On a recent visit, we had to

0 CC fine arts professor Karen Mor-

her students that art, function, beauty
and community service can go hand in hand.
Mortillaro was honored Monday as the
first recipient of the Costa Mesa Mayor's
Award for her·2a years of work creating func-
tional art for Fairview Developmental Center
residents and students.
Beginning in 1971, Mortillaro gave her
students the assignment of creating equip-
ment and toys for developmentally disabled
students at Fairview. Every semester her stu-
dents receive a wish list of things Fairview
students need. ·
Their creations have included custom-
made booster and rocking chairs, music sta-
lions complete with guitars that can be held
in the lap, puppets with tracheotomies and
standing workstations that help develop
motor skills.
Each creation ts d work of art in itself but
also serves the speoal needs of students who
use them.
For Mortillaro's 3-0 Design students, the
projects are a lesson in art as well as commu-
nity service.
"They've encountered the satisfaction of
creating pieces of equipment that serves the
needs of other human beings,• Mortillaro
said. "There's nothing more satisfying than
that."
Mortillaro has taught 144 classes to about
1,600 students who have created 1,200 pro-
jects that are scattered all over the Fairview
campus. Mortillaro plans to retire in two
years.

Although noise limits may

levels will remain the same, said
airport spokeswoman Viclti

The changes to the noise stan-

she said.

NEWPORT BEACH -Decrying what
they say are the pitiable conditions at
Corona del Mar State Beach, teachers at
Mariners Elementary School will boycott
the third grade's dnnual trip to the tide
pools and instead lake their students to
the Aquarium of the Pacific in Long
Beach.
Officials with the city of Newport
.Beach, which is responsible for watching
over the thousands of schoolchildren who
visit the tide pools each year, said they too
are concerned about conditions at the
beach and have asked scientists to study
the problem.
If necessary, they will take steps to lim-
it the number of children who are allowed
to roam through the tide pools.
"That whole issue is being addressed
right now,• said Wes Annand, a harbor
inspector for the city.
Officials soon will unveil a plan to pre-
serve the bde pools, he cldded.
Environmentalists say it is not a
moment loo soon and applauded the
Mariners tedchers for tedching their stu-
dents firsthand that sometimes it is neces-
sary to make a personal sacrifice for the
environment
"It is definitely a degrdded a rea." said
Denrus Kelly, a professor of biology at ace who comnuss1oned d study of the
area for Newport Beach
Kelly said he has three reports on his
desk right now for the aty showing that
the tide pools at Corona del Mar have
fewer species and that the animals who
have survived in· tne tide pools are small-
er and more sickly than animals in tide
pools that do not attract as many visitors.
The tide pools are a popular field trip
destination for students from as far away
as the San Fernando Valley, and frequent-
ly more than 300 children a day visit them.
Teachers at Mariners said they noticed
this firsthand on last year's trip.
·we took the kids last year and we
were so upset." said teacher Lawa Stinch-
held. "The sea creatures' homes are being
destroyed, the way that area is being
treated. We just felt like we had to do
something."
So the teachers decided to boycott the
area. They wrote a letter to the city, wtuch
stations docents at the tide pools when
school groups are visiting, telling them ·
why they would not be coming this year.
•A great deal must be done, and soon,
or this beautiful preserve will be a marine

The field trip ~o the Long Beach aquar-

The teachers also sent a copy of the let-
ter to the Surfrider Foundation, a national
environmental organization that watches
over conditions in the coastal zones.
The organization bas a chapter in New-
port Beach, and Corona del Mar activist
Nancy Gardner said the group will proba-
bly post the teachers' letter on its Web site.
"The tide pools are supposed to be pro·
tected," Gardner said. "But the biggest
problem are the thousands and thousands
of kids who go there."
Gardn er said the children, many of
whom do not understand how fragile the
tide pool ecosystem is, need to be super-
vised better.
Stinchfield agreed.
"Last year, kids were walking up to the
crabs and smashing them and brutalizing
these sea creatures,• Stinchfield said.
"Ow students were very upset by it
"I don't know who to point the finger
at, but there needs to be an awareness."
"It's sort of like two bathroom
scales,• Mathews said. "You're
going to weigh differently on
each one even though your actu-
al weight stays the same. So
we're going to be maintaining
the exact same amount of noise
that the airlines make today -it
doesn't gwe the airlines any
more than they already have."
The original system, installed
in 1979, was state of the art at the
time but IS now not only outdated
but also not Y2K compliant,
Mathews said.
The airport commission want-
ed the new system installed two
years ago but expected that it
might measure sound slightly
differently. and so they spent a
year running side-by-side tests of
the two machines, measuring
more than 200,000 individual
data points.
Officials found as much as a
1.1-decibel variation between
the old and new monitors, well
within the industry standard of a
1.5-decibel vanation, Mathews
scud.
"We were actually delighted
that the changes were so small,•
she said. "These two systems are
really close, and we're happy to
finally be in the state of the art
again."

