death of 26-year-old Costa Mesa woman, Sunday.

old woman was found dead ih her
Costa Mesa apartment early Sun-
day morning. Costa Mesa Police
said strangulation was the proba-
ble cause of death, although they
have not pinpointed a motive. .
The victim, Sunny

voice woke him up at 5 a.m. Sun·
day morning.

• dent, Dylan Urquiza, was fatally
shot in Santa Ana while walking
down a street with a friend.
Dylan, a 16-year-old straight-A
student who lived in Costa Mesa,
played basketball for the Back
Bay Bombers.
The new 15-member team bad
enjoyed a successful season. but
the death of their teammate
changed their focus.

Judy Williams' law practice
sped.a1izes in an area that she
learned more about in life than
in legal books.
So the Udo Isle resident -
and adoptive mother of three -
chose adoption law as the focus
of her law office in Orange. Her
mission: to make sure pregnant
mothers and potential adoptive
parents know all their options.
•1 1don't know how to get the
message out to young women
that they do have choices," said
Willlams, a petite 55-year-old.
She started her practice in
December. She passed her Bar
exam in June after returning to
law school 25 years after gradu-
ating from college. Before start-
ing her own practice, she took
volunteer cases for the Public
Law Center in Santa AnA.
In addition to smoothing the
way for adoptions, she also takes
mediated divorce, custody and
property cases.

She and her husband of 33
years, Dick, adopted all three of
their children -now 26, 29 and
30. The couple met in speech
class at the University of Illinois.
Williams, born and raised in
southern Winois, earned her
bachelor's and master's ..degrees
from the state university.
"When I went to college
women were either teachers or
nurses," she explained. She
became an elementary school
teacher for six years until she
and her husband adopted their
first child, Amy, when she was 18
months old.
They lived in several different
cities dwing her husband's 18
years working for IBM. While
living in Memphis, Williams and

ing Center franchise, which she
still owns today.
They settled in California
about a year and a half ago, and
they now own a place in Thou-
sand Oaks and rent a place on
Udo. They hope to soon sell their
Thousand Oaks house and find a
permanent home in Newport.
MARRIAGE/FAMILY
After adopting Amy, they took
in their 5-year-old niece, Teresa,
and 6-year-old nephew, Tim,
when the children's mother died.
Their father, an alcoholic, could
not take care of them by himself
- so the Wllliamses adopted the
children as their own.
She can empathize with
her clients, she said, because
she and her husband dealt
with infertility and wit.h three
adoptions of their own.
When Williams decided to get
her law degree a few yea.rs ago,
her daughter Amy followed in
her footsteps and enrolled in
Southwestern Law School a year
later.
•Going back to school late in
life is a challenge," she said.
"But everyone was really sup-
portive."
B~ST PART OF JOB
She's now working to attract
clients by visiting college cam-
puses to put up posters and pam-
phlets -and even give talks -
about adoption as an option.
She already bas had 25
clients, her favorite being a cou-
ple who came to her office with
the newborn baby they wanted
to adopt. They had worked with

the birth mother throughout her
pregnancy, and the adoptive
father had been in the delivery
room when the baby was bOm.
•This mother still always talks
about how he is by far the most
perfect baby,• she said.
In her first family law case, .
she helped a mother win the
right to see her four children
again. The woman badleft them
in the care of their grandmother
while she worked out her alco-
holism1 when she returned, the
grandmother wouldn't let her
see them.

SANTA ANA HEIGHTS
Although Costa Mesa officials
are pressing forward with plans
to incorporate parts of this small
residential area of the county,
the idea hasn't received the
warmest of receptions with
everyone.
On March 17, City Council
members are expected to
approve an application to annex
the Santa Ana Country Club and
several county "islands" along
: Bristol Street that include about
· 15 residences; also, the north
: side of Olympic Avenue and a
· portion of the San Diego free-
way right of way.
Tamara Campbell, senior
planner for Costa Mesa, says the
city doesn't anticipate resistance
from these first two sub-areas
and the annexation could be
complete in four to six months if
it is unopposed.

