Citing vast differences with
many of those who makeup his
party's echelon, Democratic
activist and Costa Mesa attorney
Jim Toledano dropped his bid to
be re-elected as the county party
chairman Monday night, paving
the way for the election of a new
chair,_Jeanne Costales.
"There re ally is no point,"
Toledano said, referring to the rift
between he and a faction of the
party. "Quite frankly, life is too
damn short. The thought of win-
ning was more horrible than the
thought of losing."
Toledano's stepping aside left a
two-way race between Costales,
a longtime party leader and a for-
mer vice chair, and party activist
Meg Robinson. Costales was
Costales, a lifelong Democrat
and· South County resident, ran
unsuccessfully against Mickey
Conroy in 1994 for an Assembly
seat. She also lost against
Toledano in 1995 in a bid for the

T be ocean dividing California students from Korean culture became a little
bit smaller this month, at least for a group of Harbor View Elementary
sixth graders.
After sixth-grade teacher Scottia Evans found out she was going to Korea as
part of a Newport-Irvine Rotary Club teacher exchange. she lawiched her class
into a study of Korea to p repare them for her trip over spring break and for the
arrival of a Korean teacher.
And when Lee Hyun Sook, of Seoul, arrived at Harbor View Monday, the
: students were ready with Korean greetings, questions and research.
Student Phil Stemler said he was pleased to have Lee visiting the school.

flicting issues of finanaal reality
and quality of education are cre-
ating mixed opinions among par·
ents about lowering student nwn-
bers in third grade classes.
Board meJilbers will vote on
the issue tonight, with a recom-
mendation from Superintendent
Mac Bemd not to add the grade
level to the class-size reducbon
program because of fiscal ·con-
straints.
Tamara Delano said although
her second grader's 20-student
class at Harbor V1ew Elementary
has benefited from the small size,
she knows it would cost the dis-
trict for her son to be in a small
third grade class.

$30 million wanted
for bay dredging
• Newport Beach city
officials ask Congressman
Cox to push for the cash.

NEWPORT BEACH -With
state funds for the long-awaited
dredging project yet to become a
sure thing, city officials will ask
the federal government for $30
million to keep the bay clean in
the future .
The city, with . help from the
county, has been pushing for
years to get enough money to
clean up the muck in the Upper
Newport Bay. Studies and plans
have been drafted, but the dty
needs money to go through with
the project.
The City Council voted Mon-
day to send a federal funding
request to Rep. Christopher Cox,
whose distnct includes Newport
Beach. The request asks for $30
million to continue bay dredging
and clean-up efforts m years to

come to prevent future scrambles
for funding.
The council also voted to make
state dredgmg money the a ty lob·
byist's No. 1 priority.
Gov. Pete Wilson's current bud-
get proposal for 1997·98 allocates
$5.5 million for the dredging, city
staff reports said. But that budget
isn't final .
Meanwhile, homeowners -
partlcularly in Dover Shores,
where residents want dredging in
front of the docks they rent from
the county -are growing agitat-
ed over tbe continued delays.
"We've got some very hostile
people in our community,• said
Ed Benson, president of the Dover
Shores homeowners association
"We've all got to get behind this
thing and get it moving."

The man always behind the scenes
HE IS
Orange Coast College technical the-
ater coordinator David Scaglione, who
has dabbled in all areas of theater and
will present his seventh play, "Stone
Soup, H next month.
PlAYING MULTIPL! ROLES
The part-time theater teacher writes,
directs, handles costumes and makeup,
designs the stage and even takes on an
occasional acting gig.
Scaglione, 34, has been technical coor-
dinator for more than 50 shows, during
his 12 years at OCC.
He has taught classes in makeup, tech-
nical theater, s(j9Dic design and acting for
the last seven years.
"I lost my youth at this school." said
the Garden Grove resident with a smile.
Often working 10-to 12-hour days,
Scaglione doesn't mind the excessive
hours he puts into his job.
"It's not like one of the jobs like data
entry," he said. "If I hated it, I wouldn't
put that many hours in."
Scaglione experiments in different
areas of ibeater in order to appreciate
how everything works together to create
one production.
"You can't appreciate what someone
does if you don't try it yourself," he said.
"You get pigeon-holed. I believe every-
thing needs to be intertwined."
BIT BY THE THEATER BUG
Scaglione was 6 when he saw his first
play, "Aladdin's La.mp," and began to
realize his interest in theater.
"It was so much better than the
movies," he said. "I got to see (the char-
acters) after the show too."

