Residents put stop sign
on. speed· limit increase

• City plan to raise limits from 25 to 30 mph on 11 streets creates uproar.

NEWPORT BEACH -Resi-
dents enraged over a city propos-
al to raise speed limits in their
neighborhoods showed up at City
Hall Wednesday to drive their
point home to the traffic affairs
committee.
City officials found out last
month how seriously residents
take their streets' speed limits
·when the council first reviewed
the proposal. The Public Works
Department recommended rais-
ing limits from 25 to 30 mph on 11
streets.
When residents of some of
those streets got wind of the idea,
they came out in droves to oppose
it. They called and wrote council
members, who asked the traffic
affairs committee to review the
six streets whose residents
protested.
The committee, made up of
five city staff members, discussed
the idea Wednesday afternoon
with 17 concerned residents.
After two hours of residents' com-
ments, the committee decided to
meet with repr~sentatives of each
street individually before making

has spent more than $4,500 on enrollment
alone -plus an undetermined amount on
travel expenses -for five trustees to attend
special classes that teach them leadership
skills.

T he Orange Coast College
cheer squad will attempt to
break another state record
by trying to win first place for the
second year in a row at the Univer-
sal Cheerleading Association
National Championships this
weekend.
OCC's co-ed cheer squad and
the dance squad, which placed
second Lut year, are perfecting
their moves for the national com-
petition on Jan. 11 and 12 at Walt
Disney World in Orlando, Fla.
The cheer squad became the
first California community college
team to win the national cheer·
leading title ~t year and this .was
the first national finals competition
OCC participated in.
"Right after we went off the
floor we knew we did our best,"
·said Costa Mesa resident Tricia
Salvo, team captain of the cheer
squad.
This year's cheer squad consists
of 16 members and the dance
squad has 12 members.
Lodging and airfare for the
cheer squad was paid for by the
Universal Cheerleading Association

the two-day, 10-
hour classes is $935
to $965 per board
member and paid for by the district.
1n addition to that, the district covered the
trustees' travel costs, which added up to as
much as $1 ,808 for one board member.
The classes are-offered in Newport Beach,
Irvine, Sacramento and Ontario, among other
sites.
Stokes said the classes provided her with
important training about school board respon-
sibilities and attitude.
M It really helped me understand the role of
a board member and how to present my mate-
rial to the public," Stokes said. Mlt allows you
to see different points of view."
Trustee Wendy Leece said she had not tak-
en any of the classes, but was planning to
enroll and to only take ones in the area.
New Trustee Dana Black bas not had the
opportunity to take the classes yet.
Taxpayers also foot the bill -including
registration, hotel and travel costs -for school
board members who attend the annual Cali-
fornia School Board Association convention,
where seminars on similar topics of leader-
ship , curriculum trends and school finances
are ottered.

24-year police veteran and former Officer of the Year
. D_ennis Cost retires from Costa Mesa force

