NEWPORT BEACH -Scott
Sailers will not let his plans for a
body-boarding contest at the
Wedge go down as a wipe-out.
His proposal thus far has
raised the ire of local bodysurfers
who spend their days there and
of nearby residents who fear
more traffic.
And Sailers, a 25-year-old
Huntington Beach resident, has
learned one thing: Folks are pret-
ty protective of that famed surfing
spot off the Balboa Peninsula's
end ..

His plans for a. two-day contest
suffered their first defeat last
week when the Peninsula Point
residents' association board vot-
ed not to support it. Of the 12
association board members, 11
voted against Sailers' plan, and
one abstained from the vote.

Their disapproval could likely
lead to the city denying Sailers'
application for a special event
permit. Sailers said he under-
stands the city's obligation to lis-
ten to its residents.
Looking to raise ·spirits .
"I understand, but I'm not
done," he said. "I'll take it as far
as I need to go."
Sailers has already vowed to
appeal to the City Council if the
city denies his permit application.
#If that happens, I would
imagine that we'll be obliged to
fight that at City Hall," associa-
tion president Bob Yant said.

Waves at the Wedge bounce
off the nearby jetty to produce
swells that have reached 20 feet,
ranking the spot among the best
surf sites in the world.
Early on, the Wedge Preserva-
tion Society -a group of long-
time local bodysurf ers -voiced
its objection to Sailers' idea. The
group, which successfully lob-
bied for city regulations that
f.estrlct body-boarding hours at
the Wedge, worry that a contest
of any kind will exploit the prune
surfing spot.

that have kept loyal patrons coming back to
Blackie's by the Sea for decades just aren't
paying the rent these days.

So Bobbitt thought it was about time the
46-year-old oceanfront fixture got a state
license to sell all kinds of liquor, mixed
drinks and all. But the ti.ming couldn't be
worse.
City officials are now responding to bur-
geoning crime and rowdiness on the Balboa
Peninsula that many attribute to the high
concentration of licensed liquor-sellers.
The Police Department won't give
Blackie's the Certificate of Public Conve-
nience and Necessity it needs for state
approval-mainly because the city is look-

Bobbitt first looked into getting a license
nine months ago, before the city crackdown
began. But he wanted to get his paperwork
in order and bar-conversion plans laid
before going in for approval.
"If we had it back in May when we first

talked to everybody, it wouldn't be that
bad," he said.
The loyal regulars warming Blackie's
barstools at noon Monday said they're
cheering for city approval of the liquor
license application. About 10 men, most
wearing T-shirts and jeans, were nursing $2
beer mugs that Bobbitt took care to keep
full.
Joe Balogh, 38, and Pat Danahy, 48, sat
next to each other at the end of the bar,
agreeing that if Blackie's closed they'd sorely

NEWPORT-MESA -District
officials expect to have $650,000
in excess funds for the 1997 -98
school year -but that's only
enough to give teachers a 1 %
raise.
School trustees will hit the
budget books in a special meeting
tonight, to discuss parts of this
year's budget that could be
streamlined or cut for next year to
provide money for a teacher raise.
The teachers' union has said a
7% raise over the next four years
is necessary to bring. salaries up to
the average teacher levels in
Orange County.
Tonight's meeting is the school
board's first step in the budget
review process. The operating
budget for the next fiscal year will
be adopted in June.
"Tb.is will be the first time the
board has had a chance to receive
information in a study format and
to look at areas for possible reduc-
tion," said Superintendent Mac
Bernd.
The school district eperated on
a $93 million budget this year,
with the majority of funds coming
from property taxes.
For the 1997-98 budget. the
district will switch from local
property taxes for funding to state
funding detennined by student
enrollment, increasing the dis-
. trict's general operating budget
by $4.25 million.
But district officials expect the
cost of operations and personnel
to increase by $3.6 million, leav-
ing only a $650,000 surplus.
Since the district opted not to
reduce class sizes in the third
grade, officials will not have to cut
additional programs to fund the
smaller class sizes.
While the class-size reduction
program is covered, trustees will
still have to sacrifice in other areas
if they want to give teachers the
raise they seek. ·
1\'ustee Dana Black said she
will not vote for any cuts affecting
classrooms and that she supports
reducing funding for central
administration.
"I won't be voting for cutting
curriculum," Black said. "It's just
bare bones as far as I'm con-
cerned."

