the Jan. 17
Christmas Boat Parade Awards

should generate more than
$40,000.

man Dan Marcheano, who will
take over from Rush Hill as
chairman in May. agreed that

sale idea if it seemed like it
would help the chamber's
finances.
"We would do anything we
can to inaease the MVenue, •
said Marcheano, who owns The
Arches restaurant. "If it was to
my financial advantage to sell
The Arches, I'd do the same
thing."
The chamber is also working
to increase membership, Luehrs
said. It recently hired aa addi-
tional membership sales man-
ager, Amy Gould, in addition to
its membership director of 10
years, Jim Villers.
Luehrs said the chamber will
not fill the finance director posi-
tion left by Jennifer McCall.

Newport-Mesa Unified high schools
may soon be competing for state gran~ to
pay for computer infr~tructure and hard-
ware.
A $1 billion Digital High School Init:m-
tive, announced by Gov. Pete Wilson Mon-
day, provides $50 million in first,year fund-
ing grants for 100 California lugh schools.
Hall the money for the mitiative would
come from districts in matching funds.
Schools chosen would have to match
the.$300 per student average daily cltten-
dance ~ding with money or technology
that could be donated from private indus-
try.
Marian Bergeson. secretary of educa-
tion forthe governor, said the program was
wholly volwttary and the state funding
came from Proposition 98.
"We're expanding the focus on the lugh
scbools because high school students are
those that are facing the JOb market."

neurial principals and I know they'll be
interested in competibve grants."
Trustee Wendy Leece also believed the
matching funds program could tiP. into pri-
vate donations.

ity are some of the firm's strengths,
she said.
The project is worth about
$400,000 to the chosen architec·
tural firm, said Carolyn Stocker,
executive director of business ser-
vices and auxiliary operatio~.
The district purchased the 10.87-
acres Newport Coast parcel for
$7 .1 million last June. Grading for
the building~ will begin this
spring, Stocker said.
The trustees said they still have
plenty to discuss about the criteria
piey want to use in making a deci-
sion and how they will continue
the process.

in preventing child abuse.
Volunteers will work with fam-
ilies prone to child abuse, teach-
ing family parenting and commu-

were rescued after they found

to scale a 50-foot cliff on Saturday
afternoon above Pirate's .Cove,

Armando Gutierrez, who is in
his early 30I, and his sons -Chris,
1, and Vktor, 11 -were attempt-
ing to ~b the cliff to reach a
park up above, but got stuck
about half-way up, said Newport
Beach Fire and Marine Depart-
ment U . John Blauer.
•They reached a point where
they couldn't go up safely and
they j:e>uldn't get back down safe-
ly," Blauer said, and noted they
began yelling for help.
Firefighters arrived around
12:25 p.m., lowering themselves
on ropes to pull the"4mlly to safe-
ty. The rescue took 40 minutes.
Blauer said the cliff is used
commonly by experienced rock
cllmbers, but said the family
attempted the feat without expe-
rience or equipment He said they
were looking for a short-cut to the
park above.
"There's always the possibility
they would have gotten up on
their own, but that's highly
unlikely -partk:ulariy with a cou-
ple of young kids,• Blauer said
•There have been people who
have fallen from-the cliffs there
and died."
Theriot enters 'not guilty'
plea in. spousal abuse case

Monday, entering the plea to Har-
bor Municipal Court by phone.

For a seemingly law-abid-
ing area, Orange County
always seems to be
plagued with overcrowded jails.
Currently, the big flap is about
plans to enlarge the James A.
Musick Jail to relieve the over-
crowded Main Jail.
I have previously WJitten
about the old Newport Beach
one-c.ell jail into which 50 to 75
~were jammed on Satur-
day nights during Balboa's
honky-tonk era. It wasn't quite
as overcrowded as the Black
Hole of Calcutta but it was
made considerably more
uncomfortable when all the
drunks began to throw up.
While Newport Beach was
having crowded jail conditions
one night a week during the
summer season, Orange County
was having the same problem
on a 360-a-day-per-year basis.
The old Orange County Jail
was a small building originally
built to hold 300 prisoners.
Most of the time it housed
approximately 900 to 1,000 lost
souls. -
Theo "Budge" Lacy was the
jailer. No matter who was sher-.
iff, Budge Lacy stayed on as
jailer. No one else would have
the job. It was a nightmare ..
But Budge Lacy was a com-
pletely un.Oappable mAn. He
was .obviously sitting on a tin-
derbox or a time bomb, but
nothing ever seemed to worry
him.
Amazingly, there were no
riots or major disturbances dur-
ing Budge's tour of duty. Ob, I
don't mean to say ~t serving
time in that dreadfuD:y over-
crowded institution wis a walk
in the park. Par from il Budge
had problems, lots of problems.
You can't jam 900 to 1,000 men
into a place built with accom-
modations for 300 without prob-
lems.
Budge had one e.scape hatch
-work gangs. Not the Deep
South picture of shackled pris-
oners in striped unifonns being
watched over by mounted red-
neck guards carrying-\30-30
rifles. Rather, Budge's gangs
were eager, well-behaved, trou-
ble-free, They were so glad to
get out of that jail they looked
forward to time on the work
gangs with a real pleasure.
One gang ran '1le laundry

