I f there is one film at the Newport Beach Filrh Festi-
val that can educate the pub.lie, it has to be "The
Legacy."
Unlike its topic, the stat~·s progressiv~ "Three
Strikes• law, writer/director Michael Moore provides a
fair balance about the controversial issue through the
words of supporters and opponents.
The documentary received widespread acclaim at
the Sundance Film Festival last month .
. The movie chronicles the jowney of both the Assem-
bly bill and ballot initiative that were overwhelmingly
passed five years ago. The law, which sends criminals
to jail for a mandatory 25 years to life upon being con-
victed of three felonies, came on the heels of the 1993
kidnap and murder of 12-year-old Polly IOaas in North-
ern California. The movie mixes news footage and
intervit:!ws from political heavyweights such as Willie·
Brown. Dan Lungren and Pete Wilson.
It was clear Moore wasn't trying to score points with
his tilmmaking. His goal was to give information, to
open the eyes of the public and to shpw people what
can happen when a politically motivated concept can
spiral out of control.

I hope the Academic Stan-
dards Committee takes up one
more issue. I understand the rea-
soning behind offering a .05%
increase in GPA for honors, class-
es. I agree that advanced-place-
ment classes, which are sup-
posed to be on the same level as
college courses, should receive
an extra 1 % increase in grade-
point average.
I just don't understand why a
high school student who actually
takes a college class receives no
increase in GPA, nor does it
increase the'Student's class rank-
ing.
Some of the district's high
school juniors have received invi-
tations to take college classes this
sum.mer at Stanford and half of
_tJle other colleges in tl)e United
States.
Should students who take a
college course at Stanford
receive no more credit than a
s~dent taking basic algebra?
Should the high school student
that takes a class at the commu-
nity college because an
advanced-placement class is not
"offered at their high school
redlive no increase in class rank-
ing or GPA?
U not. can someone explain
the logic to this syitem?
•
A teacher in our district
assured me that the SAT-9 tests
the teachers can preview aren't
exactly the same as the ones giv-
en to the students, so my con-
cerns can be alleviated. The
teacher's job is to give prepara-
tion tips. Thanks for the informa-
tion. .. •
A recent editorial in the Opin-
ion section suggested a better
way to inject fairness into UC
ad.missions. Since some high
scbOols don't offer all of the
advanced-placement classes that
others have, and some kids can't
afford all of the SAT preparation
courses, the author suggested
that UC focus its attention and
resources on offering extra-cur-
rlcular activities at the high
schools.
These activities can lead to
students being placed in top-
notch colleges, including the
UC.. Those activities include
debate, speech, mock trial, jour-
nalism, and model United
Naftons.
The author suggests the UC
supply coaches, summer ses-
sions, libraries, and other
resources to help level differ-
ences between rich and poor

schools.
VoY geisef-scindovol
I say, why are we waiting for
the UC system to solve this prob-
lem? Why don't we finance the
programs to the level that we
support sports' programs in our
district? How many times will we
have to be reminded of the
importance of academic competi-
tions before our school district
will decide to support those pro-
gra.ihs?
•
Prestigious colleges are now
adding speech requirements to
their curricula, so students will
know bow to present themselves
both orally and in writing. Why
don't we have our high schools
beat them to the punch? Let's
add oral communication and
analysis skills to the list of the

I recently attended a reception
for students at a secondary
school who were honored for
receiving 4.0 grade-point aver-
ages at least two semesters in a
row. I read that another school in
our district recently honored their
students with top GPAs. I'm glad
to see these students are receiv-
ing recognition for their accom-
plishments ..

Pour students from our district
were selected to participate in
the Pacific Youth Chorale, which
performed with the group last
Sund1/' at the Performing Arts
Center. They performed with the
al State Fullerton University
gers and the Pacific Sympho-
ny Institute Orchestra.
The students are Cassia
Gammill, Chris Gravis, Magdale-
na Sandoval, and Ken Urbma,
from Costa Mesa High School
It was a stirring opportunity
for local students to see a first.
class orchestra and chorale per-
form in a beautiful setting at no
cost. Unfortunately, there were
empty seats, and the only school
which had organized a group
was from Santa Ana.
One mom with a university
singer told me .there were full
scholarships available for singing
students. So l<ilope we encour-
age our local fine arts programs
as much as we do our athletic
programs .
The students who participat-
ed had a golden opportunity to
take their skills and learning to a
higher level. I am saddened that
more students from our district
were not given the chance to
participate.

Last Monday, I attended a
Galaxy Night, which was a joint
venture of Cost.a Mesa High
School and Davis School 'ThJe.
scopes were focused on Venus
and the moon. John GrogeJ', from
the Orange County Space Sod·
ety, gave the kids and adulti a
View of the past and the future,
in respect to space explorotion.
Did you know that the space
program has cost one-fourth the
amount spent on cigarettes by
Americans in one year?
Groger suggested ~t we not
blo~ up asteroids. Instead, we
should corral them into the
Earth's orbit, where we can har-
vest the $15 billion in precious
metals contained in each one. As
I watched the presentation, I
kept wondering which of the
fresh-faced students would be
headed into space in the next 20
years. I recommend this program
to other schools.

