NEWPORT BEACH -The sex-
ual harassment scandal that top-
pled former Police Chief Arb
Campbell and Capt. Tony Villa
four years ago makes for a radical-
ly different story dependmg on the
person recounting it.
Seen through one view, it's a
morality play about a demonic
chief and his favorite henchman
suffering the wages of hubris.
Through another, a paean to the
triumph of women's tenacity

• New policy would force
members of city commissions
to make public perks received
doing city business.
By Jennifer Armstrong, Daily Pilot
NEWPORT BEACH -Members of
all city commissions may soon have to
disclose the perks they get in connec-
tion with their civic positions -but
some commissioners aren't sure they
want to do that.
The City Council, Planning Com-
mission and some staff members fill out
forms every year detailing the value of
their perks -such as free lunches or
movie tickets. The council is consider-
ing adding more city staff positions, as
well as the other four commissions and
boards, to the list of those who must fill
out the forms.
Council members, though required
to file the forms, haven't had many gifts
to report during the past few years,
according city documents.
The council was slated to consider
the change at Monday's council meet-
ing. But the decision was delayed (as of
Friday afternoon) so that City Attorney
Robert Burnham can review it further.
"We got calls from several comnus-
sioners who didn't know exactly what
we were proposing,• Mayor Jan Dehay
said. "We thought, 'Why push it
through with so much unrest?'"
The federal law that requires disclo-
sure does not include unpaid commis-
sioners who act only as advisers. But
the law does cover commissioners
whose recommendations are usually
adopted without revision.
The city updated the 1996 list last
March.
Councilman John Hedges said the
council suggested the change. "No one
should be able to conduct their affairs
in secret when their affairs would
appear to pose a conflict of interest," he
said.
Some commissioners were surprised
to hear of the proposed change Thurs-
day.
•A number of people have questions
about it,• Councilman Tom Edwards
said. "When there's change, people
react."
On Fnday afternoon, co~i.oners
said they hadn't had much time to con-
sider how they felt about tlle proposed
change.
"I'm not offended,• library board
chairman Ben Jackson said. "I do have
some concerns about what it would
mean m terms of the level of d.Jsclo-
sure."
Arts commissioner Riki Kucheck
said she didn't think it would effect her
com.mission too much.
"Maybe for someone approving
some major project it would be signifi-
cant,• she said. "So far we've never
received any gifts.~

Council members estab-

the Newport Bay -including
preventing the Irvine Ranch
Water District from dumping
treated sewage water into the

The accused denied the

fired Campbell on Dec. 22, 1992

The city settled out of court with
10 female plaintiffs, and gave
$75,000 to nine other female police
employees so they wouldn't sue.
It ultimately cost taxpayers more
than $3 million in settlements, legal
bills, workers' compensation fees,
and other costs. And without the
rrucroscopic scrutiny a trial might
have provided, the meaning of it all
-who lied, who schemed, who
blundered -still seems elusive.
"It was a footnote In our organi-

• Nothing was going
right until Dennis Paulson
found some back-to-back
magic at 11 and 12.
By Richard Dunn, Daily P11ot .
NEWPORT BEACH -Dennis :
Paulson can get moody when :
things aren't going well on the
golf course.
"We do it every day for a liv-
ing, so it's not too much fun when
you're not playing well," said
Paulson, a 1980 Costa Mesa High
graduate now living in Vista.
You could imagine then how
Paulson fell Saturday in the Taco •
Bell Newport Classic Pro-Am at :
Newport Beach Country Club. :
Consider: His amateur partner :
didn't show up because of a fam-:
ily emergency, he had just blown :
an easy four-foot birdie putt on 10 :
and the heavens opened up :
above to drench the afternoon :
field, Paulson included. :
wr was really uninterested all :
day," said Paulson, who suddenly :
became engrossed when he :
made a 7-foot birdie putt on 11 :
and an eagle on 12, followed by !
two more birdies on the back :
nine to finish 3-under 68 for the :
second day in a row and capture :
third place in the 23rd annual :
Newport Classic. :
Paulson, who also birdied 15 :
and 18, was 6-under 13e fot the :
tournament, a paycheck of :
$10,000. Paulson finished behind :
winner John Johnson (134) and :
runner-up Craig K«iada (135). :
On the 370-yard par-4 No. 12, :
Paulson crushed a 3-wood off the :
tee, then sank a shot 108 yards :
out with a pitching wedge. The :
eagle put Paulson at 1-under for :
the day. :
Paulson went driver and 1-iron :
to the green at 15, a 492-yard par· :
5, eventually making a 2-foot putt :
for birdie. He stayed at 5-under :
for the tournament until 18, when :
Paulson bit driver and driver to :
settle 30 feet from the green. He :
almost made another eagle at the :
finishing hole. :
Paulson's caddie, Scott :
Almquist, a former teammate at :
San Diego State, kept Paulson :
loose. :
"(Almquist) kept me interest-:
ed," Paulson said. "When I play :
my best golf, it's when I'm talking :
about it, thinking about it and :
getting a little more involved.• :
Paulson. who played on the :
PGA Tour in 1994 and '95, is fully :
exempt on the Nike Tour this :
year, his maiden season on that :
tour. :
"When you've been on the :
PGA Tour, it doesn't sound all :
that great," Paulson said of the :
Nike Tour, wbut it's better than :
the alternative.• :
The alternative could be play-:

stolen last week, later recovered but completely
stripped inside.
Johnson, who finished the tournament 8-under

Newport Classic's final round, which became
even more challenging in the afternoon because
of the wind and rain.

from the beginning Saturday (he
finished the day 3-over 74), he
was probably wishing for an
unceasing downpour so scores
would be reverted to the

win $20,000 after his 6-under 65

those who did volunteer made
everything run smoothly (at least
from the outside). And for the
third year in a row, it appears
proceeds to Hoag Memorial
Hospital Presbyterian will exceed
$300,000.
• Tile weather kept most
everyone home on Saturday. In
fact, Friday's attendance was
about twice the size of
Saturday's. Saturday is usually
double that of the first day.
Even during downpours, John-

together a birdie at 15 (par-5),
when he chiP.ped up to two feet,
and pars at 16 and 17, when he
left himself easy putts.

Costa Mesa High product Dennis

$10,000.
Before Saturday, Johnson's
previous payday bench mark was
