FIVE EASY QUESTIONS

Finding
Costa Mesa
a new City
Hall site
• EDfTOlt'S NOTE: We asked Costa Mesa
Oty Councilman Joe Etk.kson about 1 pro-
posal for the city to move Its ser1ices from
City Hall to the empty Pacific Savings Plaza,
which would allow Southern Califomla Col·
lege to buy City Hall.
Have you thought about what
office you'd want In the plaza?
No, I haven't. To me, it's much,
much further away than that. It's Just
a concept.
Do you like the decor of the
plaza?
Yes, it's very attractive. It's a
shame it's sat vacant for all these
years. The property owner is asking
quite a bit.
Could a City Hall at the plaza
double as a bed-and-breakfast
lnn7
No, I don't think so. I think the
mleresting thing would be how to
incorporate a jail. It certainly would
be a very ornate, fancy jail. For some
people, a bed-and-breakfast and a
lail are the same thing.
does the plaza have that
Hall doesn't?
lot of empty space. City Hall
d a lot of life and activity for 30
. This has been empty for six
. Just a lot of empty space.

·City officials pledge to fight
af e Communities' initiative
ewport Beach council
consider launching ·

fiaws in El Toro measure.
ANDREW 51l!VEN HARRIS

NEWPORT BEACH -Pro-air-
port activists and city officials are
vowing ppen warfare on a I)ew
votet initiative sponsored by El
Toro opponents and warn the
·measlJire could spell doom for the
proposed South County airport
unless it is defeated.
The Newport Beach City Co~cil will debate tonight
whether to spend up to $25,000 to
commission a study that would
examine potential legal flaws in
the initiative.
•This is a real threat to the
eventual development of El
Toro,• Newport Beach Mayor
Dennis O'Neil cautioned at a
town-hall meeting last week. •u
this needs to be fought in court,
tll~~ l would support Newport
Beach being part of any legal
challenge.•
'The so-called Safe and
Healthy Communities Initiative
would require a ballot-box
approval by a •super-majority" -
or two-thirds of voters -before
the county could endorse con-
s~ction of local airports, large
jails and hazardous-waste dumps.
Petitioners need more than
71,000 slgnatures from registered
voters by Sept. 1 for the measure
to be put on the March 2000 bal-
lot, though airport advocates s8ld
they have little doubt the airport
opponents will succeed.
·1 have no doubt that it will
qualify,~ O'Neil said. •sut it's
very bad. It does have some holes·
· and some problems with the legal
validity. So l think we will be able
to mount a challenge.•
Part of the problem, officials
note, is that while the initiative
would require a two-thirds vote of
the public to approve airport con-
struction, the initiative itself
needs only a simple majority lo
become law. Previous ballot-box
votes on El Toro in the county
have split about 60% in favor and
40% opposed.
Supporters of the airport,
though, say the new initiative
poses considerable risk because it
mixes non-airport issues like jails
and toxic waste landfills that are
generally hot-button issues for
voters.
• •The concept behind it sounds
like a pretty good idea -people
don't like toxic waste, people
don't like jails,• said Tom Wahl, a
pro-airport consultant who flew
military aircraft at El Toro while
he was in the Marines. •sut every
initiative is created as the result of
an agenda, and this one is no
exception."
Nevertheless, several officials
expressed confidence that they
would be able to prevail.
"lf we had an election today,
we would win," declared New-
port Beach Councilwoman Nor-
ma Glover, who sits on the city's
Airport Committ~. ·we have to
be astute, and we have to be
patient. We have to win our victo-
ries very slowly. I can wait, I will
be 84 years old when it is totally
built out. You cannot panic in this
business."
The El Toro Marine Corps Air
Station is scheduled to close in
July, and county officials have
proposed turning it into an inter-
national airport serving as many
as 29 million passengers per year.
Critics of the airport say it will
create an excessive burden on
South County, with air traffic
shifted away from the John
Wayne Airport to the north.