Donations sought
through mail, phone
The Corona del Mar High
School Foundation is conducting
its 1997 Parent Campaign the
next few weeks, soliciting par-
ents by mail and phone for tax-
deductible donations.
The foundation hopes to raise
$1 million for faculty training,
extracurricular activities, technol-
ogy and other school needs.
Wanted: Man and
Woman of the Year
Nominations are being accept-
ed for this year's 27th Annual
Costa Mesa 1997 Man and
Woman of the Year awards, pre-
sented by the Costa Mesa Cham-
ber of Commerce and the Daily
Pilot.
Since 1970, the Costa Mesa
chamber has honored 54 citizens
as men and women of the year.
Among them are former City
Council members, doctors, busi-
ness leaders and other citizens
who have made a difference in
the community.
Those selected must live in
Costa Mesa, have demonstrated
leadership and contributed to the
betterment and growth of the
community. Their involvement
briefly in the news
should include giving their time
to various professional, civic or
charitable organizations over a
prolonged period of'time.

four-day , workshop which
reviews life support measures
including CPR and the use of
emergency medical equipment in
preparation for the EMT-1 recer-
tification exam.
The program qualifies stu-
dents to sit for the EMT-1 County
Certifying Exam. An EMT-1 cer-
tification, not expired by more
than four years, is a prerequisite
for workshop participants.
The seminar will meet from 8
a ,m . to 4:30 p.m. Friday, Saturday

IRWD to pay reduced
fine for reporting
delay
The Irvine Ranch Water Dis-
trict will pay a $10,000 fine -
instead of the $100,000 originally
proposed -for waiting too long
to report an accidental discharge
into Newport Bay in June.
The district reached the settle-
ment last week with the Califor-
nia Regional Water Quality Con-
trol Board. IRWD will pay $5,000
to a state cleanup fund and
$5,000 to fund an intern at Cal
State Fullerton who will help
monitor the bay.
On June 7, the district dis-
charged 4.9 million ,gallons of
water, including treated sewage
water, into the bay. District offi-
cials stopped the leak but did not
report it to the board within the
required 24-hour period.
'WKRP' star to host
school's family event

serve as master of ceremonies for
California School's Family Fun
Night Spotlight on the Arts, 6:30
to 8:30 p .m., Feb. 3.

Fugitive sent
back to jail

$500,000 warrant out for his

ty Jail Monday after ramming

At 9 a.m. Friday, police closed
in on suspected drug dealer
Daron Cometo, 38, at an apart-
ment complex at Harbor Boule-
vard and Pair Drive, said Costa
Mesa police Sgt. Bob Durham.
Cometo tried to escape in his
car, ramming two police cars and
damaging th~m in the attempt,
Durham said.
It took four officers and pepper
spray to restrain Cometo,
Durham said. Police determined
he was under ~e influence of
methamphetamine, Durham said.
The officers suffered no
injuries in the clash.
Com eto was booked on suspi-
cion of assault with a deadly
weapon on police. Before Friday's
incident, he had a warrant out for
his arrest for a previous assault
with a deadly weapon on a police
officer.

from a storage garage. There was
no sign of forced entry.
• 1800 block of Marapata Drive:
Two sets of golf clubs and an orien-
tal rug worth $890 were stolen
while the victim was moving.

Who says drunks don't contribute
Arecent news account told
of a Los Angeles judge
trying a aiminal case
who, faced with a shortage ot
prospective jurors, sent deputies
out for replacements. Among the
replacements the deputies
brought in were some customers
from a nearby bar. This remind-
ed me of my all-wino jury.
I was trying a criminal case
and, faced with a lack of jurors,
resorted to the same code sec-
tion used by the Los Angeles
judge. That code section pro-
vides that in such a situation the
court marshal shall •attach the
persons" of a sufficient number
of citizens having the qualifica-
tions of jurors to complete the
panel.
And so it was that at 9 a.m. I
ordered our marshal, Bob, to
"attach the persons" of a suffi-
cient number of citizens to com-
plete the panel.
Bob was a very practical man.
He was opposed to doing some-
thing the hard way when an
easier way was available. It hap-
pened that Bob was a drinking
man and Wi;iS familiar with all
the local downtown bars that
opened early.
Rather than running up and
down the streets of Santa Ana
looking for citizens to "attach,"
he simply went into a couple of
early morning bars, grabbed a
handful of customers of those
bars and ordered them to follo.w
him to the courthouse.

