would require two-thirds of the

Costa Mesa park ranger Janet Mandell wakes a man sleeping ln the courtyard area of the city library on Park Avenue. The city
has two park rangers and the park commission is requesting a third.
Lone r angers want to add 3rd partner

COSTA MESA -The Parks, Recreation-
al Facilities and Parkways Commission
wants to hire another park ranger and will
submit another request to the City Council
after being rejected twice in the past eight
months.
The seven-member commission voted
unanimously last June to reconunend that
an additional park ranger be hired .
Commissioner Dave Stiller said the action
was prompted by the commission's satisfac-
tion with the program and by a review of
numerous incident reports. In 1998, rangers
responded to countless leash and alcohol
violations, in addition to incidents involving
weapons, illegal camping. assaults, vicious
dogs or coyotes, and fireworks.
•It's not that one more park ranger .. is
going to enable park rangers to be every-
where at all tunes," Stiller s.a1d ·There are
30 or more parks and playing fields that they
patrol."
Rather, a<iding.one more ranger would
mcrease visibility and serve as a deterrent.
Stiller said.
The ranger program began in June 1997
with one full-time ranger. A part-time
ranger was hired four to five months later,
according to staff reports.
The r(\ngers, who are not armed, patrol
the city's '27 parks and six athletic fie lds sev-
en days a week.
The first request for another full-time
ranger was rejected by the council last sum-
mer after the Police Departinent and staff
recommended against it. The commission
submitted a second request last month,
when the council was deciding bow to
spend $1.9 million in general fund surplus
funds. But the council preferred not to spend
the unexpected surplus on personnel
because that money might not be available
in following years.
A ranger would cost about $50,000 per
year, alo{lg Wlth a one-time cost of about
$25,000 for an additional patrol car.
Stiller said the commission will request
funding a third time, when next year's bud-
get IS reviewed by the council in June.
Councilwoman Libby Cowan said the
parks comnussion· should change its •
approach.
•I would very much support the commis-
sion coming forward ... for a part-time posi-
tion in the summer only, 'maybe identified
with some unique qualities like doing
TeWirlk.le only or specific.ally targeted to two
or three things, as opposed to doing general
ranger work," she said.
In a memo to the commission, Police
Chief Dave Snowden said that the ranger
program was intended to provide better
oversight of parks and to make sure they
were mamtamed and used properly. The
program never was intended to be the pri-
mary law enforcement for the parks, be said. '
Four to six community service specialists
who also work for the Police Department
receive cross training as park rangers and
are able to fill in when necessary.
SWler said a ranger is able to focus on
parks, which are meant to be safe and posi-
tive recreational experiences for the public.
"I don't think the police have been in the
habit or going into the par.Jes on their own
initiative,• he said. .. .. •

COSTA MESA-Four reputed

at least 35 years in state prison

The four men committed a
brazen daytime robbery at Win·

June 23. They walked into the
store, and two of them pulled out
semiautomatic handguns. They
tied up two female employees
with plastic handcutls and
grabbed about $200,000 in mer-
chandise. They ran to their car
outside the store, but a jewelry
dealer who was hiding behind a
two-way mirror ran after them
carrying a gun. One of the rob-

But Ma}ersla said the person who agreed

But the crime spree didn't end
there. They drove through Costa

stolen atd.illac, bitting speeds of
more than 80 mph. Police pursued
them, and when they got close,
Kizzee and nuett stole a car from
a 56-year-old man as he waited at
a stoplight. Police cornered the
stolen van and found Cooper and .
Simmons in a fabric stofe nearby.
All of the stolen jewels and
watches were recovered by
police, who found them wrapped