The benchmark noise stan-

December 1985 when Orange
County settled a lawsuit with the
city of Newport Beach and two
airport organizations, the Airport
Working Group of Orange Coun-
ty and the otizen group Stop Pol-
luting Our Newport. Both groups
have already consented to the
changes in noise level standards,
as has the Newport Beach City
Council, which approved the
modifications at its March 22
meeting.
The changes will affect the
three classes of airplanes that
take off from John Wayne Air-
port: Class A -which are the
largest, noisiest and most regu-
lated class -have 39 takeoffs a
day; Class AA, which are smaller
and less noisy, take off 34 times a
day; while the number of depar·

class, vary from day to day.

• Powerful gun lobby makes for strange company
A dnut it: There has been nt
least one time in yow lile
you'd wished you'd had a
gun.
Maybe it was several years
ago, when that guy at the next
table lighted a cigar as you were
in the middle of a wonderful din-
ner at a fine restaurant.
Perhaps it was when the idiot
cut you off on the San Diego
Freeway, or after a fool just about
T-boned you when she ran tbe
red light. Or after any of myriad·
affronts we suffer dally, yet rarely
retaliate against with more than
some eloquently salty language,
or, at worst, an unfriendly ges-
ture.
Pretty stuff, sure. But people
have shot others to death for less.
We Americans shoot each other
more than most of the rest of the
civilized world combined. And
because of a ~litical effort
rolling lhroug~state legislatures

SPLISH, SPLASH
State legislators in Colorado
have spent more time in the first
three months of this year on car-
ry-permit laws than ~nything
else. Education, roads, growth,
health care -all of these vital
issues have been ignored just so
anybody who wants to can carry

It is no longer a matter of if
such a law will go on the books,
it is simply a matter of when, and
how piddling the restrictions will
be.
The first bill introduced
would've barred felons and
known wackos from carrying,

NEWPORT BEACH -A 28-
year-old mdn pleaded gwlty
Tuesday to stealing computer
equipment from several people
on an Internet auction site m a
scam that involved a Newport
Beach post office box
Jason Eric Grezegorzewskl of
Stockton was sentenced to three
years in state prison for two
counts of grand theft and four
counts for ppssing bad checks.
Judge Susanhe Shaw ordered
Grezegorzewsk.i to repay his vic-
tims about $36,000 he reportedly
stole from them over than last
several months.
Tori Richards, spokeswoman
for the Orange County district
attorney's office, said pro ecutors
had sought a nine-year prison
term.
Grezegorzewski wa arrested
m February by Newport Beach
police who teamed about his
)lctivities from an Illmois comput-
er dealer. The victim said he sent
computer equipment to a New-
port Beach post ofhcc box. The
merchandise was shipped c.o.d.
~d paid for with a counterfeit
cashier's check.
Grezegorzewski was a fre-
quent winner on the onhne auc-
bon site eBay. The highest bidder
receives the merchandise.
Richards said several comput-
er companies were victims of the
scam. Police estimate more than
$50,000 m merchandise was
shipped to Newport Beach.
Grezegorzewski bought the com-
puters and resold them al a high-
er price, pocketing the profits.
Police also raided d suite at the
Beverly Hilton Hotel that was
under Grezegorzewski's name
dnd found computer equipment
allegedly used to make the bad
checks.
Grezegorzewskl faces sunilar
charges in Beverly Hills, where
police suspect he may be respon-
sible in a handful of cases that
total more than $100,000 in loss-
es. Those criminal charges are
still pending.
A b1g-ng truck that 1ack-
knifed on the San Diego
Freeway shut down three
northbound lanes Tuesday
afternoon for more than two
hours.
The Pepsi Cola truck
skidded out of control at
1:05 p.m. north of the Costa
Mesa Freeway and blocked
three or the four northbound
lanes. Authoribes said two
cars were also involved in
the acadent but no ma1or
m1unes were reported.
Northbound traffic on the
San Diego Freeway was
backed up for more than a
mile. The three lanes were
closed to traffic for 2 1/2
hours. The connector
between the two freeways
also was closed for a short
duration in order to remove
the truck from the shoulder.