But the city's plans to pursue
other areas for annexation later
this year bas generated contro-
versy. These areas include the
Heinz Kaiser Intermediate
School neighborhood; an area
surrounding Back Bay High
School; the Bay Knolls area; and
Santa Ana Heights.
Residents who live in the Bay
· Knolls area have been flirting
with Newport Beach for more
than 20 years. It seems the prop-
erty values are much greener in
the city of Newport Beach than
they are in Costa· Mesa.
"I don't know why they (Cos-.
ta Mesa) want a group of people
who don't want them," said John
Buchanan, a Bay Knolls resident
who prefers to be annexed by
•Newport Beach. "How many
; times do you turn people down.
· They are trying to cram this
down our throats without any
regard of property owners here."
Buchanan said he will likely
gather petitions to protest an
annexation by Costa Mesa. In
• 1990, Bay Knolls residents gath-
; ered signatures from about 98%
. of the area's residents who were
; against annexation by Costa
; Mesa, he said.
But Newport Beach City
; Manager Kevin Murphy insisted
there are no plans to bid for Bay

According to a 1994 study
conducted by the Newport
Beach Planning Department,
annexing the Bay Knolls area
would cost $237 ,900 in the first
year plus additional police ser-
vice and street maintenance of
about $122,300.
Costa Mesa officials have not
yet compiled the annual costs for
city services in the five sub-
areas planned for annexation,
said Michael Robinson, develop-
mental services.
The city will spend $13,500 to
submit its first two applications
to the Local Agency Formation
Commission, Campbell said.
The commission must approve
all annexation requests and resi-
dents could vote against Costa
Mesa's application.
A few residents who live
under county domain have
expressed concern about losing
their rights once annexed to
either city. About a dozen resi-
dents are permitted by the coun-
ty to operate dog kennels. At
least one re~ident bas a chicken
coop in his backyard.
Campbell says the city has
not decided whether to adopt
current land use regulations,
amend Costa Mesa's zoning to
allow s-ime alternate land uses
or proh1!.>it land use that deviates
from current Costa Mesa law.

Trustees voted 4-3 at their
Nov. 26 meeting to retain the pol-
icy that automatically transfers
students to a different school for
90 days for drug, alcohol and
weapons violations.
For Camella, the punishment
has long-lasting effects. She
changed her mind about apply-
ing to UCLA to study communi~
cations for fear the transfer would
raise eyebrows among university
ad.missions officers. She plans to
attend Orange Coast College this
fall.
The transfers also had an
impact on all the team members
and the team's final league
record: 1-8-1.
While the freshmen OD the
soccer team welcomed the
chance to play varsity, the team's
remaining upperclassmen strug-
gled to teach the younger players
the basics of the game -and
missed their older colleagues.
"Camella is a very up person,•
Coach Jenny Tavaras said. "I
could have used her. She 's quick.
She's a quick learner and very
coachable. I did miss her."
Junior Jennifer Porter said the
older and younger players both
had to change their style of play
to make the team work.
"We started to mix well
together, ff Jennifer said. "The
season went a lot better than our
records show."
Sophomore Hillary Hitler, who
was transferred to Edison, could-
n 't help but think how the team
could have been different.
"If this wouldn't have hap-
pened, not all of these freshmen
would be on the team," Hillary
said. "I didn't get to play. It's just
frustrating."
But Hillary can look forward to
future years OD the team -which
seniors like Dori Marsh can't.
Dori did not adjust well to her
transfer to Edison High School
and said she is just glad to be
back at Estancia.
"I didn't want to be there/
Dori said. ff I just made the best of
it. I didn't want to meet any new
people."
Tavaras said she especially
missed Dori because she had
worked with her since she was a
freshman.
"She was probably our biggest
loss,• Tavaras said. "She was
going to be one of our co-cap-

For senior Jason Deere, a three-time

one thought, and one thought only, to
capture the CIF crown, there was the
heartbreak of a loss by pin in the finals,
leaving his record at 30-2 going to Mas-

The Sailors' Blue Chip has a reputa-
tion for dealing with bigger foes by sim-
ply out-quicking them, but this time
quickness was not a factor as Thoxler
mushed his way into a 4-1 lead before
rolling and defeating Deere with a rare

where both are expected to qualify for

After a scoreless first period the Schurr
wrestler moved into a 2-1 lead going into
the final period.
It was the..fifth time these two sterling
112-pounders faced one another this
year, and it was the rubber match after
Masumoto won the first two, Large the
last two. And, it was obviously do-or-die,
the loser out. the winner still with a shot
at qualifying for the Masters.
T\vice Large recorded one-point
escapes to take a 3-2 lead, only to see it
all evaporate in the waning seconds as
Solis got a takedown.
Large came out on top, 3-0, and he
called it his best match of the day.
Solis could not advance into Sunday's
venue because of his inability to make
weight, but Large was nevertheless
Edison's Jeremy Scoggins was a victim
by pin in the second round to Large in the
ensuing match, and in the third-plac~
final, he put Temeculci Valley's Matt Can-
