COSTA MESA -Mesa Con-
solidated Water District board
members voted unanimously
Thursday to go ahead with a pro-
posal to purchase Santa Ana
Heights Water Co.'s assets -
despite an earlier signed merger
agreement the smaller company
made with Irvine Ranch Water
District.
"I think this document (pro-
posal) is direct and clear and car-
ries no hidden costs to anybody,"
said Mesa board member Hank
Panian.
The water district countered
Irvine Ranch's offer to some 2,800

al will be presented at a meeting
on March 3 to both current Mesa
customers and Santa Ana Heights
shareholders. The meeting, held
in Building 14 at 7 p.m. at the
Orange County Fairgrounds,
comes four days before the Irvine
Ranch deadline March 7.
Santa Ana Heights shareholders
of $1,100 per share with an offer
of $1,200 per share -which will
end up costing Mesa up to $5.2
million. Mesa also offered to
employee Santa Ana Heights
Co's three employees. Mesa plans
to sell property to finance the
potential acquisition.
Karl Kemp, Mesa's general
City Councilwoman Heather
Somers spoke to the board Thurs-
day as a rate payer.
"I'm concerned Mesa might
enter a bidding war over this situ-
ation without having a full break.-
down of the costs for the acquisi-
tion," Somers said .
Her comments sparked a reac-
tion from Mesa board members.
"We're not interested in a bid-
ding war," board member Mike
Healey said. "If it reverts to that

NEWPORT-MESA -The school district and
teachers union reached a tentative agreement that
would raise teachers'
pay by 7 %, but would
continue to leave
Newport-Mesa
salaries near the bot-
tom of Orange County
lists, it was announced
Thursday.
"I'm realistic that
that was the amount
of money that the dis-
trict had to put into
salaries this year,"
said Linda Mook,
president of the New-
port-Mesa Federation
of Teachers. "That
doesn't belie the dis-
trict's commitment to
salaries.•

cated, classified and administrative -on March 1.
The raise for the rest of the 1996-97 school year
will cost $1.4 million, which will be covered by the
district's end-of-the-year balance.
However, the district must find the cash for the
increased salaries for next year, which will cost $7.3
million.

Ask Joe Citizen what on-duty police do ~th their
time, and you'll probably get answers like these: nat-
fic stops. Pursuits. Donuts.
Yet about 10,000 times a year, police tn the New·
port-Mesa area a.re busy chasing a wasteful and
unsavory quarry: False alarms. While Newport Beach featured 4,865 false alarms
in 1996 -a 10-year low-Costa Mesa's talle alarm
rate jumped to 5,48' last year, after 5, 107 in 1995.
Police have ~aged to lessen the finandal
tmpact of the prol>lem by slapping heavy fines on

NEWPORT COAST -Disney
officials' decision this month to nix
plans for a Newport Coast resort
has prompted speculation and
rumors about the Magic Kingdom
expanding its reign elsewhere in
the community.
But alas, Disney officials claim ·
they are not shopping around
Newport for hotel sites. Instead,
sources said, they're concentrat-
ing their efforts in Anaheim and
on the East Coast.
"The timing of the develop-
ment and the opportunity was just
not right for our company," said
Bill Warren, director of public
affairs for Walt Disney World.
"While the Newport Coast loca-
tion is absolutely stunning and
spectacular and beautiful and a
first-class piece of property, we'd
rather give that opportunity to
another developer."
Disney Vacation Club planned
to build a $250 million resort in the
upscale Irvine Co. development of
Newport Coast. Disney operates
four clubs in South Carolina and
Florida and plans to concentrate
its resources on those, Warren
said.

The current Vacation Clubs -

22,000, pay a yearly fee to swy in
the club of their choice with mini-
mal planning.

ney snagged it three years ago.

viewing brokers representtng
potential buyers of the .(5-.acre
site. Warren declined to mention
who has expressed interest or the
asking price range.
"The Irvine Co. is obviously
going to have a big influence on
what kind of buyer we get, as far
as the quality and potential of the
community," he said. The proper-
ty is already zoned for a resort
l\otel, h~ said, so it's likely another
hotel chain will buy it

company isn't eying any other

added, "I'm always reluctant to
say 'never.'"