a teacher conference? Sure, why
not?
It was nuts, and even Col-
orado's extremely conservabve
new governor said he wouldn't
sign off on such, you should par-
don the expression, liberal rules.
So the ball carriers for the
concealed weapons legislation
reluctantly pulled bac;k.
"OK," they sald grudgingly:
Clergy, busmess owners and
school principals may decide
whether to allow concealed
weapons in their places of wor-
ship, their bars and restaurants,
their offices and stadiums, dlld
their schools.
Most severely affected by the
new state laws will be the aty-
county of Denver, the state's only
metropolis. Stunned by what
became known as the "Summer
of Violence" in 1993, and after
hold.mg a senes of town hall
meetings, Denver passed a set of
notably tough gun laws The
new legislation would render
them useless and toothless.
California has fought off suru-
lar efforts tor concealed weapons
several times. But the people
who are gettmg the job done m
Colorado will be back at you real
soon. Who are they? Mostly, it's
Charlton Heston and his well-
heeled legions of the National
Rifle Association.
They provide the money, the
strategy and swarms of pollucal
operatives. ;\nd they handpick
and support the rellably extreme
legislators who onginate and
support the concealed-wedpons
bills.
Curiously, m the process of
pushing lhls legislabon, the pols
and their handlers violate one of
the most preoous doctnnes of
conservative strategic phlloso-
phy: local control reigns
supreme.
Hls\hncally, the 1Ssuance of
concealed-weapons permits hds
been left up to heritf s and police
chiefs Some were tough, some
were -agam, you should par-
don the e~ression -liberal.
When passed, this legislation
will yank that a uthonty com-
pletely away from local officials.
Whatever h~ppened to decen-
tralized government being the
only tolerable kind of govern-
ment?
I guess if local control has to
be sacnficed for the greater good
of the NRA. so be it. Removing
that authonty simply validates
what the redoubtable Mao Tse-
tung told us years ago· •Politic.al
powet grows oul of the barrel of

Dillman•s
What could be as romantic as
taking a canal trip through Venice ~thout a trip to the travel agent?
Have you thought about taking
the small island ferry from 'Balboa
Island over to the Balboa Peninsu-
la? Ah ha, you see what's missed!
Last week some friends invited
me to try a restaurant. When you
see the name Dillman 's it will
surely bring a smile. to your race ...
This restaurant is not only not
new, it's been on the same comer
$ince about 1950.
Many things have changed in
Newport Beach of late, but Dill-
man's is like that little pink bwmy,
it just keeps marching along. The
<1:ecor has not changed much
SlDce the '50s, making it a sort of
cozy place to be. No, I didn't wear
my poodle skirt. The service was
excellent.
Dillman's is not stuck in a time
warp when it comes to the menu.
We were given a choice or tradi-
tional American fare that even
our •Lord of American Cuisine,"
Mr. James Beard would heartily
approve of! We four began our
ew ning with a plate of delicious
marinated mushrooms prepared

The Ritz Restaurant
Hands down, the most elegant
restaurant in town is The Ritz
Restaurant. It may not be the one
with the best food (according to
'my husband) but when it comes
to choosing a speoal place for an
important occasion or impressing
those out-of-towners, he will be
the first to say •make a reserva-

Reservations are a must You
have a choice of the stalely
Escoffier Room or the former Ritz
Brothers Room, now called The
Gallery. This room, with live
piano music, features exquisite
nude paintings (most were
removed awhile back after
protests by some indignant
wome1.1 and the Playboy-like bun-
ny outfits worn by waitresses
were also changed to more sedate
attire).
Weather pemutting, you can
Wne in the outside Garden Room
as well. A banquet room is avci.il-
able, as is The Wine Cellar for pn-
vate entertaining or office parties
A large bar area is usually pdcked
with men doing lunch and busi-
ness.
Star of the show at dinner is the
rotisserie-grilled Colorado lamb
rib chops. Most of the steaks pass
muster (skip the steak Diane).
Hazelnut-crusted Lake Superior
Whitefish with Canadian bay

When The Ritz first opened, 1 nad an outstanding bouillabaisse
idlunch. Now, at dinner, featuring
'tdl' the seafood and even siJn-

Pernod and cognac, it's just not
the same.

