COSTA MESA -An appar-
ent kingpin of the local drug
trade is behind bars after police
raided his apartment on Friday,
making the largest heroin
seizure in the city's history,
authorities said.
Detectives recovered more
than two pounds of tar heroin,
three pounds of methampheta-
mine, 15 pounds of marijuana,
an ounce and a half of cocaine,
and $31,000 in cash and money
orders from the West 18th Street
residence of Brigido Rodriguez,
54.
Police estimate the drugs had
a street value of $250,000.
Rodriguez, an illegal immi-
grant, had been arrested before
on drug charges and deported to
Mexico, police said. He has
since returned and for at least six
months used the Costa Mesa
apartment to supply drugs to
local users, police said.
Police said he lived there with
a woman and his two small boys,
who are 10 and 14. During the
raid, police said they found a
stash of drugs hidden beneath
the bed of one of the boys. Police
said they found Rodriguez in a
back bedroom with a loaded
Colt Commander .45 caliber
handgun.
Along with Rodriguez, police
arrested Victor Perez, 21, who
apparently shared the apart-
ment, and Navijio Ramirez, 36,
reportedly a drug buyer who
was nabbed in the driveway,
said Costa Mesa police Lt. Ron
Smith.

NEWPORT-MESA -Local
eighth graders who test at or
above the 50th percentile on
standardized tests might be
able to avoid taking some dis-
trict tests, depending-oil action
by school trustees tonight.
School board members will
consider changing the district's
graduation proficiency testing
system as a way to reduce the
amount of time ·and money
spent on assessment tests and
to provide more opportunities
for students to learn the mater-
ial needed to pass.
The district aclmini!Jers the
California Test of Bask Skills
to second through 12th graders
and administers the district-
created proficiency tests to
ninth through 12th graders.
Students must pass the district
tests before graduating.
The proposal would allow
students who test at or above
the 50th percentile in math
and reading areas on the test
to forego the district's six hours
of graduation tests in those
areas.
Students would still be
required to complete a social
stuilles test that would be
changed from the current mul-
tiple choice and essay format
to solely mul~ple choice.

Alternative educatioia fans agree: independent study is vital

NEWPORT-MESA -Staff
and students involved in the
school district's alternative edu-
cation programs think they have
clear answers to the tough ques-
tions about the programs at
Monte Vista and Back Bay high
schools.
In recent weeks, school
trustees have been asking: What
is alternative education? What is
the program's application
process? Do we really need inde-
pendent study?
At the school board meeting
tonight, trustees will discuss two
recommendations: One to close
the Monte Vista site and move
the alternative education pro-
gram elsewhere, and another to
eliminate Monte Vista High's
independent study program to
help pay for teacher salary raises.
District figures estimate
$200,000 in savings by closing
the alternative education cam-
pus at 390 Monte Vista Ave . in
Costa Mesa.
Teachers and administrators
have mixed opinions about mov-
ing the program, but all agree
independent study is vital to the
district.
#To a parent who came from
the generation of the '60s, (inde-
pendent study) is not a luxury, it's
a school option,• said Carole
Castaldo, principal of Monte
VJ.Sta and Back Bay high schools.
Castaldo said the application
process for independent study is
simple: students must show they
cannot attend daily classes.
Most independent study stu-
dents must work more than 20
hours per week to help support
their families. But other reasons
given for pursuit of independent
study include long trips outside
the country and recent drug
rehabilitation.

Vienna Philharmonic's upcoming
performances as the • Superbowl
of Symphonies," its all-male, 155-
year-old philosophies have struck
a sour note with a local women's
group that says the orchestra is
both anti-women and anti-
minorities.

The Vienna Philharmonic will
appear at the Orange County
Performing Arts Center March 4
and 5. Members of NOW plan to
stage a peaceful protest outside
the center.
When the Orange County
Philharmonic Society announced
next week's two-day engage-
ment in December, it was consid-
ered a major coup. The orchestra,
which hasn't performed in South-
ern California since 1987, is con-
sidered among the world's best.
The performance is one of two
scheduled in the United States,
the other being at Carnegie Hall
in New York March 7-9.
The demonstration, cospon-
sored by NOW and the Interna-
tional Alliance for Women and
Music, seeks to educate music
lovers on the Austrian orchestra's
history of excluding women and
what Perlman says is an intema-
tional reputation for being a
•Nazi orchestra.•

