Garage lights are burning late at night in my neigh- borhood. The reason: my fellow homeowners are digging through old boxes and files look- ing for a piece of paper that says they own one share of the Santa Ana Heights Water Co. When we were given this doc- ument, along with a ton of other papers that accompany the pur- chase of a home, it fell some., where in the order of importance between the gold mine stock we bought 2'5 years ago and our cer- tificate of graduation from ele- mentary school. All that changed when my neighbors and I went to our mail- boxes two weeks ago and found a letter saying that the Irvine Ranch Water District was willing to pay us $1, 100 for our water company share. A chance to pay our county taxes or spend a weekend in San Francisco or doctor a sick tree in our back yard or buy our kid a week at college without going deeper into hock. Found money -the best kind of all. Only thing was, we need- ed .to come up with that stock certificate. I found mine the second day of searching, and it is now in a fireproof file drawer, waiting for me to fill out the tender fonn that must accompany the certificate to get my $1,100. Since I have until March 1, I was savoring the prospect of unexpected wealth whe:n a new element entered the picture: a letter from the Mesa Consolidated Water District. Don't leap at this windfall, the secol\d letter said, because we are •ready to make you a sub· stantial offer which we think is much more attractive.• At the top of Mesa's list of attractions I I ' I I ". "4!,..,, • onf4t;. se. ....... ,...2 NEWPORT-MESA -School district staff presented board members with a list of proposed budget cuts 'Tuesday, including employee layoffs, to fund teacher raises that could cost more than $7 million. Michael Fine, chief financial officer for the Newport-Mesa Unified School District, presented school trustees with three teacher raise scenarios' for the 1996-97 school year with no additional raise for next year: a 3 % raise costing $4.8 million, a 5% raise costing $6 million and a 7% raise costing $7 .3 million. Negotiations between the district and the union are still ongoing. However, the three salary sce- narios would put the district in the red by $500,000, $1.8 million and $3 million respectively. The teacher's union has said a salary increase by more than 7 % each of the next four years is nec- essary to bring salaries up to the average teacher levels in Orange County. Alfuougb the district expects $650,000 in surplus revenue, that money could only pay for a 1 % teacher raise. Streamlining and eliminating some administrative services that could produce as many as a dozen classified personnel layoffs were among the proposals board members have to consider to make up that budget de.licit. ·The largest, potential, single reduction would be an across- the-board 10% decrease of all non-school district facilities, besides transportation and gener- al services. The view from the Capitol Class of 2000 freshmen reflect on their visit to Washington D.C. Land mines, human rights and labor unions were among the issues nine Newport Harbor High School students debated with about 900 other students from throughout the United States in a Mock United Nations in Wash- ington D.C, earlier this month. Pour of The Daily Pilot's Class of 2000 students went on the 11- day trip, equipped with cameras and journals to share their experi- ences in the nation's capital with the readers back home. What follows are the desaip- tions and insights of Alison Arnold, Zack Gelbaum, Milan Roussel and Cameron Sinclair in their own words. FEBRUARY 5 ZACK: We went to (Colonial) Williamsburg, Va. and that was quite an experience to see what it w~ like to live back in 1774. MILAN: Williamsburg. That was awe- some. The whole town is a museum. It's like a role-playing game of 1n4. It was kind of interesting to see how it was back then. • • FEBRUARY 6 CAMERON: At 9 a.m. we arrived at the Model United Nations for our con- ference. 1-5 p.m. -We had our first session. My committee started out on the "Reassessing the Bretton Woods Insti- tutions" debate and we changed it to "Changing Consumption Patterns." 5-7 p.m. -We had our dinner break and noticed that there was a D.J. and people were dancing so we went off dancing. 