C OSTA MESA -Casting around
for a career in his mid 20s;Dennis
Cost knew be wanted to avoid
one thing: Boredom.
He succeeded. The jobs he's held
dw:ing his 24 years with the Costa Mesa
Police Department include beat cop,
hdmicide sergeant, SWAT team m ember,
and helicopter-patrol supervisor. In 1988
he became Lt. Dennis Cost.
But after a long and varied career,
this week marks his retirement from the
department. And tonight he'll attend a
going-away dinner at which his col-
leagues get to •roast" him.
Cost, 50, has made fumbling attempts
to write a speech for the occasion, but
he said he's given up and will resort to
ad-libbing.
"I start thinking of what I'm goU:ig to
say and I get a little gooey,* he said,
noting he'll miss the camaraderie at the
department. •1 don't want to stand up
there and blubber .... You have a special
relationship up there."
An Oklahoma native who now lives
in Lake Forest, Cost was president of his
class at the Golden West College Police
Academy. He joined the Costa Mesa
force in 1973 after a stint as a mail carri·
er and a member of the United States •
Marine Corps Reserve.
In the 1970s he pioneered the on-
sight police detail at South Coast Plaza.
As the former president of the Costa
Mesa Police Association, Cost bargained
successfully for improved payment
packages for the city's policemen. His
efforts twice earned him an Officer of
the Year award.
•H e's probably one of the most intel-
ligent policemen I've ever met," said
Chief Dave Snowden. "I can't think of
any bad adjectives about him."
Capt. Rick Johnson described Cost as
"one of those guys that can do just
about anything he puts his mind to,*
and noted his popularity with patrolmen
did not diminish as he rose thro~h the
ranks.
In the early 1980s Cost exhausted all
his sick-time to take a six-month sailing
trip with his family to Acapulco and
back. He built the 44-foot boat himseU
in his back yard over the course of nine
years.
He said he plans to do more sailing in
his retirement, along with a steady regi-
ment of swfinv.-biking, andttennis. _
Cost said his years on the force have
made him more conserv(ltive.
"I've seen the negative effects when
people violate other people's rights," he
said. "You become an empathizer with
the victims, not the crooks. You hold
people responsible.*
Of all the cases he's handled, one that
stands out starkly in his memory
involved lf grisly murder from the 1970s.
He recalled being the first policeman on
scene and having to confront the vic-
ti!n's "honibly distraught• mother.
"I tried for minutes to try to figure out
something I could say to this woman
whose daughter had just been mur-
dered." he said. "Sol told her, 1'm sorry,
your daughter has been killed.' She lit-
erally collapsed on the-ground and was
convulsing ... That really drives it
home.•
Asked how he wants to be remem-
bered at the department, he said, ·rd
just like people to think that I earned my
money while I was here."

Trustees to check out architect
candidates' campus designs
NEWPORT-MESA -The
school board Tuesday narrowed
down its list of architects for the
new Newport Coast elementary
school
1Wo groups of three board
members will visit and rank
school · sites designed by
Dougherty + Dougherty, Perkins
& Will and WLC Architects next
week.
Chapman Hills Elementary in
Orange and Garfield Elementary
in Santa Ana were designed by
Dougherty + Dougherty.
Perkins & Will designed Coy-
ote Canyon Elementary in Ran-
cho Cucamonga and Mango Ele-
mentary School in Fontana.
WLC Architects were respon-
sible for the look of Ben Franklin
Elementary in Riverside and
Ontario Center Elementary in
Ontario. .
The board will conduct fol-
low-up interviews with the
architects at 6:30 p.m., Jan. 21 at
Harper Community Center, 425
E. 18th St., Costa Mesa.
The board plans to vote on the
architects Jan. 28.
The search for an architect for
,,. ..
the future Newport Coast school
-the first new campus built in
the Newport-Mesa Unified
School District in 22 years -
drew several dozen interested
firms, many of them apparently
lured by the scenic locale.
The project is worth about
$400,000 to the chosen architec-
ture firm.
The district purchased the
10.87-acre Newport Coast parcel
for $7 .1 million in June. Grading
for the buildings is expected to
begin in March or April.

Beachgoers back in business
NEWPORT BEACH -Surfers
and beachgoers can have the
eptire city beach back to them-
selves now that a month-long
sand replenishment project is
done after some delay.
Workers fulisbed the project for
good on Friday, one month after
they were scheduled to finish. The
work, originally slated to begin
Oct. 29, did not begin until Dec. 1
because the crews were tied up
on another project in Seal Beach.
The workers moved sand from
built-up areas of the beach to
eroded areas. The project's plans
originally called for the entire,
beach to shut down, causing an
uproar among local surfers. But a
portion of the ~ch between
52nd and 56th ireets remained
open to accomodate surfing dur-
ing the work.
Said Marla Matlove of the Pub-
lic Works Department, •Every-
thing went according to plan. It
looks just great.•

Those were the same good
old days when you could so sim-
ply and clearly direct friends to
your house. "Just come down
the 405 till you see the sign that
points you to the 73 (or 55) :--it
says Corona del Mar (or New-
port Beach) -bear left (or right)
and ... "
Reader Ray Brock wants to
know, "What happened to New-
port Beach and Corona del
Mar?" Best I can figure, Caltrans
is holding them hostage.
"Prior to the completion of the
(San J oaquin Hills} Toll Road,"
notes Ray, "motorists heading
south on the 55 Costa Mesa