not on a major test. said junior
Patrick Sharma, a committee co-
t ounder. Still others wouldn't
cheat during a test but go to great
lengths to fin,d out what is on a
,test before it is given.
"It's been a growing problem
in the country for the last 20
years,• said Newport Harbor
Principal Bob Boies, adding that
the cheating problem at Newport
Harbor is no worse than at any
other school.
"It's partly a sign of a changing
national morality,• Boies said.
"When I was a high school stu-
dent, it was. rarer. But when the
kids see it from the president on
down, it undermines things.•
Once they understand how
their peers feel about cheating,
the student committee will draft a
~licy to try to stop the most egre-
Vious examples, Valerie srud
, Like. all Newport-Mesa
$chools, Newport Harbor has a
•ery strict policy on cheating. The
froblem, said Valene. 1s that
many teachers land of look the
other way."
"But we want to force students
to take responsibility for their
actions,• she said.
The group may decide to ask
students to sign a contract pledg-
ing not to cheat.
Committee members sdid they
want an honor code because no
matter how vigilant teachers are,
students will always come up
with even more inventive ways of
cheating.
The current magic trick, for
example, entails taking a perfect-
ly innocent-looking water bottle,
peeling off the label, inscribing
tiny formulas or test answers on it,
and then carefully affixing the
label back on the bottle.
Boies ap~uded the students'
willingness to police themselves.
·1 think it's a great idea,• Boies
said. "They are in the best posi-
tion to effect change."
Since forming earlier this year
under the direction of history
teacher Philip O' Agostino, the
students commlttee has also tack-
led the problem of gau.teners
using loud machinery outside
classrooms and drownin._g out the
teacher. Gardeners no longer
compete with teachers for who
can make the most noise in the
classroom.
Patrick said the group also
plans to lobby for scht>olwide
grading criteria and work for the
"general political awareness" of
Newport Harbor students.

enforcing the terms of the lease
requires legal action rather than
simply revoking the penrut.
The waterways throughout
Newport Harbor and th~ city's
oceanfront are owned by the
state, supervised by the city and
leased or permitted to people
who have piers, docks or moor-
ings, for both residential and
commercial uses.
The original intent of bringing
the complex issue to the council
was to restore some equity in the
fees charged to the various com-
mercial and residential users of
the tidelands, as well as decrease
the city's $6 million deficit
between tidelands expenses and
tidelands revenue.
But because the issue is so
massive, council members
seemed to lean Monday toward
first tackling the transition from
pennits to leases as a separate
issue.
Melum said city staff will ~
crafting several types of "boiler-
plate" leases for each category of
harbor permit, which could be
used as gwdes for future long-
term leases.
For example, commercial
marinas would have slightly dif-
ferent terms from shipyards or
slips used by condominium asso-
ciations. That report, as well as
the p roposed appraisal, could
take about 60 days before it gets
back to the council, he said.
The bills for· commercial har-
bor permits have already gone
out for 1999, Melum said, so any
change in the rate or the permit
could not take effect until Jan. 1.

NEWPORT BEACH -The feeling among Senior.
PGA Tour pros this week has induded talk of new
blood on the tour and how no golfer will dominate
the way Hale Lrwin did the last two years.
As 78 players on the circuit tee off today in the
opening round of the $1.2 million Toshiba Senior
Classic at Newport Beach Country Club, it is
expected to be a wide-open scramble, but don't
count out Lrwin.
"The new blood is obviously playing well this
¥ear," tour veteran Dave Stockton said Thursday.
•But I wouldn't have thought Allen Doyle and
Bruce Fleisher would be two of the three (money
leaders). TQere will probably be more competition,
but there's no reason why Irwin can't three-peat.•
Stockton, who fell one putt shy of three-peal-
ing as the tour's money leader in 1995, also said
the golf course at Newport Beach is in the "best
shape I've ever seen ·it," and with the fast greens,
nobody should come dose to Irwin's cour~e
record 62 fired in last year's final round.
Larry Nelson, who won the GTE Classic in
Lutz. Fla., considers the Toshiba field anybody's
tournament because of the tricky greens that
include poa d.flnua.

"(Thursday morning(s rain) will help the scor-

very firm. The greens in California are so differ-

Irwin, who entered last year's Toshiba Classic
without a victory but came home with a first-
place check for $165,000, hasn't found the win-
ning stroke yet this year.
When the tens of thousands of fans visit New-
port Beach, it will be anybody's roll on the world's
most famous circuit for fifty-and sixty-some'th.ing
golfers. Sunday's winner will receive $180,000.
"I need to get more re-focused," Irwin· said
Thursday, returning to the site where be launched
his second straight campaign as the tour's leading
money winner ($2,861,945):
"(The greens) are biclcy," tour veteran David
Graham once said. •0n some putts, you feel like the
ball is out of your control. There are some hidden
breaks on the greens, and a lot of different speeds.
Some of the downhills can be extremely fast."
"You never know what's going to happen," said
J.C. Snead, who shot 63 Thursday to win the pro-
am. "Sometimes your ball g~ in, and sometimes
it doesn't.. The ball boun~ all over the place."