11 p.m. -Was cur- few so we went to sleep, but all night we would watch Milan and Zack wrestle. Zack also taught Milan and I karate. ZACX: I wa.s on the disarmament com- mittee. We debated the banning and removal of land mines and the Com- prehensive Test Ban Treaty. I represented Peru. I didn't like the subi'ect I had. I didn't rea ly like the land mine thing. I don't agree with It. Trying to ban the production of land mines, I don't think It works. It's good to remove land mines, but there's over three bllllon of them. It's not feasible. A.USON: Today was the first day of the Mode United Natibns. We passed a resolution and were done with the topic by the end of the day. MILAN: The competition we went to was tough. I debated labor in Peru: labor unions and re-training of laid off workers. Peru wanted more companies to invest in their country. They wanted countries to treat the workers fair. I liked it. I was kind of nervous, but then I got the hang of it. I was a head dele- gate from Newport Harbor. That meant extra work. I was the one who went to the meetings and told every- body how they were supposed to act. FEBRUARY 7 AUSON: Today we were in conference all day long. Oh well, we worked on terrorism all day and ~and I wrote and sponsored a resolutloi'I. After the conference, me and a bunch of friends went and played pool. FEBRUARY 8 CAMERON: This is the morning of the last day of the conference. 9 a.m. -noOn -We had our session and we talked and finally came up with three resolutions and we were done. 5 p.m. -We were off to the Bellview Hotel in Washington D.C. On the way we saw the wall of Vietnam and It was sad to see that there were so many people that died. Then we saw the Jefferson and Lincoln memori- als and it was cool. ALISON: Today was the last day of our Mode United Nations Co(lference, we wenttocom- mlttee for about three hours and final - ly finished the topic of terror- ism. Casey and I didn't get to speak this whole confer- ence because our name got cut. We did get to present a resolution though. After we were done with the confer- ence, we had our closing ceremonies and that was really cool because they took a bunch of pictures and showed them in a slide show. After that we hit the road and were off to D.C. We went to the (Vietnam Memorial) FEBRUARY9 ZACK: We went to the Natural History museum and I liked that. It had exhibits on native cultures. Then we went to an1 IMAX theater and saw ·cosmic Journey." Most people slept through it. Keep in mind, we're averaging four hours a night. The movie was really neat. It told a lot about the universe. It was pretty trippy to watch it with the sound system. MILAN: The Museum of Nat- ural History was probably the best. It had animals from the past and the present. It had information on the history of nature. AU SON: Today we went to the Smithsonian. It was hugel We saw all of the stuffed animals and there were many differ- ent species. There was also this giant blue diamond that was somewhere around 42 karats. It was gorgeous. FEBRUARY 10 ALISON: We got to ride in a little train that only senators could go on. It took you from building to building underground. At the Holocaust Muse- um it was really sad. It very descrip- tively showed In detail the horrid scenes of the Holocaust. It showed how skinny they were and how little nutrition they actually had. That is an event In history I hope never occurs again. CAMERON: The first thing we saw this morning was the inside of the Capitol. We saw everything including the Senate Chambers. It was a cool tour, but I had a hard time walking because I am too t ired. We then were on our way to the Holocaust Museum. That was the coolest and the most interesting one we have seen so far. It was also sad. I was really sad because my mom is Jewish and I could've had or maybe I do have relatives who died In that. That whole Incident was terrible. We then went to the Metro and went back to the mall where we ate Italian food. I went in this Bath and Body Shop place and bought this really cool massager that feels really good. ZACK: The Pentagon was really neat. I llked It. We got to see medals and pictures. It had nice art in there. I got to talk to this Marjne guy. He told me his life story. It was better than the tour. Corona del Mar 65148 FEBRUARY 12 CAMERON: This morning we woke up at 5:30 a.m. to get In the line to tour the White House. Once we got In and it was cool that we were actually in the 'Nhite House but It was so boring we did not get to see anything cool. Next we went to Ford's Theater where Lin-· coin got shot and that was pretty cool. We went to the Hard Rode Cafe and had dinner. It was so fun during the end we started dancing in the middle with the employees. AFTERWARD ZACX: I loved the trip, but it was really boring and tiring sometimes. If I didn't have my cup of Starbucks. I was dead all day. There was a lot of falling asleep during ~es. It should be more relaxed. We were cold, tired and hun- gry. Those three things were very prominent. I'd improve the food allowance. We always had hamburgers and fast food -really bad