The Balboa Ill.and resident,
who serVed in the U.S. Anny in
Vietnam, earned national
recognition for his murals and
paintings with social themes.
His work focused on animal
rights, environmentalism, and
the plight of homeless veterans
and soldiers missing in action in
Southeast Alia.
Mr. Stewart's bold, realistic
painting adorns the Emerald
Forest on the Balboa Peninsula
as well as the facdde of the
Irvine Ranch Market in New-
port Beach.
Along with bis painting, he
created the Emerald Forest's
entire inside decor, complete
with waterfalls, plants and
bamboo stalks. He helped
organize events at the r.est.au-
rant to raise money for preserv-
ing rain forests and wil~.
Mr. Stewart -and his con-
stant companion, bis parrot
Jack -spent most days at the
restaurant since it opened in
1995. He. kept a studio he
called the "art attack" in its
basement.
"He was such a happy per-
son,• Emerald Forest hostess
Courtney Vickery remem-
bered. "He and his parrot
would be up here decorating
pretty much every day. He was
just a really spedal guy."
With the help of homeless
veterans, he painted a 26,000-
square-foot mural in West Los
Angeles for the Veterans
Administration Medical Center.
The Califonila native's hon-
ors included a Certificate of
Tribute from the city of Los
Angeles and a Genesis Com-

which educates the media on
animal issues. The Jane
Goodall Institute used his work
to shaw how primates survive

Angel Parrot Sanctuary, the
Rain.forest Action Network and
the Orangutan Foundation.
He is survived by bis mother,
Wanda Rimes; sister Katherine
Fdebergs; and brother John.

NEWPORT BEACH -Amid
protests from restaurateurs and
tavern owners and praise from
residents, the City Coundl Mon-
day gave a preliminary nod to
making it tougher to get a U.quor
license in some neighborhoods.
The council voted to change
city policy on liquor ll_cense appli-
cations in areas deemed too
crowded with alcohol-sellers.
Complaints from residents, par-
ticularly in Cannery Village,
prompted the proposed changes.
Monday's vote granted prelim-
inary approval; the council will
decide on final approval March
10.
Current city policy gives the
police chief the job of reviewing
applications for state liquor
licenses on a case-by-case basis.
Applicants in areas with above-
average concentrations of licens-
es must win city approval before
the state will grant the new
license.
The proposed changes target
bars, cockt.ail . lounges, cabarets
and nightclubs in areas where
-crime rates are 75% higher than
the citywide average and resi-
dences are within 200 feet.
That means the new policy
would deny approval to bars -
and restaurants that stay open
after meal service -in West
Newport, Udo Village, Cannenr
Village and Central Balboa..
City Coundl and staff mem-
bers repeatedly stressed to the
room full of bar owners that the
changes would not affect existing
businesses.

ly in defense of their industry.

want to serve people who do not

Meningitis victim's condition improves
A seventh grader at Costa
Mesa High School has improved
from fair to good condition after
three weeks of hospitalization
from a bacterial form of menin-
gitis.
The girl, whose ruu:ne has not
been released at the request of
her parents, was transfened from
the intensive care unit to the
pediatrics ward at Kaiser Perma-
nente Medical Center in Ana-
heim, a hospital spokesperson
said.

The seventh grader entered
Children's Hospital of Orange
County in Orange on Jan. 30 after
contracting the potentially fatal,
bacterial strain called meningo-
coccemia. She transferred to
Kaiser on Feb. 1.(. '

World War II produced some tough
people whose story h~ no ending
A bout 50 years ago I came
into contact with a group
of just about the toughest
people I have ever encountered.
Their story:
• In 1939 Hitler invaded Poland,
setting off World War n. He
quickly defeated the Polish army
and rolled through Poland. At
about that time, Russia, Ger-
many's erstwhile friend, rushed
into a prostrate Poland. Hitler
then rolled his troops back so
that his new buddy, Stalin, could
have half of Poland. Thus, some
of the Polish people 'were occu-
pied first by the Germans and
later by the Russians, a dreary
experience.
With that as a historical back-
ground, sometime in 1942, I, as
an officer in the Office of Naval
lntelligence, was ordered to go to
the Santa Anita race track with a
Polish-speaking interpreter to
interview some Polish people.
. There were a couple hundred
of them -men, women and chil-
dren. The village where they
lived had been occupied first by
.the Germans and later by the
Russians who promptly put them
i,n cattle cars and sent them to
'Siberia. Not caring much for
Siberia, they left.
They walked from Siberia to
India, about 2,000 miles. They
'went through some of the most

