intersections to catch lawbreakers

•It's like Big Brother,• said
Councilman Joe Erickson, cau-
tioning the government's watch-
ful eye could step on the rights of
individuals.
Council members considered
thre"e options at Monday's study
session for installing cameras that
would bust motorists who run red
lights -either purchase the cam-
eras outright, lease the cameras
or take part in a so-called turnkey
program in which the city would
hire a private company to run the
system. · •
But a decision was postponed
after Council members learned
the most cost-effective of the
three options is unavailable for at
least six months.
Lt. John fitzPatrick. suggested
the city pursue the turnkey pro-
gram that would require no pay-
ment by the city up front. While

this option would reduce the city's
allotment for citations substantial-
ly, the number of citations are
expected to increase with the 24-
hour camera on duty.
Currently motorists are fined
$104 for running a red light -
and the city gets $14.52 of that
fine. Under the turnkey program,
that amount would be pared
down to 85 cents and the remain-
der would go to the private oper-
ator. ,

NEWPORT BEACH -Most
everyone with an interest in revi-
talizing the Balboa Peninsula
agrees on one thing: More trees
along Balboa Boulevard would
look nice.
Beyond that, opinions differ
sharply, on everything from
rerouting Ne wport Boulevard
traffic to increasing sanctions
against owners of derelict boats.
And many of those opinions came
out before City Council members
Monday as they considered the
first handful of several long-range
suggestions outlined in a commit-
.tee report.
"We are not going to move
quickly on these things without
public testimony," M ayor Jan
Debay reassured the standing-
room-only audience. "I want to
set you to rest that it's not going to
descend on you overnight."
The "Project 2000" plan, with
60 pages of reconunendatlons for
widespread change, has stirred
intense debate since its unveiling
last month.
Council members stressed

the report's suggestions. They

size that they were not vobng on
a particularly controversial idea

that leave and arrive here daily
will remain grounded on the tar-
mac if the airline's pilots and
management cannot hammer out
contractual disputes by this Fri-
day's strike deadline.

picket from 6 to 9 a.m. evE-ry

Attending to people's needs
SHE IS
A Twin Palms bathroom atten-
dant -one of those people in
restrooms of fancy restaurants
who quietly gives guests a towel
after they wash their bands,
whose dish of change is often
overlooked.
FAMILY FRIENDLY JO'
Avila, 33, is originally from
Mexico City. Before working at
Newport Beach's upscale 1\vin
Palms restaurant, she was a
housekeeper at the Marriott
Hotel. She left the Marriot after
six months because her schedule
didn't leave her much time for
her three children.
She likes working at 1Win
Palms because it's only three
days a week, and the shifts are
no longer than seven hours a
night.
"It's fun," she said. "I get to
meet lots of people. I get bored
sometimes early in the evening,
when it's slow, but later, it gets
better."
On average, Avila earns about
$40 or $50 in tips each night.
Early on,· she learned something
people in the service industry
have known for years.
"Many times, the richer they
are, the less they tip,• Avila said.
Although she may not see her
children much on Friday nights,
Avila sees plenty of the reSt of
her family. Her father-in-law is
the men's restroom attendant,
and her husband and brother-in-
law are buSboys.
"I like that,• she said.
ON GUARD
Avila doesn't just hand out
towels. She is also the guardian
of a comb, a brush. hair spray,
clear nail polish, perfume and a
pack of Marlboro Ughts. The lat-
ter two are bot commodities, and
Avila has to keep a careful eye
on them, or they will disappear.
•A woman put her evening
bag on top of the table where I
keep the cigarettes, and when
she lifted her bag again, the cig-
arettes were gone,• Avila said.
She followed the woman all
the way out to the entrance, and
asked her to return the ciga-
rettes.
"She was upset, but she gave
them back.• Avila said. "Her
friend apologized for her."
Sometimes, Avila bas cus-
tomers who have bad a drink too
many. She tries to offer her assis-
tance if she thinks it's needed.
"Often, they have friends who
take care of them,• she said. "But
if they pass out, I get a waitress to
help me pick them up and carry
them out to where there's fresh
air. But it doesn't happen very
often. Most of the time, they get
back up on their own."