bars are very likely to be hard-
core winos, musing that first
drink in an effort to stave off
withdrawal symptoms.
And so it was that at 10 a.m.
Bob ushered into my courtroom
a batch of the most bedraggled
men you would ordinarily not
see outside a drunk tank. Actu-
ally, I am inclined to thil1k they
simply assumed they were on
their way to jail rather than to
cqurt. When they arrived and
discovered that they were going
to be jurors and not defendants
they immediately perked up.
The district attorney went into
shock. The defense attorney was
delighted. Little did either of
them know.
Faced with their first respon -
sibility as citizens rather than
defendants, they sat up and
began to take an eager part in
the proceedings.
I was faced with one small
problem. Keeping this bunch
away from liquor for too long a
time would undoubtedly lead to
withdrawal symptoms, so r
arranged for fairly frequent
recesses so they could trot over
to Prank Brigg's bar about a
block from the courthouse tor
quick shooters. They didn't over-
do and simply came back to
oourt refreshed.
The defendant, a sleazy char-
acter with a completely cocka-
mamie alibi, didn't fare too well
with these professionals in the
art of cockamamie excuses. As
he testified, they could hardly
restrain their derision.
It took that jwy about 10 min-
utes to find the defendant guilty.
I thanked them, then stood aside
as they rushed out the door on
their way to their respective bars
from which they had been so
rudely snatched.
I don't know what all tQis
proves. I draw no great moral
from it. I don't recommend that
we draw all our juries from
saloons. nor do I contend that
jury duty is the answer to all the
problems connected with alco-
holism.
No, it's just a true story of
some lost souls who regained a
measure of self respect, then
undoubtedly slid back into their
lives of hopelessness.

But, for all the well-wishes
and heart-felt satisfaction
experienced when a respected
professional moves on to pursue
his dream, the sense of loss and
finality over his move will be
dealt with for some time to come.
"We're all happy for him, but
the bottom line is, no one here is
happy he's leaving,· Newport
Athletic Director Eric 'J'Weit said.
Ciarelli will continue teaching
at Newport through the spring
semester, but he will coach track
and field at Huntington Beach to
help expedite preparation for the
Oilers' 1997 football season,
including spring practice.
And while former Newport
shot put standout Tony Mancuso
is in place to pass on Ciarelli's
technical expertise to this year's
Sailor throwers, filling his void on
Coach Jeff Brinkley's football
staff, of which he and Brinkley
are the only on-campus
. members, will require some
work.
But, as most who have

Now with back-to-back wins in the Melges 24 fleet, Ullman and
crew have established themselves as class dominators~
With scores of 2, 1, 2, 9, 5, 6, 2, 2, Ullman finished up the regat-
ta with a 9-point win over San Diego YC's Vmce Brun. Dave
Chapin finished nine points behind Brun in third place.
The final day of racing saw the best conditions of the week,
with an early rain squall blowing through and leaving wind,
waves and bright sunshine. Breeze of 18-20 from the southeast
remained constant all day, with seas of 3-5 feet.
The Melges class saw especially tough racing on the last day,
with Mark Reynolds and Chapin fighting it out to the end, but
Balboa Yacht Club's Ullman remained in control, posting two
seconds to clinch his second title.
"The best part of the regatta is corning back and winning for
the second time,• said Ullman.
Besides winning his class, Ullman also got low-point for the
entire regatta, beating out close to 300 other ~oats sailing in 18
classes. All in all, the regatta featured 2,000 sailors from 31 states
and 16 countries.
Other local finishers in the Melges fleet include Jaime Malm
(19-7, 26, 11, 14, 2, 17, 13) in 10th place; Bruce Ayres (45, 9, 23,
14, 12, 4, 4, 8) in 13th place; and Dennis Shannon and Steve Otto
(35, 31, 8, 15, 11, 16, 14, 23) in 18th place.