stuff. But I was really happy the whole trip. It was a good growing experience. I will go back if I can. MILAN: Everyday we went out touring around the city. They gave us no time to do anything. We were touring from six in the morning to one in the morning. I wanted to see the president. but I did- n't get to see him. They stopped all the c.ars in the road when his c.ar went by. It was just like the movies. Washington D.C.. was an awesome city. Everything was always movi~ always in motion. I'd see all these bo1ldings that were huge. It was just like being 9fl a movie set. It was a great trip. I learned a lot and met a lot of people. CAMERON: I never knew about that part of America, well I did, but I learned at least 20 to 30 things per day. Every- where you walked and what you saw was so old. These elements belong to one of the strangest murder cases in the city's history, the "missing per- son homicide" of Girls Inc. dance instructor Myra A. King, 44, who vanished more than three years ago from her Center Street apart- ment. Authorities contend she was killed by her son, 22-year-old Ray- mond Anthony Frost. who shared the apartment with her. · King was reported missing by her employer on July 20, 1993 when she didn't show up for work at the Orange County Teen Center that morning. Her son said he last saw her the night before about 9 p.m. when she left the apartment on an errand. King has never be.en seen since. Police discovered her purse, wallet, driver's license and ID cards had been left behind. If Frost's preliminary hearing in Superior Court earlier this month offered any clue to the prosecu- tion's intentions, Deputy District Attorney Debbie Lloyd will argue he killed her in a struggle after she asked him to move out. During that hearing, Costa Mesa police Detective Bob Philllps testified he saw a fresh-looking scratch about three inches long on Frost's left cheek when he inter- viewed Jilin two days after the dis- appearance. Later, Costa Mesa police Detec- tive 1lln Schennwn took the stand to relay a conversation he had with Angelique Espiritu, who lived in the apartment below King and Frost in 1993. Just before midnight on the night King vanished, Espir- itu heard "thumping and wrestling-type noises directly above" that lasted about 10 min- utes, Schennurn said. She also heard a woman screaming for help, and a man's voice saying "something to the effect of 'Oh, my God, what have I done?'," Schennum said. On July 29, 1993 Schennum went to Frost's apartment and found his white station wagon filled with "clothing, food, maps .... Pretty much the whole vehicle was filled with items," he said. Frost claimed he was going to see his father, Major Frost, in Los Angeles, Schennum said. But the father said the son was not wel- come at his home, Schennum said. Then, Costa Mesa police officer · apartment, Meng testified. Summing up her case to the judge, Uoyd said, "It appears this woman has disappeared off the face of this earth after somebody hears a struggle in the upstairs apartment. The defendant has got a scratch on his face. The victim was asking him to move out .... He said he was going to his father's, but his father said he wasn't wel- come there." . Judge Glen Mahler agreed the evidence warranted a trial. Frost will be arraigned next month in Superior Court on the murder charge. If convicted, he could face life in prison. King, who held an undergradu- ate degree in d..~ce from UCI, started as a volunteer at Dance Inc. and started the group's Dance and Llfe Progression Program. She also worked as a teen pregnancy prevention adviser. Police filed a murder complaint against her. only son in November 1995. In January 1996 Los Angeles police arrested Jilin for allegedly stealing a car. They notified the Costa Mesa police when a com- puter search revealed the out- standing warrant. Condition upgraded for girl with meningitis After two weeks in a pedi- atric iiltenstve care unit, a Costa Mesa High School seventh grader with meningitis has improved. enough to be trans- ferred to Kaiser Permanente Medical Center in Anisheim. The girl, ,whose name has not been released. at the request of her parents, entered Chil<;iren's Hospital· of Orange County in Orange on Jan. 30 after con- tracting a potentially fatal, bac- terial strain of meningitis. She transferred to Kaiser Perma- nente, her health insurance provider, at 6 p.m. Feb. 14. The seventh grader is listed in fair condition, an improve- ment from ·her listing as serious last week. . The girl and another Costa Mesa· seventh grader, 12-year- old Kori Emer, contracted meningococcemi.a in late Janu- ary, probably at school, said Dr. Hildy Meyers, director of com- municable disease