Beach was straight ahead and
Corona del Mar was reached by
taking the transition road to 73
South. No morel Signage as far

cates SJHTR. -
Ray adds: "Please take the
time to drive these routes, Fred,
and perhaps you can imagine
the confusion of friends and rela-
tives who have been visiting our
family in the same location for
the last 20 years."
I drove said routes Tuesday,
Ray. Dumb.
For examp1e. coming south on
the San Diego Freeway from .
Euclid in Fountain Valley, one
passes three signs indicating
escapes to Huntington Beach
and Costa Mesa.
Then comes the big overhead
sign indicating "San Diego" and
"SJH Toll Road." Then signs for
"Fairgrounds,• "Orange Coast
College" and "Pairview. •
Next w another big overhead:
•73 to SJH Toll Road" it says on
the left, "55" on the right. Not
only is there no directional refer-
ence to "Newport Beach" on the
"55" side of the sign, you can
see where it used to be but has
been painted over!
The next sign is identical to
the one just mentioned.' There's
a "PC)lk and Ride," th~n three
m.ore big overheads guiding
motorists to the mysterious
"SJH" (never spelled out or
explained) or the equally baf-
fling "55."
1 ijlink it is safe to assume tha~ot every vehicle that comes
wheeling down the Costa Mesa
or San Diego freeways is seek-
ing "SJH." All of which leaves
one wondering, who's supposed
to be served by directional signs
-motorists? Or SJHTR?
Hey, if you can convert part of
what has been for years a public
road (i.e., Newport Coast Drive)
into a private toll road, who's
going to quibble about taking
over directional signs.
Or, in the case of that last (or
first, if you're going south) bit of
Newport Coast Drive, not having .
any signs to point out that there

toll.
The unmarked tightwad route
is no substitute fox what was -
and should still be -a free,
public road. It is neither direct
nor convenient. It z.i.gs and it
zags, hence its not-so-fond nick-
name, "Mark of Zorro." But it is
free and should be at least as
well-marked as all the routes
lµring the motorist from Newport
Coast onto the SJHTR.
Good grief, if you drive from
Tijuana to Ensenada, there are
signs pointing out both the free
inland route (Libre and the
coastal toll road (Cuota. Seems
we should be able to do as well.
I tried to ask Caltrans about
the "Case of the Disappearing
Cities, -and the other relevant
questions raised herein today. I
had not heard back as of dead-
line time Wednesday.
So I'll cl~ with these perti-
nent and eloquent words from
Native America, via Glen Lin-
denstadt of Corona del Mar:
"Only when the last plant has
died, the last river poisoned, and
the last fish caught, will you
realize that you cannot eat mon-
ey."

teers to work with at-risk families
in preventing child abuse.
Volunteers will work with fam-
ilies prone to child abuse, teach-
ing family parenting and commu-

required to be graduates in
order to be eligible for the Hall

marks is designed to enhance town's image.

Jim Barrett thought it · was
about tlmt! Costa Mesa stopped
taking second-billing to Newport
Beach.
So he contributed what he
could to the cause of promoting
Costa Mesa's classiness. The
local publisher, who has lived in
both cities, printed an 8-by-10
calendar featuring full-page,
watercolor paintings of Costa
Mesa landmarks and businesses.
"Everybody's always talking
about Newport," said Barrett,
who runs Barrett & Barrett Pub-
lishers out of his Newport Beach
home. "But Costa Mesa is nice,
too, if you look around."

for the past four years. This year,
he took on the Costa Mesa pro-
ject instead. •
Costa Mesa Mayor Peter Buf·
fa, who wrote an introduction to
the calendar, applauded the art-
work, done by three local artists.
"When 1 saw the en'd result, I
was 'bowled over," Buffa said. "It
gave me some new appreciation
for some familiar sites, and it's at
no cost to the city.•
Each of the 16 businesses pic-
tured -one for each month, Jan-
uary through April 1998 -spon-
sored the page on which it's pic-
tured. The calendar book fea-
tures impressionistic renderings
of the Orange County Perform-
ing Arts Center, the original
Irvine Ranch Market and Nabers
Cadillac among others.

