COSTA MESA -Qty Hall is
pervaded by yokels, petty tyrants,
managerial bloat, and •mmor
faceless bureaucrats• with more
-ego than competence. Local
reporters, charged with covering
the beat, are credulous dupes
who •accept as gospel• whatever
the city feeds to them.
These are the sentiments of
. Bentley Uttle, a former bureau·
crat for the city of Costa Mesa
who quit nearly a year ago to
become a full·time horror novelist.
On Jan. 5 Uttle went public
with his gripes on the Op·Ed
page. of the Los "Angeles nmes,
arguing that local government
has run more intensely amuck
than even the often·lambasted
federal government.
In the unedited version of the
column, Bentley slammed the
local press for underreporting the
cost of an expensive computer
system the city planned to buy,
and said the city never tried to
correct the error.
City officials have denounced
the column, saying they can't
puzzle out what motives pos·

looking into the allegations that

Uttle, now a Fullerton resident,
was a technicai writer fQr the city
for more than eight years. At the
heart of his complaint is the claim
that Costa Mesa is "top;heavy
with management.•
"When I left Costa Mesa, there
were 142 full·time employees
working in City Hall,• Uttle
wrote. •Of these, 26 were division
managers and department heads .
.. . That's one administrator for
eve~ve workers."
Qty Manager Allan Roeder
said that ratio is misleading, since
Uttle doesn't figure in police, fire·
fighters, parks and recreation
workers, and others who boost
the current number of city
employees to 568.
"He's kind of conveniently
excluded the bulk of our employ·
ees," Roeder said. "The majority
of our employees do not work in
this building .•
Roeder also took aim at Little's
contention that city downsizing
ousted ¥regular" employees out
left management personnel
unscathed. Of the SO·odd jobs
eliminated since budget cuts
began in 1991, seven of them
were managers, including a fire

who live in unincorporated land or
"islands" within thJs oty's borders
Currently these residents, who pay
their taxes to the county, have no oty
identity.
They cannot vote in city elections,
but it's usually the Costa Mesa Fire
Department that extinguishes their
fires, the Costa Mesa Police Depart-
ment that settles their disputes and the
city's street sweepers that suck up
their trash.

about $35,000 to prepare a detailed
fiscal impact analysis that will deter·
mine the benefits and costs the city
will incur. The project was discussed
among City Council and staff mem·
bers at a study session on Monday at
City Hall.

pushed Costa Mesa's total rainfall for
1997 up to 9 inches, far above the
average for this time of year, said Mel
Newman of the Anaheim·based
Environmental Management
Agency.
Newman said this year's rain has
come in slow, long-duration spells, as
opposed to the short, bigh·duration
bursts that characterized 1996.

weather," said Norris Tapp, the man·
ager. "It's more uncomfortable tll_!ln
dangerous. Even if Ute fish are going
to be jumping into the boat, nobody's
going to go out there and endure it.•
Lamm said the city plans to meet
extensively with residents who live in
the unincorporated areas to disCU$S
the proposal. Also, residents will be
able to call a hotline that will answer
their questions after hours. The city
will also create a brochure and possi·
bly a video on the subject. The acqui·
sition is expected to be completed in
18 months.

looking the Atlantic Ocean in the
shadow of Table Mountain and
Lion's Head, soon to leave on a
trip up the coast along the world
famous Garden Route (a nice
way to bring in 1997).
It was interesting to
speak to her as Roleen
communicated with her
in broken Yiddish, and
we spoke with her in
Hebrew (she also
speaks Russian and Pol-
ish). She is a very sweet
woman living with a lot