and epidemi- ology for the County Health Care Agency. City Council members Joe Erickson and Libby Cowan were among several city offi- cials who attended the meeting. "There's a moral obligation as good neighbors not to adversely affect anyone else," Erickson told residents at Tues- day night's City Council meet- ing. He added the city will do everything it can to assure the noise levels are brought to an acceptable level. Both residents who spoke at the council meeting said they were glad the city was taking a stand on their behalf, even though the Orange County Fairgrounds are not under the city's jurisdiction. City Attorney Alan Roeder said Cirque officials were told that even though the noise lev- els do not violate accepted lev- els under a city noise ordinance that does not mean it's not intru- sive. "Just because some people have stopped calling does not mean things are OK.• Roeder said he told Cirque officials. Cowan plans to take a tour Thursday of the various neigh- borhoods that have complained of noise. The ordinance enables the city to review only those busi- nesses in terms of their site design, hours of operation and other aspects of the project. City officials could require that cer- tain conditions be placed on the business prior its owners obtain- ing a Alcoholic Beverage Con- trol board license. Both City Council members Gary Monahan and Peter Buff a opposed the law, saying it does little to impact problems estab- lishments, but levies restrictions on all those who operate small stores that sell booze. "I am not sure this does any- thing to improve our effective- ness," Buffa said. The new permit won't reduce the number of licenses issued in the city, said City Council- woman Heather Somers. But she says the law will give the city more strength to take away licenses from those who abuse them. Although Monahan argued the city already has the power to place conditions on liquor licenses via the Alcoholic Bever- age Control board, City Coun- cilwoman Heather Somers says those requests can be made, but there are no guarantees the board will apply them to those licenses. "We (the city) have had to be the watch dog," she said. "The ABC is revenue·generator for the state . .. they will issue as many licenses as they can." By Susan Deemer, Daily Pilot SANTA ANA HEIGHTS Representatives from lrvine Ranch Water District and Santa Ana Heights Water Co., both plan to skip a meeting today they say was set up by Mesa Consolidated Water District. Both Irvine Ranch and Mesa Consolidated are competing to buy the smaller Santa Ana Heights company's assets. Although tonight's meeting was apparently organized by Roger Summers, chairman of the Santa Ana Heights Redevelopment Pro- ject Area Advisory Committee, the invitation was sent to shareholders on Mesa letterhead and signed by Michael Healy, president of Mesa's board of directors. The invitation, mailed Feb. 13, asks interested shareholders to attend a meeting "sponsored by an 'impartial community organiza- tion' interested in assuring that Santa Ana Heights shareholders are treated fairly and reasonably." Healy says the compiittee did- n't have the means to inform shareholders so Mesa sent out the invitations to ensure a good twnout. ·we feel we were helping our- selves by informing the sharehold- ers of the meeting," Healy said. HWe were invited, too. It's not a board function." Although lrvine Ranch signed a formal agreement to purchase the Santa Ana Heights's assets in Jan- uary, a competing offer from Mesa in February urged shareholders to consider its offer. uThe idea of going into a meet- ing where Mesa's letter (offer) and our tender is discussed on the same basis is appalling," lrvine Ranch spokesman Dave Ferguson said. The meeting will be held at 7:30 p.m. in the multipurpose room of Monte Vista Alternative Educa- tion Center, 390 Monte Vista Ave. The competing offers have some shareholders confused about who they should sell to. lrvine Ranch ·signed an agree- ment offering of $1, 100 a share in mid-January, but Mesa sent a let- ter to shareholders Feb. 5 with an offer of $1,200 a share. But the dis- tricts also have different rates. While the Irvine Ranch offer was initiated several months ago, Mesa is just now getting into the game. Ferguson said the district is also planning its own meeting. But Karl Kemp, Mesa's general manager sa}'s his agency's propos- al is legitimate and plans to unveil its details on Wednesday night. •It's not a tender offer and not intended to be," he said. When Huntington Beach police rejected that dty's final offer last month, that City Council exercised its lawful right to force the contract on them. But Newport Beach City Manager