Chamber of Commerce, and
asked them to be part of the pro-
ject.
"They liked what they saw in
Newport,• said Barrett, a 35-year
·resident of the Newport-Mesa
area. "I hed to go to 16 montbs
instead of 12 because there was
so much interest."
Local artists Carole Callahan,
Richard A. Kent and Tuba Whit-
ney painted the pictures for free
to get <the widespread exposure,
Barrett said.
•Also, some of the landmarks
have bought the original from •
the artists, which is good," he
said.
He is now hoping to organize
a reception where the artists
could sign copies of the calendar.
The pictured businesses and
the chamber are distributing the
15,000 free calendars. Barrett
said the entire project cost more
than $40,000 to print -all paid
for by the corporate sponsors.

the advertising opportunity it

very i,nterestlng to be in Israel
after having met' with many·
Jewish conununitles around the
world and having followed the
country's political situation on
CNN and in the foreign press.
We found that the biggest prob-
lem Israel faces, aside from the
troubles with the peace process
and international affairs, is the
widening rift between the coun-
. try's "secular" and "religious"
. Jews.
There seems to be no room
for reasoned dialogue and if
-there is, one rarely hears of it
• happening. We found many peo-
: ple are now more worried about
: a civil war than they are about a
; war with any of the neighboring
11 countries.
: Yet there is certainly still a
' division between the Arab and i Jewish populations -we could
• feel the tensioo as we walked
: around East and West Jerusalem t and in the Old City. And ! although there are no physical i barriers or lines drawn,

national high-tech companies
are being drawn to the city and
new hotels, a convention center
and large marina are under con-
struction. Haifa is an interesting
and livable city that often gets
unjustly overlooked by visitors to
Israel.

the Performing Arts Center, but
mstead from the talented troupe
of gorgeous gals and handsome
men rehearsing their hearts out
for the upcoming Children's
Hospital of Orange County Fol-
-lies. The ladies were very busy

will take the county by storm for
two performances only on Feb. 7

Gary McArthur spent·a year trav-
eling the country to find the per-
• feet bagel. He said the best bagel

wasn't m New York or anywhere
else on the Bast Coast -it was ·in
~ Boulder, Colo.
t . McArthur brought home his ~ new-found recipes' and opened
his first store in Tustin, where
most of the bagels are still made.
Now with four more stores -two
in Newport Beach -and a
booming wholesale business,
! McArthur's bagels have become
Orange County's hidden treasure.
Bagel Mel lives up to its name
. in more than one way. Besides . -

having more than 25 kinds of
bagels to choose from, including
very berry, sourdough and whole
wheat glazer, the bagels are soft
and chewy and pack~ with fla-
vor.
The cheese and Jalapeiio
bagel was very hot, almost to the
point where you have to take a
sip of water to try to diffuse the
pepper's intensity. And being the
jalepeno lover I am, I decided to
smooth a nice layer of Jalapeflo
cream cheese on top -WOW! I
thought my mouth was going to
burst into flames.
• For those who love donuts but
made a sincere New Year's reso-
lution to cut the fat out of their
diet, the glazer bagel is the per-
fect remedy. It tastes like a glazed
donut with sugar and cinnamon
on top, but with no fat. I normally
steer clear of sweet bagels, but
this one was delicious.
McArthur said the glazer is his
No. 1 selling bagel, even more
popular than plain.
I couldn't quite acquaint
myself with the chocolate chip
bagel -I aly,rays thought choc~
late chips belonged in cookies ~
but for chocolate lovers, I suppose
it's a good way to satisfy a sweet
tooth.
The pwnpkin bagel, which
McArthur sells all year long, was
tasty and sweet and the blueber-
ry bagel was loaded with fresh
big blueberries.
The rye bagel was flavorful

I think it is really a shame
that they are killing the squirrels
and the bunnies and all that
stuff. I do a lot of mountain bik-
ing back in there and the fact
that these people can come in
and because those animals have
all been back there and the
ramifications of killing the squir-
rels and then the rabbits which
filters down to all the total food
chain up there.
Th.is should not be done and I
feel very strongly about that. If
more information is needed then
I would be willing to really get
involved in trying to keep that
from happening.

would assume that over a long
period of time they will die too. "
Then of course there will be
someone else to blame.
Why don't they just live in a
bubble or pave the entire green
belt around where they live and
put up an electronic fence that
leaves everything out except
them? It is the real world and
they should try to live in it.

