COSTA MESA -As they mourn the
loss of· one classmate and hope the
best for a second who remains in crit-
ical condition, Costa M esa High
School students returne d to campus
today for the first time since a .fast-

COSTA MESA -Just one
week after it rolled silently into
the Costa Mesa Honda show-
room, Orange County residents
are already charged up about
Honda's first electric car.
The Honda EV Plus arrived at
the Harbor
Boulevard
dealership
last week-
end, mak-
ing Costa
M e s a
Honda
Honda EV Plus one of
only four
California dealers leasing about
300 EV Plus cars throughout the
state.
The other dealers tapped by
Honda to unveil the new environ-
mentally-friendly cars are in Tor-
rance, Sacramento and Van
Nuys.
Costa Mesa Honda is serving
as. the local EV Plus dealer for
San Diego and Orange counties.
Allison Tozer, sales and leas-
ing manager, said ever since the
futuristic car with the look to
match rolled in to Costa Mesa,
interest was sparked.

members are looking to
increase certain services
while lowering others.

COSTA MESA -The City
Council will vote tonight on
whether to raise as well as
decrease several city tees, includ-
ing a $2 increase tor a photo iden-
tification card at the Job Center
and a $30 decrease for false
alarm calls.
Among the fees, which
include recreational fees, build-
ing permit fees and public service
fees, are new services su,ch as
providing a part-time employee
for $30 per hour to videotape
community group events. The
cost includes a $20 video tape.
The city is attempting to
streamline services so that resi-
dents will have the lowest possi-
ble levels, according to staff
reports. Also it will recover some
of the costs for providing services
that benefit individual citizens.
Also tonight, about 60 families
from the St. Joachim Community
Organization plan to ask City
Council members to help dean
up run down apartments in the
Shalimar Drive neighborhood.
The city is scheduled to
approve the reallocation of
$868,000 in Community Develop-

NEWPORT BEACH-John Martin was
outraged when he saw cre\\ts cutting down
. trees around the Bristol Street Coco's
Restaurant as he ate breakfast there Friday
morning.
The Newport Beach resident was so
incensed that, upon leaving the restaurant,
he took his complaints straight to the tOJ>'
Coco's executives.
"It's like a desecration of that comer,• be
said. "It's a typical myopic view without
any consideration for those trees.•
Restaurant company executives said
they just wanted to help passing drivers
find the place a little easier, But on Friday,
they learned how sacred trees are to some
of their customers.
Coco's manager Cindy· Young said Fri-
day afternoon that several customers had
complained.
"People just love trees and think they're
beautiful,• lbe said.

couldn't aee the restaurant from the street.

A widely dreaded presence on the
sidewalks of Corona del Mar.
SCOFFLAWS BEWARE
Some call her a tyrant. A woman
obsessed. An annoyance of the first order.
Some know her only as "that English
lady" or the "Do You Have a Bag? Lady."
But almost everyone in Corona del
Mar has glimpsed 66-year-old Margaret
Butt, an immigrant from Wales who set-
tled in the city in 1963.
She's the one prowling the sidewalks
on a self-appointed mission to reign in
sc;ofilaw pet owners -those who walk
their animals without leashes or litter
bags.
Butt approaches the task with evan-
gelical zeal, and she is absolutely uncom-
promising on the subject. An unattended
sidewalk dropping is a "moral transgres-
sion" to her. Every pet owner who passes
her way undergoes rigorous questioning.
"If I don't see a bag, I say, 'Where's
your bag?'" said Butt, a caregiver for the
elderly by trade. •And the reply some-
times is, 'Mind your own business.'
"If they don't have a bag then I say, 'It
is my business. If the city of Newport
Beach states that you must pick it up,
then you must pick it up.'"
HEATED CONFRONTATIONS
It is a bad idea to ignore Margaret
Butt. If you persist in lawlessness, she will
give your address to the police.

follow them home, pretending I'm walk-
ing, to get their addresses.•
Butt acknowledges this has made her
unpopular with some in the neighbor-
hood .•
"I've had heated confrontations," she
said. "I'm not loved by some ... I come
from Wales. You know the British are
blunt. I am accused of being dogmatic -
and maybe I am."

over the neighborhood about her," said

ahead of her with a dog that isn't on a
leash, she will scream at them. She can
really tell people off in four-letter words
that are even new to me.•
Butt passionately loves animals and
walks Stewart's dog every day as a cour-
tesy, Stewart added. "I couldn't ask for a
nicer friend."
Though Butt has owned about a dozen
cats in her life, and tends to every stray
animal she finds -including raccoons,
possums, and bunnies -she doesn't
have any pets at the moment.
Butt, who was raised in the infamous-
ly strict environment of a South Wales
orphanage, speaks often -and with
great reverence -of "the law.• The
term, to her, encompasses everything
from Biblical commandments to munici-
pal codes.
•1 find that if you live by the law you
are a happy ,person." she said. •
Explaining why she has never been
married, Butt said, •1 can't seem to find a
man to match God's mountains. God's
mountains are majestic and strong, and I
find myself looking for that strong-moun-
tain look."
A firm supporter of the animals rights
movement, she added, •rm all to save
everything that liveth and creepeth. H the
human race were as sweet as the animal
race, there would be no problems in this
world."
But her dual enthusiasms -for
nature and "the law" -seemed to col-
lide when she faced a hypothetical
question: If she found a beloved pet and
a human stranger drowning, and she
could only rescue one of them, which
would it be?
After a pause, she said, "Under the
law, I would have to go for the person
first." But she seemed uncomfortable
with the answer, and added, "If I was not
under the law, I would go for the animal first.,,