Additionally, there is
a "sou.k" of little shops
where artisans sell tex-
tiles, pottery and other
crafts that they have
been trained in as part
of Taybet Za.man's effort
to promote the rebirth of
the indigenous culture
and arts. The hotel
emphasizes the use of
recycled and "natural"
products as well as
"chemical free" vegeta-
bles and fruits in their
restaurant. We were
The journey from the Middle
East was somewhat painful (for
me), but definitely worth the
effort and discomfort. Let's just
say that someone must be look-
ing after us because Arie's par-
ents, Aubrey and Roleen, arrived
in Israel in the nick of time to
help me deal with my miserable
physical experience.
After our last night up in Tam-
ra, we met up with Aubrey and
Roleen in Tel Aviv. One morning
during our stay we went out to
the city of Kfar Chabad (head-
quarters of the Chabad move·
ment in Israel) to visit Batya,
Arie's great-aunt on his mother's
side.
She is an extremely religious
woman and has a very Interest-
ing (if somewhat sad/tragic) his-
tory. Her famity and their old
of history and memories.
Hanukkah began the night of
our arrival in Jerusalem and it
was fun to hear the children's
choir singing Hanukkah songs in
the lobby of the hotel, while fam-
ilies gathered round to light
hanukiot at one big table. It was
nice also to be with some of our
family even if we were not able
to be "home for Hanukkah."
After the weekend du.ring
which Aubrey and Roleen
explored Jerusalem (and kept
running into South Africans who
they knew from school!), the four
of us mobilized to go to sunny
and warm Eilat -we were look-
ing forward to it, as Jerusalem
was turning decidedly chilly.
We had a wonderful time with
Arie's parents and I was really
glad that they were there. At the
end of the week, the day after
Roleen and Aubrey left, Arie and
I crossed the border from Eilat to
Aqaba, Jordan, and entered a
different world.
We took a succession of taxis
(•My brother will now take you
in his taxi") to reach the region
of Petra, high up in the Jordan-
ian hills. As our car climbed
higher (starting from below sea
level) the weather got colder and
the landscape more barren -we
entered a beautiful desert-scape
that our driver said was the "Ari-
zona of the Middle East." I don't
know about that, but it is impres-
sive.
We reached our destination,
the Taybet Zaman Village Hotel,
early in the afternoon despite the
protests of our driver who want-
ed to take us to a cheaper
accommodation which also hap-
pened to be owned by his friend.
We said no, only 5-star accom-
modations for us. (Just kidding.)
The Taybet Zaman is amaz·
ingl It is an old Bedouin village
which has been renovated but
retains the structure ancl layout
of the original buildings -all
placed closely next to one anoth·
er joined with cobblestone corri-
dors around a large courtyard.
The hotel has Clll excellent
restaurant where Arie and I ate
the besVMiddle Eastern" food
very impressed by th.is
place and spent a wonderful and
relaxing Shabbat there.
From Petra we hired a "taxi"
to take us to Amman. On the
way out we saw Aharon's Tomb
on the distant Mount Hor and
went by "Ein Moussa,• where
Moses purportedly hit the rock
with his staff and drew water.
After spending about a month
in both Israel and Jordan, Arie
a.Ali I had learned a lot of surpris-
ing things. We were somewhat
discouraged that, after having
traveled and visited Jewish com-
munities around the world, we
found the organizations in Israel
to be the least interested and the
least receptive to what we were
doing I
We were dismayed by the
apparently divisive and limited
nature of Jewish religious prac-
tice there and much more appre-.
dative of the wide scope and tol-
erance of American Jewish com-
munities.
However, we also le&.med that
there is probably a significant
"silent majority" of people,

who are too busy trying to assert
their own agenda on everyone
else.
It's a grim Sl.luation and seems
as if it will get worse before it
improves. We were also disheart-
ened by what we saw as the lack
of everyday civility between peo-
ple there. We lm.d lmard that ser-
vice and attitudes in retail areas
had improved, but w e fairly
shocked by what we e rl-
enced.
Again, particularly in co
to the Jordanians who are on
average the friendliest people
we've encountered on this trip,
the Israeli standards of service
leave a lot to be desired.
From Amman we flew back to
that desert city on the sea, Dubai,
where we reconnoitered and I
rested and recuperated. There is
not a lot to do in Dubai unless
you are heavily into shopping for
gold or being broiled like a
shish-kebab -I would NOT
want to go there in the summer!
From Dubai we took the red-
eye into Johannesburg, South
Africa and then ca1,1ght a com·
muter from Jobw-g to Cape Town
where we were met at the airport
by cousin Jonathan and whisked
off to our •home" for the next
couple of weeks in Camps Bay.
It's nice to be with family in a
real home -finally!

COSTA MESA -The Mesa
Consolidated Water District Board
of Directors took the first step last
week toward constructing a multi-
million-dollar Colored Water
1\'eatment Facility at one of its
wells.
"It could be operational by 1999
if eY.erything falls in order the way
we hope it will," said Diana Leach,
operations manager.
By approving the environmen-
tal impact report at Thursday's
meeting, the district can now
begin researching the best design
parameters for treating water at
the proposed 80,000-squ()re-foot
facility at Well 6, said Llsa Lawson,
district spokeswoman.
The project is estimated to cost
at least $8 million. ·
In November, the board agreed
to delay approval of the environ-
mental report because residents
who live near the proposed site
raised several additional concerns
regarding its aesthetics and impact
on the area. .
"The neighbors will be
involved in every step that we go
through," Lawson said.
By late February, the district
will begin tests by pumping the
colored water from Well 6 and fun-
neling it to Well 4, where it.will be
treated with ozone, Lawson said.
She said the test pumping will
continue through July.
The district will begin seeking
contractors for the project follow-
ing the testing and is expected to
approve an offer by September.
The actual design for the treat-
ment plant will take another six to
nine months to ccmplete, Lawson
said.
Director Henry Panian said the
project will reduce costs for con-
sumers and dependence on
imported water supplies from both
the state and Metropolitan water
districts. .
"Mesa will be the envy of other
water districts," Panian said.
He explained the district
extracts about 7 5 % of its water
from local ground wells, but the
new facility would increase that to
about 90%.