NEWPORT BEACH
Crowds stood along the shore
Monday as a dead whale strag-
gled for hours in the low water
near the 28th Street jetty, the
waves pushing its body in slow,
incremental lurches toward land.
The badly decomposed ani-
mal, estimated to have died
weeks ago, formed a shapeless,
gelatinous white mass cratered
with scars and flesh wounds.
Standing on the shore, a
v.iewer could not tell which end
had been its front and which its
rear. A closer look showed the
head was missing.
Crowds came and went, on
foot and on bicycle, in :wetsuits
and in street clothes, holding
babies, aiming cameras, point-
ing. Many sa,td, •15 it a whale?
It's too big to be a sea lion, but
it doesn't look like a whale.•
At intervals people walked
out, usually in pairs, to touch it.
They returned with sour,
amused expressions and spoke
of the stench.
"We thought it was a live
whale trying to come to the sur-
face,• said Andrea Gerling, 18,

consulting with marine mam-
mal experts on the problem. "It
was hit by a ship -that's what
they're guessing -and it could
hav~ been anywhere ...
"Thei:e's a large bruise on
the side of it. It looks like it was
hit by something real large."
Teague, who estimated
there are 20 to 25 feet left of the
whale and that it weighs at
least two tons, said the head
probably rotted ott. He said the
white color owed to the blub-
ber beneath the rotted-away
skin.
Both the Brydes and Sei
whale are grayish in color and
can reach 45 feet in length as
adults, Teague said.
The animal would be buried
by city workers Monday night
or this morning after the high
tide pushed it ashore, Teague
said, noting, "I don't think the
citizens of Newport could take
too much more of that smell."

N ot long ago I lamented in
.--this column about the

great 1935~ dredge that con-
verted Balboa Bay into Newport
Harbor. .
Untold billions of cockles,
scallops, razor cl.ams, baby .
octopi and other small marine
animals to whom th~ mud fiats
were home were killed so our
present yacht harbor could be
created. -SO much for progress. I
left out one victim of that
dredge.
After gobblipg up the mud
fiats from Udo Isle to the end of
the peninsula, the dredger
turned its attention to a wide
sandy beach that extended from
what is now Pirate's Cove in
Corona del Mar to the present
Coast Guard station.
It was a particularly beautiful
beach because the sand was so
white. The east jetty didn't exist,
and at high tide the surf would
come in and cover that beach
leaving it sparkling white when
the surf subsided. It was a wide
beach, extending al.most across
the bay to the old Gillette
House. i remember that beach
particularly well from my job in
the sununer of 1927 working at
the old Corona del Mar bath

Pirate's Cove. The dredger
sucked up all that white sand
and placed most ol it on what is
now known as the Corona del
Mar State Beach.
Then. oops, the dredger
tors discovered they had
ne something wrong. That
nice, wide sandy beach wasn't a
plain old defenseless mud fiat.
No, sir. That beach was an inte-
gral part of a city subdivision.
The original subdividers of
Corona del Mar thought that
wide, sandy beach was a per-
manent part of the geography.
So they surveyed it, laid out
streets and lots, recorded their
survey and sold lots .
Then, when the dredger
scooped up all that sa.nd, water-
front lots were under about 20
feet of salt water. Inside lots
were now bayside lots. That
undoubtedly made those own-ers ol inside lots happy, but the
same couldn't be said of the
owners of what bad been water-
front lots.
Frankly, I do not know what
the city did to make those lot
owners happy, but there's a nice
O'Henry touch to this not very
fascinating story of the disap-
pearing beach.
As I said, most of that sand
went to the Ma.in Beach.
It just so happened the beach
had also been laid out with
streets and residential lots. And
a few years later Mary Bu,ton
saved that beach from actually
being streets and houses when
she forced the city to convey
that beach as a state park.
So the story of the beach has
two endings, one sad. o~ happy.
lt was a sad ending for the peo-
ple whose lots ended up under
20 feet of salt water. It is a happy
ending for all people who enjoy
Corona del Mar State Beach.