The Mustangs will attempt to finish off the
first round of PCL play this week by carrying
on the momentum created by scoring 35 runs
in their first three league contests.
Bauermeister has maintained, all along, bis
lineup will score ru.ns. The key factor, he con-

play defense well enough to remain in btle
contention.
Senior right-bander Ruben Manalla (4·0)

• EDITOR'S NC>TE: We asked Todd
Quartararo, Director _of Communi-
cations for the Newport Beach
International Film Festival, five
questions about this year's event.
How crazy has it been for
you?
The phone never seems to
stop ringing. 'It starts at about
6:30 a.m. and doesn't seem to
stop until about 10 p.m. l
turned off my phone the other
day during lunch, only to find
24 messages when I returned.
What's .}>een your favorite
Film Festival movie so far?
Well, my favorite all-time
Film Festival movie was
"Dogtown,· which won our
Director's Award at last year's
festival. This year, I am just
getting started on the 100-
plus films.
If you could only see one
movie this year -Film Festi-
val or otherwise -what
would it be?
I guess I would have to say
"Saving Private Ryan." It was
quite a moving film. But I
don't know. I haven't seen
"Never Been Kissed· yet.
What's the worst movie
you've ever seen?
"Porky's" or "Gone wiµi
the Wind." It's really a toss-
up.
W~o is your all·time
• favorite actor?
• Currently, I would have to
say Edward Norton. He did
6Il outstanding job in "Primal

•American Hi.story X."

• Filmmaker offers balance with arguments
from both sides of the controversial issue.
GREG RlsuNG
I f there is one film a t the Newport Beach Film Festi-
val that can educate the public, it has to be "The
Legacy.•
Unlike its topic, lhe state's progressive "Tiuee
Strikes" law, writer/director Michael Moore provides a
fair balance about the controvenial issue through the
words of supporters and opponents.
The documentary received widespread acclaim at
the Sundance Film Festival last month.
The movie chronicles the journey of both lhe Assem-
bly bill and ballot initiative lhat were overwhelmingly
passed five years ago. The law, which sends criminals
to jail for a mandatory 25 years to life upon being con-
victed of three felonies, came on the heels of the 1993
kidnap and murder of 12-year-old Polly IOaas in North-
ern California. The movie mixes news footage and
interviews from political heavyweights such as Willie
Brown, Dan Lungren and Pete Wilson.
It was clear Moore wasn't trying to score points with
his filmmaking. His goal was to give information, to
open the eyes of the public and to sh.ow people what
can happen when a politically motivated concept can
spiral out of control.
Polly's father, Mark, who originally supported lhe
measure, changes his stripes midway through the
movie after he realizes the law bas a much broader
scope. Nonviolent offenders will be affected by the law
if they commit their third felony -sometimes for some-
thing as rell!tively harmless as stealing a six-pack of
beer.
IOaas' views are sharply contrasted to those of the
bill's author, Mark Reynolds, who also lost his daughter
to a violent crime. Moore uses the opinions or both men
masterfully to present a heated debate.
One question was left unanswered in the film: If the
"Three Strikesw Jaw is slightly flawed, why haven't leg-
islators amended it?

I hope the Academic st.an·.
dards Committee takes up one
more issue. I understand the rea-
soning behind offering a .05%
increase in GPA for honors class-
es. I agree that advanced·plaee-
ment classes, which are sup-
posed to be on the same level as
college courses, should receive
an extra 1 % increase in gra.de-
point average.
I just don't understand why a
high school student who actually
takes a college class receives no
increase in GPA, nor does it
increase the student's class rank-
ing.
Some of the district's high
school juniors have received invi-
tations to take college classes this
summer at Stanford and half of
_tp.e other colleges in the United
~tales.
Should students who take a
college course at Stanford
receive no more credit than a
sµident taking basic algebra?
Should the high school student
th.at takes a class at the commu-
nity college because an
advanced-placement class is not
offered at their high school
receive no increase in class rank-
ing or GPA?
If not. can someone explain
the logic to this system?
•
A teacher in our district
assured me that the SAT-9 tests
the teachers can preview aren't
e%aetly the same as the· ones giv-
en 1D the students, so my con·
cems can be alleviated. The
teacher's jo!> is to give prepara-
tion tips. Thanks for the informa-
tion.

