phase of renovations at Eastblufl Elementary
School probably will be about $2.7 million, district
officials said Tuesday.

than the original estimate of $3.4 million.
District officials attributed the higher bill to rising
construction costs, which have gone up about 30%
since estimates were done in 1997, and to the addi-
tion or a few more remodeling projects, said Finance
Director Mike Fine.

Bids for the project were delivered to the district
Friday and ranged from a high of $3.6 million to
Huntington Beach-based Brandall lt1odulation
Corp.'s $2. 7 million bid.
Funds to renovate the school, which the district
closed in 1992, are coming from the Mello-Roos
money from the Bonita Canyon bousing project.
Additional funds are coming from developer fees.

County Model Engmeers, accus-
tomed to building objects on a minia-
ture scale, are tackling a lile-si:zed
construction project: restroom facili-
ties at Fairview Park.

The group is using $30,000 of its
own money to· build the first perma-
nent restroom facility at Fairview
Park. Its members are handling all of
the labor, from pouring concrete to
installing plumbing and wirlng to
raising the walls.
The city bought the 210-acre park
for $3 million m 1985. A master plan
was adopted in 1997, ouUirung $9
million m unprovements that include
hiking and biking trails, habitat
restoration and a dog park. Late last
year, the city hired a consultant to
secure state and federal grant fund-
ing for the improvements.

planned near a parking lOt on the

ln 1993, the Newport Heights
resident was busy designing the
restoration of the Masonic Tem-
ple in downtown Santa Ana.
Krotee said the temple is the l~t
unreinforced masonry building
in Santa Ana and, t\nless
restored, would probablt· be
condemned.
"The simple idea of fixing old
things is fascinating to me," he
said.
But not everyone feels the
same way.
"The culture and beauty of
old buildings is vanishing,• he
said. "It's vanishing in our neigh·
borhood and vanishing in our
country."

a ranch house built at the tum of
the century.
"The title company bas

"Whether or not any Irvine lived
in this house, I don't know."
In a yearlong project that end-
ed on Thanksgiving, he added a
second story, a new roof, and
new paint.
What was once a simple
1,600·square-foot house has
grown to 4,000 square feet. But
the old charm still shines
through.

wood-burning stove that •works

Restoring his home wasn't
easy, but Krotee was willing to
make the effort.

hall meeting Saturday to share
their thoughts about the design of
a skateboard park.
" The city has hired a designer
for a minimum 10,000-square-foot
park to be built near the Neigh-
borhood Community Center in
Lions Park. About 30 skateboard·

inches, which is pretty high."

ing curbs with metal edges, a
pyramid, a funbox, and rails of
various sizes, Brunette said.

tion and were given a tour of dis-
patch. Thursday.evening we had
a lecture by a psychologist who
talked about crisis intervention
and discussed counseling mod-
els. Then, at the beginning of our
O:Utial seven-hour Saturday ses-
sion, we had the first of many
.reality checks.
That was when Sgt. Jim Szak-

I don't know about the dozen
other colleagues in trainin"g, but I
gulped mentally and wondered
silently whether I really wanted
to go through witb this.

become a victim advocate, a vol-
unteer wbo rushes to scenes of
violent crimes, accidents, fires
and other unpleasant situations
and helps victims get through
:the next hours and days.
· We were certainly a curious
mix of.types: three young women
students from Colorado State, a
chap retired from that wlive.rsity,
a hospital chaplain, a funeral
director, an unemployed social
worker, a flight attendant, a
teacher's aide, a doctoral candi-
date, an itinerant newspaper
-columnist. Some others were in
and out, including a Fort Collins
street cop and some veteran
advocates who were brushing ·
up.
Six volunteers, all women,
were training for the city police.
The other three men and two
women -definitely an elite
corps -were volunteers with
the Victim Response Team of the
Larimer County Sheriff's Office.
The FCPD folks work only.inside
the city limits; the sheriff's troops
work unincorporated areas and
the rest.of the 2,600-square-mile
county.
I think we sheriff's advocates
also earned our elite classifica-
tion by passing the rell\arkably
intense background and psycho~
logical checks we underwent.
When we told our Police Depart-
ment colleagues the saut:i.nv to
which we were subjected, they

were astonished.
We were interviewed, tested
and investigated by the same
standards that would apply to a
deputy applicant. The investiga-
tor talked to friendS, our daugh-
ters ("Any mental illness in the
family?*) and to my editors here
at the Pilot. He came to the
house to see how we lived and,
in general, poked and probed
into all my nooks and crannies.