ence to a 29 million passenger-
per-year airport at the Marine air
station, which is scheduled to
close in July.
The council Will also consider a
n!Solution supporting interim car-
go service at El Toro, which would
allow the airport to be used by
freight airlines such as Federal
Express and the United Parcel
Service when the El Toro bdse
closes.
·The most compelling reason
to explore mterim cargo service is
financial,· said Deputy City Man-
ager Peggy Ducey. "Cargo opera-
tions at El Toro could significantly
reduce the taxpayer cost lo mclin-
tain the base while it is being
redeveloped.•
In addition. Ducey said, linuted
cargo flights allow the public to
see the "real, rather than the per-
ceived impacts of commercial
operations at El Toro.•
The council will also debate
whether to spend as much as
$25,000 to study a new antiairport
referendum led by two South
County supervisors, called the
Safe and Healthy Communities
Initiative.
lf passed, the ballot measwe
would, among other matters,
require the approval of two-thirds
of voters before the Orange
County Board of Supervisors
could approve the El Toro project.
City officials have vowed to
oppose the measure, including
exploring possible legal chal-
lenges to the initiative.
In other matters, the council
will:
• Consider whether to perm.it
the construction of a. 12. 7 50-
square-foot gymnasium al the
Harbor Day School on Pacific
View Drive, as well as to allow
converting the existing gym mto a
auditorium for theatrical produc-
tions.
• Vote on whether to award a
$190,000 contract to the John S.
Meek Inc. for repair work to the
Newport Pier, set to be completed
by May 28. City officials had
expected the project to cost only
about $140,000 but noted that the
short ti.me frame for the work con-
tributed to the unusually high bid.
Offictd.ls said a similar repair
project for Balboa Pier may be
undertaken next year.

ON CAMPUS
Students want open campus, longer lunches
We asked students al Costa
Mesa Hlgh School what they
thought about open campuses
and the ability to leave school at
lunchtime.
Here ls what they had to say
about the issues:
•1 think it is a good idea
because most seniors don't
have a sixth period. I think that
we should be able to leave.
Most people don't get too crazy
when they leave. We have
enough time. Everybody usual-
ly just goes to Theo Bell. H
-Gustavo Sandoval,
18, senior
•we only have a half-hour for
lunch, and you have to go to
your car, go to where you want
food, and then come back.
Some people will munch some
food really quick or they will eat
during class. But then the
teachers get mad. I think lunch
should be longer. 1 don't th.ink
35 minutes is enough tune. I
th.ink that having to rush like
that is totally unsafe.•
-Frank Trejo,
18, senior
•1 thlnk that they don't give stu-
dents enough time for lunch.
But if they did make lunch
longer, then the school day
would be longPr and people
would coinplam about that. It's
pretty much d Catch-22 •
-Audrie Jennings,
. 18, seruor
"I think it 1s a good idea to be
able to have cUl open campus.
Closed campuses lead to kids
sneaking off campus more and
getting m more trouble. Costa
Mesa I ligh School has a closed
campus. 1 Uunk it should be
open to Juniors and seruors. •

ton, D C. 20250
"I th.ink it should be an open
campus because it would give
us the opportumty to go out to
lunch. You hould be able to do
something fun off campus dur-
mg lunch. It also giVes students
responsibility because they
have to get back to campus on

-Melissa Undner,

• 1 thin)$ it is a good idea to be
able to go off campus for lunch
because it is time that y9u can
relieve stress and have fun with
your fnends. 1 think it ~hould be
a little longer because then stu·
dents don't have to gobble
down their food and drive fast
to get back on campus. U you're

Local man injured after drunken
driver suspect hits him on street
A 2t-year-old Costa Mesa man was critically
injured after a suspected drunk driver hit him as
he was crossing Via Lido at Via Oport9 early
·Sunday morning, police said.
Ryan O'Neal was listed in critical condition
Sunday at Western Medical Center where he is
being treated for head injuries.
Joseph Turley, 22, of Chino Hills was arrested
for felony drunken driving in connection with the
accident, said Newport Beach Police Lt. John
Desmond. Turley is being held in Newport Beach
City Jail in lieu of $25,000 bail.
O'Neal and Mark Faul, 33, of Orange were
crossing the street in a marked crosswalk when a
Chevrolet. S-10 pickup tru~k. driven by Turley,
headed eastbound on Via Udo.
Paul received minor leg injuries but refused
treatment at the scene. Alter the accident, Turley
reportedly continued driving eastbound on Via
Lido. A witness to the accident followed and
called the Newport Beach Police Department.
Turley was then involved in a second accident
where he hit a parked car as he turned on to Via
Malaga. He was arrested a block away, behind
City Hall, as he tried to flee on foot.
Costa Mesa police arrest two
suspects for robbery, carjacking
1Wo Orange residents were arrested Friday on
suspicion· of robbery and attempted carjacking
after they were unable to start the car they were
trying to steal and fled on foot, police said.
Juan Gonzales Jr., 31, and Rosie Gonzales, 31,
approached a man in the undergTOund parking
lot of the Doubletree Hotel at 3050 Bristol Street,
said Costa Mesa Police Sgt. Jack Archer.
Juan Gonzales allegedly approached the vic-
tim, pretending he had a gun, and demanded the
car keys, Archer said. The victim gave up his
keys and laid down on the ground while Rosie
Gonzales attempted to start the car, Archer said.
Because the woman was unable to start the
car, the suspects took the victim's cash, cellular
phone and credit cards before fleeing the scene
on foot. They were caught a half-mile away.