Business Academy leall}ed
recently that the Partnership
Academies grant has qualified
for funding from the California
State Department of Education.
Funding is set for a three-year
period and will begin with
$42,000 for this semester. The
Academy is called LEAP Into
Banking/Finance so the empha-
sis will be on banking and
finance. LEAP is an acronym for
"Learning Through Experience
and Academic Partnership.•
Statistics have shown that
students participating in such
academies improve their atten-
dance, grades and overall atti-
tude towards education and
many continue their education
at the community college level
and beyond.
The seventh-and eighth-
grade Bronco teachers have
announced the outstandipg stu-
dents for the months of January
and February. They are: Spencer
Solomon, Devan Koenig, Daniel
Scheall, Alli.son Coleman,
Cb.rlsUna Tran, Ryan McCauley,
Michael Chlndalah, Brenda But-

before the group's show at the
Performing Arts Center, which is
the first of two U.S. appearances.
"The timing is kind of inter-
esting," said Dean Corey, execu-
tive director of the Orange
County Philharmonic Society.

W ell, I'm back. Wish I bad
a ood excuse for being A~OL last week. I don't

ing special. Same old stuff. I was
abducted by extraterrestrlals.
There I was, Wednesday last,
drtving along the toll road on a
clear and stany night. Just past
Bonita Canyon, my car sputtered,
backfired a few times, then
stalled. I was lucky to make it
onto the shoulder.
There was a blinding white
light in the rear window.
• H.mmm," I muttered, •must be
the CHP. H Just then, the light
subsided enough for me to make
out a huge, circular object hover-
ing some 20 feet above my bead.
The light became an intense,
crimson glow and my car started
to rise slowly toward the sky.
"Wow ... • I thought, "you real-
ly do get a great view from up
here." By now, I sensed this was-
n't the CHP. Was I reall}"being
abducted by extraterrestrials? µh
-no. Nor has anyone else, in my
opinion.
From the tabloids to the main-
stream press, re ports of alien visits
and abductions keep piling up.
The little gray people with the big
black eyes and the slender fingers
ace, it seems, everywhere.
In fact, Bob Wood, Newport
Beach resident and well-creden-
tialed executive director of the
Mutual UFO Network believes
Earth has been receiving uninvit-
ed guests from other worlds for
quite some time.
With all due respect, I don't
buy it. More importantly, neither
do the majority of serious scien-
tists. Why not? The answer has to
do with something called the
"universality of nature " -a big
name for a simple concept.
It's amazing how much

astronomers can tell about planets
and stars millions or billions or
trillions of miles away without,
obviously, ever going there. How
do they do it? Volume! Just kid-
ding. They do it by studying the
eleCtromagnetic emissions (visible
light, infrared light, radio waves,
etc.) from those far, faraway
objects.
From those emissions they can
determine all sorts of stuff about
what an object in space is made
of, what kind of atmosphere ii
has, etc. But there is a hitch.
Whatever we've learned from
afar is reliable only if we accept
the premise of the universality of
nature. In other words, if ammo-
nia or hydrogen at a certain tem-
perature behave one way on
earth, we have to asswne they
behave exactly the same way
everywhere else in the universe.