istan. That is sbnply awful coun-
try, and the people tliere were
uniformly unfriendly to the point
of being dangerous. Our Mor-
mons traveled about the same
distance in their trek from Iowa
to Salt Lake, but their trip was
over immeasurably better terrain.
That was an awesome walk. In
Karachi they were put aboard a
transport and sent to San Pedro,
Calif. From there they were sent
to Santa Anita to await trans-
portation to Mexico.
What was I doing there? Well,
my instructions were to interview
these people and pick up any
information I could about military
installations in Siberia they
nright have seen during their
sojourn in that area. Of course,
Russia was by that time our ally
in the war against Germany, but
in the intelligence world, friends
spy on friends.
Well, that aspect of the case
was a waste of time. All they
could tell me about Siberia was
that it was Oat and cold and
inhabited by Siberians whom
they hated. They hadn't seen any
military installations. However,
as an offshoot of our conversa-
tions I did discover one thing.
They weren't really bosom bud-
dies of the Germans, but they
really hated the Russians. They
said that under the Germans if
you obeyed all the rules you
could get along pretty well, if
you weren't a Jew. But the Rus-
sians, according to these people,
were really cruel, senselessly
cruel, just cruel for the fun of it.
So much for race relations.
Those Poles were a really
hardy people to have accom-
plished that trip. One thing was
for sure -there wasn't an over-
weight person in the group.
I wish this story had a happy
ending. It doesn't. Actually, it
doesn't have any ending. I spent
about two weeks with those peo-
ple, then they le ft, ostensibly to
go to Mexico. I haven't the foggi-
est notion what happened to
them. Did they go to Mexico? I
don't know. Maybe they just
walked through Mexico and
ended up in Argentina. All I
know is that this story deserves a
happy ending. After what those
people had been through they
deserved that.

'Intense' garage fire damages vehicle

·9arage fire caused $60,000 worth
of damage at a Vista Caudal resi-
dence on Saturday night before
firefighters could extinguish the
. blaze, Newport Beach Fire and
Marine Department spokesman
Lt. John Blauer said.
.. . Around 6 p.m. firefighters
responded to a call in the 2000
block of the street to find a col-
umn of smoke rising into the skies
above the area, Blauer said.
As firefighters deployed hoses,
the flames burs.t out of the side
doorway of the garage and licked
at the upper porch of the nearby
home, he said. But firefighters
kept the blaze from reaching the
house and extinguished it within
20 minutes, he said.
•The · flames were very
intense,• he said, noting 14 fire-
fighters were on the scene.
Blauer said the fire did $20,000
worth of structural damage to the
garage and $40,000 in damage to
its contents, which included a
late-model Jeep Grand Chero-
kee, computers, clothing and a
mountain bike.
Inspectors are still trying to
detemrine the cause of the blaze,
BJauer said.

High has never scheduled Morningside in
its distinguished 32-year boys basketball
history, the CIF Southern Section has man-
aged to place the Monarchs in the Eagles'
postseason path five times in the last six
seasons.
The fifth such showdown will ocs::ur
tonight at 7 :30 in the Southern Section Divi-1 sion ill-A Quarterfinals at Corona del Mar 1
High, when the Pacific Coast League ·
champion Eagles (20-7) will attempt to
defeat the No. 2-seeded visitors (19-5) for 1
only the second time.
"We're going to have to play pretty
good, because Morningside is tough and
very athletic," said first-year Estancia
Coach Rich Boyce, who has been on the
bench as an assistant in the two teams' four
previous meetings.
Estancia defeated the Monarchs, 68-62,
in the ID-AA Quarterfinals in 1995, also at
CdM.
But Morningside, the prep home of Lak-
ers standouts Elden Campbell and Byron
Scott. as well as USC senior St.ais Boseman, •
won the first three meetings, including an
80-50 second-round home win in 1993 and
a pair of triumphs in the·Southem Califor-
nia Division m Regionals (84-67) and the I
Southern Section title game (95-85 in over-
time), both at the Sports Arena.
The Ocean League champions, who
have won half of their four section title-
game appearances in the last six seasons,
are led by 6-foot-4 senior Jonathan Hub-
bard (21 points and nearly seven rebounds

standards for students, we're just
eliminating some overlapplng test-

Michelle Lindfors, chair of the
English department at Costa Mesa
High School. said many teachers
would be happy to spend less time
on assessment tests.
"If there's a way to just prove
once that they mastered these
skills ... that's going to help us out,•
Lindfors said. "The students that
don't pass eras will take profi·
ciency tests .•
Students who test below the
50th percentile on any of the CI'BS
tests will be encouraged to enrolil
in proficiency lab summer courses
before their freshman year and will
have the opportunity to take the
proficiency tests at that time.
High school students are tested
every year on proficiency tests they
have not passed.
Students can also receive assis·
tance on passing the tests by
attending tutoring sessions before
school. ·
Students who score below the
50tb percentile in English or math
would be placed in sections of
freshman math or English that
emphasize mastery of skills on the
proficiency tests, according to the
proposal.