Council Cdme one vote short or
halting some developments on
the West Std<', pending the com-
plebon of the West Side Specific
Plan, and hd s decided to resume
its discussion nE>xt week.
One of the m d tn redsons for
continuing the item was Council·
ma n J oe Erickson's vehement
opposibon to taking action with-
out notifying affected property
owners
The moratonum would have
immediately affected a property
owner proposing to build a rruru-
warehouse at 1741 Whittier Ave .•
he said.
"That a pplicant hasn't bePn
notified,• Erickson said #That
applicant doesn't have a clue of
what we're proposing, and I don't
think that's right "
The council was split, w1th
Councilwomen Heathe r Somers,
Llbby Co.wan and Linda Ducon
expre ssing support for proh1b1 ting
new l.dnd·U! e pennits on the West
Side tor busmesses, including
automobile servke and repair,
self·slorage warehouses, bars and
.manufactUrtng.
A moratorium requires a tour-
ft.lths 01ajonty vote for approval.
Mayor Gary Monahan said he
adamdnUy opposed the moralon-
um because it was.dliected al the
mini-warehouse. Monahan said
he was concerned that the City
Council was considering a specif-
ic project without looking at the
big pictwe.
"If we don't like a sped.fie pro-
ject, this is not the way to address
it,• Monahan saili. •
The Planning Commission vot-
ed 3·2 on March 8 against recom-
mending a moratorium to the City
Council. Comnuss1oner Katrina
Foley had raised the issue alter
the approval of an automotive
repair business 10 the West Side.
At Monday's council meeting,
Somers called on her fellow mem-
bers to temporarily stop the con-
troversial developments. She said
she thought a moratorium was
necessary to stop incompatible
uses on the West Side.
She al.so addressed 'the specific
property on Whittier Avenue.
"Titis piece o( property is the
last piece of view property on the
West Side, ft Somers said. "It
would be an injustice to go for-
ward Wlthout havmg the benefit
of a study already paid for.•
There have been numerous
suggestions from West Side com·
munity meetings to rezone the
bluff area for high-end housing
rather than industnal uses.
But Erickson said he could not
support such development, say·
ing the proposed mini-warehouse
on Whittier Avenue between two
industrial buildings would be a
compatible use with the mobile
home park across the street. ije
said the industrial buildings
would last for decades and he
could not support prohibiting a
landowner from using his proper-
ty for that amount of tune.
Staff had given thP. council two o
options: a moratorium on all b
building o~ the West S~~e and
1
0
one forbidding only specific land r
uses. ·
The moratorium would --have
been enacted for an initial ~i days
and could be renewed for up to 22
months at a time.
Cowan acknowledged the dif-
ficulty of the decision and s~ sbe •r
was conflicted. -
The council will cliscuss the
moratorium further at its study
session Monday. It also has been
put on the April 19 City Council
meeting agenda. Property owners
who could be affected will be
notified\
RANCH Freeman said tha t although
they were asking for the nine-sto-
ry lurut, it was more likely that.
md!ket demands would call fo r
three-to fow-story buildings.

at a weekend it was!
• Costa Mesa Region 120
' teams make some big noise
in Arizona tournament.
Chane~ are there won't be many
within the Costa Mesa AYSO
Region 120 program who will forget
the numerical sequence ot 3-20-21-
99.
A dozen tea.ms from Costa Mesa
traveled to Arizona to compete at
the Kachina Classic soccer tourna-
ment in Mesa March 20-21, and
clearly they were collectively one of
the major hits of the weekend.
Here's how it went for the Costa
Mesa boys and girls:
DIVISION 5 Gnu.s {UNDER 10)
• The Costa Mesa No Fear won its
second tournament of the year, this
time in the Gold flight at the Kachi-
na Classic.
The No Fear won by scores of 4-
1, 3-0, 2-0 and 2-1. Goals were
scored by Kyla Flores, Arion
Ingram, Allie Duemberger, Andrea
Wayte, Cynthia Mendoza and
Melissa Murphy.
Murphy scored four times and
Mendoza three.
Assists were credited to Brianna
Vanderwal, Mikyla Lux and Kally
Carich. 4.
The defense was led by the
efforts of Ally Doerr, Julie Hubbard,
Taylor Brown and goalies Andrea
and Kristina Wayte.
• The Costa Mesa White Lightning
was third in the Silver flight.
The Lightning won games in pool
play by 2-0 and 1-0 scores, but suf-
fered a 2-0 setback.
The loss sent the locals into the
final game against the Blue Dia-
monds from nearby Glendale,
where a victory or a tie would have
given them second place.
The game was tied 1-1 and it
appeared the Lightning would bring
home the second-place trophy, but
as soccer luck would have it, the
Blue Diamonds scored with just 30
seconds left.
Defensive stars for the Lightning
were goalies Jessi Folsom and
Brooke Maxfield, sweeper Adriana
Triana and fullbacks Christina
Moore, Brooke Wilburn and Avery
Wllllams, and marking backs
Jacqueline Johnston and Justtne
Mumma.
The offense was led by the
aggressive play of Annel Alvarez,
Emily Bizzell, Kristina Dague, Bri-
ana Pfeiffer, Stacie Sullivan, Madi-
son Surber, Johnston and Mumma.
DIVISION 5 BOYS (UNDER 10)
• The Costa Mesa Stampede did not
los'e a game at Kachina, but finished
third in the Gold flight.
In pool play the Stampede tied
the Tucson Rage, 1-1, and won by
scores of 6-1 and 3-0.
The one goal the Stampede gave
up in game two cost it the tiebreak-
er and the Stampede had to play for.
third place, where it prevailed in
double overtime, 3-2. on a score by
Kyle Kell off a crossing pass from
P.J. Errington.
Kell had numerous goals in the
tournament, as did Rigo Miranda.
Also scoring for the Stampede
were William Briseno, Jose Perez
Jr., Cory Weikel and Erring1on.
Errington was credited with four
assists.
The Stampede defense was led
by outstanding efforts from Trevor
McDonald, Caleb Burgess, Kenneth