A recent editorial in the Opin-
ion section suggested a better
way to inject fairness into UC
admissions. Since some high
scbOols don't offer all of the
advanced-placement classes that
others have, and some kids can't
afford all of the SAT preparation
courses, the author suggested
that UC focus its attention and .
resources on offering extra·cur-
rlcular activiti~ at the high
schools.
These activities can lead to
students being placed in top-
notch colleges, including the
UC.. Those activities include
debate, speech, mock trial, jour-
na.lilm, and model United
Nadons.
The author suggests the UC
supply coaches, summer ses-
sions, libraries, and other
resources to help level differ-
ences between rich and poor

schools.
I say,. why are we waiting for
the UC system to solve this prob-
lem? Why don't we finance the
programs to the level that we
support sports' programs in our
district? How many times will we
have to be reminded of the
importance of academic competi-
tions before our school district
will decide to support those pro-
grams?
•
Prestigious colleges are now
adding speech requirements to
their curricula, so students will
know how to present themselves
both orally and in writing. Why
don't we have our high schools

analysis skills tO the list of the

I recently attended a reception

receiving 4.0 grade-point aver-

class orchestra and chorale per-
form in a beautiful setting at no
cost. Unfortunately, there were
empty seats, and the only school
which had organized a group
was from Santa Ana.
One mom with a university
singer told me there were full
scholarships available for singing
students. So I hope we encour-
age o\ir local fine arts ptograms
as much as we do our athletic

The students who participat-

take their skills and learning to a
higher level. I am saddened that
more students from our district
were not given the chance to
participate.

Last Monday, I attended a
Galaxy Night, which was a joint
venture of Costa Mesa High .
School and Davis School Teie.
scopes were focused on Venus
and the moon. John Groger, from
the Orange County Space Soci-
ety, gave the kids and adults a
view of the past and the future,
in respect to space exploration.
Did you know that the space
program has cost one-fowth tbe
amount spent on cigarettes by
Americans in one year?
Groger suggested th.at we not
blow up asteroids. Instead, we
should corral them into the
Earth's orbit, ~here we can har-
vest the $15 billion in precious
metals contained in each one.~
I watched the presentation, I
kept wondering which of the
fresh-faced students would be
headed into space in the next 20
years. I recommend this program
to other schools.

A -If you piny that a jump raise 10
three hcnrts is a game force, by all
means take th:u action. tr. however,
you pl~ this as a limit bit!, make a
temJlOM1jng bid or one spade now,

jump to four clubs to show your sin·
gleton and enough tot.al strength for
a raise to foor hearts.
Q l -Both yulncrable, as South you

The b1Clding has proceeded: '\y
NORTH EAST SOV111 FST
I • f>llSS l 0 Pass
Jo hSR ?
What do you bid now?
A -Bven if you play fourth-suit
forcing, which on this sequence is a
jump to two spades, retaining one
spade as a natural bid, you do not
have enough for that action. To our
mind. an invitational jump to t~e
clubs expresses the value and distri·
blition of the hand far better than
any other action. But if that is game.-
forcing in your methods, be content
with two dubs.
Q 3 -As South, vulnerable, you
hold:
•A 8 7 \? K J o AK Q 6 54 • 10
6
Partner opens the bidding with one
heart. What do you respond?
A -Your hand is clearly worih a
jump shift to three diamonds.
However, there is a problem in the
offing. Suppose partner rebids three
hearts: What now? 111a1 is why we
suggest you respond with a simple
two diamonds. even though that will
not solve your problem completely.
Q 4 · As South. vulncral>lc, you
hold:
• K CJ J 10 6 o 7 6 J o K 5 •AK 9
Plinncr open!> the h1tMing with one
lieru t. What do you respond?
A -You do not know where this
hand is heoding -ii can play 1n
either major or no trump and a1 any
level from game to slam. Eltpericnce
shows thnt you leam more from an
auction that develops slowly. Thus, a
simrle une..,spade is likely to elicit
more tnforftlatioo than will a jump
to two spades.
Q S -Both vulnerable, as South you
hold:
•,KJOS Q AK874 o AQ954 • \tJicl
11lC bidding has proceeded: SOUTH WFSf NORTH EAS1"
Io Pass Pa...., Dbl
?
What action do you take? .
A · Obviously, the choice lies
between a redouble and two dia·
monds. The consensus is that a
redouble should show a somewhnt
s1rooger. less distriblitional hand, so
the rehid or two diamonds is our
choice. Since partner could nol
respond to one heart, you must have
a $ood hand to take a second bid at
lh1s vulnerability.
Q 6 -. Neither vulnerable. as South
you hold:
• 6 o Q 10 8 7 6 J o A K Q • Q 10 6
The bidding has proceeded:
SOUTH WFSf NOR111 EAST

?
Whal action do you take'!
A • First, you have to decide
whether to double, pass or bid high·
er. If you elect to compete. the obvi-
ous bid is five diamonds, to help
direct the defense should the oppo-
nents go on to five spades. Since
pmspects of defeating four spades
are not bright. we suggest you save
in five hearts, wltich might even
make!
