MARC MARTIN I DAILY P1LOT El Toro suit ! should fuel controversy· By Jennifer Armstrong, Daily Pilot Newport Beach leaders said only lawyers will benefit from a lawsuit filed Thursday by eight South County cities challenging a county report that (avored making a commercial airport of the El Toro Marine base. Local anti-airport leaders said the suit, filed in Orange County Superior Court, will only further the rift between Newport Beach and South Coun- ty. They also called for more teamwork to resolve the issue. The county Board of Superv150rs last month vot- ed to pursue plans to ·- convert the El Toro Marine Corps Air Sta- tion into a commercial airport when the Marines leave in 1999. Newport Beach resi- dents pushed the idea as an alternative to expanding John Wayne Airport, but South County residents fear disruption of their quiet lifestyles. But he said the eight cities -Dana Point, Irvine, Laguna Niguel, Lake Forest, Laguna Beach, Lagu- na Hills, Mission Viejo and San Juan Capistrano - had to make good on their earlier threats to take the county to court if the report was approved. The cities, all members of the anti-airport El Toro Reuse Planning Authority, voted last month to file ~e suit. Prager announced Thursday that Crowley will move to The Ritz by the end of the month, becoming general manager and partner at the legendary restaurant ori Newport Center Drive. Por the past five years, Prager, 67, has been actively searching for the right person to take on the day-to-day management decisions of The Ritz. . This year, The Ritz will .celebrate its 15th year in its present location in Newport Center. The restaurant is con- sidered a mainstay of Newport's social scene and the Pragers have overseen hundreds of benefit dinners within its luxurious walls. Five Crowns restaurant manager Phil Crowley is leaving bis position to 'work ~~r The Ritz. The Ritz will be opening a garden patio dining room in an area adjacent to the main building in April, one of the many projects Crowley will be involved in. extensive training and experience with Los Angeles-b~sed Lawry's Corp., owner of F.ive CroWQi. Crowley, like Prager, has worked in the restaurant business since bis teens, primarily in Sacramen~o. He joined the Lawry organization in 1977 and is thought to be largely responsible for the success of Five Crowns. "(Crowley) is the best -an extremely talented manager ... " Prager spent 10 years with Lawry's before setting out on bis own. He was executive chef and general m~ager of the chain's specialty restaurants and spent time at Five Crowns in 1968-69. Schools closed out 1996 in festive mood Andersen Elementary For Christmas, Andersen School's students adopted five families. Many students donat- ed $5. That was just enough for the Student Service Coun- cil members to go to Target, divide into groups, and shop for children in need of clothes, toys, and even diapers. We also spent a lot of time in music. We had our annual Christmas program wber,e we sang songs about Christmas, Hanukkah, and the whole winter season. All of the classes were busy making art projects. One of the great things about Andersen is all of the classrooms are always filled with wonderful arts and crafts. The whole kindergarten saw Santa Clausi He arrived in a helicopter and gave each kindergartener a candy cane. A little while later, Mn. Shar- man'• -and Ms. Dundas' fifth. grade students went to the kindergarten classes and talked to them about how tliey were going to celebrate Christmas, or how they cele- brated Hanukkah. The following week, the fifth graders met with. the kindergartners again, this time With letters from Santa Claus. Each good little girl and boy received a letter and a candy cane from Santa. Mrs. Shank's and Mr. Olan- . der's sixth graders worked very hard in learning and playing tlie clarinet. The entire sixth grade played the clarinet at the Christmas program . Another highlight of the Christmas program was a song with the sixth graders accom- panied by the kinderga.rtners. The sixth-grade classrooms also built gingerbread houses for the holiday season. Daily Pilot NEWPORT BEACH -The contract agreements the dty reached last month with marine safety officers' and rank·and·file flretighters' unions will cost the city $424,300 foJ the next two years, staff reports say. The City Council will vote Monday on approving the two- year contracts, which are retroac- tive to Jan. 1, 1996, and expire Dec. 31 this year. U the contracts are approved. marine safety offi- cers wW be pa'id the same as th~ firefighter counterparts. The contracts include a 2% raise for firefighters March 1, when the city would begin calcu- lating salMies based on county averages from March 1997 instead of July 1995 figures. They also would get a 1 % raise retroactive to Oct: 1. The city's talks with the police union remain deadlocked after . . about a year of negotiations, police spokesman Sgt. John Desmond said. The negotiations got stuck several months ago over the for- mula used for calculating raiJes, The marine safety officers' new contract would el!miMte one holi- day and one day of Ila leave. It also would pay $200 per month