Kevin Murphy said council members have so far . rejected that approach. And . they could opt to leave the stalemate as is until October, when the two sides will have to start renegotiating for next year's contract. Newport Beach police salaries now rank as the third- highest in the county, up from No. 21 in 1993. Murphy said the dty's latest offer would put the officers' total 'Compensation package at the average of the county's top five. He's pleased with his new tenant, mainly because he's confident the rent checks will come in on time. He says the restaurant busi- ness has been pretty good over the years, dipping a bit with the economy. He survived a staff mutiny in 1990 when his chef left for a new restaurant, bringing seven other employees with him. Fellow local restaurateurs helped him out until he was back up to full staff, but he emerged from the mess as his own executive chef. Le Biarritz served up lunch and dinner weekdays, and dinner with live music on weekends. The restaurant was known for its sol- id, traditional French cooking. Humbert has been in the restaurant business all his profes- sional life, working in eateries locally and around the world in Paris, Montreal and New York. "It's the only thing I know bow to do," he says. He shared Le Biarritz with a partner for 12 years, but eventually bought ~ out. He eventually ended up run- ning the restaurant by himself, doing everything from cleaning to serving to cooking. "It was ridiculous," he says. Martinez said officers are worried they'll lose the salary increases by holding out for benefits. Still, Martinez and Murphy emphasize both sides are more than willing to contin- ue talking things out. "Everybody here is nervous and there's anxieties about it," Martinez said. "But we want to attempt to resolve it and make everybody happy as best as possible." Now be hopes to use his retire- ment to jet off to visit places such as Egypt, South Africa, Thailand and Brazil. His love for travel originally brought him from France to Southern California in 1961, when he settled in Holly- wood .. He plans to use the money he's made in the restaurant business to continue his travels. "That's what I like to do best," he says. And some of Humbert's fellow local restaurateurs -particularly Dan Marcbeano, owner of The Arches -will miss Le Biarritz dearly. . "I've had many, many, many good moments there,• says Marcheano, who frequented Le Biarritz about five times per month in the late '70s. "I liked the French flair they did up there, and the food was always the best." . He calls Humbert •a fine, hard-working, typical restaura- teur in Newport Beach." With the Sunbirds (17-9, 7-4 in GSAC) in firing range, sec maintained control of the ball three times following missed field-goal attempts with under two minutes remaining. Just when the ·vanguards (21 -7, 8-3) needed a lift, 6-foot-3 junior Justiil Mcintee came off the bench and pumped them up. 'I'wice, Mcintee ·kept an SCC offensive series alive by skying over traffic and grab- bing a rebound. · "With about eight or nine minutes to go, we bent but didn't break," said SCC Coach -TIM MANG • at CdM this season, could play a few reg- ular season and playoff matches. But Phil Dent, the former Australian Davis Cup champion who manages his son, said it's unlikely Taylor would be available for the playoffs in May, because of commitments to play international ev~nts. With Fresno Pacific forced to foul, SCC made 6 of ·10 free throws down the stretch, then ·Terence Wilborn (25 points) brought the homecoming crowd to its feet with a slam dunk and Watson followed with a buzzer-beating layin after a steal to give the Vanguards their largest lead by game's com- pletion, a game that was tied four times, including 63-63. "It was a very deceptive final score," Reynolds said. "They went up by two points (57-55) at one time in the game, and we hadn't been behind since the early moments." Scheuerman (16 points) drained two free throws to tie the game, 57-57, for the third time. Fresno Pacific's Mark Larson canned a three-pointer to tie it again, 63-63, before Watson burled a three with 10:52 left, putting sec ahead for good. Until the final seconds, SCC's biggest lead was nine, which it had on three occa- sions. Dzierzynski (15 points), Eric Walker (11) and Mcintee (11) also finished in double figures. Winning the GSAC does not secure a postseason berth. It merely gives a team the top seed in the GSAC 1bumament, of which the champion receives an automatic bid to the NAIA National Championships in 1\ilsa, Okla. Twice in the last four years, conference kingpin Azusa Pacific was defeated in the GSAC Tournament, after winning the regu- lar season.
