estaurants tend to be very
good but rather pricey. It's nice to
stumble upon one that has excel-
lent cuisine and where diners can
get out the door for less than $20
per person.
The action, a prelude to the
city's use of its eminent domain
power, came despite opposition
from one property owner, who
does not think .the city h&s
offered fair market value· for.
land.
The properties are needed to.
widen 17th Street from Newport
Boulevard to about 500 feet west
of Superior Avenue. The three
properties are at Michael's at 610
W. 17th St., Staples at 612 W.
17th St. and Del Taco al 1720
Superior Ave.
The council approved buying
2,052 square feet of land in front
of the Staples store ·with more
than $50,000 of a $1.1 million
grant that covers all costs of the
project.
City staff has been negotiating
on the properties for about a year
and needed council action to pro-
ceed on the other two properties.
The city has offered $18,000 to
the owners of Michael's for 660
square feet of land and $48,000 to
the owner of Del Taco for 1,550
square feet of property.
Del Taco owner Rollo McClel-
lan has objected to the offer, say-
ing it was not high enough.

any other international race in
the world.
And they'll each look to win
"the last race of the century," in
what bas become one of the
most re nowned international
competitions in the sport of
yachting.
Known as much for its com-
radeship as its competition, the
52nd annual Newport to Ense-
nada International Yacht Race
will set sail April 23. featuring
more than 20 classes of ships -
from ultra-light to maxi-yachts to
the non-spinnaker cruising
class. Teams will compete for the
President of the United States
trophy, the President of Mexico
trophy, and the coveted First-to-
Finish honors.
"The Ensenada Race is some-
thing that has always held my
fascination," said Wallace Cook,
who will serve as the com-
modore of the regatta and who
has sailed the race for 15 years.

staff up there. Fine is blaming the

Last week the school board

county has until April 15 to con-
tinue sucking the muck out of
the estuary, and then the permit
expires. ·we will have a great
amount completed, but it would
be unrealistic to expect that
everything could be finished in
that time. We don't even know
when dredging could resume ....
It might not be economically
feasible," said county engineer-

Easter sunrise services at St.
James C hurch in Newport

peaceful. An angry, 350-pound
sea lion climbed out of the
water and made its way into

Lafayette streets, where it

DONATION FRUSTRATION
School officials had to do
some last-minute scurrying to
fund two teaching positions for
an English as a second'lan·
guage program at Ensign Inter-
mediate School. The positions
previously had been funded by
an anonymous donor who this
year gave the district $1.1 mil-
lion -about $60,000 Jess than
the district had expected. The
misunderstanding prompted
school board President Serene
Stokes to urge the district to
impose stncter regulatioTlS over
the way donors give money to
!he schools.

quality of life
As a homeowner here for 28
years, past president of a home-
owners association, and as a
senior citizen, I value my quality
of We here in Newport Beach.
One of the reasons I moved here
was its relatively low level of
traffic congestion.
My most valuable asset is my
home. I paid a pre nuum to obtain
a quality Newport Beach location.
A heavily congested city will low-
er my property values. Rapid
access of police, tire and para-
medic services for emergences ls
mandatory. I don't want any
delays because of congested traf-
fic while being transported to
Hoag Hospital. Therefore, I
· strongly oppose the proposal to
change the city's traffic phasing
ordinance.
I object to permitting more
than on e-third of the intersections
in the city to become overly con-
gested by changing the city into
a congested, high-rise metropoli-
tan area. I object to removing
requirements for developers to
correct unsatisfactory traffic con-
gestion their projects create
before they can build I object to
changing the law to perm.it the
City Council to accept projects
even if they fall to correct their
excessive congestion.
I object to creabng a group of
exempt intersecbons that have no
traffic congestion controls along
Coast Highway and Jamboree