Another cleaned up dog doo
doo at the county pound.
Another kept the Orange
County parks so clean you

could eat off the paths and
trails. Others went wherever
there was an emergency -fires,
floods, big surf beach erosion -
you name it, the Orange Coun-
ty Jail work gangs were there.
No one ran away. Those prison-
ers were so glad to get out of
that jail you couldn't entice
them away from their work
gangs. ·
The real problem arose with
prisoners waiting trial. They
couldn't go out on the gangs.
They had to spend all day and
all night crowded into over-
crowded cells. Fights, assaults
and even killings occun:ed.
I remembei trying two mur-
der cases jUiling out of one cell
holding prisoneB awaiting trial.
l would take the jury over to
the jail to observe the scene of
the oime. The jury and I would
look into a cell built for two
men and see nine men jammed
in, three on ea.ch of the two
bunks built for one man each,
and the rest jammed together
. on the floor.
I remembei one case in
which there were 1 \ nien in the
cell. I asked Budge if hi:! had
ever thought of using meat
hooks and hanging the prison-
ers from the wall. With a grim
smile, Budge allowed as how
the idea had crossed his mind.
The authorities tried. to get
bond issues passed for a new
jail, all to no avail. Finally, they
set up a special assessment dis-
trict and built a big new jail.
Somehow, that big new jail
·was inunediately overcrowded.
So too were the annexes, the
James A. Musick Jail and the
Theo Lacy Jail. Maybe Orange
County isn't quite as law abid-
ing as I thought.

COSTA MESA -The City
Council o.n Monday postponed a
study proposed by the Library
Services Committee that would
look i.Dto the feasibility of making
major changes to current library
operations.
The three-month study, which
is estimated to cost about $15,000,
would determine whether the
community supports changes to
current library services operated
by the Orange co'unty Library
System and find community
members willing to help fund
·some of those changes, said
Eleanore Humphrey, chairwoman
of the committee.
Councilman Joe Erickson said
he is not in favor of spending
$15,000 for a consultant to do a
study on behalf of the city. He
said the role of the committee is to
do the job of the consultant and
make recommendations to the
city.
"They (the committee) have
saved us money with their exper-
tise," Erickson sai<l.
The council voted to indefinite-
ly suspend the study, which was
suggested by Councilman Gary
Monahan. Mayor Peter Buffa was
absent.
Additionally, the council did

Former City Councilwoman
Sandy Genis urged the council to
continue all its efforts on behalf of
the library.
"1 don't think we have seen the
last of the county cutting back,"
Genis said.
In November, the council
decided to remain in the county
library system for another 18 to 36
months and extended the com-
mittee's tenure for an additional
six months. •
The committee's work recently
helped reinstate Sunday library
hours at both city branches for the
first time in 18 years.
On Sunday, the city's two
branches of the Orange County
• "It was fairly
quiet, " said
Nancy-McQuil-
lan, librarian for the Mesa Verde
Branch Llbrary. "We had about
110 people. It takes time to get
the word out.•
The libraries operate on Sun-
day from 1 to 5 p .m. with about
h.a1i the staff they use on regular
shifts, she said.
When the council approved
the Sunday hours in November it
also voted to extend hours at both
locations on Thursday evenings
until 9 p.m. Additionally, hours
have been cut on Tuesday,
Wednesday and Thursday morn-
ings to accommodate the evening
hours. ~
This year's $659, 778 city
library budget provided an addi-
tional $68,547 toward improving
its library services.
In other council news, the City
Council continued the formation
of the proposed assessment dis-
trict for another 60 days. The
recent passage of Proposition 218

The series, formerly known as
the Grand Masters, is for players
over 60, or Super Seniors. Only
21 of 40 tournaments this year
will host a Super Seniors event.
"We feel very fortunate that
Big Canyon was considered to
host this event, because it's a fine
facility and it's close in proximity
to Newport Beach Country
Club," said ISM's Paul Bartelt,
assigned by tournament director
Stephen Wagner to inanage the
one-day Champions Pro-Am
(March 13).
"By having the even' at Big
Canyon, it keeps the tournament
focused in Newport Beach and it
certainly makes it convenient for
the players."

officials have been quietly
optimistic about Arnold Palmer
playing in this year's event.
Palmer, who rarely plays in
Senior Tour events anymore,
hosts the PGA Tom's Bay Hill
Invitational each year at the Bay
Hill Club in Orlando, Fla., a golf
course Palmer designed and
owns. ·
The past two years, that's
been the reason for Palmer not
coming here for the Toshiba
Senior Classic.
But this year's Bay Hill
Invitational is a week after the
Newport Beach event, and the
Senior ToUI has two weeks off
before coming here, a factor
whicb·could entice certain
megastars (i.e. Palmer and Jack
Nicklaus) to play here. But don't
count on it.
