About 250 people packed the American Legion hall to bear the committee pitch its peninsula revi- talization plan to community membe rs. And for the first time, committee members heard sev- eral nega- tive reac- tions. M o s t audience members r--------------, F.V.I. l • I +The Newport , Beech City Council wltl di1- cuss the a.tbcM Peninsula plan at4p.m.~ ~at=~ Blvd. I I I I I I --------------~ agreed something should be don.e to spruce up the peninsula -but many objected to sped.fies in the plan. The biggest concerns raised: malcing Marina mobile home park into a recreational area, removing median parking on Balboa Boule- vard, making one lane of Via Udo into parking spots and redevelop- ing portions of Balboa Boulevard. Frances Bury showed up to object to a few points, specifically the proposal to redevelop the area around where Newport and Bal- boa boulevards meet. Bury, who owns a two-story colonial building at that intersection, also raised the question of why previous plans to revitalize the peninsula have failed. "There's no mention that it did- n't get passed before because peo- ple didn't want it,• she said Tues- day. Residents of the Marina Park mobile homes turned out to oppose the portion of the plan that recommends turning the park into a marine recreation site. Still, park resident Herb Williams called the meeting "very informative." •Beautification, traffic control, parking, signage, limiting alcohol -these are all magnificent things," he said. "I don't know where they'd get the money, but we're all for fixing up the peninsu- la." Committee member Mike Kranzley, though weary from the onslaught of criticism, said be felt the committee addressed many concerns raised. "This is a process," he said. "Not everything in the plan is great, but there are core issues that are essential to revitalization of the peninsula." He said converting Marina Park into a recreation site, for instance, is not essential to the overall plan. But the broader areas of additional parking and beautifi- cation should be implemented, be said. Assistant City Manager Sharon Wood thought the crowd was fair- ly' balanced but more people spoke up from the negative side. "The speakers who made posi- tive comments got applause, too,• she said. "The majority of people on the peninsula, I think. believe it needs improvement. The plan is probably not going to be imple- mented exactly as it's proposed.• MARC MART'N I OAl.Y PILOT Corona del Mar High School student Brittany Vezlrtan weaves a Bower necklace during a recent soccer game at the Newport Beach campus. briefly in the news . Yes I do.• Carol Waxman, a victim's advocate who works with the county District Attorneys Office and handled the Bennett case, commended Braswell for her coutage in writing the book. "My perception of Pam is that she's shown inordinate courage a lesbian relationship that bas continued on-and-off ever since. I wrote Norma's story, but protect- ed her identity, and it was not until 10 years later that she sur- faced publicly. We kept in touch during that time and throughout the years that followed -includ- ing a six-month period in 1990 that she lived in Orange County. 'My¥ conversation with her was arowid Connie Gonzalez' kitchen table. The front door of this house -the only real home Norma bas ever known -is still pocked and scarred from shotgun pellets that raked the living room where Nonna had been sleeping on a couch a few minutes earlier\. Except for GQnzalez, Nonna has been badly used by just about everyone who has crossed her life. I've felt that way since I first met her a few weeks after Roe vs. Wade came down from the Supreme Court and I was sent to Dallas by a national mag- azine to write about the two young women attorneys who argued the case. It was quickly clear to me that the core of the story was Jane Roe. She insisted on anonymity, but after several days of urgent requests, her attorneys said she would meet me briefly in a coffee shop and then decide whether to go any further. Since she began working pub- licly on behalf of the pro-cholce cause, Norma's front lawn bas been littered repeatedly with baby clothes, she bas been vili- fied as a mwderer, and even shot at, driving her to periods of • depression, alcoholism and once- attempted suicide. She has apparently chosen to overlook the fact that many of these depre- dations have been the work of people dedicated to the goals of the organization she has now joined. We connected and I spent sev- eral days talking with her, always under the wary and attentive presence of Connie Gonzalez, With whom Norma was living in The answer to this apparent anomaly is the one commodity that Norma has always sought donation of " and bddae wm follow lunch. MOBILE CONTINUED FROM 1 to revitalize the Balboa Peninsula sugg~ts making a marine recre- ation area of the site. And the City Council by spring will likely review a report that identifies the site as tidelands -which by state law must be used to serve visitors. The city put the tenants on notice that the lease may not be renewed, City Manager Kevin Murphy says. While negotiating the lease, the city hired a consul- tant to determine the best use for the property. That process revealed that the area was mostly tidelands, a state designation of land near the high- tide mark. The city loses state grant money if it doesn't use tide- lands to serve visitors, Murphy says. "Couple that with (the penin- sula study), and we're headed for that discussion soon,• Murphy says. The Balboa Bay Cub, which does provide public access, and Beacon Bay, which consists of 22 home 'lots ne_u Harbor Island, also sit on tidelands. The city is leaving Beacon Bay as it is because permanent houses can't be relocated as easily as mobile homes, Murphy says. The Wtlliamses and other ten- ants said they wouldn't mind a rent increase if it meant they could stay. The lots currently go for about St ,000 per month, and some of the mobile homes have sold for almost $200,000, says Letitia Manning-Rush, the park's assistant manager. As the prices alone indicate, Marina Park isn't your typical mobile home park .. These mobile homes have leaded-glass win- dows in their double doors and perfectly manicured landscaping. The air .is filled with the smell of cut grass, recently mowed by gar- deners, and the sound of bounc- ing tennis balls at the nearby courts. Herb Williams, 73, believes the city may wipe out the park in 2000. But he also says the park bri,ngs in several hundred thou- sand dollars for the city each year. "It's the only mobile home park on the peninsula," he says. "We feel we're very fortunate living here. We're good citizens." Stewart Berkshire, president of the park's homeowners' asso- ciation and a 10-year park resi- dent, remains confident the city will keep the park around. "I think we'll be able to per- suade them that this is in the best interest of the city,• the 73-year- old says. •we're finding that the people in the city are very coop- erative." · He, too, hasn't given a thought to what he might do if be has to leave. "I just might pack up and move into City Hall," be jokes. The talk of leveling the park has left some of its residents feel- ing abandoned. •Although we are well-liked, we ~e left to fight our own bat- tles," Manning-Rush says.