Peter J. Pitchess, who died Sun-
day at his home here, left a lega-
cy of admirers who spoke fondly
of the man credited with modem·
izing the Sheriff's Department.
"He was outspoken, took a
stand, held people accountable,"
said Costa Mesa Police Chief
Dave Snowden, who began his
career in the Montebello Police
Department. •He ruled with an
iron hand and a big heart.•
Snowden said he immediately
began admiring Pitchess from
afcu and later built a friendship
with the law enforcement leader.
Snowden described Pitchess
as a man he wanted to emulate.
Pitchess was 87 at the time of
his death.
· Snowden called on the Salt
Lake City native often for guid-
ance. He said he appreciates the
sage advice Pitchess offered on
issues ranging from personnel to
legislative matters.
Newport Beach Police Sgt.
Mike McDermott, whose father,
Herbert, worked for the Los
Angeles County Sheriffs Depart-
ment for 20 years, also spoke
highly of Pitchess.
McDermott's father. who has
since passed away, had praised
l>itchess for his integrity and
sharpness, McDermott said.
Pitchess moved to Newport
Beach in the. 1980s after. his
retirement but maintamed a low-
profile in Newport Beach despite
being one of the most powerful
political figures in Los Angeles
County, McDermott said.
Pitchess served as undersher-
iff from 19:')3 to 1958, when he
succeeded Eugene Biscailuz as
sheriff, a position he held from
1958 until his retirement in 1982.
Pitchess spent his 29 years at the
department expanding, modern-
izing and building professional-
ism within the department,
McDermott said.
He transformed the Sheriff's
Department from a custody oper-
ation into one of the largest con-
tract law enforcement operatiorlS
in the country, McDermott said.
In fact. the growth expen-
enced by the department du.nng
Pitchess' tenure was unprece-
dented, according to the Sheriffs
Department. Pitchess turned the
agency into the largest sheriff's
department in the world and the
sixth largest police agency in the
nation.
Although highly regarded
within his profession, Pitchess
was sometimes seen as a contro-
versial figure and drew his share
of criticism, most notably for the
department's handling of a Viet-
nam War protest in the 1970s.
"I don't think anybody can be
as outspoken as the sheriff, in an
agency as large as the one he
served, in such a highly visible
pos1bon and take the stands he
took without being controver-
sial,· Snowden said
Pitchess was known for mod-
emiz:lng the department by using
the ·sky Night• helicopters for
patrol, rescue and surveillance.
He also helped build the depart-
ment's computerized corrunuru-
cations center in East Los Ange-
les.
Pitchess' other accomplish-
ments include starting ·the Stu-
dent and the Law program,
which sent deputies into class-
rooms. Pitchess also developed
the •Adopt-A-Deputy• program,
the law enforcement Explorer
program, the rape investigation
program. the deaf awareness
program. the emergency opera-
tions bureau and the child abuse
unit.
Pitchess graduated from the
University of Utah and served as
a speaal agent with the FBI for
12 years. He resigned from the
PBl in 195 1 to serve as chief spe-
cial agent for the Richfield Oil Co.
in Los Angeles, eventually leav-
ing that position to serve as Los
Angeles County undersheriff.
P1tchess is survived by his
wife. Athena, and sons John and
Andrew. Vl.Sitation will be from 3
to 7 p .m. Wednesday at the Pacif-
ic View Memorial Park Chapel.
The service will be at 11 a.m.
Thursday at St. Paul's Greek
Orthodox C hurch, 4949 Alton
Parkway, Irvine. Burial will follow

Jane Riley, the wife of former
Orange County Supervisor
Thomas Riley and a supporter of
more than 35 charities, left no
children of her own when she
died Saturday.
But Criends and community
activists remembered her Mon-
day as a beloved and devoted
mother figure, and said her pass-
ing has left a void in the commu-
nity th.at may never be filled in
quite the same way.
Riley was diagr1osed with
lung cancer in January and died
at her home in the Dover Shores
section of Newport Beach on
Saturday. She was 84.
Her husband, a former
Marine Corps general who as
5th District supervisor presided
over th rise of Orange County
as an economic and political
powerhouse, died last February.

mg on,'" Chung said. "That's
what she would say.•

Sad meaning of all-too-common words
l am not a prude when it comes
to profaruty. I do not think that
the use of an occasional
•damn• or •bell• neccssanly con-
signs one to eternal purgatory.
However, the use of two words
popular in certain elements of our
society does off end me. Since Uus
IS a family paper, I shall refer to
them only by the use of their llll-
tials, m-f-. If there is any-
one who happens to read Uus who
doesn't know what those initials
mean I will be mighty surprised.
The use of these two words in a
criminal case that came across my
desk when I was writing opiruons
for the state Court of Appeal really
offended me. If a couple of
dimwits want to refer to each oth-
er by using those two words, I
suppose the world isn't going to
come to an end, but when used as
they were in lhls case I felt some
protest should be made.
It was a robbery case. An
elderly woman and her adult
daughter were sitting in the moth-
er's kitchen. Suddenly the door
burst open and two men, each
armed with a pistol, entered. One
of them told the two women,
"Don't say a word. Don't say a
m--f-ing word.• The men
then robbed the women of their
money and were discussing rap-
ing them when the police arrived.
The use of those two words at
any time is offensive. However,
given the time, place and women
involved, tlus was particularly so,
and when 1 wrote the opinion
affirming the convictions of the
two men I dropped in a footnote:
"It is a sad commentary on con-
temporary culture to compare
'Don't say a word Don't say a m-