to officers who have health insurance other than that provided by the city. The city's agreement with the marine safety officers includes $111,000 in additional costs and $48,900 in savings -a net cost ot $62,100. Firefighters under the new con· 'tract could cash in up to 132 hours of holiday time. The union bas agreed to sell at least 50% of its members' collective holiday time, thus saving the city from paying them overtime. The agreement with firefighters comes after about a year of neqoti· ations, which stalled over vacation time· and salary increases. The firefighters' contract costs the city an additional S727 ,200 and saves $365,000, resulting in a net cost of $362,200. Worse yet, it's embarrassing. Tell people you have the flu or you broke something and they say "Oh, too bad. Hope you feel better." Tell people y'ou have the gout and they say "Really? Pennington, a long- time Newport Beach resident and former member of the Com- modores Club and the Balboa Bay Club, died Dec. 30 of natural causes. He was 66. Mr. Pennington and bis wile of 44 years, Donna, moved to Wash- ington three years ago after rais- ing their family in Newport Beach. They moved to Newport Beach after Mr. Pennington com- pleted his military service at El Toro Marine Base. A community activist, Mr. Pen- nington served as skipper of the Commodores Club and a ~d member of Hoag Memorial Hos- pital Presbyterian's 552 Club. He won the Theodore Robbins Man of the Year award in 1976 . . He also belonged to the New- f>ort-Balboa Rotary Club, the Bal- boa Bay Club and the Balboa Island Improvement Association. He participated for many years in the Newport Harbor Christmas Boat Parade. Mr. Pennington's business involvements included a car deal- ership, real estate investments, sailboard manufacturing and lla- ma breeding. He enjoyed outdoor activities such as ranching, fish- ing, bunting and boating. Friends remember him for his "flavor for life, bis humor and bis love for family and friends." After moving to Costa Mesa In 1986, Davis taught psychology and ethnic study courses at Cal State Fullerton, spent a year teaching·· music and psychology courses at UCI and still teaches a. history of jazz class at Orange Coast College. Davis published "A Brief History of Jazz,• in 1995 as a text for the course. Davis, who holdl a doctorate in psychology, went beyond the class- room to get to know his students better. "We did a real nice job of maintaining our poise at the end," said Newport Coach Bob Dukus, who also praised the Eagles (12-5) for their scrappy play, which helped force 10 ties, seven lead changes,. and some serious anxiety among the Har- bor partisans. "I think Santa Margarita served notice tonight. They're going to keep the rest of the league on its toes.· The officials did the same Thursday, calling the physical play of both teams tightly, creating foul trouble for top play- ers on both sides and eventually fouling out two Eagles and one Tar. This season, the Warriors, led by All-American, All-CIF, all-every- thing Duke-bound senior Chris Burgess, likely won't need slli=h 1 lth- hour assistance to collect their first outright league tiUe since 1988. Burgess, a 6-foot-10 center who led Orange County in ~ring last season at 26.3 per contest, once again sits atop the county leader board in that department at 24.7 ppg. He also is fifth in rebounding (11.6) and shooting better than 60% from the field. The two-time Daily Pilot Sea View Player of the Year, who began his varsity career as a freshman at Mater Dei, would be enough to propel Coach John ,Halagan's squad to the top of any Sea View prognostica- tor's list. But Burgess has plenty of help. ' These teams were greeted by the tail end of December's rainy weather, with mist and light winds throughout most of the event. Racing was even delayed on Sunday by downpours and no wind until early afternoon when westerlies finally produced 12-plus knots of breeze -just in time for the last race of the regatta. On. the collegiate course, Southern California sailors dominated the regatta from the beginning. On Saturday, St. Mary's College of Maryland -featuring Huntington Beach's Mark Ivey and San Diego's Greg Reynolds -and Dartmouth, featuring Newport Beach's Casey Hogan, jumped out in front. The two teams posted extremely consistent scores in the light breezes, ending the day in first and second, respectively. By Nancy Cheever, Daily Pilot P hyllls Randolph has the United St.ates clinging to her dishwasher, Beavis and 1'Butt-Head and Elvis hanging off her refrigerator and about a dozen miniature parrots in her batlyoom. 6ne wall of her Costa Mesa apartment is covered with plastic food, from tacos, crackers and ~eese. pancakes and licorice to hamburgers, avocado slices and bagels. 1lny insects, fish, dinosaurs and flowers protrude from square-framed pieces of metal hung from the walls. What started as a tun hobby 12 years ago has now become Randolph's true obsession. Everywhere she goes she searches for them. Every grocery store. Every boutique. Every truck stop. Every garage sale. Every check-out counter at every gas station. Her daughter, Dani. also gets in on the fun.