I just wanted to comment that
I get really tired of hearing
about all these people who
move into the wilderness or wild
areas and as soon as they see an
animal they have to exterminate
them all.
I'm sure the animals had felt
the same way when they were
moving in. As far as wreaking
havoc on a neighborhood, that is
really hard to imagine how
squirrels and rabbits can do

I understand that they are
prolific and can cause a lot of
droppings, but if they only eat
vegetable material the drop-
pings go away pretty quickly. As
far as the comment of the exter-
minator saying that
they will only kill
squirrels, I don't
see how ..
I am pretty
familiar with this
pesticide
and
even
though he admits that the rab-
bits that eat the bait may
become casualties as well, the
poison doesn't differentiate rab-
bits, mice, squirrels, wha tever
eats it.
And as far as how it won't
hann household pets, I think if
you did a little investigation you
would find if any animals eat
tlle animals that have been poi-
soned that this poison builds up
in, they will die too, including
.clogs, cats, hawlss, coyotes, any-
thing else that eats them, small
children whatever.
The excuse that it is just
another part of development, if
these people don't want to have
wild animals around their house
why don't they move to the city
and get out of that area?
There is really nothing
humane about this and I really
wish these people can just learn
to live with their environment
instead of just destroying it.

I'm a licensed falconer and I
have to travel hundreds of miles
away to fly birds so that I can
catch rabbits. And it is very diffi-
cult because the areas are get-
ting very small and rabbit popu-
lations are increasingly smaller
too.
My question is if a hawk or
coyotes catches those rabbits or
squirrels, that poison stays with
them and it is cumulative poi-
son, it will stay inside and it will
build up.
So it is going to take out
some of them. I'm sure it is
going to cause some mortality
among predators as well and I
don't think they are addressing
that.

1 live across the street from
the Montserrat development in
the San Michel development
and I am on the board of direc-
tors for San Michel.
This is the first I have heard
that Montserrat is going to kill
bunnies and squirrels. I have
lived here two and a hall years
and have yet to see a squirrel.
The bunnies are very cute.
Everybody loves them and
they don't cause any problems
whatsoever. I can't imagine that
200 yards away, across the
street, they are having a horrible
ordeal with bunnies and squir-
rels. I would think that they
could have given the courtesy of
the other developments in our
community by as~if we are
having the same ems and
seeing what others might be
doing about it.
This is something that is just
not a Montserrat problem and I
don't think they have the
authority to hire an exterminator
for something that is going to
effect the rest of the community.
I actually believe it is a non
issue. The rabbits are not a
problem. I'm shocked and sad-
dened and can't believe they
are doing this.

J think it is a stupid idea that
the neighbors don't want to put
up with a few rabbit pellets on
their sidewalk and they are
going to kill off all these little
bunnies and squirrels who have
lived here a long time before the
residents did.

ty in the local open areas
and I think that there

should
work
harder to

Squirrels have coexisted in
neighborhoods all through-
out the country and the
world for years without any
problem and actually enhanced
the area. The rabbits would be
the same way.
It seems to me if you want to
live in the country and live in
the hills of Newport Coast, part
of that natural environment are
these squirrels and rabbits. So if
you don't like that, it seems to
me that you should not live
there and leave rather~an kill
the rabbits and squirrels.

When we went to Venice,
Italy they had the problem for
many years with pigeons in St.
Marks Square and they were
explaining to us that what they
had done was put something in
the pigeon food that causes
them to be sterile.
And this found to be very
successful. You can imagine
bunnies getting sick and dying
in people's yards and of various
locations, not to mention what
that might do to increase the
problem of coyotes and other
predators in the area.
We had a problem at our

know the5e are larger animals,
but it seems that there definitely
should be a more humane
method of controlling the popu-
lation.
Surely they don't want to
eradicate it because it does
upset the natural area. It seems
somebody ought to look into

horrible death by bleeding from
every orifice.
. · These people have enough
money to do the job correctly,
which would be a trapping
and relocation program. Or
they could learn to live in har-
mony with their natural envi-
ronment, since they chose to
live in what has been wild
land that which continues to
support wildlife.
The coyotes can find natural
prey such as the rabbits and
squirrels or the coyotes can
start feeding on the good peo-
ple's house pets if the rabbits
and squirrels are unjustly ellin-
inated.

