He's teaching an 18-month
intensive course to the depart-
me nt's SWAT team, passing on
arrest, restraint and survival tech·
niques to those who need them in
the streets.
The current class of seven Costa
Mesa policemen should receive
black belts this "April. Though they
learn to maneuver with prop rifles,
sometimes m full combat gear, the
144-hour course stresses techniques
to subdue suspects-Wlthout killing
or mamung them.
The art of aikido lends itseU nat-
urally to the task. Less expliaUy
brutal than karate or tae kwon do,
d1kido features a host of Joint and,
wnst locks and emphasi.zes redi-
recting an opponent's energy. As
the 52-year-old Dye described 1t,
"When you're pulled, you roll w1th
1t. When you're pushed, you pivot.• •
"The idea is to give the m some-
lhlng to use that's less than lethal
force, so if·they're in a conironta-
llon they have some.thing to use
besides their weapons," Dye said.

COSTA MESA -City Council
members are getting plugged into
a potential new way to make mon-
ey for city coffers and save resi-
dents money on their electric bills.
At a study ses ion held Mon-
day, dty officials discussed the
emerging ·p ublic power market,
Costa Mesa's potential role in it
and its impact on local residents.
Beginning in January 1998, res·
idents will be able to chdose who
they want to supply their electrici-
ty, much as they do now for long
distance telephone services,
thanks to a new state Assembly
,bill. /
The deregulaUon bill, which
Gov. Pete Wilson signed into law

10% reduction in electrl~ rates
starting in January 1 and •

The current class of seven Costa
Mesa policemen should receive
black belts this April:-Though they
learn to maneuver with prop rifles,
sometimes in full combat gear, the
144-hour course stresses techniques
to subdue suspects without killing
or mainung them
The art of aikido lends itself nat-
urally to the task. Less explicitly
brutal than karate or tae kwon do,
a1kido features a host of Joint and
wrist locks and emphasizes redi-
recting an opponent's energy. As

members are getting plugged into
a potential new way to lllake mon-
ey for dty coffers and save resi-
dents money on their electric bills.
At a study session held Mon-
day, dty officials discussed the
emerging public power market,
Costa Mesa's potential role in it
and its impact on localresidents.
Beginning in January 1998, res-
idents will be able to choose who
they want to supply their electrici-
ty, much as they do now for long
distance telephone ervices,
thanks to a new state Assembly
,bill. •
· The deregulatlon bill, which
Gov. Pete Wilson signed into law

10% reduction tn electricity rates
starting in January 1998 and •

W hile I was looking for my
Santa Ana Heights Water
Co. stock certificate, Glo-
ria Feldt came and went. Feldt is
the ptesident of Planned Parent·
hood Federation of America, and
she spoke at the annual fund-rais-
ing banquet of the local chapter.
Her thesis was the prevention of
teen pregnancy, and what she said
was important, especially in a
county in which more than 4,000
teenagers g.we birth last year.
Feldt said: "We have the
highest rate of tee.ii pregnancy in
the industrialized world. Is th.is
because our kids are more sexual-
ly active? No. The difference is ·
that in other countries, teen preg-
nancy is a public health problem,
and here we define it as a moral·
problem."
Because I didn't get to this right
away, I might have lerit go. Then I
learned that Operation Rescue's
militan~ troops planned to promote
their cause by assaul~g Orange ·
County school children with 6-
• foot-tall photographs of aborted
babies as they arrive or leave 'their
campuses. And I Jmew that every
voice that could be raised should
be against th.is self-righteous bar:
barism Ulat has its roots in what
Gloria Feldt calls a "moral prob-
lem." .
Let's try to apply a small bit of
logic to this most illogical of all
current social issues. The Opera-
tion Rescue people and their sup-
porters start from the premise that
anyone who isn't anti-abortion is
pr<1-abortion, which, of course, "
isn't bue. There's a great differ-
ence betw~ supporting the
rights of a woman to make choices
about her own body and being
pro-abortion. I don't know anyone
in the pro-choice camp who
wouldn't also be very much in
favor of removing the reasons for
abortion from the human experi-
ence -and thus removing abor-
. lion, itself.
And I don't think anyone on

worlds, sex education would take
place at ttome, and abstinence
would be a feasible alternative.
But this isn't the best of all possible
worlds. The view of American
society as the upper-middle-class
home of Judge Hardy who takes
Mickey Rooney into his study and
explains the facts of life to his fully
~eceptive son is about as far from
reality as we can get.
U you doubt that, take a look at
the numbers. Last year, guls under

was inaugurated in 1964 when a
citizens advisory committee repre-
senting 14 major organizations in
Anaheim -church, social, civic,
fraternal, medical and law
enforcement -worked with
school officials to develop the
Family Life course of study.
Although it was alwdys volun-
tary, less than 1 % of the 32,000 eli·
gible students chose to opt out,
and for almoSt four years Family
Lile WdS dccepted as a positive,
prideful force in the community.
Educators came-from all over.the
U.S. to observe and take the pro-
gram home because it worked
spectacularly. While the rate of
illegitimate birth among high
school girls in the state of Calif or·
nia soared to 9.3 per thousand, it
moved in the opposite direction in
Anaheim. standing at 3.59 m Fam-
ily Ute's fowth year.
That's when a group -
anchored in the John Birch Sooety
-that found the idea oJ public
school sex education anathema
used some outrageously inaccu-
rate and frightening charges to
win conbit>l of the Anaheim school
board and. dismantle the Family
Life program. Nothing ijke it bas
reappeared since. Today, Anaheim