deliver,' ~e famous salutation of
Dick Turpin and other early Eng-
lish highwaymen. It is true that
each salutation leads to robbel)'
However, there is a certain rich
style to 'Stand and Deliver.' On
the other band, 'Don't say a word.
Don't say am-f-mg word'
conveys only dismal vulgarity.
"The speech of contemporary
criminal culture bas always been a
rich source of color 'and vitality to
any language. Yet, when one
compares the 'bawds,' 'strumpets,'
'trulls,' 'cutpurses,' 'knaves,' and
'rascals' of Fielding and Smollett
to the 'hookers,' 'pimps,' 'narcs,'
'junkies,' and 'snitches' of today's
criminal argot. one wonders just
which direction we are traveling
on civilization's ladder. 'Hooker,•
at least, bas traceable historical
antecedents -although the
descendants of Gen. 'Fighting Joe'
Hooker would probably prefer
that their famous ancestor be
remembered for something other
than his army's camp followers -
such as the slaughter at Chancel-
lorsville.•

getting drunk in the Long Branch
Saloon, the Indio, Calif., version,

n.al. The defendant got into a fight •
with p Mr. Killen, and the bar-
tender threw him out. He armed
himself with a pistol, re-entered
the Long Branch, aimed his pistol
at Killen but shot the bartender
right between the eyes. Then,
realizing he had made a slight
error, he shot at Killen again. This
time tu.s aim was better. He aimed
at Killen's head and shot hDn m
the leg. Killen fell down and tried
to crawl away. The defendant fol-
lowed him and in the idiom of the
day said, ·vou ain't dead yet, you
m--f-er. • He then pumped
SE!ven bullets mto Killen. all to no
avail Killen lived but explained to
the court that because of all the
lead left m his body by the defen-
dant's sharpshooting, when be
went through a metal detection
device m an airport he made the
thing "light up like the Fourth of
July.~
I must admit that the expres-
sion •m-t-er• seems to fit
the shootout at the Long Branch
better than it did when addressed
to an elderly woman and her ,.
daughter in the privacy of their

Costa Mesa accountant fails to slip IRS reins
John Johnstone should have
known better. But, then again,
knowing better WdS the root of
his problem
On Monday, J ohnstone, a
Costa Mesa accountant, was sen-
tenced by the Internal Revenue
Service to four months in prison
fo r falsifying his tax returns from
1991 to 1994
According to a plea bargain
Johnstone reached with the IRS.
dunng those years he hsted tus
occupation as a handyman when
he actually worked as a tax pre-
parer and accountant.
Johnstone, 58, also agreed to
pay $31,196 in penalties.
According to a press release
from tbe IRS, Johnstone pre-
pared phony invoices as proof of
his handyman work. He also
claimed that all but one of h1s
payments were in cash.
In reality, Johnstone was
being paid by check for his
accounting work. He deposited
those checks into a bank account
held in trust under the oame
HBBS.
He did not report any of that
incom e. Johnstone's falsilied
reports allowed him to underpay
his taxes by $41,600.
His sentence, handed down in
U.S. District Court, includes an
additional four months of house
arrest after his prison term and
three years probation.

The food here is prepared
with the more health-conscious
patron in mind. In addition to the
usual chicken, beef and shrimp
dishes that you expect to find on
a Clunese menu, there is a gen-
erous selection of vegetarian
fare, which , if you prefer, may be
steamed.
A Chinese appetizer favorite
has to be the dumplings. You
have a choke of the steamed
dumplings or "pot sticker" style
at six for .$3,95. The dumplings
are on the small side but big on
flavor. Speaking of favorites, I
have friends who insist the egg
foo yong ($6.95-'$8.55) is superb,
and they don't let a week go by
without satisfying· their craving
for this dish.
From the Vietnamese side of
the menu, there is a n appebzer
called goi cuon, which ts a com-
bmation of shrimp, bean sprouts,
nunt leaves, lettuce and verrru-
celli noodles wrapped in nee
paper and served with hotSm
sauce topped with chopped

A multipurpose talent with the
Eagles last fall, the 6-foot-1, 180-
pounder played running back,

purpose yards and his 11 touch-

his career at the community col-
lege level, caught 53 passes for
816 yards and rushed for 727

Warriors defeated the Eagles in a
mercy-rule decision, 16-0, in the
Pride of the Coast Tournament.
Howard, who has signed with
the University of Miami, was
la~ed by some publications in
the preseason as one of the top 50
prospects in America for the 1999
draft. Howard was one of four