So far, we've only had two
"test cases" -the Apollo mis-
sions to the moon, and unmanned
explorations of Mars. We were
prepared for stunning surprises,
but what we got was hard evt-
dence that those two celestial
neighbors were pretty much what
scientists predicted they w-0uld
be. In other words, natwe
appears to be universal.
Now forget about hydrogen
and think about us. Homo sapi·
ens. The most advanced life form
on the planet. We are consumed
-obsessed is more like it -with
curiosity about whether or not
we're alone in the universe. W&
think about it, dream about it,.

hundreds about it. We spend mi!·
lions of dollars of public money on
it.

visitors to our world are so com-
pletely ctifferent from us? They
want noUung to do with us. Not
one word, not one question.
True believers often counter
that extraterrestrial visitors are
afrrud of us, or are so smart that
they don't have to bother commu-
nicating with us. I think not. Any-
one who has the brain power and
technology to travel from one star
system to another has nothing to
fear from us.
And there are plenty of other
tipoffs that these close encounters
have much more to do with group
psychology and the power of sug-
gestion than visitors from other
worlds. (More on that next week.)
Are they out there? Maybe. Do
they drop by now and then? Very,
very unlikely. Gotta' take off -so

Leach is among the more
celebrated doubles players in
United States history, but rarely
plays singles.

Leach knows what it's like to sit
patiently by the telephone and
wait for a call that will never
come.
So he'll believe it when -and
if -he hears it from U.S. Davis
Cup captain Tom Gullikson.
Leach, a Laguna Beach High
and USC product who grew up
on the courts of the former John
Wayne Tennis Club in Newport
Beach (now the Palisades Club),
was told by Gullikson in a phone
message Thursday that he and
doubles partner Jonathan Stark
are being considered for the
Davis Cup team April 4-6, when
the U.S. hosts the Netherlands in
the quarterfinals at the Palisades
But two years ago, when the
U.S. was preparing to host
Sweden in Davis Cup
competition in Las Vegas, Leach
was told the same thing and
wasn't selected, so he won't hold
his breath this time.
"When Gullikson called in '95,
he said we might take you,
depending on how you do,"
Leach said Thursday from his
Laguna Beach home.
That year, Leach advanced to
the Wimbledon doubles finals,
then after Gullikson phoned, he
won a tournament in New Haven
and reached the quarterfinals of
another event ... and still wasn't
chosen.
"So I just don't know what to
think about it,• said Leach,
currently ranked No. 2 in the
world in doubles with Stark.
Gullikson also said in a press
conference Tuesday that Leach
and Stark were strong
candidates to play doubles,
before he called Leach.
But Leach, 32, whose career
Davis Cup record is 7-1 in
doubles, will not get his hopes
up.
"It's unbelievable that it's at
my home club,• Leach said. "I've
been playing there since I was a
young kid, so it would be really
an honor to play there. If not,
then I'll watch and be a
spectator."
Leach, 6-0 with Jim Pugh in
Davis Cup play and 1-1 with
John McEnroe, is hot, if nothing
else.
Though he hasn't played
Davis Cup since 1992, Leach said

"I feel like I'm playing better
tennis now than 1n the last five
years," said Leach, who has
reached the finals at tournaments
in New Zealand and Memphis
this year with Stark, as well as
semifinal appearances at San
Jose and the Australian Open.
They won their first
tournament together at Seoul last
year.

vis Cup player, but Jared had
shoulder surgery and that's how I
got to play with Jonathan,"
Leach said.
Leach said if he's not selected
for the Davis Cup team, he and
Stark will play in the World

not to mention a bot tandem,
could also be a deciding factor,
Leach said.
Leach, former NCAA doubles
champion for the li'ojans, has
won several Grand Slams in
doubles in his career.
His father, Dick, is the
longtime USC men's tennis coach
and also a Palisades member. His
younger brother, Jon, also plays
on the pro circuit.

when an Eagle player mistaken-
ly kicked the ball into the
Estancia goal while trying to
clear it for the game-winner.

(along with 16 wins and a tie)
Estancia suffered this season, but
to some it was an indication of
things to come for the Eagles,
who would go 0-2-1 against
Laguna Beach, which dethroned
Estancia from atop the PCL, then
bit the Eagles in the playoffs to
finalize their season.
Hopefully, for Estanda's sake,
the retaliation is over and the
1997-98 squad can start with a
clean slate.