obituary
Pier monument crafter dies at 84
Isadore Greenbaum, known
around Newport Pier for his pen-
chant for building displays and
snapping photos of people hold-
ing fishing poles, died Sunday at
Irvine Medical Center of natural
causes. He was 64.
Mr. Greenbaum, a longtime
Tustin resident who had recently
moved to Irvine, kept up a 30-
year tradition of making "monu-
ments• at Newport Pier out of
newspaper clippings, Bible vers-
es and American flags.
Near his displays he kept fish-
ing poles with fish on them -if
passersby picked them up, he'd
take their photo and send it to
them in the mail. His name is
COSTA MESA
even carved in the pier itself.
"He just loved attention," said
his 27-year-old granddaughter,
Jessica Silva. "That was his life."
A former Merchant Marine,
Mr. Greenbaum worked at a
variety of jobs -such as a
plumber and taxi driver -
before retiring.
He is survived by his wife· of
61 years, Gertrude; two children,
Hedy and Bobbie; • and seven
grandchildren.
Family members honored him
Monday by building a display at
Newport Pier. Memorial services
are scheduled for 1 p.m. today at
Pacific View Mortuary in New-
port Beach.

fr~ a car In the 1700 block. There was no sign of forced entry.
• East Patlairino Avenue: Cable equipment valued at $525 was stolen from
a main power station in the 200 block, causing the cable to disconnect for
customers living In the northwest portion of Costa Mesa.
•South Cont Drive: A $361 leather jacket was stolen from a car in the 900
block. There was no sign of forced entry.
• MlncMnllo Drive: Approximately $3,000 worth of tools were stolen from a
truck in the 2900 block. The toolboxes that were attached to the truck were
forced open. .
• Ponderosa Street: Several items indudlng a stereo system, postage meter,
baby crib and highchair, and two fax machines valued at $9,000 were stolen
from several offices at a business In the 1500 block. A door at the back of the
business was found kicked open.

District to deal with Class growth

classes filling nearly every space
besides the bathrooms at local
elementary schools, school district
staff and board members are dis-
cussing where all the young stu-
• dents are going to go.
Board members will bear a
report tonight about the altema-
Uve ~ucatton programs at Monte
Vista High School -a potential
site for a new elementary school
-and will discuss creating a
committee to work on a student
· housing plan.
• A five-year student housing
plan, drafted last year by district
staff members, did not take into
account the effects of the then-
unexpected class-size reduction
program. The pl.on was never offi-
cially approved by trustees.
•Certainly a number of aspects
have become out-of-date because
of class.size reduction,• said
Superintendent Mac Bernd.

Council puts cork on liquor ban

COSTA MESA -Qty Council
members Monday shot down Coun-
cilwoman Heather Somers' effort to
stop any new alcohol-selling busi-
nesses from entering the city.
MI would not support a morato-
rium, especially citywide,• Mayor
Peter Buffa said.
At a study session held Monday
at City Hall, the council disagreed
with Somers' suggestion to impose
a temporary ban on liquor licenses
until 1998.
Council members say the ban
-aimed at those establishments
that contribute to crime and the
delinquency of youth -could
potentially affect those who abide
by the law.
·1 prefer a special enforcement
to make life miserable for problem
bars,• Buffa said.

Buffa suggested targeting those
liquor and convenience stores that
~ell cheap fortified wine.
The city has the ability to
impose restrictions on permits
issued to establishments before
they acquire state Alcohol Bever-
age Control licenses.
•There were fewer licenses
issued this year than any previous
year," said Ken Kelly, district
adminiStrator for the Alcoholic
Beverage Control.
Kelly suggested the city impose
restrictions on permits and zone
the land to reduce licenses -oth-
erwise the state is obligated to
take an application that meets all
the city requirements.
But Somers says the state is
more intent on generating rev-
enues than regulating who should
be granted licenses.
About half the licenses issued
were for eating establishments. A
third were granted to liquor, con-
venience and grocery stores, fine
wine shops and florists who
include a bottle of bubbly in their
gift baskets.