The Newport Beach rank-and-
file police, worldng without a con-
tract since late 1995, rejected the
city's most recent offer.
City officials call it their "last,
, best and final offer." Represepta-
. tives of both sides of the negotia-
: tions met Wednesday but reached
1 no decisions. Another meeting has
; not yet been set, adnllnistrative

The police union voted last
1 week 87-34 to reject the latest
offer.

City budget faces
slight deficit
As Newport Beach officials
begin crafting their budget
. requests. for 1997-98, they'll be
·.grappling with a slight deficit and
continuing to build up reserve
·funds.
.< The $465,912 difference
between estimated expenses and
estimated income will be spread
proportionally among city depart-
.-ments, administrative services
director Dennis Danner said.
The estimates include cost-of-
living salary increases for employ-
ees and adding $500,000 tO the
stabilization reserve fund, Danner
said. Por the first time in four years,
the dty is projecting an ~crease in
property tax revenues -mainly
because of the new Blooming-
dale's department store and
Fletcher Jones Motorcars.
City department heads must
submit their budget requests by
Feb. 28. Staff members will draft a·
proposed budget by May 3. The
City Council is expected to adopt a
final budget by mid-June.

Library officials to
deal with video theft
Newport Beach library officials
will be watching their rental
videos ~ little more carefully after a
recent Central Llbrary inventory
revealed a loss rate for popular
videos.
The loss rate for ?ther library
materials was low, assistant city
librarian John Callahan said. The
library board decided at its Tues-
day meeting to look into more
~ cases to house the popular
video Collections, he said.

Commissioners to
discuss pushcarts
Members of the Planning
Commission will meet Tuesday
night to discuss a proposed city-
wide prohibition on pushcarts
and other sidewalk vendors.
Also, commissioners will discuss
whether the city should require
commercial vending vehicles to
be regulated and acquire per-
mits.
The Planning Commission will
hold its regular meeting on Feb.
24 in City Council chambers at
77 Fair Drive.

man Gary Monahan says a pro-
posed law that requires a use per-
mit for new mint-markets, liquor
and convenience stores is just
more government bureaucracy.

the entire industry for the problem
of a relative few seems like
overkill,• Monahan said ·u suspi-
ciously smells like big brother or
big sister government.•
The proposed ordinance, which
the City Council will review
tonight, would enable the city to
review a new store's site design
and hours of operation. It also
allows the city to place conditions
of approval on businesses that sell
alcohol, to ensure the store is com-
patible with neighboring business-
es and residences.
But Monahan says that's over-
doing the review process.
"We are able to place condi-
tions on their Alcoholic Beverage
Control board license," Monahan
said. "What is the use of slapping
a conditional use permit on them
too? It's just more paperwork and
another fee for the permit"
City Councilwoman Heather
Somers says the permit probably
won't reduce the number of alco-
hol licenses issued, but will give
city officials more control of those
who bold them.

ning Commission or city staff
review those instead.
The policy established in June
1996 requires council approval of
Jiquor licenses. The new policy
was adopted after months of
debate over whether there are too
many liquor licenses granted in
the city.
Since then, the City Council has
reviewed 33 applications, and
most were routinely approved.
Only nj.ne applications required
full discussion by the council,
according to a staff report.
Additionally, Monahan says the
city should notify license appli-
cants of when the City Council
plans to review their applications.
City Council members tonight
will also consider ftIJlel)ding city
laws that require property <0wliers
to clean up weeds and rubbish and
extending those to include "pri-
vate junk yards" -residential or
commercial lots where garbage,
rundown cars and other junk are
allowed to pile up.
The new community improve-
ment ordinance would establish
stricter regulations that will ulti-
mately beautify the city.
Vacant gas station sites are
among the most widespread C'l,11-
prits in tenns of rundown proper-
ties, City Councilman Joe Erickson
has said. But others include homes
and a vacant car dealership on
Harbor Boulevard that allegedly
houses a toxic waste dump.
Whether the property is visible
from the street or from upper lev-
els of apartment buildings. it will
be considered a blight under the
proposed.. amendment. The
amendment will allow the city
more authority to go in and clean
up the site, then bill the owner.
The City Council will meet
tonight at 6:30 p.m. at 77 Fair
Drive.