What I thought was kind of
selfish and interesting was that
one of the main complaints was
that rabbit pellets were getting
in the shoes of some of the resi-
dents.
I thought that short-sighted
behavior would just most defi-
nitely coincide with their inabili-

then. the coyotes will have no
resolirces, but to kill the resi-
dent's pets.
Hopefully that will give them

M y letter is in-response to
honest John Hedges Jan.
4 column. The one that
he carelessly refers to as Right
Stuff.
In the column the former
me\Y,or chooses to whine about
some of the awful things that
people have said about him in
the. past year. Someone referred
to him as lacking class and
grandiose (that'd be me.)
I then expected him, in the
interest of rigorous honesty, to
let the reader know why those
things were said. No such luck.
Allow me to fill in the blanks.
Hedges was speaking about
the effect on a neighborhood
when recovery homes open up
on the street, a perfectly legiti-
mate issue. He spoke of these
homes as loony-bins, In this case
I think it was a program for
those fighting an addiction to
gambling, It could have been a
house for those struggling to
overcome alcohol, drug, o r

As a current member of the
Orange County Chapter of The
National Council on Alcohol and
· Drug Dependence, and as some-
one who has spent much of the
past 25 years employed in vari-
ous treatment facilities through-
out the country, I have some
working knowledge of the
needs that troubled people mdy
have ... and being referred to as
loony isn't one of them.
One of the books residents of
these homes are often asked to -
study is called "Search for
Serenity," by Lewis Presnall.
In the first chapter Presnell
makes these points. "Life deals
more rigorously with some than
others. There are a few fortu-
nate people who will go
through life without ever facing
any crisis severe enough to
make necessary such a radical
choice. Because life has dealt
with them rather gently, they
will perhaps Imagine they are
stronger than those who have
been pushed to the border-zone
of sanity. Until a major crisis
upsets the apple cart of their
lives, such people may feel a
certain superiority to those
whose collapse has led them to
the mental clinic., the alcoholism
treatment center, or to co nsulta-
tion with a psychiatrist. They
may smugly say to themselves
that it can't happen to them."
In bringing this up a second
time Hedges it appears you
blew your chance to simply say
it was a dumb way of trying to
make a point. Instead it was re-
hashed in a flippant manner. I
don't know about you Hedges,
but I have a list of things as
long as my arm that I wish I
hadn't said. That's all you need
to say, then we can all relate to
you.

competition, Groot said she is

Newport Harbor, led by senior

Evarts, pinned a 46-44 defeat on
the Warriors, while the current
crop of prep seniors were likely
home doing their eighth-grade
homework.
The Warriors wowid up shar-•
ing tQe league title that season
with the sauors, but claiJtled the
last three outright, building a 40-
ga.me league winning streak in

The 40-game skein is 10 more

The tour's list of

So does Callaway,
which has enjoyed a
huge swell in the
value of its stock the
past two years, but
nothing compared to
the gains of its most
. visible senior client - Colbert.
Colbert and his floppy Callaway hat go together like
coffee and bagels, BMW's and sunglasses. His strut on
the goll course irks some people, but that's mostly
because of an old back injury. The way Colbert flips his
collar up also frazzles fans.
"I'd admit to being self-confident in the long run,·
Colbert said at Newport Beach Country Club earlier this
week. "Guys can be cocky, but not arrogant. I guess I am
(cocky), but I'm not arrogant.
·Arrogance is a whole different thing. I have lots of
confidence in general, but I think I'm a good person, and
I show my emotions. It's real easy to tell how I'm doing.
Even when I'm walking down the street, I still try and be
a nice person:
"When I was on ESPN and covering goll, I talked
about how it was an emotional game, and bow fans like
to see that. Normally what players do is tip their hat to
the' fans -now that's arrogant.•

me a little around greens, and