Ripper. Billy the Kid.
Willy Sutton. The
Boston Strangler. Murph the
Surf. .\ That's a pretty imposlll<l list
of famous criminals, past and
present. J would life to add to
that list the name of Sus-
pender Jack.
And who was Suspender
Jack the reader might ask?
Well, he was only a flasher
while the rest of the men on
that list were killers, thieves
and robbers. Nevertheless.
because of Suspender Jack's
originality and ingenuity I
think he is entitled to so'me
recognition on any list of
famous criminals.
Far down the list of note-
worthy criminals are peeping
toms and flashers. I assume
everyone knows what a peep-
ing Tom is. The phrase is self-
explanatory. However, the.
word flasher may not have
such a universal meaning. So,
for the uninitiated, I would
explain that a flasher is a man
who exposes his private parts
to women. (I do try to make
this column educational).
A peeping Tom is a furtive
sort. He avoids recognition at
all cost. He just peeps in
obscurity. On the other band,
the flasher must be recog-
nized. How else is he going to
get his peculiar jollies unless
the woman to whom he expos-
es himself is aware that she is
being "flashed?" Then he has
to escape. It was in both fields
of endeavor that Suspender

Jack excelled.
Suspender Jack was so
named because of his sus-
penders, all eight to 10 feet of
them. All in all, Jack's flashing
costume was highly original. It
showed he had put a lot of
thought into it.
Suspender Jack's costume
consisted of a trench coat plus
shoes, socks and trousers cut
off at the knees. Not cut off at
the knees so as to make
shorts. No, it worked the oth-
er way around. His trousers
were cut off at the knees, and
only the part between the foot
and the knees remained. The
rest was discarded. Then came
the suspenders, long sus-
penders that reached from the
front of those cut off trousers,
over the shoulders and down
to the back of those cut off
trousers.
Thus, when fully clothed he
was naked from his knees to
his head. Then he enclosed
the top of his b6dy in a trench
coat. The result was that when
walking down the street he
looked like any normal man
wearing a trench coat over
normal clothing.
His ga,mbit was to walk up
to some unsuspecting female,
say something to attract her
attention, then pull back the
trench coat thus e xposing b.im-
sell. then pull the trench coat
together and walk down the
street looking for all the world
like any fully-dressed pedes-
trian
Jack worked the Santa
Ana-Tustin area successfully
for some time. Then one night
m front of the Broadway The-
atre in Santa Ana he ran into a
woman who neither screamed
nor swooned nor fainted nor
did whatever women are sup -
posed to do when confronted
with a flasher.
This woman was carrying a
heavy purse over her shoulder.
When Jack exposed himself to
her she simply pulled the
purse off her shoulder and
with a mighty swing, hit Jack
exactly in that part of his
anatomy he was exposing.
Jack doubled over and went
s;taggering and whimpering
down the street. He was never
seen again as far as l know.
So he wasn't Jack the Rip-
per. So he was only a lowly
flasher. Still, one has to admit
he put a lot of thought into hls
chosen avocation.

On Jan. 8, the pilots' union
rejected a proposal that would
have allowed the airline to buy 67
small SO-to 70-seat jets and staff
them with pilots of their choosing.
American Airlines pil9ta say
they fear the jobs will go to pilots
from American Eagle, the airline's
regional affiliate.
"Those jets are being pur-
chased with revenue derived
from American Airlines, and
those should be our jobs," Hart
said. "It's classic out-sourcing. It's ·
basically having other labor
groups do the work of a primary
or holding company.•

Airline management contends
American pilots are already the
best-paid in the airline indUllry,
with an average salary of
$120,000. nm Smith, a spokesman for
the airline at its corporate head-
quarters in Dallas, said manage-
ment bas agreed to have the dis-
pute submitted to binding arbitra-
tion by a neutral third party, but
"so far the union has declined to
accept this very sensible alterna-
tive to a strike."
Smith said if the pilots strike on
Friday the airline will shut down
all of its operations, and 80,000

candidate for Man of the Year in
the city after securing the Davis
Cup for Palisades Tennis Club.

years ago when he purchased
the former Wayne Club (now
Palisades) adjacent to the Hyatt
Newporter that bringing a Davis