HOME RUN DERBY
Reuss hits two slams, three homers in all against
Cypress; he joins Brandon Thompson and Ryan Clark
to fomr a legitimate 'Murderers Row" at Orange Coast.
COSTA MESA -When
Cypress College's baseball team
finds time to sit down and reflect
on the 1999 season, which finds
the Chargers presently No. 1 in
the state, chances are they'll con-
sider Jill all-opponents team.
It's pie tty safe to conclude
who'll be in the No. 4 slot on that
mythical team after Orange Coast
College's Jason Reuss ~tablished
awesome records in Saturday's
11-5 come-from-behind victory in
Orange Empire Conference play.
All the 6-foot-4, 200-pound
freshman did was rip two grand
slams and a solo shot to destroy
school records, as well as the
Chargers.
The son of former major league
pitcher Jerry Reuss, the Anaheim-
Canyon High product hit a tower-
ing bases-empty homer over the
scoreboard in left-center in the
second inning to tie the game at
2-2, but that was just a warmup.
COMMUNITY COLL'IGI IASEIALL
In the seventh inning he deliv-
ered a bases-full round-tripper to
score Matt Pope, Brandon
Thompson and Ryan Oark ahead
of him, sending the Pirates into a
6-:> lead.
And if you missed it in the sev-
enth, he delivered again in the
eighth with the same scenario,
Pope, Thomp~on and Clark
stashed on the basepaths.

standard, set against Golden West.
He's the first in the Pirates' 51-
year history to slug two grand
slams in one game, also the first to
have three grand slams in the
same season.
Coast's version of Murderers
Row now features three players in
double digits in the home run cat-

conference (Orange Empire)."
The swing that often pro·
duced medalist honors for Coach
Dick Tucker's OCC golf team has
become upwardly mobile and
this season, his second on the
baseball team, Thompson is
delivering a power surge greater
"I'm surprised myself,
hones Uy (with. this year's power
increase). But I'm loving every
minute of it." ·
Last year, Thompson played
left field, first base and
occasionally pitched and ca~gbt,
hitting .288 with one home run
in 59 at-bats.
"We were expecting Ryan
Clark (who has 10 homers) and
Jason Reuss to be our powers
guys, but Brandon just took off,"
Altobelli said.
Thompson and Clark are only
the second duo of OCC sluggers
to reach double figures in home
runs in the same season,
following Joey James (16) and
Dave Staton (11) in 1987 ..
Thompson, the Dally Pilot's
College Athlete of the Month for
March, hasn't missed much this
season when opposing pitchers
make mistakes, like in the
Pirates' win over Santa Ana.
Thompson fouled off several
quality pitches in a row and
worked the count full against the
Dons' Michael Natale, then
turned on a pitch over the plate
and •drove it 420 feet to
left-center field, .. Altobelli said,
on a two-run blast that broke a
tie and put OCC·ahead, 5-3.
"(Natale) ended up hanging
me a splitty and l put it on
Adams (Avenue)," Thompson
said, referring to the street
beyond the fence.
At month's end, Thompson
was batting .348 (39 for 112),
third best on the squad behind
Oatk (.376) and Matt Pope
(.355), with a team-leading 27
RBis and his club-leading home
run total.
"Titis time next year," said
Thompson, who is being
recruited by several top
four-year colleges, in.duding
Oklahoma and Arizona, •1 hope
to be playing baseball at Omaha,

He was a varsity starter in