CELEBRATING .THE MILLENNIUM
Estancia
• Estancia High product tasted champagn e with
the Padres last year en route to the WorJ.d Series.
RIOWID DuNN
llltt Pb
Jeff Gardner will never lft
forget last year. The
team for whom he's
employed as an advance scout,
the San Diego Padres, knocked
off Houston and Atlanta in the
playoffs and reached the World
Series.
By season's end, San Diego
players were so pleased with
Gardner's advance work,
detailing tendencies of upcoming
opponents, they voted him a half
share of the postseason take, an
unprecedented move in baseball.
"That meant a lot to me,•
Gardner said from Peoria, Ariz.,
where the Padres are conducting
spring training as they prepare
to defend their National League
pennant.
"I take losses probably as
hard as (the players) do, and it
was great for them to do that last
year. It was a great feeling to be
a part of that (World Series
team)."
But while 1998 will always be
remembered as the year Gardner
celebrated two playoff upsets
with San Diego, when it beat the
Astros in the divisional playoffs
and the Braves in the League
Championship Series, he will
point to 1993 as the zenith of his
playing career. L
Gardner, a former Estancia
High (Class of '82) and Orange
Coast College standout, toiled in
the minor leagues for 10 years,
from 1985to1992, then 1994-95.
In '93, Gardner was San
Diego's second baseman,
finishing the year batting .262
with 21 doubles and 24 RBis in
404 at-bats.
Gardner went from an $18
triple-A per diem to $60 in the
major leagues, and showed up
to the ballpark with his name
usually between leadoff hitter
Tony Gwynn and Gary Sheffield
on the Padres' lineup card.
Gardner. never flashy but
always steady, provided the
Padres with a good glove, a
consistent stick (hitting second in
the lineup was an indication of
his bat control), and an ability to
tum the double play -his forte
since playing under OCC Coach
Mike Mayne.
Prior to a December 1991
trade that sent Gardner from the
New York Mets to the Padres, he
wanted out of the infielder-heavy
Mets' organization, which he felt
had pigeon-holed him into a
career minor leaguer ..
Though Gardner made his
debut in the majors with New
York on Sept. 10, 1991, he felt he
couldn't catch a break with the
club. But then everything began
to fall in place for Gardner when
the San Diego organization
seemed to be falling apart, a
team accused of stripping its
Jeff Gardner
high-salaried players in favor of
a small budget.
Gardner, a two-time All-CIF
guard for Estancia's basketball
team in the early 1980s, enjoyed
one of his finest seasons in 1992,
batting .335 with 30 doubles, five
triples and 51 RBis for Las Vegas
in the Pacific Coast League and
Stars Manager Jim Riggleman,
who would eventually become
the Padres' manager when Greg
Riddoch was fired.
Gardner bad been called up
to the Padres on Aug. 31 of that I
year, and a few weeks later, he 1
1 finally had an ally (Riggleman) in
a major league manager's office. '
Before the 1993 campaign, the
Padres started unloading big ~
salaries and San Diego fans were •
angered. •Tuey were trying to ·
get rid of some salaries, and the
(Tony) Fernandez trade opened
up a middle infield position,"
Gardner once said. •I knew the
people here wouldn't like it, but .
it gave me an opportunity to
play."
Gardner became the third
member of the 1983 and '84
OCC squads to play in the
majors, following Damon
Berryhill and Kevin Reimer.
Gardner was voted the Sputh
Coast Conference Player of the
Year in '84, batting .374, playing
solid in the field and leading
Mayne's Pirates to their fourth
conference title in five years.
Gardner, a member of the
Daily Pilot Sports Hall of Fame
to celebrate the oncoming
millennium, lives in Newport
Beach with his wife, Lori, and i
their four children: daughters . •
Bailey and Blake, and sons Mitch '
and Luke.

Of course, looking ll all four hands
it is easy to see that declarer should
have !Uen with the ten -even the six
would have been enough -and the
Bennudians would have scored an
overtrick -no big deal. But declarer
gOl a trifle c~less by calling for
dummy's deuce. Ea.st produced the
five and was stunned to win the trick!
Opening lead: Four of 0
This deal was played some years
ago in a match between Bermuda and
Canada to decide which learn would
qualify for the Bennuda Bowl, sym-
bolic of world bridge supremacy.
Bennuda had gOlten off Lo a fast start
until this deal came along.
West's blood pres.sure rose as East
look some time 10 consider what to
do next , but really was noc that much
of a problem. Eventually, East put
partner 11 ease by n:turmng a heart,
and WeSl ruffed with lhat httle three or tromps for a one-trick defeat .
Momentum instantly swung to the
Canadians, and they went on Lo win
the match convincingly.