costs and reliance on imported
water by tapping into well water in
Fountain Valley. -
Although it is safe for drlnlWig,
colored water has a brownish
appearance and odor and is found
deeper in the ground basin, usual-
ly below 600 feet. The proposed
treatment facility would be the first
in the county to remove both. color
and odor from the water.
The city already has two col-
ored-water wells out of the seven it
operates, but each serve a sepa-
rate function -one dilutes the col-
or and the other eliminates its
odor.
Homes may soon occupy site of Ebell Qub

West Newport Boulevard is on its
way to being leveled and
replaced by homes.
The City Council Monday
apJ?roved allowing single-family
housing at the site at 515 W.
Newport Blvd, for 49 years the
meeting place of the women's
philanthropic club.

plan so the property's purchaser,
Kenneth Honig,· could build
houses there.
The cl~b and its parking .J.ot
now· occupy four lots, each mea-
suring 2,100 square feet. The
council's approval means one
house may be built on each of
those four lots. Houses 'lake up
most of the area surrounding the
site.
City Manager Kevin Murphy
said he had heard of no public
opposition to the plan, and no one
spoke about it at Monday's meet-
ing. The ~uncil members voted
unanimously in favor of the plan.
Though the local Ebell Oub is
not disbanding, club leaders
decided a year ago to sell the
facility because of declining
membership and space usage.
The club's Newport Beach
chapter, one of the city's oldest
philanthropic clubs, was formed
in 1909 and built its meeting
place 49 years ago.

Thankfully, the abalone bllsiness
isn't what it· used to be

abalone is now selling for $60 a
pound. Golly, if abalone had
been selling at that price back in
the '30s, Charlie Plwnmer and I
would have long since become
multi-millionaires.
Unhappily, we would also
undoubtedly have become hope-
less alcoholics.
For a short time, a very short
time, during the 30s, Charlie and-
1 had an abalone route. Our pro-
cedure Wai something like this:
We would dive at Arc)l Roclt
off Corona del Mar or Seal Rock
off Laguna in the early morning,
get a gunny sack full of abalone,
then set off to make money on
our abalone route.

cash.

course, by this time, considering,
the number of drinks we had
consumed, we really didn't give·
a damn.
Our last stop was Gus Tam-
plis's Sea Shell Cafe in Balboa. '
Actually, I don't seem to remem-;
ber much about that stop excep~
that we were usually festecmed ·
with drying fish guts and giggled
a lot.
After about a week it' became
obvious that the Plummer-Gard-
ner abalone route wasn't ma.lcin9
much money but was turning its
proprietors into first-class drunks.
So we gave it up. Our first stop was the White
House Cafe in Laguna. Our
prices were 25 cents an abalone,
sl'iucked, cleaned, trimmed,
pounded and sliced. The fiscal
side of the transaction was a little·
more complex than simply sell-
ing abalone for 25 cents each.
These were Depression years,
and barter was the name of the
game, so, the cafes would pay us
half in cash and half in drinks.
This meant that if the White
House wanted 12 abalone, we
would get $1 .50 in cash and six
drinks. Theoretically it all evened
out, but it didn't because the 25-
cent drinks only cost the cafe
about a dime. So much for the
free enterprise system.
Our next stop was the Victor
Hugo Cafe (now the Las Brisas)
in Laguna. There, the same
operation took place, one half in
cash, one half in drinks. From
there we went to Joe Rossi's Cafe
in Corona del Mar and repeated
the process. So, too, Johnny Vtl-
lelle's Arches Cafe in Newport
Beach .
But what if abalone had been; -
selling for $60 a pound?
So we wo~d sit in the alley in
back of the white H..ouse and ·
Our next stop was the Stark
Cafe in Newport. Here the book-
keeping became somewhat com-
plex because Stark's only
charged 15 cents a drink and
Bert Oquist, the bartender,
bought every third drink.
That particular stop was mem-
orable because Stark's was locat-
ed right across the alley from
Frank Sutora's Fish Market.
While we were cleaning abalone
Let's go back to the White
House. At $60 a pound, we were
in the bucks.-A cleaned abalone
comes to about a half pound.
Thus, the 12 abalone would
weigh about six pounds. At $60 a
pound, that comes to $3601
Not bad for our first stop. But
wait. What about the one half in
cash and one half in drinks?
Well, even at $5 a drink that
would come to 36 drinks. Obvi-
ously, we wouldn't even have
made it to Victor Hugo's.
·So I guess we were lucky .

Newport Harbor High competing in the Interscholastic Equestri-

Bridgman. competing at the varsity level, was second in hunt
seat equitation, equitation over fences and IEL medal, as well as
seventh in working hunters.
Newport's Jeanie Lewis was fourth in the varsity IEL medal
and fifth in both working hunters and equitation over fences.
Harbor varsity rider Laura Stiel was sixth in IEL medal, sev-
enth in working hunters, ninth in hunt seat equitation and 11th
in equitation over fences.
Newport novice division rider ntfney Washington was fourth
in western obedience, eighth in both western horsemanship and"
western trail, and 10th in western pleasure.