group of mentors. "I find it really
fulfilling."
Chan has chosen a different
part of her job to learn more
about, and this year she signed
up for a weekend business man-
agement class.
"I'm a lifelong learner," Chan
said. ·At the Tuesday staff meet-
ing l used something I learned
Saturday in class."
Although Chan is a recent
addition to staff, she has already
made solid goals for herself. With-
out a request from her supervi-
sors, Chan outlined a quarterly
report after her first four months,
detailing her responsibilities and
objectives:
"It's so easy to get fragment-
ed,• she said. "If one doesn't have
goals, one can't get there.•
Among her goalsisworldng on
· a language transition policy.
Jill McWhertor, bilingual edu-
cation coordinator at Wilson Ele-
mentary, said working with Chan
on adopting new Spanish lan-
guage arts texts has been a posi-
tive experience.

reading issues, Chan's overall
philosophy is: •Any child can
learn to read."
She recalls' being a kindergart-
ner coming from a Chinese home
in Los Angeles and wondering on
the playground, "Why are these
kids talking so funny?"
Just as she learned English,
she believes it is possible for
young Spanish-speakers to do the
same because reacijng skills
translate between languages.
"We need to g\ve these kids a
chance," Chan said. "Whether a
child learns to read in English,
Spanish or even Chinese, they
only have to learn to read once."
In the debate oyer different
methods of teaching language
arts, Chan believes the instructor
is most important.
As a doctoral student at the
University of Colorado, she stud-
ied different methods of teaching
and found that teacher ability was
far more important in teaching
students to read than the actual
curriculum.
"Whatever method they use
will work if they are well trained
in it," she said. "Teacher training
is critical."

Moore, a 6-foot-7 right-bander, was an All-Orange Empire Conference first-

Turner went 5-5 with a 4.31 ERA in 79

with a 4.36 ERA in 74 innings. Uuzzi, the
only left-handed starter, went 3-1 with a
3.94 ERA in 45 innings.

Steve Alonzo who called Satur-
day's 8-3 victory over Orange
Coast in the final game of the
Copperhead Classic the biggest
win of his coaching career.
. "I'm nine wins away from my
200th victory and this was the
biggest one for me," Alonzo
said. "We're one of the smaller
schools in California with less
than 4,000 students. We don't
get the high school all-stars on
this team. We don't get a lot of
IJMpect.
.. "It will mean something to be
etble to go home and say we
beat Orange Coast -that we
beat a team in the Orange
Empire Conference."
The Eagles almost made it
two in one day, dropping a hard-
fought 3-2 decision in a morning
nonconference (non-tourna-
ment) matchup with Saddle-
back.
OCC Coach John Altobelli
was taking the loss in stride, not
wishing to push the panic but-
ton after only three games -
two of which have been victo-
ries.
"I didn't expect us to go 44-
Q,,, Altobelli said. "Our bullpen
struggled and didn't do the job.
We didn't capitalize on a lot of
opportunities, but it's really ear-
ly in the game yet."

The Pirates ran themselves

inning when Bobby Calderon
was tagged out trying to score
on a wild pitch that barely rolled
to the back of the batting circle.
The inning opened with a fiy
ball out followed by a John
Lukin double. Lukin came home
on Darren Chandler's single to
right. Calderon then singled to
put runners at the comers
before liavis Clutter singled
home Chandler with Calderon
stopping at second. Both run-
ners moved up on a wild pitch
and Craig Ritter walked to load
the bases with one out and the
heart of the lineup coming up.

Johnson, who was chosen All-New-
port-Mesa District Co-Player of the Year
as a senior, was 7-6 for the Sea Kings
while striking out 76 batters in 78
innings. He also batted .372 while club-
bing eight home runs from the left side
of the plate.

NOTICE OF AVAILABILITY FOR PUBLIC REVIEW
City of Costa Mesa
DRAFr ZONING CODE
Title 13 of the Costa Mesa Municipal Code, commonly referred to as the Zoning Code, has
undergone the most comprehensive revision since 1960. The revised Zoning Code has a fonnat
that is "user-friendly" which includes many easy-to-read tables and matrices.

Numerous changes are proposed to the zoning regulations to reduce or eliminate formal review
procedures for various types of land uses. The major proposal is a processing procedure called
"Minor Modification". This procedure would enable the Planning Division to approve deviations
from certain development standards over the counter without a fonnal application, public notice or !
public hearing.
New or revised development standards are also proposed in the updated Zoning Code that affect all
the zoning districts in the City of Costa Mesa.
For further infonnation on how the new Zoning Code may affect your property or business, please
contact the City of Costa Mesa Planning Division at (714) 754-5245, Monday through Friday,
between the hours of 8:00 a.m. and 5:00 p.m ..
Copies of the draft Zoning Code are available for review at the City's two libraries. located at 1855 :
Park Avenue and 2969 Mesa Verde Drive East. Copies of the document~ also be obtained from
the Planning Division, located in the Civic Center, at 77 Fair Drive, 2nd Floor.