ever-present sun-bleached

distinctive look, it's something
less tangible which makes him a
powerful presence on the
Estancia High campus.
For, most would point to a
unique ability to induce
laughter and goodwill from even
the most casual interaction with
coaches, teachers, administrators
or, most often, kids, as the true
testament to his talents.
"I love my job,• said the 1976
Estancia graduate, who has
spent nearly his entire adult life
at his alma mater, coaching and
cajoling, needling and nurturing
everyone from the All-CIF
standout to the end-of-the-bench
hopeful.
"To be on campus and to be
around the kids ... I wouldn't
trade it for the world.·
Estancia, athletics, and kids in
general, have been the center of
1Toxel's world ever since tus first
freshman football practice for
then-coach Art Perry.
He started as a defensive
lineman in four seasons as an
Eagle and also earned
distinction as a heavyweight
wrestler his final two years as a
prep. He earned a silver medal
at the 1976 Century League
Finals and advanced to the CIF
Southern Section preliminaries.
H e did not apply bis passion
or baseball on the Estanoa
diamond as a player, but made
up for that by coaching 17
seasons in the program,
including eight as head coach,
before stepping down following
the 1997 campaign.
·coaching was never on my
nund, but I had a friend who
needed some help with a
Harbor Area Baseball team and I
said 'Sure, I'll do it.' He ended
up moving away and I took the
team over. I fell in love with
being a.round the kids and one
thing led to another.•
1\"oxel actually began his prep
coaching career at Costa Mesa,
where he is m bis second year
as a varsity assistant to longtime
friend Kirk Bauermeister. But
former Eagles varsity coach Ken
Millard lured him back to his
alma mater with a lower-level
coaching job and, ~ seasons
PauJ Troxel
later, noxel became Millard's
varsity assistant.
Troxel, who credits Millard,
former Harbor Area youth
coaching legend Luke Davis and
Perry for his development as a
coach, spent eight seasons as
Estancia's head coach (four of
those as co-coach with Millard),
compiling a 90-109-1 record.
The win-loss numbers were
skewed by a down talent cycle
in his final two seasons. He
helped the Eagles make eight
trips to the CIF playoffs in a
10-season span (1985-94),
including a Pacific Coast League
co-title in 1991.
He helped mold the skills
Eagles Jeff Gardner and Rich
Amaral rode all the way to the
major leagues and he became a
respected figure among the
Orange County prep coaching
community.
• 1 think (l'roxel) is one of the

coach Chris Conlin said. "He

school baseball.•
H e has also worked as a
ower-level football assistant
at Estanaa and lS currently the
school's boys athletic equipment
attendant.
But 1\"oxel has always been
about more than athletics and
his daily dealings with students
illustrate t1us point.

This deal is a finesser's nightmare
and a technician's dream. How would
you play six clubs after the lead of a
low spade? The bidding is of as much interest
as the play. Nonh's four clubs is not a
sign of weakness -it is a mild slam
try! You do not run from a game to a
minor-suit partscore out of fear. With only trick. .