It was a month like no other,
often painful and emotionally
withering, as when we listened
to a young mother tell about los-
ing an infant to SIDS, anti what
she went through during and
after the funeral. •
The mother kept a journal and
wrote down all of the incredible
things people said to her, includ-
ing: M Pull yourself together, you
have another child and a hus-
band to take care or.· And the
omnipresent and inane, •t know
how you feel.•
Then there were the two 15-
year-olds, pretty young things,
who told us about being raped
and about the afterlife of a rape
victim. Fortunately, the 12-year-
old rape victim was represented
by her mother.
Although the training was
rough on all of us -the chaplain
and the flight attendant dropped
out -what kept most of us up
and running was .knowing we
were being trained to help peo-
ple in precisely such terrible sitU-
ations.
One of the senior advocates
on the sheriffs team, o mother of
five, said at our first meeting: "I
absolutely love-what I do. I tell
people that all the time. Then
they ask exactly what it is we do,
and I tell them. They think I'm
crazy.•
1 can't say at this point
whether I'm going to love this -
.work the way cathy does. I don't
pull my first 12-hour on-call shift
until March 11. They're 6tarting
me on a 6 a.m. to 6 p.m. shift,
and my. partner on that -as well
as on my s1x other on-call shifts
during the month -will be our
team coordinator, Kam Gentry, a
remarkably bright and beautiful
30-something woman wi~ two
young boys.
Regardless of how my emo-
tional circuits work with this new
adventure, I have been superbly
trained -seven times beyond
'what Colorado statutes require of
law-enforcement victim advo-
cates. ~
1 have been drilled on police .
ethics. and standards, especially
as practiced by the sheriff's office
in Larimer Cou'lty. The sheriff
and I have shaken ,hands, and I
have been issued my official
photo ID , my official Victim ,
Response Team duffel bag, shift
and jacket, complete with
embroidered gold badges. ·
I have also been issued certain
items we advocates are autho-
rized to JJS0 with victims of all
ages, on an as-needed basis. nus caused my wife to note,
"Deputies finish their training
and they're issued a.9mm pistol.

issued three teddy bears.•

perspective and a sense of
humor, surviving trials .and
tribulation like no other pitcher
in the history of the game.
The Baseball Encyclopedia
will forever list Fortugno's
statistics with the Angels, Reds
and White Sox -the three big
league teams from whom h~
pitched from 1992 to 1995.
But the left-hander with a
herky-jerky windup had a
whirlwind career from the bush
leagues to the bright lights.
Fortugno held on longer in pro ·
ball than most expected, but he
can't escape how he'll be
stamped in baseball lore.
Fortugno, a fonner NAIA
All-American from Southern
California College, bounced
around from Canada, Mexico,
Venezuela~d Taiwan to make
a living throwing fastballs and
curves. He was a boy of summer
across America, from
· Bellingham. Wash., to El Paso,
Texas, from Beloit, Wis., to
Clearwater, Aa. He never had
surgery, but once treated a sore
arm in college with acupuncture.
Fortugno realizes he'll be remem~red as the guy who was
purchased by the Milwaukee
Brewers on May 5, 1989, from
the independent Reno SUver Sox
for $2,500 and 144 baseballs.
He understands he'll be
remembered as the oldest rookie
(at 30 years, three months and
nine days) to make his major
league debut in an Angel
uniform (in 1992) ... at least in
this millennium.
And he knows he'll be •
remembered as the pitcher wh6>
yielded George Brett's 3,000th
hit (Sept. 30, 1992), then picked
off the future Hall of Farner as he
stood next to first base basking
in the luster of the occasion.
While Fortugno had much
going for him (left-handed with a
nasty curve), teams always
pointed to things going against
him (age and control). In 1993,
for example, Fortugno was
released three times Cb1 the
Angels, by the Expos and by the
La Guira Tibomes of the
Venezuelan League). But the
resilient FortuQ'U'!,always
bounced back.

"When I did well, (team officials)

one organization for a long time.
But my journey has been

Fortugno has no regrets, no
sea.rs from arm surgery and no
bridges burned behind him. He
always had a smile an his face as
Jong as he wore a uniform on his
back.
When Jim Abbott landed on
the Angels' disabled list in 1992,
Portugno was called up from
triple-A Edmonton and made his ·
major league debut as a ~tarter
on July 20, receiving a no
decision against Toronto.
But in his second start
(five days later) at the former
Anaheim Stadium, Fortugno
tossed a 9-0 shutout against the
Detroit Tigers, striking out 12
and giving up only three hits. It
was his only big league complete
game and only win as an Angel. •a was always like I was an
overnight success-type story, yet
it really wasn't overnight,•
Portugno said in February 1994.
"It was like, '"Wow, I can't believe
what's happening to mel' I
couldn't believe all the attention
I was getting.•
In 1992, Fortugno was sent to
the bullpen while the Angels
reinserted Bert Blyleven into the
rotation, in an effort to get him
closer to 300 wins.
Fortugno enjoyed success in
the bullpen for the Cincinnati
Reds in 1994 and Chicago Wlllte
Sox in '95. "Basically, I scrapped
out two years and one day of
service time (in the big
leagues)," said Portugno, a
longtime Huntington Beach
resident.
Portugno is excited about his
new career and said his
"aspirations are to climb the
corporate ladder.• There are
many good jobs in baseball, as
Fortugno knows very well.
And, today .. he joins the Daily
Pilot Sports Holl of Fame,
celebrating the millennium.

But Orris, upon reaching the
end of that line, spotted the
forlorn Flores, and couldn't

not the real Nordhoff team we
beat tonight, that I knew he had
had a tough break not ~ing able

in,• said Orris, whose emotion
welled ben.eath his glasses when
asked about the exchange.

his throat, before fielding the
next question about his team's

Flores will never forget the
unfortunate end to his prep
caieer. But he will likely always
temember, as will I, the