I'm not suggesting that such
programs are panaceas for pre-
venting teen pregnancy or without
problems that need to be dis-
cussed and lightly controlled. But
are such problems greater than
the tidal wave of teen pregnancies
or the violent divisions growing
out of the abortion issu~
Recent studies indicate that
more than half of girls and three-
fourths of boys in the U.S. have
lest their viiginity by the ti.me they
reach 18. Is it really logical to
believe that preaching abstinence
can even make a dent in these
numbers? The countries that have
answered "No" to that question
and.provided explicit sex informa-
tion have a dramatically lower rate
of teen pregnancies.
Parents who object to sex edu-.
cation programs here have always
been allowed to withdraw their
children. But they want more.
They, want it abolished, as well, for
those of us who find it desirable
and useful -and so far they have
been remarkably successful. Why

"It's to control and restrain
rather than breaking bones and

financial officer, said back in Jan-
uary that some people won't be

The acquisition includes four
refineries, three 40,000-ton
tankers, 1,500 miles of crude oil
and product pipeline and a retail
system that includes about 1,350
76-branded gas stations.

nia and not moving forward with

Cla.uic Qualifier on Monday at

1\vo years ago when Carrasco
started Birdie Vtsion, a short-game
school at the Hyatt Newporter's Back
~y Golf Course, he said the Senior
Tour would be within striking distance
when he turned 50. He was right.
Even though Carrasco, an Irvine
resident, never made a huge impact on
the regular tour, he expected to be
playing with the seniors because of his
ongoing training and successful
competition ln the seniors division on
the Golden State Tour.
•1 tried to reschedule and cancel as
many {lessons) as I could for this
week," Ca.rrasco said. "I'm still
working a few people ln."
Once on the Senior Tour, anything
can happen. Carrasco knows that. "It's
unbelievable when you realize bow
fortunate and grateful these players
are," he 141d.

Carrasco, who will play m the Senior
Classic Pro-Am today at Newport
Beach Country Club, reahzes this week
could be the start of a We-changing
encounter.
"It's a wonderful opportunity,• he
said. "But it's something I've been
praying for and planning for, and I've
bet?n doing all the things that are
necessary. I've alway worked on my
game."
ln the qualifier, Carrasco struggled
on his second hole. (No 11 ), pulling a
shot into a lake, tben rutting a poor
pitch to leave lum 18 feet from the nag.
But Carrasco sank the long putt to
ave bogey, a turning point in his
round, because he birdied the next
hole an~ never looked back.

Carrasco, whose claim to golf tame is
qua.li.fymg for two U.S. Opens, one
British Open and finishing second at
the 1980 Colombian Operi, ahead of

Carrasco played on the regular tour
in 1975 and '76, then ag8.Ul in 1981 -82
in various events.
"I really stayed focused (in the
qualifier),• Carrasco said. "I knew I
was close to making it. You can't get
ahead of yourself, like. 'Oh, I'm going
to tell my wile right away.'•

was taking cuts during the pre-
game jnfield warmup. He sent a
roller to shortstop. It was booted.
Another knock to second: lt was
mi.Shand.led. The baseball coach
wrapped it up and sent his team
to the outfield for a pe p talk. He .
sent the bat crashing into the
chainlink fence by the bench
before he followed them.
"We weren't ready lo play and
that obviously ·carried into the
game," Deats ,said. "We just
were n't into it." ·
The 1-1 Mustangs committed
nine errors as the visiting Bolsa
Grande squad took advantage
and walked out of Te Winkle Park
with a 10-1 victory.
"The team defense was horri-
ble," Deats said .
Scott Smith took the hill for the
Mustangs ai:id recorded a strike-
out in a one-two-three first
inning. But that was about the
only thing that went well for
Deats' squad all afternoon.
• The Matadors recorded a sin-
gle run in each of the next three
innings, but forced the hosts to
commit four errors in the top of
the fifth inning to score a pair of runs:
Meanwhile, Bolsa Grande
hurler Gus Deleon was having
his way with the Mustangs' bats.
DeLeon used a an array of oCf-
speed pitches and a nasty slider to
post seven strikeouts and allowed
just four hits lo keep a zero in the
Costa Mesa book through five
innings.
Costa Mesa put together a
mini-rally down 3-0 in the fourth.
Al Lambert stepped to the plate
with baserunners at first and sec-
ond. Lambert made his second
unsuccessful stab at a bunt, but this time the ball didn't just go,
foul-it nailed his right index fin-
ger. Deats inserted pinch-hitter

Deats was impressed with
Smith 's and Jeffe rs' perfor-o mances.
"I'd take a Scott Sntith any day.
He just puts it over the plate. And
Joe Jeffers went in there and
made them hit ground balls," he
said.

Federal regula11ons set forth lhree basic goats which are closely related to the maior commitments aJld
onont•es ol HUD The goals are to. 1) Provide deeent housing. 2) Provide a suitable hving enwonment
and 3) Expand economic opportunities. Each goal must primarily benefit low and very low income persons.
Further, ac tiv1t1es funded with CDBG funds must meet at least one of the three n1tional ob1ect1ves of the
CDBG program: 1) Benefiting low and moderate income persons; 2) Aidmg '" the prevention or ellmlnallon
of slums or bhQht, or. 3) Meeting other community development needs having a p articular urgency ~use
existing cond1t1ons pose a serious and 1mmed1a1e threat to the health and welfare of the community and
other financial resources are not available to mee1 the needs
The goals lor the City's CPO include new construction of affordable rental housing, sheltet·for the homeless
and "at nsk" persons. fam11tes to be assisted by the Section e Rental Assistance Program removal ol
architectural barriers for persons with dlsab1li11es, 101;> creation and economic developmeni for tower income
persons and lam1hes, pubhc facilities improvement. soc!al services for needy persons, and rehabilitation of
commercial and industnal businesses throughout the City. The One Year Action Plan 1dent1fles proposed
